▼ Grounding its approach in historical and discursive institutionalist frameworks, this thesis examines the process of judicial review through an evaluation of Hogg et al.’s Charter dialogue hypothesis as it pertains to judicial invalidation of sections of the Charter of the French Language (CFL) and the legislative sequels produced by the National Assembly of Quebec (i.e. Bills 178 and 86). When examined from an historical institutionalist perspective, the National Assembly of Quebec appears to have strategized its response through an assertion of parliamentary sovereignty, rather than the desire to engage in a “dialogue” with the Supreme Court of Canada. However, a closer examination of how the Bourassa government crafted Bill 178 reveals that the first ‘legislative response’ to the Supreme Court’s decision in Devine and Ford was crafted exclusively by the executive branch, in virtual secrecy among a handful of Bourassa’s cabinet members. Displeased with the outcome of Bill 178, Anglophone civil society actors challenged the legitimacy of the CFL, as well as the notwithstanding mechanism at an international level, with their submission of Ballantyne, Davidson, McIntyre v. Canada to the United Nations Human Rights Committee (UNHRC). In 1993, the UNHRC ruled that Bill 178 violated sections of the International Covenant on Civil and Political Rights. The UNHRC’s decision eventually pressured the National Assembly of Quebec to amend Bill 178 with the passage of Bill 86, and consequently brought the Supreme Court’s remedies into partial effect. However, Quebec’s subsequent amendment to the CFL, Bill 86, was not a “legislative sequel” in response to judicial nullification; rather it was primarily a response to comply to international human rights norms. Bill 86 amended sections 58 and 68 of the CFL, but contrary to the recommendations of linguistic equality set forth by the Supreme Court, the Bourassa government ensured that French remained the predominant language on signage. The evidence in this thesis suggests that Charter compliance was an almost secondary effect caused by the primary objective of Quebec’s adherence to international human rights norms for the purpose of continued participation in international affairs. In its rejection of the Charter dialogue model, this thesis uncouples the pairing of the notwithstanding clause with the notion of parliamentary sovereignty and, in doing so, raises critical questions regarding the roles of the provincial executive and legislative branches during the process of constitutional interpretation. This thesis concludes that in lieu of Charter dialogue, a modified version of Baker’s model of coordinate interpretation is a more appropriate model of judicial review for summarizing the interaction of actors within the case studies of Bills 178 and 86.

▼ The portrayal of African Americans in mainstream media has subjected us to a succession of images which depict poverty, crime, violence and suffering but omit the circumstances of quotidian life which lie beneath the stereotypes of towns in Northern America. The complicated and often frustrating history of African Americans has played a material role in the discourse of black representation. Today, the majority of poorer African American communities inhabit the outskirts of larger cities like Los Angeles and Philadelphia. Here, they seek to create a comfortable environment for themselves and their families. However, given that the history and experience of African American life has frequently been portrayed in the media as being at odds with that of white communities, it is unlikely that they will be left to pursue their lives freely and independently, especially when black men and boys are coupled with criminality and violence, and there is increased public support for a more rigorous approach to policing and punishment. Contemporary black representations provoke debate because they bring the material world to life. What is more, these photographic images also liberate the viewer’s mind by offering previously unknown facts and information. While the media focuses on communities when there is violence to be written about, once the violence subsides, communities like Braddock and Watts are left to their own devices, with little or no attention being paid to the bigger picture of social and economic disparity. The cause of these communities has been taken up by local photographers like LaToya Ruby Frazier and Western photographers like Dana Lixenberg, with both women taking particular interest in the documentation of life as an African American living in an unforgiving environment. Frazier meshes her work in photography with human rights activism to create visibility for the African American communities, while Lixenberg seeks to counter stereotypical images of these communities. This paper will focus on Frazier’s The Notion Of Family and Lixenberg’s Imperial Courts. Rather than dwelling on the negativity and violence that has historically been associated with the communities’ state of being, the two photographers have chosen to produce images of African Americans which stand as visual resistance to prevailing negative black stereotypes. The shared aim of both photographic projects is to counter the negative stereotypes that circulate the media today, and is the reason for choosing these projects. Given the shared aim, the photographers might be expected to adopt a similar approach to documenting their subjects. This paper will consider whether the photographers’ approach is indeed the same and, on the basis of the observations made, will carry out a further comparison of the methodology used by Frazier and Lixenberg respectively in the field of representation of African Americans. ▼ The focus of this discussion is whether there is still the need to enforce the restraint of trade agreements in their pre-Constitutional form. The dawn of the constitutional era has necessitated a re-examination of common law with a view to establishing whether the balance created by the latter (regarding this field) still exists. The Bill of Rights has obviously raised some doubts regarding the equilibrium desired between employer and employee interests. Section 22 of the Constitution is to the effect that everyone must be free to secure employment (as a fundamental right), whereas the common law restraint of trade agreements impose some bars to the operation of the said right. It is common course that the Constitution is more superior to common law, what remains a debateable issue is whether there are any reasonable limits that must be considered to justify the disregard of the Constitution. Serious arguments around the direct and indirect application of the Bill of Rights still persist and failure to resolve them would have the effect of excluding or weakening the application of the Bill to disputes arising in this field. In common law the enforcement of restraint agreements is sine qua non for the greater good of protecting the sanctity of contracts. Contractual obligations must be fulfilled unless it would be unreasonable to enforce same. The question of the onus to prove unreasonableness, which lies with the employee, turns to place an onerous burden on the employee. This coupled with the employee’s weaker bargaining power raises doubts as to whether the employee is in a better position to conclude a restraint of trade agreement. Common law does not consider or accommodate this concern in that its main object is the fulfilment of the agreement. It is believed that the Constitution has ushered in a new approach which focuses mainly on the fairness of the agreement itself. The enforcement of the agreement must pass the constitutional muster built in section 22 in order to ensure that there is equilibrium between the employer (the restrainor) and employee (the restrainee) interests. In the end this discussion explores whether it is justifiable to subject the Right to work (as provided by the Constitution) to the common law restraint which is opposed to the constitutional right. The circumstances under which the exclusion of section 22 is condonable are interrogated within the framework of conflicting case law.

▼ The pre-1996 anti-gay/lesbian laws have been repealed and today South Africa’s constitution recognizes and protects the rights of homosexual people. The adoption of a new constitution in 1996 included a Bill of rights prohibiting discrimination on sexual orientation and opened up the space for the recognition and protection of the rights of homosexual people. The Equality Clause, Section 9 in the Bill of Rights, prohibits discrimination on the grounds of sexual orientation by the state and all other persons. The Civil Union Act, passed in November 2006, is the fruition of LGBTI peoples'lobbying for protection and recognition which was made possible by the new constitution. Although Parliament has passed more than 30 progressive laws that include the protection and recognition of LGBTI people, since 1994 there is still a great amount of stigmatization of the homosexual way of life. Not only is the homosexual couple made invisible in many instances, but the couple must also face prejudice from all sectors of society. The dominant hetero-normative narrative of relationships, has led to an “othering” of same-sex couples and families. Thus, despite equality in terms of the law, lesbian relationships are assumed to be inferior to heterosexual relationships because they are not conventional and are plagued by stereotypes and misconceptions. Unlike heterosexual women, lesbian women must contend with a society in which their lifestyle is not the norm. The impact of this oppressive cultural context on the individual and her intimate union is the subject of this study. Fifteen South African lesbians were interviewed in order to gain in-depth understanding of the potential stressors that intervene to shape their relationships, and their coping mechanisms, within the prevailing social and political milieu. The study outlines a variety of stressors as potential sources of conflict for lesbian couples thus contributing to building understanding of the dynamics of lesbian intimate unions. Additionally, in response to homophobic conceptions which are still dominant in society, the women reveal particular ways of representing themselves and their relationships. Different discourses are appropriated in an effort to present themselves in a more ‘favourable’ light. They valorise their relationships, adopt strategies to guard themselves and withstand stigmatisation. These actions however, also present certain stressors for their relationships. This exploratory study contributes to the growing body of literature on homosexuality, serving to counteract stereotypes and shed light on the dynamics specific to lesbian relationships. It highlights systemic, contextual, familial and intimate issues and the ways in which gay women contend with them. ▼ Taxation is fundamental for development in South Africa (SA), a developing country with an emerging economy in which taxation is essential to capacitate the government so that it can fulfil its mandate under the Constitution of the Republic of South Africa, 1996 (Constitution). This mandate includes bringing about socio-economic transformation, part of transformative constitutionalism, through progressively realising socio-economic rights. This dissertation examines the way in which tax administration may take place efficiently and effectively with due respect for taxpayers' rights. A clear link is shown between taxation, human rights and the South African government's responsibilities to attain its transformation targets. To facilitate this process, the Constitution creates a legal framework for the imposition of tax and for the equitable distribution of tax revenue among the three spheres of government. For historical, political and other reasons, South Africans generally, as happens elsewhere in the world, lack a strong culture of voluntary tax compliance. Wilful non-payment of tax is antithetical to the values of democracy, ubuntu and the rule of law. Tax non-compliance minimises revenue collected from taxation. This, in turn, hinders the attainment of transformation in all its facets. A pressing need exists for laws that, on the one hand, promote tax morality and, on the other, strengthen the South African Revenue Service (SARS) so that it can effectively administer SA's national tax system (or grid). To this end, the Tax Administration Act 28 of 2011 (TAA) is pivotal. It regulates tax administration, a part of public administration. Under the Constitution, SARS is obliged to execute its functions in a manner respectful of taxpayers' rights and that upholds the Constitution’s values and democratic principles. Consequently, the TAA must strike a fair balance between, on the one hand, protecting taxpayers' rights and, on the other, arming SARS with adequate powers with which it can effectively combat the mischief of tax non-compliance. This dissertation shows that, when viewed through the prism of s 36 of the Bill of Rights (BOR), the powers conferred on SARS by ss 45(1), (2), 63(1) and (4) of the TAA to conduct warrantless inspections and searches, as the case may be, limit taxpayers' rights to, inter alia, privacy. It concludes that, whilst ss 63(1) and (4) ought to pass muster, ss 45(1) and (2) are susceptible to a declaration of invalidity under s 172(1) of the Constitution. ▼ This thesis examines how American and German constitutionalism, as shaped by the U.S. Supreme Court and the German Constitutional Court (Bundesverfassungsgericht), have mediated the tension between threats to stability and the imperative of renewal through occasional or constant interventions in their democratic processes. To do this, it primarily assesses the 1960s U.S. reapportionment cases and the European Parliament electoral threshold cases of 2011 and 2014. It also considers the ideas of four thinkers, theorists and jurists who have wrestled with the dilemma of how to maintain the bond between citizen and state: Ernst-Wolfgang Böckenförde, Hannah Arendt, Thomas Jefferson and Alexis de Tocqueville. Stability and renewal represent the twin orientation points for constitutionalism and the courts against which they must adjust to possible democratic threats, or new political and social forces in need of recognition. Threats to the state can emerge either from a surfeit of illiberal views in politics and society aimed at destroying an existing constitutional order, or when democratic channels become starved of new opinions through the constitutional or unconstitutional exclusion of voters and parties. A distinctive feature of the approach taken is the conceptual division between the ‘legal/institutional’ space in which the Supreme Court and Bundesverfassungsgericht interpret constitutional meaning, and the ‘civic space’ in which citizens accept or reject constitutional meaning. One central question is how American and German constitutionalism, and the U.S. Supreme Court and Bundesverfassungsgericht shape and influence the vital civic space that is integral to the democratic relationship between citizen and state, and the survival of the state itself. Ultimately it is concluded that without acceptance of the importance of law and constitutionalism by citizens in the civic space, the influence of the Supreme Court and the Bundesverfassungsgericht becomes purely institutional and effectively consigned to the courtroom. ▼ Whilst policy formulation has been extensively studied and theorised in the literature, far less attention has been paid until fairly recently to the issue of policy implementation. For a long time it was more or less assumed that once policy was formulated, implementation was a relatively straightforward administrative matter. In the past twenty or thirty years, however, public administration scholars (such as Pressman and Wildavsky and, in the South African context, Brynard and de Coning) have devoted more attention to unravelling the complexities of policy implementation. The current study intends to apply these more theoretical approaches to an analysis of the implementation of the 1997 White Paper for Social Welfare with particular respect to children in conflict with the law, focusing specifically on the One Stop Child Justice Centre in Mangaung, Bloemfontein. Welfare Service in South Africa before 1994 had a racial bias with services mostly unavailable to the majority of the citizens of the country. The 1997 White Paper for Social Welfare, based on a developmental approach to social welfare, was designed to take the country in a new and inclusive direction. In line with South Africa’s 1996 ratification of the UN Convention on the Rights of the Child, as well as other international instruments, Section 4 of Chapter 8 of the White Paper focuses on crime prevention through development and restorative justice, and recommends diversion wherever possible in the case of juveniles. With respect to Juvenile justice, this section of the White Paper makes provision for the establishment of One Stop Child Justice Centres, where a variety of services, from Social Development, the Department of Justice, the South African Police Services, Correctional Services, and the NPA, would be available to clients under one roof. All of these role players, it was envisaged, would operate as a multi-disciplinary team to achieve the objectives of the White Paper with respect to developmental and restorative forms of justice. The Centre at Mangaung is one of only a few centres to have been established as yet in South Africa. Although focusing in particular on the implementation of the 1997 White Paper, the study is also informed by other policy and legislative measures with respect to juvenile justice, in particular the Child Justice Bill of 2002 (now the Child Justice Act of 2008) and the Probation Services Amendment Act of 2002. It is generally accepted by the Government and its critics alike that the policy scene in South Africa in the period since 1994 has been characterized by good policies but poor execution. This is, however, a relatively untested hypothesis and needs further investigation. In the light of this, it is anticipated, that the present study will make a contribution to the literature on policy implementation in South Africa, as well as providing useful insights and lessons that can inform general government policy in this regard, and policy with respect to juvenile justice in particular. ▼ This study examines the factors to consider in establishing an effective tax Ombudsman in South Africa. It seeks to establish how the democratic protection institutions such as the South African Public Protector and the South African Human Rights Commission and the Courts created in terms of the 1996 Constitution vis-à-vis the ways the South African Revenue Service‟ (hereinafter referred to as SARS) new court rules and Service Monitoring Offices safeguard and protect taxpayers rights against SARS‟ administrative abuses. The researcher reviews and analyses literature gathered from the following sources: the Australian and Canadian tax Ombudsman, the United Kingdom‟s tax adjudicator, the South African motor industry Ombudsman, the South African banking services Ombudsman, the South African Public Protector, the Tax Administration Act (28 of 2011) (hereinafter referred to as the TAA), the South African Constitution (108 of 1996), and other popular scientific articles and reports on the introduction of the tax Ombudsman in South Africa. The findings reveal the core factors that underscore the establishment of an effective tax Ombud in South Africa to include: independence, neutrality, credible review process and confidentiality. Other auxiliary factors with regard to the appointment of the tax Ombud are: leadership skills, honesty, integrity and courage. Furthermore, the provisions of the TAA, in relation to the appointment of the tax Ombud‟s funding, staffing, location, and powers with particular reference to cost recovery and disclosure of taxpayers‟ confidential information, impede on the tax Ombud‟s independence. It also emerged from this study that the independence of the tax Ombud‟s office is being over-emphasised, leaving other pertinent issues of equal importance, such as education and publicity, unattended to. The recommendations for this study revolve on the tax Ombud‟s appointment, budget and recruitment of its own staff, building a reputation of independence through public education and the power to recover costs.

▼ The constitution of ELCSA was adopted in the constitutional assembly held on 15 to 19 December 1975 at Rustenburg, Tlhabane. The constitution of South Africa was adopted on 08 May 1996 and amended on 11 October 1996 by the constitutional assembly. It is obvious from this situation that the ELCSA constitution was put together and adopted during the rule of the National Party in consideration of the constitution of South Africa at the time. This suggests that the bill of rights was not taken into account when the constitution of ELCSA was written. The church‘s top down management system of administration is questionable. The harmony of rights and the ELCSA constitution was tested. The labour relations requirements are not taken into consideration by the ELCSA constitution given the procedures followed to add in addressing employee disputes. The ELCSA constitution was critically evaluated for compliance. The areas of the South African Constitution that were not considered at the initial stage of the church constitution were identified during the study. It is imperative though that the Church should not find her self-making concessions on issues that are contrary to Christian beliefs and norms that form the basis of the faith. Dr Martin Luther’s two kingdoms provided some guidance when the church was under pressure regarding certain issues that are required by the law of the country. Particularly the church does not condone abortion. In this study it was established that some areas require the church to mobilise and challenge the state. The study is concluded by a discussion of areas that present conflict between the church and legal requirements, areas that the church is omitting to do and areas that the church has to take a stand on. This discussion included recommendations that the church has to consider ensuring that legislation is complied with and that there is no conflict with the church constitution. ▼ In terms of Section 29 (1) of the Constitution, everyone has the right to basic education. This right is not subject to ‘reasonable legislative and other measures, available resources and progressive realisation.’ The right to basic, compulsory education is widely regarded as a fundamental human right. For example, this right is included in a number of international human rights treaties such as the ‘Universal Declaration of Human Rights’, the ‘International Covenant on Economic, Social and Cultural Rights,’ the ‘African Charter on the Rights and Welfare of the Child’, the ‘Convention on the Rights of the Child’, the ‘Dakar Framework for Action: Education for All’, and ‘UNESCO Convention against Discrimination in Education’. The South African Constitution, however, does not clarify the content and scope of the right to basic education. Consequently, the Constitution has given the state wide discretion to determine the scope, nature and content of this basic right. Apartheid left the South African education system fragmented and unequal. The South African educational system has gone through numerous curricula and institutional changes. The changes in the curriculum were part of the transformation process of the South African education system. In addition, the state has allocated substantial public funds towards basic education. However, the investment in basic education does not commensurate with the quality of teaching and learning in poor and marginalised schools. For example, several rural and farm schools in the Eastern Cape lacked toilet facilities; textbooks and other education support material; furniture; and other essential necessities. Education loses its transformative power when poor and marginalised schools continue to lack these essential services. Consequently, inequality is perpetuated and the poor and marginalised are unable to compete meaningfully in the social, economic and political life of South Africa. The mini dissertation concludes by recommending that the Department of Basic Education should ensure that all schools, especially those in rural communities and farms, have access to textbooks, qualified teachers, clean water and toilet facilities and other essential necessities needed for the delivery of quality basic education. ▼ Contemporary South Africa prides itself on having a Bill of Rights. For 84 years (1910 to 1994) public administration regulated the general welfare and lives of inhabitants in the finest detail, while being subject to almost only the whims and political objectives of the governing authority. On 27 April 1994 the 1993 Constitution introduced a constitutional obligation and radical change to the manner in which public administration must be exercised. Today, still an infant in experience relating to a bill of rights, public administration must be exercised with the Bill of Rights as an integral part of this inhabitant / governing authority interaction. The primary aim of this study is to attempt to describe the manner in which public administration was exercised, firstly, during constitutional dispensations prior to 1994 and, secondly, since public administration became subject to constitutionally entrenched fundamental rights. The empirical investigation is aimed at exploring and analysing the extent to which public administration has realised the constitutional obligation in practice. The results of the empirical investigation highlighted, primarily, that the majority of the officials that participated in the survey do not know of the Bill of Rights, and that half of those who do know of the Bill have little knowledge of its provisions. More than half of the respondents lack awareness of section 195 of the 1996 Constitution, which states that public administration must be governed by democratic principles enshrined in the Constitution. Barely one tenth of respondents were informed of the significance of the Bill and its role regarding public administration. The majority of respondents have not of their own accord studied the Bill and the Bill does not have the desired effect on the manner in which public administration is exercised. Two thirds of respondents have mixed perceptions as to whether to serve the interests of inhabitants above the political objectives of the governing authority and less than a quarter of respondents give recognition to the Bill when rendering public services. ▼ World-wide research has shown that educators are suffering physical as well as psychological symptoms because of their experiences in their school environment. A large body of legislation, including the Bill of Rights, general and education legislation protect the rights of educators to working conditions which are safe and healthy. It seems clear from the literature that protecting the security of the educator implies the inclusion of psychological security. One of the aims of this research was to establish to what extent legislation succeeds in protecting the psychological security of educators at school. The study showed that although a large body of legislation exists, a lacuna exists in the application of this legislation. Furthermore, the research showed that educators are not experiencing this protection in actuality, are suffering several stress symptoms and are generally not aware of the rights which should protect them. The findings revealed that learner discipline and work overload were experienced as the main causes of psychological insecurity for participating educators. During the research it was investigated whether the development of creative skills could enhance the ability of educators to cope with the psychological insecurities in their workplace. Further aims of the study were to design a theoretical creativity development model and to determine the characteristics of an effective programme to enhance workplace psychological security in education. The literature and findings revealed that creativity programmes which could inter alia enhance attitude and general health should include aspects such as problem solving processes, the development of positive attitudes and the enhancement of the psychological work environment. The study also includes the design of a creativity programme which can be applied in the participating and similar schools in order to develop creativity skills which may be able to assist educators to cope more effectively in their work environment.

▼ Does the Second Amendment to the U.S. Constitution provide for an individual or collective right to bear arms? My thesis addresses this question by examining the development of seventeenth and eighteenth-century English common law and political and legal philosophy to support an individual right to bear arms and demonstrates how the founding fathers were greatly influenced by this English precedent. As the records of the Boston Massacre trials demonstrate, the English common law and natural rights theory firmly established a fundamental right of self-preservation, which under the exigencies of the situation might be exercised through the use of firearms. During the seventeenth century, the evolution of natural rights theory contributed to the transformation of a duty to bear arms into a right. Both Thomas Hobbes and John Locke stressed that the right of self-preservation was possessed by the individual, the residue of those ceded to society in the state of nature. The English Whig political theorists, including James Harrington, Algerdon Sydney, John Trenchard and Thomas Gordon, all emphasized that it was incumbent upon each individual citizen to possess arms as a bulwark against the threat to liberties posed by a tyrannical government. The evolution of an individual right to bear arms culminated in the drafting of Article VII of the English Bill of Rights, providing that all protestants had the right to bear arms. The natural right of self-defense can also be seen in the works of the English jurists during the seventeenth and eighteenth centuries and in the development of the English common law. Edward Coke, William Hawkins, Matthew Hale, Michael Foster and William Blackstone all wrote extensively of the natural right of self-defense and this right was repeatedly acknowledged in numerous court cases during the eighteenth century. The English legal and radical Whig writers had a profound influence upon American legal and political thought during the eighteenth century. Their works were widely read and frequently cited by both the political elite and the ordinary person in colonial America. This is repeatedly demonstrated by the multiple references in pre-revolutionary political literature and commentary surrounding the drafting of the constitution. The language of the Second Amendment is opaque and its legislative history sparse. Yet the drafters of the constitution lived in a society where gun ownership was common, where a firearm was used as readily for hunting and defending oneself as for service in a militia. Remiantis tarptautiniais teisės aktais bei tarptautine praktika, analizuojamos vaikystės pradžios ir pabaigos nustatymo problemos. Darbo pagrindą sudaro išsami kelių fundamentalių vaiko teisių analizė. Visų pirma, analizuojama teisė išsaugoti savo identiškumą, ypač atkreipiant dėmesį į įvaikinto vaiko galimybę įgyvendinti šią teisę. Protection of the Rights of the Child: Problems of Regulation on International Plane The rights of the child constitute a part of fundamental human rights and are applicable to a specific group of individuals. The immaturity and vulnerability of these individuals requires interference of international society to ensure and protect their rights. The final paper views legal status of the child and the scope of child’s capability. The problems of the beginning and the end of the childhood are analised in accordance with international laws and international practice. The final paper is based on the analysis of several fundamental rights of the child. The paper includes the right to protect identity with a specific reference to the rights of adopted child. ▼ Much of the scholarly work in the area of the separation of church and state in America has centered on such lofty goals as examining the Constitution of the United States and voluminous court documents. Others meticulously scrutinize every word ever uttered by the founding fathers on the subject. During the last two decades, there has been a considerable increase in the debate concerning the separation of church and state. The religious right has become determined to infuse our governmental institutions with a decidedly more religious tone, while the religious left prefers the separation of church and state as it is. But how does the average American feel about the separation of church and state? This project will examine our religious heritage from Europe and the development of the separation of church and state in America. Finally this project conducted surveys of Americans to determine just how much they know about how the separation of church developed in America and perhaps more importantly what they believe it should be. Two separate surveys totaling 19 questions were developed. The questions probed historical facts, the founding fathers and questions regarding the separation of church and state today. The surveys were conducted in Manatee County, Florida during the spring of 2008 and again in late August and early September, 2008. The survey respondents were made up of 4 distinct groups. Those respondents surveyed in Spring 2008 were in-class college students in the University of South Florida at Sarasota/Manatee. Two other groups were made up of high school graduates and college graduates who work for the Manatee and Sarasota District schools. The final group was surveyed during a multi family picnic on Labor Day weekend. The results of the surveys were tabulated and the respondents were placed in groups according to 2 questions on the back of the surveys that asked the respondents to give their political party affiliation and their religious denomination.
