One of the most essential technical and business issues of any wireless access technology is efficiently (interms of cost and performance) providing coverage and capacity. Thus, to guarantee technology acceptability it is necessary to undertake techno-economic analysis, which involves network dimensioning, calculating Capital Expenditure (CAPEX), and Operational Expenditure (OPEX) and profitability analysis. This thesis work commence with carrying out network performance analysis on the already existing network as a case study. The area selected for the case study is 2Km radius from Tekelehaimanot roundabout in Addis Ababa, where a large number of call blocks and drops exist. The analysis indicates the performance evaluation parameters are well below the standard set by Ethiopian Telecommunication Agency (ETA). Long Term Evolution (LTE) radio network planning is then performed for the selected area. Coverage estimation is done using COST-231 Hata propagation model and two traffic models are used for capacity determination. The results of the planning indicate four sites for Voice Over IP (VOIP) only service and six sites for mixed services are required to service the selected area. Finally, Techno-Economic Results from Advanced Communications, Technologies and Services (ACTS) (TERA) model with a period of 5 years and discount rate of 15 % is used in the techno-economic analysis. From the result, a conclusion is drawn that LTE might not be profitable in areas with majority of subscribers being VOIP only customers although it might be the best option on an area with high demands for different services.
