▼ This thesis addresses the problem of refill scheduling for a team of vehicles or robots that must contend for access to a single physical location for refilling. The objective is to minimise time spent in travelling to/from the refill station and also time lost to queuing (waiting for access). Principled results for this problem in the context of agricultural operations are presented. We prove that there is a maximum number of vehicles which can usefully work together. We then focus on the design of practical algorithms and present exact and approximate solutions. The two exact algorithms we develop are founded upon constraint-based and dynamic programming. These methods, while capable of solving the problem exactly, are found to be most suitable for small problem instances. The approximate solution is an anytime branch-and-bound algorithm that is suitable for large problem instances with many robots. Importantly, the approximate solution always provides bounds that quantify how close to optimal a given solution is. The approximate algorithm is shown to be reasonably robust to inaccurate prediction of resource utilization rate, which is difficult to estimate in cases such as spot application of herbicide for weed control. In addition, we measure the algorithms’ performance in simulation using realistic scenarios with up to 50 robots. Furthermore, three types of agricultural vehicles are simulated to understand the impacts that different parameterisations of the system have on the amount of queueing. Lastly, it is demonstrated that our algorithms produce an improvement in field efficiency compared to the typical greedy method.

▼ Market failure, inconsistency and fluctuation have been some of the challenges facing small-medium scale farmers (SMFs) in Fiji. Past records show that major government and privately driven marketing projects have failed to achieve long-term sustainability. This thesis takes into account these shortcomings and proposes an alternative framework based on the ideology of clustering, which has been shown to be successful in other countries. The research employed a qualitative phenomenological approach. It involved indepth interviews with 34 stakeholders in Fiji, namely; hoteliers, academics, Ministry of Agriculture employees, and representatives from private organizations. The results showed that participants valued quality, efficiency, monetary benefits and culture as core issues surrounding the acceptance of the model. According to participants, quality entailed a holistic approach incorporating pre-planting, post-harvesting and marketing phases; efficiency focussed on the turn-over time in the production process; monetary benefits included economic returns and ownership; while culture emphasized the importance of the communalistic behaviour of “solesolevaki†in traditional society, and how this could be consolidated in a market-driven environment. A refined CCM is proposed based on this feedback. This research is useful for policy makers and project developers in the agriculture sector. In addition it would be useful to aspiring groups of SMFs at the provincial and divisional level in Fiji. This study also provides additional literature on the ideology of clustering SMFs in the Fijian context through the proposed model.

▼ The purpose of this dissertation is to consider
whether
centralised bargaining,
through bargaining councils, is a
suitable mechanism for determining minimum
wages in South Africa.
In addressing this issue, the minimum wage fixing
mechanisms
currently available in South Africa, the impact they have on the
labour
markets and whether there is a need for reformation of our
labour laws relating to the
setting of minimum wages will be
considered.
The dissertation focuses on the various philosophical
perspectives on labour law, the
international development of
collective labour law, international wage-fixing
mechanisms and
the development of South African labour law from the Industrial
Conciliations Act 11 of 1924 to the current Labour Relations Act 66
of 1995.
The current levels of collective bargaining available in
South African, focusing on the
establishment and functioning of
bargaining councils, the extension of and
exemption from
collective agreements, as well as the use of collective bargaining
to
set minimum wages are discussed. The advantages and
disadvantages of our
current minimum wage fixing mechanisms are
also discussed. For the purpose of
comparison, reference is also
made to wage fixing though sectoral determinations,
although the
focus of the dissertation is on collective labour law.
In the
international comparison, the development and functioning of the
Australian
and French wage-setting regulations are discussed, as
well as policies that could be
considered for application in South
Africa.
Collective bargaining, and in particular
centralised
collective bargaining, plays a
significant role in South African
labour law. Since South Africa does not have a
national minimum
wage,
centralised bargaining remains the main form of fixing
minimum wages, apart from sectoral determinations. In the
conclusion and
recommendations, possible solutions to the
shortcomings in our
centralised
ii
bargaining system, as well as
alternative means of setting minimum wages are
considered.

▼ Led by the big data application and the ``Internet Plus" action plan, the Institute of Computing Technology of the Chinese Academy of Sciences proposes a Super Base Station (SBS) system for the future mobile communications network. The SBS system utilizes the ``physically centralized, logically distributed" resource pool sharing technology to cope with the requirements of future mobile communications network. With the concept of SBS, how to design the SBS's architecture according to its definition and features, and realize intelligent resource allocation within the large-scale resource pool according to the users' characteristics and services' requirements, become critical problems. This thesis focuses on the architecture design of SBS and its baseband processing unit (BPU) resource allocation. The main contents and contributions of this thesis are summarized as follows: 1. Research on the Architecture Design of SBS To meet the explosive growth of mobile data traffic, massive and high-density base stations (BSs) need to be deployed in cellular networks to increase the spatial spectral reuse efficiency. The dense deployment of BSs will lead to a series of problems, such as huge capital expenditure (CAPEX) and operating expense (OPEX), low infrastructure utilization ratio, as well as severe inter-cell interference. To tackle these problems, a new network architecture for next generation cellular networks becomes essential. Motivated by this, we develop a SBS network architecture for future wireless systems in this thesis. The proposed SBS architecture consists of three key physical components, namely, hybrid heterogeneous radio unit pool (HHRUP), line interface switch unit (LISU) and computing resource pool (CRP). On top of these physical components, there are two main logical modules in the proposed SBS framework, called virtualized BS (VBS) and virtualized software defined core network (VSDCN). The functions of these two modules and how they are used to create virtual networks are explained in details. A SBS prototype is presented to verify the architecture design. A typical application of SBS in Internet Information Broadcast-Storage (IIBS) system, is provided to demonstrate the advantages of the proposed SBS architecture over existing systems. 2. Research on Homogeneous Baseband Resource Allocation As a promising wireless network virtualization technology, VBS has been proposed to tackle the problem of low-efficient utilization of BS's computational resources, e.g., BPU. In this thesis, we focus on the efficient BPU allocation problem through a contract-theoretic approach. Specifically, we first consider the BPUs as a kind of trading resources. Then we establish a monopoly market, where the infrastructure provider (InP) is the monopolist dominating all the BPUs, and multiple mobile network operators (MNOs) intend to rent BPUs from the InP for processing their baseband signals. ▼ This thesis investigates the advanced control algorithms used for optimally extracting energy from a wave-to-wire wave energy converter system. The research focuses on the wave-to-wire system model as a whole, instead of its separate subsystems. This allows maximum exportation of average electrical power onto the grid from a wave energy array, with minimum mechanical and electrical constraint infringement and acceptable power quality. An economic model predictive control algorithm is first described for a wave-to-DClink system with a single wave energy converter connected to a simulated linear generator. This work investigates the importance of including the linear generator’s resistive losses in the cost function. Linear mechanical and non-linear electrical constraints are introduced into the model predictive control algorithm, where the effects on the average electrical power harvest are presented. A model predictive control algorithm with a field weakening enabled cost function is introduced, where the feasible region is extended for low DC-link voltages. By including a uni-directional power flow constraint into the algorithm, the power exported onto the DC-link bus is guaranteed to be positive. A detailed analysis of the effect of uncertainty on performance was carried out, where the controller’s internal model is mismatched from the simulation model. The results indicate that the high fidelity of the controller’s internal model is not required and that a sufficient amount of average electrical power is extractable. A non-linear model predictive control algorithm is described, where the non-linear viscosity forces are incorporated into the control algorithm - extracting maximum energy from a viscous system. It was shown that given the constraints on the system that the non-linear action of the control algorithm could be approximated, a linear model predictive control algorithm with an estimated viscous term. This produces a computationally inexpensive control algorithm, while maintaining good performance. A move-blocking was also introduced to further reduce the computation expense. Finally the thesis considers multiple point absorbers in an array and analyses the potential benefits of using either decentralised or
centralised model predictive control algorithms. This demonstrated that the performance of a decentralised controller becomes comparable to the
centralised controller when linear mechanical constraints are introduced into the viscous hydrodynamic array. However, when an upper power limit is introduced into the control algorithm the advantages of the
centralised controller become apparent.

▼ This thesis investigates the concept of fuel-reduction via formation flight of long-haul commercial aircraft on a network-wide scale, particularly addressing the issue of combinatorial complexity in global formation routing and allocation. A multi-stage formation flight planning (MS-FFLIP) tool is proposed as a computationally tractable approach to formation allocation. Assuming all trailing aircraft receive a 10% reduction in the fuel-burn by flying in formation, the optimal routes including the joining and splitting points are computed in four specific stages along the flight depending on the desired formation size. Within a stage, the interconnected allocation problem takes a set of flights, their possible formation combinations and associated costs and optimally assigns them in a fuel-cost minimising formation fleet. The formation flight routing and the associated fuel burn are enumerated rapidly. This fast computation allows the large-scale allocation problem to be solved via a Mixed Integer Linear Program and optimised through an external optimiser solver. Within the context of this thesis, a stage is defined as a collection of events where all flights merge into formation at optimal joining points, driven by an event-based simulation. The MS-FFLIP tool sequentially creates stages until the largest allowable formation size is created. Additionally, the model is capable of handling large sets of flights and in creating large formations of up to sixteen-aircraft allocated to a formation within a real-time operational time limit. Similar models exist in the current literature, however they are highly prone to combinatorial complexity and as a result, their computation times diverge dramatically with increase in aircraft number and formation size. For this reason, the models were not able to capture the majority of the potential fuel-savings. The MS-FFLIP model was compared against the conventional single-stage centralised formation flight planning approach for which 50 eastbound transatlantic flights were evaluated for optimal routes and assigned to formation fleet of up to four-aircraft per formation. The experiment for the centralised formation flight planning approach showed a 5.72% reduction in fuel-burn against its corresponding solo flights, while requiring 58 CPU minutes of computation time. On the contrary, the MS-FFLIP model performed the same experiment within a time frame of 14 seconds while demonstrating potential fuel savings of 5.66%. Moreover, a case study for 267 transatlantic flights was simulated by the MS-FFLIP tool. The results revealed a 6.88% in potential formation fuel savings against solo flights, with up to sixteen-aircraft allocated to a formation, while performing the computation within 9 CPU minutes. The developed model also showed significant fuel saving potentialcompared to local optimisation-based cooperative planning frameworks.

▼ State practice and literature suggest that devolution of power can address the main challenges of underdevelopment, internal conflict and abuse of
centralised power in developing states. However, this thesis advances the argument that the design features of devolved government for these purposes are not always compatible. Accordingly, while there are complementary and neutral design features in the three designs, trade-offs have to be made between the unique design features in order to ensure the effective pursuit of the three purposes through a single system of devolved government. Kenya, the case study for this inquiry, confirms the international trend as its major challenges over the last 50 years have been underdevelopment, internal conflict and abuse of central power. As such, development, ethnic harmony, and the limiting of central power featured prominently throughout the entire constitutional review process as purposes to be pursued by means of devolution of power. To this end, the devolution of state power is one of the central elements of the current constitutional dispensation in Kenya. There are trade-offs made in Kenya‟s devolution design in order to accommodate the three purposes of devolution. However, the overall result has been that the emphasis falls on development at the expense of conflict resolution and limiting central power. Nevertheless, regardless of the trade-offs and nature of the final design, the design‟s effectiveness or lack thereof may depend very much on factors external to the design. Lack of political will to make devolution work can negate the effectiveness of even the most perfect design; by same token, political will could make an apparently bad design effective. In practice, therefore, effectiveness depends on an array of other context-specific factors.

▼ This study aimed to assess the current role of Healthcare workers (HCWs) involved in the
Centralised Chronic Medicine Dispensing and Distribution (CCMDD) programme and determine if the challenges experienced by HCWs result in an increased pressure. HCWs play a vital role in the provision of Healthcare services to patients however, little is known about the influence of training, work experience and factors contributing to the innovation in chronic medicine dispensing by HCWS.
Methods A descriptive cross sectional study was conducted from October 2017 to December 2017 in seven public Healthcare facilities approved by the eThekwini Health district. A self-administered questionnaire with both closed-ended and open-ended questions was distributed to 245 eligible HCWs. The questionnaire was separated into sections and included amongst others socio-demographic characteristics of participants and sections on the implementation of the CCMDD programme by HCWs.
Results The questionnaires were fully completed by two hundred HCWs yielding a response rate of 81.63% (200/245). In terms of training 62.5% (125/200) of all HCWs that participated in the study had undergone training. Many of the HCWs (112/200, 56.0%) were unaware of the CCMDD patient enrolment targets at their facilities. The majority of HCWs (162/200, 81.0%) were aware of SOPs and had sufficient knowledge of the National Health Insurance White paper (139/200, 69.5%). Almost all HCWs in this study (185/200, 92.50%) believed that the CCMDD programme had the potential to meet the objectives for which it was created. This study found a visible decrease in the congestion of patients at the Healthcare facilities (147/200, 73.50%).
Conclusion Most of the HCWs in this study recognised the role played by the CCMDD programme in achieving a visible decrease in facility congestion. The majority of respondents agreed to have been trained and received adequate preparation enabling them to embark in the CCMDD programme. Many of the HCWs involved in the CCMDD programme received training before being involved in the running and implementation of the programme. More investigations should be carried out to gather the views and perceptions of patients attending the CCMDD programme. Further studies may look at the readiness of private sector providers and their roles in the implementations of public and private chronic medicines dispensing programmes.

exigentes não só ao nível técnico-económico, como também ao nível
de coordenação e gestão com diversas entidades, sejam elas clientes,
entidades financiadoras, Concedente ou Entidade Reguladora.
Constatou-se a inexistência de qualquer estudo ou trabalho sobre esta
temática em particular pelo que, consultando bibliografia nacional e
internacional, bem como através de consulta exaustiva a entidades
gestoras de redes em “alta”, constitui-se como um desafio aliciante a
definição de metodologias, caminhos e metas sobre esta temática.
Abordar-se-á por isso todo o percurso da concepção do
empreendimento de construção de uma rede completa de saneamento
em “alta”, desde que nasce a intenção de o fazer até ao lançamento a
Concurso da empreitada, ou seja, desde a definição da equipa de
gestão de projecto, à elaboração dos estudos de engenharia até à
disponibilização dos terrenos necessários à execução da construção.
Tocar-se-ão os pontos críticos da gestão deste tipo de
empreendimentos, quer ao nível técnico, económico, quer também ao
nível da tomada de decisão e de definição de compromissos, a todos

▼ It became known that South African learners’ learning outcomes rank poorly on the international stage, even if compared to less developed parts of Sub-Saharan Africa. The root cause of this problem is assumed to lie with the concern of illiteracy, which was argued, could be combated inter alia by ensuring that every public school has a stocked and functional library serviced by a fulltime proficient librarian. The aim of the study was to investigate the role of principals in establishing and managing functional school libraries in the King Cetshwayo District, KwaZulu-Natal. A qualitative investigation was done amongst school principals and their teacher librarians at five Dlangubo Circuit Schools. Data were collected by means of in-depth interviews and document analysis. The study revealed that the principals lack the training and resources to fulfil their role in establishing and maintaining functional school libraries. Recommendations were made on how principals might solve these problems in the future.; Dit het aan die lig gekom dat Suid-Afrikaanse leerders se leeruitkomste swak in die internasionale arena vertoon, selfs indien dit met minder-ontwikkelde dele van Sub-Sahara-Afrika vergelyk word. Data is met behulp van diepgaande onderhoude en dokumentanalise versamel. ▼ Aim: This study aimed to explore the experiences which influenced the perceptions of three key groups of stakeholders: academic and support staff, international students, and their domestic peers, when engaging in International Education at one Australian university. The original research questions for this study were:
1. What experiences influence staff members’ perceptions of International Education at one Australian university?
2. What experiences influence international students’ perception of their education at one Australian university? As directed by theoretical sampling, the views of domestic students were then also sought, to shed light on the following research question:
3. What experiences influence domestic students’ perceptions of International Education at one Australian university?
Conceptual Framework: A Social Constructivist theoretical framework was employed within a Case Study approach for a number of reasons. First, institutions have their own specific characteristics, budgets and student populations and so can be studied separately in order that the researcher might develop a detailed critical understanding of the intricacies of the single case. Since International Education is a complex phenomenon, the researcher also needed to include the multiple realities of the different stakeholders involved. The researcher’s personal philosophy aligned with Social Constructivism, which argues that perceptions of reality are subjective to the person experiencing them. As such, Social Constructivist Grounded Theory allowed for the interpretation of both the participants’ views of reality as well as the researcher’s. Finally, this approach allowed for a co-construction of reality through the interactions of the participants and the researcher during the data collection process. This was important since the researcher, too, is an international student. Data collection strategies associated with Grounded Theory (GT) were used to obtain a more holistic understanding of the complex issues at play, and allowed for theoretical sampling, such that the researcher could follow up new directions as they arose during data analysis.
Methodology: The study evolved in three interwoven stages, during which 25 international students, 38 staff members (academic and non-academic) and 10 domestic students were interviewed using semi-structured, face-to-face interview techniques. Theoretical sampling allowed new issues to be addressed in subsequent interviews as the study progressed.
Participants: Data collection ceased after 38 interviews for staff members. This group comprised of 28 females and 10 males, most over 45 years of age, and an approximately equal mix of academic and non- academic staff. For international students, data collection ceased after 25 interviews. This group included both undergraduates and postgraduates, with only two having English as their first language. centralizuota architektūra. Idėja yra realizuoti probleminius
komponentus atskiruose failuose, vadinamuose fragmentais. Vykstant
atnaujinimui sukuriamas naujas failas bei pakeičiama atnaujinamo
fragmento nuoroda į failą duomenų bazėje. Tokiu būdu užsakovų
informacijos sistemų puslapiai visada generuojami naudojant
naujausius komponentus. Šiame darbe siūlomas tinklo paslaugomis
grindžiamas centralizuotas informacijos sistemų atnaujinimo
modelis. Prieš pateikiant prototipo realizacijai pilną modelį
išanalizuoti pagrindiniai paslaugų projektavimo principai. Be to,
tinklo paslaugų aprašo (WSDL) modelis išplėstas kokybinėmis
charakteristikomis. Šis modelis naudingas, kai reikia pasirinkti
vieną iš identiškų paslaugų, kadangi tokiu atveju lemiamu
kriterijumi tampa paslaugų kokybė. Eksperimentinio tyrimo metu
nustatytos šiame darbe sukurto modelio kokybinių charakteristikų

Organisation that provides information
system creation services often has to ensure support for installed
systems and update them when it‘s necessary. Usually the company
uses similar or identical software components to perform similar
tasks in different projects. So when one of these components is
left faulty, the company needs to make individual corrections in
every system using that component and thus interrupt their work. A
centralised architecture is necessary to solve this problem. The
idea is to place such problematic components into separate files,
called code fragments. When an update occurs, a new file is created
and the database link to file changes for the updated fragment.
Thus customers‘ Web pages are always being generated using
up-to-date software components. A Web service based model of
centralised information systems update is offered in this work. The
main service design principles have been analyzed and are described
before proposing a full model for prototype realization.
Furthermore, a Web service definition (WSDL) model is extended with
QoS (Quality of Service) characteristics. This model is useful when
choosing one of many identical services, because service quality
becomes the main criteria in such case. Experimental research has
revealed the values of these characteristic dimensions for the

▼ The focus of this research is to examine the efficiency and effectiveness of recent
procurement reform done by the Government of the Philippines, particularly the
centralized procurement system for common-use supplies, materials, and
equipment. The centralized procurement system is adopted with the intent of
taking advantage of the savings inherent to bulk purchasing, streamlining
procurement procedures, and reducing opportunities for corruption in the
procurement of the abovementioned items. By legislative authority under
Republic Act No. 9184, the centralized procurement system was made mandatory
among all government agencies, government owned and controlled corporations
and local government units in the purchase of their supplies, materials and
equipment requirements.
With the introduction of tighter budget and the stronger pressure for good
governance, the contributions of procurement policy and institutions of
procurements to the achievement of good governance and potential relation to
development has been gaining global recognition. Given the association of
procurement to the way public money is spent, the issue on corruption is also
central to this research. There has been a growing recognition of the
relationship between corruption and development – the more corrupt a country
is, the more underdeveloped it becomes. With the daunting task of battling
against corruption, the country’s strategy is to direct its efforts in combating
corruption in specific areas, like public procurement.
This thesis demonstrates that the centralized procurement system offers a
significant reduction in processing times in the conduct of procurement.
Additionally, it offers opportunities for savings generation with the cheaper prices
of goods and the reduction of administrative cost associated with procurement.
More over, it provides a procurement framework where opportunities for
administrative corruption are reduced. This leads to the conclusion that the
centralized procurement system is efficient in that it reduces administrative
processing time and concomitant costs. This, in the long run, will benefit the
procuring entities and ultimately the tax payers.
However, the emphasis placed on achieving administrative savings is at the
expense of other measures of effectiveness such as quality of goods being
supplied and the quality of services being extended to client agencies. Moreover,
the lack of effective inventory and control system may pave the way to greater
waste. Without an effective inventory and control system as well as an improved
quality control system, the centralized procurement system that works faster and
cheaper may not be better after all.

▼ This thesis sets out an original approach to understanding the protection of maritime trade on which the British Empire depended, using the case study of the Anglo-Australian strategic and economic relationship. The chronological parameters of 1885 and 1942 are driven by this Anglo-Australian connection. 1885 saw Colonial concurrence on sharing the burden of trade protection. 1942 marks the collapse of the Imperial trade protection strategy in Asia. The main themes are how trade protection was developed into a global structure during WWI and institutionalised post-war as a shared responsibility. The Anglo-Australian strategic relationship is used because Australia was the only Dominion to enter into a trade protection burden-sharing relationship with Britain. No other work has examined the strategic and trade protection implications of maritime trade from this perspective.This thesis fills a gap in historical knowledge concerning a fundamental maritime capability; the protection of maritime trade. It uses the Anglo-Australian strategic, maritime, cultural and economic relationship as a case study to illustrate how an efficient global trade protection system was developed during the general war which ended the first globalisation. WWI destroyed the globalised maritime trading system which had developed by 1914. The system was elastic, failing gradually enough to be replaced by
centralised state control. Less efficient, state control enabled a damaged maritime trade system to meet the minimal demands of the Empire’s civil and war economies as well as those of the Empire’s allies. Imperial sea power denied the Central Powers use of the world-ocean and swiftly defeated the raiding cruisers. A new submarine threat arose yet the trade protection system was developed through stages to defeat this as well. This system, called Naval Control of Shipping (NCS), was institutionalised post-1918 by both the RN and RAN as part of a global exercise in ‘burden sharing’ between the UK and its Dominions. It was refreshed after the strategic shock of the 1931 Manchurian Crisis, activated during the 1938 Munich Crisis and mobilised smoothly across the world in 1939. Again in 1939 the NCS system enabled the British to centrally control and protect their global maritime trade and to defeat the German raider and submarine threats.

▼ O presente estudo centra-se na temática das políticas de administração escolar da
escola pública portuguesa, particularmente na problemática da gestão executiva da escola,
que poderá ser promovida através de um órgão colegial ou, como se verifica atualmente,
através de um órgão unipessoal, tendo como objetivo conhecer a visão dos professores e
diretores sobre este assunto.
Começamos, na primeira parte desta dissertação, por introduzir conceitos gerais
de administração, com enfoque na administração escolar. Num ponto dedicado à teoria
das administrações, apresentamos um conjunto de modelos de organização que julgamos
serem identificáveis na atual direção e gestão das escolas. Esta análise será ainda
conjugada com a revisão teórica da evolução dos modelos de administração escolar, desde
os finais da década de 40 do século passado até o atual regime jurídico da autonomia,
administração e gestão das escolas, implementado pelo DL n.º 75/2008, na sua redação
atual. Neste contexto ainda, damos destaque à Lei de Bases do Sistema Educativo,
instruída em 1986, e às garantias dadas pela Constituição da República Portuguesa (CRP),
aprovada no dia 25 de abril de 1976.
Dada a existência de uma relação intrínseca entre democracia e educação, o nosso
estudo alicerça-se no ideário da "gestão democrática da escola", no que tange à
participação da comunidade educativa alargada.
Numa segunda parte deste trabalho, apresentamos um enquadramento empírico
que visa buscar uma resposta para a pergunta colocada inicialmente: Qual o modelo de
gestão escolar que melhor se adequa ao sistema educativo português – o unipessoal ou o
colegial? Para o efeito, utilizamos o método de pesquisa explicativa, assente na recolha
de dados efetuada com base num inquérito por questionário online, destinado a docentes
e a diretores. O tratamento estatístico dos dados permitiu-nos chegar a conclusões sobre
a importância da colegialidade nos órgãos de administração escolar e à definição de um
conjunto de sugestões relacionadas com os limites materiais para a elaboração ou revisão
legislativa do regime jurídico da autonomia, administração e gestão das escolas.
Como sugestões de futuras investigações, apontámos a questão da
descentralização (e não desconcentração) da administração escolar.
The present study focusses on the central theme of school administration policies
within the Portuguese public school system, and particularly on the problematic executive
management of schools, which can be a multi-member system or, what we most
commonly see today, a single-member body system, with the aim to learn how teachers
and directors feel about this subject.

▼ Ordinary desktop computers continue to obtain ever more resources – in-creased processing power, memory, network speed and bandwidth – yet these resources spend much of their time underutilised. Cycle stealing frameworks harness these resources so they can be used for high-performance computing. Traditionally cycle stealing systems have used client-server based architectures which place significant limits on their ability to scale and the range of applica-tions they can support. By applying a fully decentralised network model to cycle stealing the limits of centralised models can be overcome.
Using decentralised networks in this manner presents some difficulties which have not been encountered in their previous uses. Generally decentralised ap-plications do not require any significant fault tolerance guarantees. High-performance computing on the other hand requires very stringent guarantees to ensure correct results are obtained. Unfortunately mechanisms developed for traditional high-performance computing cannot be simply translated because of their reliance on a reliable storage mechanism. In the highly dynamic world of P2P computing this reliable storage is not available. As part of this research a fault tolerance system has been created which provides considerable reliability without the need for a persistent storage.
As well as increased scalability, fully decentralised networks offer the ability for volunteers to communicate directly. This ability provides the possibility of supporting applications whose tasks require direct, message passing style communication. Previous cycle stealing systems have only supported embarrassingly parallel applications and applications with limited forms of communication so a new programming model has been developed which can support this style of communication within a cycle stealing context.
In this thesis I present a fully decentralised cycle stealing framework. The framework addresses the problems of providing a reliable fault tolerance sys-tem and supporting direct communication between parallel tasks. The thesis includes a programming model for developing cycle stealing applications with direct inter-process communication and methods for optimising object locality on decentralised networks.

▼ En France, le développement rapide de la méthanisation, procédé de production d'énergie renouvelable par dégradation de résidus organiques, soulève la question de la pertinence environnementale de la filière. Cette dernière mérite d'autant plus d'être évaluée que le développement de la filière est inscrit dans les plans climatiques et énergétiques nationaux. La méthanisation centralisée s'insère d'ailleurs de manière profitable dans diverses démarches d'écologie industrielle et territoriale (EIT), au sein desquelles la multifonctionnalité du procédé constitue un atout substantiel en faveur du bouclage des flux de matière et d'énergie. Cette multifonctionnalité représente néanmoins la principale source de difficultés méthodologiques rencontrées lors de l'évaluation des performances environnementales de systèmes de méthanisation. Sa résolution, à savoir la définition de la fonction principale d'un système, passe par la contextualisation de la méthode. Pour l'analyse du cycle de vie (ACV), cette contextualisation se révèle pertinente dès la première étape de la méthodologie. Ce travail de thèse propose un cadre conceptuel visant à définir des scénarios de méthanisation contraints par leur territoire d'implantation. Pour cela, une approche systémique territoriale, impliquant les systèmes d'information géographique (SIG) et la modélisation orientée objet, a été développée. Elle résulte en un modèle spatial de l'insertion territoriale d'une filière de méthanisation centralisée, qui intègre l'ensemble de ses éléments constitutifs, réseaux ou variables. A l'issue de l'approche systémique a lieu une phase d'optimisation fonctionnelle et spatiale qui met en jeu trois séries successives d'indicateurs, permettant de définir : (i) la fonction principale que remplirait un système de méthanisation au sein du territoire étudié, (ii) les configurations possibles d'un système de méthanisation qui puissent satisfaire à cette fonction principale et (iii) les zones préférentielles d'implantation des scénarios élaborés. Cette méthodologie, conçue de manière à être transposable à tout territoire français, s'intègre aux étapes de l'ACV de définition des objectifs et d'inventaire du cycle de vie. Afin de valider l'applicabilité de la méthode développée, deux territoires contrastés ont été soumis à l'approche systémique territoriale. Ces cas d'étude ont mis en évidence les liens entre spécificités territoriales et conception de la filière. L'influence de la fonction principale retenue pour un système de méthanisation sur la réalisation et les résultats de l'ACV a par ailleurs été étudiée pour l'un de ces territoires. Les différences les plus notoires tiennent aux substitutions et montrent l'importance de développer la méthanisation en priorité lorsque le contexte local permet aux fonctions multiples de la filière de remplacer des filières existantes dont les impacts sur l'environnement sont particulièrement préjudiciables.

▼ This is a phenomenological study which aims to gain an in-depth understanding into the phenomenon of downsizing and convergence on a major Black daily newspaper: Sowetan. critical race theory is the conceptual framework for this thesis. Critical race theory provides a justification for approaching this study abductively, and for searching for the point of view of Black journalists. The newsroom of Sowetan was converged with the newsrooms of other non-Black Times Media Group titles between 2009 and 2012. This study seeks to uncover how a Black newspaper, having had its newsroom converged with historically white, or non-Black newspapers, would maintain its intellectual heritage, underpinned by radical Black Consciousness, and consequently its ability to serve its predominantly Black readers. The Black Press globally has a tradition of covering stories not covered by the mainstream media and performing the advocacy function of reporting on and campaigning against racism. This study sought to discover if journalists working at Sowetan during the period under review believed that Sowetan would be able to continue its functions as a Black newspaper even after being converged with white titles, or if they believed that South Africa had entered a post-racial era where Black journalism was no longer necessary, and that convergence had appropriately positioned Sowetan as a ‘crossover’ newspaper. This study found that journalists on a formerly Black newspaper continued to value the idea of a Black press even after they were removed from it through redundancy or being transferred into the newly converged newsrooms. This study also found that Sowetan journalists were committed to working in service to Black readers, not only through their use of the “Black angle” (Clawson et al. 2003, p.786) when writing stories, or in spending most of their time in Black communities seeking out and covering news, but through their participation in Sowetan initiatives aimed at uplifting the Black community. This study also found that the Sowetan journalists and former journalists interviewed did not embrace the idea of either the tabloid media or the mainstream media as being preferable as a work environment to the Black Press, even after losing their jobs at Sowetan.

▼ There is approximately 14 million tonnes of biodegradable organic waste produced by households in the UK every year which must be treated or disposed of. The EC Directive on Landfill (1999/31IEC), is likely to lead to an increase in compo sting and anaerobic digestion as methods to treat the waste stream diverted from landfill. Householders play an important role in separating their waste, which, if not performed efficiently can lead to contamination of the organic waste stream, and hence the compost product. A survey is used to determine the attitude and behaviour of householders to waste issues. It was found that residents in the less affluent area were less likely to home compost and had a less favourable attitude towards environmental activities than residents in the affluent area. A comparison of compost from centralised composting schemes treating different organic waste streams found that compost derived from household waste was of a slightly poorer quality than that obtained from gardens/parks waste. As more waste is recycled as compost, it is becoming increasingly important to find alternative uses for compost. Leachability data are used to determine the environmental availability of Cd, Cu, Pb, and Zn contained in natural compost. Batch sorption data are used to determine uptake of additional Cd, Cu, Pb, and Zn by compost and assess its potential use in remediation work, as an alternative to natural materials such as peat. The relative binding of these additional metals to compost is found to be in the order Pb>Cu≈Cd>Zn. The sorption of metals on compost takes place, at least in part, by exchange of calcium bound to the compost and there is evidence that the sorption occurs in both the humic and non-humic sites in the compost. The use of compost to bind metals in remediation work is discussed.

▼ In vehicle industry, it has been trends towards focusing on pull-based
systems and elimination of waste (Lean), which decrease the tied-up capital
level in the focal factory. Research by Holweg & Miemczyk (2002)
showed that the relevant supply chain has low inventory level in the focal
factory, but at upstream and especially downstream; the tied-up capital
level is dramatically higher in comparison to the focal factory.
By conducting research and extensive literature reviews, this volatility
of tied-up capital level has been studied and analysed with regard to
push and pull systems. As the three main causes of this unevenness; bullwhip
effect, CODP position in supply chain and intensity level of supplier
relationship have been identified and explained.
As a practical solution for decreasing the tied-up capital level of finished
vehicles, implementation of centralised warehouse structure has
been suggested and discussed.
Moreover, as an application of game theory in logistics, iterated prisoners’
dilemma has been discussed as the base for a progressive relationship
with suppliers (upgrading to win-win game) which is requisite for the success
of pull-based supply chains.

▼ This thesis explores Centralised Demand Information Sharing (CDIS) in supply chains. CDIS is an information sharing approach where supply chain members forecast based on the downstream member’s demand. The Bullwhip Effect is a demand variance amplification phenomenon: as the demand moves upstream in supply chains, its variability increases. Many papers in the literature show that, if supply chain members forecast using the less variable downstream member’s demand, this amplification can be reduced leading to a reduction in inventory cost. These papers, using strict model assumptions, discuss three demand information sharing approaches: No Information Sharing (NIS), Downstream Demand Inference (DDI) and Demand Information Sharing (DIS). The mathematical analysis in this stream of research is restricted to the Minimum Mean Squared Error (MMSE) forecasting method. A major motivation for this PhD research is to improve the above approaches, and assess those using less restrictive supply chain assumptions. In this research, apart from using the MMSE forecasting method, we also utilise two non-optimal forecasting methods, Simple Moving Averages (SMA) and Single Exponential Smoothing (SES). The reason for their inclusion is the empirical evidence of their high usage, familiarity and satisfaction in practice. We first fill some gaps in the literature by extending results on upstream demand translation for ARMA (p, q) processes to SMA and SES. Then, by using less restrictive assumptions, we show that the DDI approach is not feasible, while the NIS and DIS approaches can be improved. The two new improved approaches are No Information Sharing – Estimation (NIS-Est) and Centralised Demand Information Sharing (CDIS). It is argued in this thesis that if the supply chain strategy is not to share demand information, NIS-Est results in less inventory cost than NIS for an Order Up To policy. On the other hand, if the strategy is to share demand information, the CDIS approach may be used, resulting in lower inventory cost than DIS. These new approaches are then compared to the traditional approaches on theoretically generated data. NIS-Est improves on NIS, while CDIS improves on the DIS approach in terms of the bullwhip ratio, forecast error (as measured by Mean Squared Error), inventory holding and inventory cost. The results of simulation show that the performance of CDIS is the best among all four approaches in terms of these performance metrics. Finally, the empirical validity of the new approaches is assessed on weekly sales data of a European superstore. Empirical findings and theoretical results are consistent regarding the performance of CDIS. Thus, this research concludes that the inventory cost of an upstream member is reduced when their forecasts are based on a Centralised Demand Information Sharing (CDIS) approach.

▼ With the increasing use of web services in everyday tasks we are entering an era of Internet of Services (IoS). Service discovery and selection in both centralized and decentralized environments have become a critical issue in the area of web services, in particular when services having similar functionality but different Quality of Service (QoS). As a result, selecting a high quality service that best suits consumer requirements from a large list of functionally equivalent services is a challenging task. In response to increasing numbers of services in the discovery and selection process, there is a corresponding increase of service consumers and a consequent diversity in Quality of Service (QoS) available. Increases in both sides leads to a diversity in the demand and supply of services, which would result in the partial match of the requirements and offers. Furthermore, it is challenging for customers to select suitable services from a large number of services that satisfy consumer functional requirements. Therefore, web service recommendation becomes an attractive solution to provide recommended services to consumers which can satisfy their requirements. In this thesis, first a service ranking and selection algorithm is proposed by considering multiple QoS requirements and allowing partially matched services to be counted as a candidate for the selection process. With the initial list of available services the approach considers those services with a partial match of consumer requirements and ranks them based on the QoS parameters, this allows the consumer to select suitable service. In addition, providing weight value for QoS parameters might not be an easy and understandable task for consumers, as a result an automatic weight calculation method has been included for consumer requirements by utilizing distance correlation between QoS parameters. The second aspect of the work in the thesis is the process of QoS based web service recommendation. With an increasing number of web services having similar functionality, it is challenging for service consumers to find out suitable web services that meet their requirements. We propose a personalised service recommendation method using the LDA topic model, which extracts latent interests of consumers and latent topics of services in the form of probability distribution. In addition, the proposed method is able to improve the accuracy of prediction of QoS properties by considering the correlation between neighbouring services and return a list of recommended services that best satisfy consumer requirements. The third part of the thesis concerns providing service discovery and selection in a decentralized environment. Service discovery approaches are often supported by centralized repositories that could suffer from single point failure, performance bottleneck, and scalability issues in large scale systems. THIS DOCTORAL THESIS INCLUDES RESEARCH FOR THE DESIGN OF EFFICIENT BROADBAND TERMINAL SYSTEMS COVERING BOTH HARDWARE AND SOFTWARE ISSUES. PERFORMANCE MEASUREMENTS ARE PRESENTED THAT HAVE BEEN TAKEN USING AN EXPERIMENTAL ATM PC ADAPTER, DEVELOPED WITHIN THE TELECOMS LAB OF NTUA. THE THESIS ADDRESSES THE ISSUE OFEFFICIENTLY IMPLEMENTING ENTIRE COMMUNICATION PROTOCOL STACKS BY INVOLVING SEVERAL PROGRAMMING TECHNIQUES AND TAILORING THEIR USE FOR THE REQUISITES OF A LAYERED ARCHITECTURE AS APPLIED IN BROADBAND COMMUNICATIONS. FURTHERMORE, IT DEVELOPS A MANAGEMENT SCHEME FOR LAYERED PROTOCOLS STACKS WHILE IT PRESENTS THE REQUIRED CONTROLLER CALLED DATA FLOW CONTROLLER. MOREVER, A STACK PROCESSOR IS PRESENTED WITH WELL SPECIFIED GOALS: MINIMAL INTERLAYER MOVEMENT OF DATA, STACK PAYLOAD PLACED IN CONTIGUOUS MEMORY, PERFORMANT EXECUTION BASED ON PIPELINING AND ADAPTED FOR BROADBAND NETWORKS. A RECEIVER - TRANSMITTER DUALITY PRINCIPLE IS FORMULATED. THE GIVEN SOLUTION ACCOMPLISHES EXTREMELY FAST PROCESSING IN AN ERROR FREE ENVIRONMENT AT THE COST OF SOME PROCEDURAL OVERHEAD FOR HANDLING NETWORK IMPAIREMENTS. CHARACTERISTIC APPLICATION CASES, COMPARATIVE RESULTS AND PERFORMANCE MEASUREMENTS ESTABLISH THE ADVANTAGES OF OUR APPROACH OVERTHOSE SUGGESTED AND IMPLEMETNED ELSEWHERE. A STUDY OF THE INDUSTRIAL ACTIVITIES IN CYPRUS REVEALED THAT THE LARGEST VOLUMES OF INDUSTRIAL EFFLUENTS CONTAIN ORGANIC LOADING AND ONLY 1% CONTAIN TOXIC ELEMENTS. FURTHERMORE THE MAIN PROBLEMS OF INDUSTRIAL POLLUTION HAS WITHIN THE SMALL INDUSTRIES WHICH CAN NOT CONFORM WITH THE EXISTING LEGISLATION TO TREAT THEIR EFFLUENTS WITHIN THE INDUSTRY, DUE TO TECHNICAL AND ECONOMICAL REASONS. ACENTRALISED PLANT IS PROPOSED WHEN EFFLUENT FROM THEIR INDUSTRIES ARE TO BE CONVEYED BY TANKERS. A FLOW CHAUT AND SEVEN DIFFERENT RECEIVING POINTS ARE PROPOSED TO THE CENTRE, BASED ON THE QUALITY OF THE EFFLUENTS TO BE TREATED. AS FAR AS TREATMENT IS CONCERNED THE ADDITION OF LOCAL MATERIAL SUCH AS PENDANILE,INTO THE TREATMENT FACILITIES IS PROPOSED, FOR THE REMOVAL OF TOXIC METALS, AMMONIA AND THE STABILIZATION AND SOLIDIFICATION OF THE TOXIC SLUDGES. A SERIES OF QUIDELINES ARE ALSO PROPOSED TO EFFLUENT STANDARD TO BE DISCHARGED TO THE ENVIRONMENT OR USED TO AGRICULTURE.

▼ Esta tesis se enfoca en el diseño de estrategias de control predictivo basado en modelos (MPC, por sus siglas en inglés) con la meta de mejorar la gestión de sistemas que pueden ser descritos por redes generalizadas de flujo y que están sujetos a restricciones, enfatizando especialmente en la optimización económica y el desempeño robusto de tales sistemas. De esta manera, varios esquemas de control se desarrollan en esta tesis para explotar tanto la información económica disponible de la operación del sistema como la información de perturbaciones obtenida de datos medibles y de modelos de predicción. La teoría de redes dinámicas de flujo es utilizada en esta tesis para desarrollar modelos orientados a control que sirven para diseñar controladores MPC especializados para la gestión de redes de flujo que presentan tanto perturbaciones aditivas como dinámicas y costos periódicamente variables en el tiempo. Las estrategias de control propuestas en esta tesis se pueden clasificar en dos categorías: estrategias de control MPC centralizado y estrategias de control MPC no-centralizado. Dichas estrategias son evaluadas mediante simulaciones de un caso de estudio real: la red de transporte de agua potable de Barcelona en España. En cuanto a las estrategias de control MPC centralizado, diferentes formulaciones de controladores MPC económicos son primero estudiadas para garantizar factibilidad recursiva y estabilidad del sistema cuya operación responde a demandas nominales de flujo periódico, a parámetros económicos posiblemente variantes en el tiempo y a funciones de costo multi-objetivo. Adicionalmente, estrategias de control MPC basado en fiabilidad, MPC con restricciones probabilísticas y MPC basado en árboles de escenarios son propuestas para garantizar la fiabilidad tanto de tareas de almacenamiento como de transporte de flujo en la red. Tales estrategias permiten satisfacer un nivel de servicio al cliente bajo incertidumbre en la demanda futura, así como distribuir eficientemente el esfuerzo global de control bajo la presencia de degradación en los actuadores del sistema. Por otra parte, técnicas de computación suave como redes neuronales artificiales y lógica difusa se utilizan para incorporar capacidades de auto-sintonía en un controlador MPC económico de certeza-equivalente. Dado que hay objeciones al uso de control centralizado en redes de gran escala, dos estrategias de control no-centralizado son propuestas en esta tesis. Primero, un controlador MPC económico distribuido de baja complejidad computacional es diseñado con una topología estructurada en dos capas. En una capa inferior, un conjunto de controladores MPC locales se encargan de controlar particiones de la red mediante el intercambio de información limitada de los recursos físicos compartidos y resolviendo sus problemas locales de optimización de forma similar a una secuencia jerárquica de solución.
