▼ The purpose of this qualitative study was to explore democratic educational practice as it functioned in one high-quality, democratic preschool community during the 2009-2010 school year. Using a single, instrumental case study design (Stake, 2005) allowed me to illuminate how this intentionally democratic preschool community (including children, faculty, and parents) experiences, constructs, and practices democracy in its unique cultural context, including some of the possibilities and challenges that arose. Data generation included the collection of field notes on classroom observations and school events, photographs and video recordings of classroom experiences and interactions, transcriptions of parent and faculty interviews, and school documents such as portfolios, documentations, and school pamphlets. My data analysis process included developing thick descriptions (Geertz, 1973) and memos, creating internal and external codes, and producing a full narrative report. As I analyzed my data, I identified ten emerging and interrelated themes that recurred within the community and served as integral and foundational elements of the school’s high-quality, democratic environment. These themes included: 1) maintaining a cultural foundation of respect, trust, and care among all community members; 2) using responsive and intentional teaching practices and making learning processes visible through diverse forms of discourse and documentation; 3) sharing the decision-making, power, and control among all community members; 4) putting a strong emphasis upon building social relationships and learning collaboratively; 5) using narrative as a critical tool for making meaningful connections and building memory and identity; 6) slowing down the learning process, both for children and adults; 7) upholding a strong image of both children and adults as powerful, capable, and socially-connected problem-solvers and fellow citizens worthy of equal voice and rights in the community; 8) providing opportunities for all members of the community to develop a sense of social responsibility and concern for the common good based upon the interdependence of self and others; 9) valuing pleasure, happiness, and levity as integral parts of the school experience; and 10) upholding a commitment to freedom (physical, emotional, social, intellectual) and foundations of social equality and justice. ▼ Two prominent literatures, the democratic peace and veto player theory, maintain that the democratic use of force is constrained by separated institutions of government and the placement of political actors whose agreement is required for policy decisions. I argue differently, positing that institutional context is the chief dimension along which democracies vary in their international conflict behavior. Reframing conventional veto player theory, I argue that the context in which veto players operate, whether collective or competitive, mediates their impact. In the former, political actors have motive to facilitate, not oppose, the policy process even when they have the opportunity to do so. In the latter, political actors have both the opportunity and motive to block policy change. An argument centered on institutional context refines how scholars think about domestic politics and international relations. In terms of the democratic peace research agenda, for instance, this dissertation elucidates the manner in which domestic institutional variation influences the foreign policy making of democracies. This dissertation also refines how scholars employ veto player theory as an explanation for the impact of domestic politics on aggregate policy outcomes. Veto players, whether institutional or partisan, do not always veto policy. While different institutional configurations produce a varying number of veto players, these veto players do not always constrain the democratic use of force. Results of pooled time-series cross-sectional analyses of twenty-nine democracies in the postwar period indicate that a collective institutional context, represented by weak legislative opposition to the executive and large coalition cabinets, has an enabling effect of the democratic initiation of conflict. Conversely, a competitive institutional context, represented by strong legislative opposition to the executive and smaller ruling coalitions, has a constraining effect. This dissertation concludes that democratic policy outcomes are determined not by any static institutional organization (as postulated by the democratic peace literature), or on any rigid distribution of veto players (as advocated by conventional veto player theory), but on a more dynamic dimension of institution context. ▼ More than a decade after the collapse of communism in Eastern Europe a number of countries in the region are well on their way to making a successful transition to democracy. It is often argued that the reform of a country s media system toward freedom and independence is an important part of this democratization process. But as some countries have progressed toward democracy more rapidly than others, one needs to consider whether certain patterns of media reform influence the democratization process in either positive or negative ways. To do so, this study examines reform efforts in Bulgaria, Hungary, Poland and Romania by addressing three research questions: What are the dimensions of media reform? What is the relationship of the various dimensions of media reform during the democratization process? And what is the relationship of media reform to political and economic reform during the democratization process? While the prevailing model used to describe media reform during the democratization process is that of the stages of transition approach, a central claim made by this study is that media reform needs to be thought of as multi-faceted. Rather than a media system being considered a single entity, this study shows that various sectors of a media system progress toward freedom and independence at differing rates. There are also competing press philosophies and competing actors that can influence the way media reform is carried out. And it is common for political and business elites to try to skew reforms efforts to their benefit. This study also found that while great progress has been made in reforming media systems, there are two particular areas of concern: the continued treatment of libel as a criminal offence and the continued politicization of the oversight and management of state-run public service television. Finally, it seems apparent that there is a strong relationship among political, economic and media reform, with democratization efforts most successful when these three areas of reform are mutually reinforcing. ▼ That Americans have become cynical about politics is often taken for granted in both popular and scholarly discourse. But what does it mean to be cynical? The answer to this question is far from simple and requires an investigation into the concept’s origins, which reside in the ancient Greek philosophy known as classical Cynicism. Diogenes of Sinope, who remains the paradigmatic Cynic, was an abrasive figure in ancient Athens whose sneers and sarcasm where essential to his commitment to ‘living according to nature.’ And for Diogenes, this meant living in accordance with the truth. He distrusted the social and political motivations of his fellow Athenians, and he called them out on their hypocrisy in ways that both amused and aggravated them. But what Diogenes did, above all, was demand room for honesty and the truth in the public sphere. I propose that his example is valuable in the context of contemporary American political culture, where honesty is rare and the truth is regularly disregarded. This dissertation presents an analysis of what cynicism can do for American political culture. I first address the question of what it means to be cynical and assess how much cynicism has changed since the days of Diogenes. While it may not mirror the original in all of its aspects, I argue that at root what it means to be cynical has not changed significantly, and that we can still identify cynics in our midst through their commitment to seeking and sarcastically speaking the truth. The early 20th century journalist H.L. Mencken is a case in point. Like Diogenes, Mencken aimed to be provocative and to initiate a response from his readers. And while he is not a cynic, Stanley Cavell’s work on Ralph Waldo Emerson’s non-conformism compliments the cynics’ commitment to truth seeking and speaking. Contrary to contemporary popular and scholarly assumptions, cynicism has not morphed into a pervasive political ideology or mood in America. Rather, it constitutes a valuable critical practice that provokes us to investigate our assumptions and to develop the capacity to care for our selves, others and the world. In the light of the unproductive attempts to reviving China since late Qing as well as the terrible threats and devastations by Chinese communism, there had been pursuits of improving Chinese governance. It was against this backdrop that Xu Fuguan, Tang Junyi, and Mou Zongsan made their claims. Believing in the actualization of Confucian political and ethical ideals as a panacea, they commonly argued, as stated in A Manifesto for a Re-appraisal of Sinology and Reconstruction of Chinese Culture that they co-drafted with Zhang Junmai, that Confucianism should be re-developed. But this is only the first of their two claims; the second one is that Confucianism should not be re-developed by the orthodox top-down, monarchical approach; they instead argued that Confucian ends should be achieved by a democratic approach. This thesis aims to reconstruct and critically evaluate their common claims. It argues that Xu, Tang, and Mou commonly suggest a means-end conceptual framework as for democracy and Confucianism. Democratic institutions and democratic political participation are the two means to realize the Confucian Outward Kingliness and Inward Sageliness. In terms of political development, they argue that the traditional monarchical system falls short of realizing the Confucian political ideal and this task should be achieved by democratic institutions. Similarly, they assert that political participation plays a significant role in ethical development. This thesis consists of six core chapters. After the Introduction that lays out the context that the three contemporary Confucians were in, as well as the questions they had in mind when they made their claims, the first three chapters, each devoted to one of them, look into their specific claims on the significance of democratic institutions in realizing the Confucian political ideal. Chapter 4 summarizes their arguments and evaluates a synthesis of these arguments. Chapters 5 and 6 address their thesis on political participation and ethical development, and argue that (1) the lack of the appreciation of people’s position to take part in politics is detrimental to their ethical development; (2) taking part in politics is desirable to people’s ethical advancement; (3) only the appreciation of people’s political subjectivity and political participation are not enough, in that the more one participates in politics does not necessarily make one more ethically advanced; moral education that edifies Confucian virtues is also crucial. Based on the legacy of Xu, Tang, and Mou, this thesis argues for a more convincing Confucian theory of democracy.

Although there is consensus that democracy has to be established in China, there are huge disagreements on what kind of democracy China should establish. Those disagreements can be divided into four major groups. New Leftists hold that the state should play the role of leadership and that the state capacity should be strengthened. They insist that the rule of the state should conform to the ideal of governance. However, the people are excluded from determining what the ideal of governance is. Also, the economic democracy they advocate would undermine the individual right to property, which would in turn impair people’s private freedom. Liberals hold that the unlimited state intervention in the market economy is the source of social injustices. They advocate the development of free market economy and the establishment of liberal democracy. At the same time, they also reflect on the problems of liberal democracy. There are two major problems. The first is that people are politically apathetic, which causes the crisis of legitimacy. The other is that liberal democracy is unlikely to result in morally good political decisions. So, it is argued that China’s democracy should meet the requirements of both legitimacy and justice. Confucian constitutionalism argues to restore Confucian values in the contemporary political reconstruction and thus advocates Confucian meritocracy with democracy only retained for instrumental reasons. It holds that only the politically competent and morally superior persons are eligible to participate in politics. However, there is no way to ensure that those selected through meritocracy are intellectually and morally superior. It is also hard to make Confucianism compatible with reasonable pluralism, causing the risk of undermining personal rights and freedom. The official opinion on democracy recognizes the necessity to develop democracy and stresses the Party’s leadership in its development which it holds should be implemented in accordance with China’s current political, economic and cultural conditions.

▼ This dissertation interrogates the phenomenon of disaffection in post-World War II democracies and, in doing so, offers a theory of the affective dimension of democratic politics. Although many countries have formally democratized after World War II, they suffer from political apathy, withdrawal, and disillusionment-in short, disaffection. Why have democratic institutions failed to inspire popular support necessary to sustain democratic forms of life? A dominant strand of democratic theory represented by Rawls and Habermas is not well-equipped to address this vital question, insofar as it fails to consider how affect works with reason, not as a subsidiary but an equally constitutive force, in establishing and realizing norms of democratic politics. This is theoretically blinding since a unique frame of democracy that became dominant in the postwar era (which I call "instrumental democracy") has systemic tendencies to produce democratic disaffection. Instrumental democracy reduces democracy to an instrument that merely legitimizes, rather than contests or renegotiates, political goals predetermined by elites and technocrats. I trace the origins of instrumental democracy to the Cold War when anti-totalitarianism, market capitalism, and a highly insulted technocracy concomitantly emerged to the effect of dissolving the collective, public dimension of democracy. I scrutinize the logics of instrumental democracy by analyzing behavioralism and rational choice theory as symptomatic articulations of Cold War imperatives, and investigate its evolution in the late twentieth century by examining democratization in Chile and South Korea. Bringing my empirical analysis into theoretical focus, I reinterpret Hannah Arendt's political theory through the prism of her creative, if underdeveloped, appropriation of two supposedly incompatible themes: Heidegger's concern with affect and Marx's critique of alienation. Thus interpreted, Arendt's theory helps us recognize that people's affective disposition toward democracy is closely connected to the structure and distribution of power. By engaging in a mutually constitutive dialogue between theory and history, I aim to identify and challenge one of the most formidable yet underappreciated trends of our time that threatens to impoverish our understanding and practice of democracy. ENGLISH ABSTRACT: This study used an exploratory case study design to examine the wave of populism that occurred in 2016. During 2016, numerous notable populist events in Liberal Democracies occurred. These include Rodrigo Duterte becoming the president of the Philippines; the Brexit vote in Britain and Donald Trump winning the presidency in the U.S. This series of populist events sparked a concern that internal failings within the Liberal Democratic system were the cause of the populism. Understanding the underlying causes of these incidents is of utmost importance considering that Liberal Democracy is globally the current dominant political system. The primary goal of this study is to uncover how and why populism has occurred in these Liberal Democracies, and more specifically, whether it is due to internal failings with the Liberal Democratic system. This study adopted and revised two theoretical frameworks to help examine the two points of interest in this study: populism and Liberal Democracy. The populist framework was dubbed the Fifth Approach; took inspiration from various sources and identified several key aspects that characterise populists. This study also adopted the two-strand approach to Liberal Democracy by Canovan. However, the two sides, redemptive and pragmatic, were revised to fit the two aspects of Liberal Democracy uncovered by this study’s theoretical overview, and four indicators were chosen to measure them: The support that Liberal values have in society, the support for Representative Democracy, citizens’ support for direct democracy and satisfaction with the status quo. Examining the three chosen case studies - Brexit, Donald Trump’s win and Rodrigo Duterte’s winning the Philippines’ presidency - revealed several key points of interest. Firstly, it seems that in Western Liberal Democracies, populism garners most of its support from the older white and less educated demographic. Secondly, when populists come into power, there seems to be a tendency towards authoritarianism. Thirdly, and most important, the populism which occurred in 2016 does not seem to be due to internal failings within Liberal Democracy. Examining the indicators, the researcher concluded that the Philippines and Britain had no gap in their Liberal Democracies. Furthermore, all case studies had varying significant factors that influenced their respective populist events. Only the U.S. case study showed any potential link between populism and failings within its system and was the only case study that evidenced a gap between the two sides of its Liberal Democracy. However, with that case study, there were also other significant external factors that influenced the outcome of the presidential election.

▼ The belief that society benefits from the adoption of democratic practices and a desire to improve schooling in South Africa, motivate this research. The social objective of the research is therefore to determine what are the causes of the persistent failure of the South African schooling system and to what extent community participation may serve to resolve them. The technological objective is to determine the feasibility of utilising social media for addressing social problems through enabling participative democracy. The potential for community participation in South African schools is therefore viewed through the lens of Internet enabled participative democracy. A design science-inspired research framework is devised in a qualitative study adopting a critical interpretevist epistemology. The study entails three phases applying a mixing of methods to perform critical research, context-based evaluation and critical interpretive evaluation. The first phase reveals the fundamental problems impacting the schooling education system in South Africa and determines that the underlying cause for their persistence lies in a systemic problem of conflicting legislation and policies caused by ideological differences within the ruling tripartite alliance. It further identifies through critical inference, specific practices by school communities which could improve the education system by participative, democratic action. The second phase evaluates the capacity for selected, popularly used social media artefacts to serve as communication and collaboration tools, in the schooling context, to enable community participation. These are found to be inadequate. The third phase is an evaluation of the technologies capable of facilitating activities required to achieve democratic participation of communities in schools and results in the description of an artefact that could enable a “networked social service media” system. The paper substantiates the notion that an appropriately designed, Internet enabled social media artefact, can promote the participation of communities in schools in South Africa. ▼ The study acknowledges that there have been attempts by scholars of African politics to explain the problems impeding the smooth running and consolidation of democracy in Africa. The acknowledgement of these previous efforts notwithstanding, the thesis sets out to show the value of a philosophical reaction to the positions of scholars on the issue, as a shift towards a better approach to it. It makes an examination, which exposes the inadequacy of the previous approach to the explanation of the problems militating against the democratic project in Africa. The thesis is not therapeutic. It is primarily diagnostic. Therefore, it did not set out to prescribe some procedural steps to change the ailing political system in Africa. Rather, it has identified the shortcomings of previous approaches to the problem of democracy in Africa, which, has portrayed Africans as mere effects of causes, and incapable of taking control of their own life situations. In the analysis, the scholars had argued that the unstable state of democracy in Africa has been caused by some internal and external factors. That is, by implication, Africa has been caused to be what it is. This study rejects the causal model of explanation taken uncritically from the Newtonian physics by the scholars of African politics in their explanations of the political challenges of Africa. This study argues that by applying the causal explanation, the scholars have implied that Africa is not more than a mere effect of causes, and therefore, incapable of a self-motivated and a free action. They have also implied that their own analyses were either caused or false Consequently, the study proposes that any reliable explanation of the problems militating against the democratic project in Africa must be non-causal in structure. That is, an explanation in which my explanations, as an African, are my own wilful actions. By so doing, the study has initiated a new consciousness of who I am as an African. It initiated the consciousness of the fact that such factors as colonialism and corrupt leadership in Africa may have had serious influences on the trajectory of my own history as an Africa, but they do not determine my situation in the deterministic cause and effect relation in the manner in which the scholars intended. ▼ Local government is the tier of public authority that citizens first look to solve their immediate social problems. Among all the public institutions at local level, council has a special status and authority as local elected bodies. They are uniquely placed to provide vision and leadership to their local communities. They are able to make things happen on the ground where it really matters. The government of Ethiopia in general and Addis Ababa city administration in particular establishes council at different tiers of government as parliamentary control mechanism to ensure effective policy implementation, promote local democracy and improve service delivery. However, woreda councils in Addis Ababa city administration were not seen playing such role of democracy promotion. Moreover, studies conducted in regional woredas divulged that Woredas council have not yet managed to exercise sufficient local autonomy due to several reasons such as absence of clearly established legal mandate, lack of devolution of power, poor organization of the system and tight control and intervention by higher authorities. Therefore, this study aimed to assess the challenges and prospects that woreda council at Addis Ababa city administration has faced in promoting democracy among grass-root people. It also examines the overall operations of the councils from the viewpoints of democratic government and decentralization In order to pursue the objective of the study the researcher use multi-stage sampling technique and relied on both primary and secondary data source. Primary data collected through questionnaires, interview and observations while secondary data obtained from document analysis like legislation on the issue, minutes and reports complied by counsel’s office. It was found that problems prevailed in regional woreda councils are also impeded woreda councils at Addis Ababa City Administration. The internal working system of woreda councils reflected that executive domination is very soaring, and councils are not responsive to the needs of the community and most importantly democratic essence viz. accountability, transparency, participation and autonomy are not adhered principles in the councils conduct. Therefore, councils as they are impeded by the above-mentioned challenges are playing insignificant role in cultivating democratic value and improving the service delivery to the grass root people. Therefore, it is recommended that the internal working system of councils need to be very transparent, responsive, participatory and free from any unnecessary intervention. Councilors must be sensitive to public interest; legal back up from the city administration is also needed in order to make councils strong, autonomous and powerful. The field that councilors operating also should be open to all stakeholders as the democracy promotion works calls for the involvements of different actors.
