▼ The set-wise summation operation is perhaps one of the most fundamental and widely used operations in scientific applications. In these applications, maintaining the accuracy of the summation is also important as floating point operations have inherent errors associated with them. Designing floating-point accumulators presents a unique set of challenges: double-precision addition is usually deeply pipelined and without special micro-architectural or data scheduling techniques, the data hazard that exists. There have been several efforts to design floating point accumulators and accurate summation architecture using different algorithms on FPGAs but these problems have been dealt with separately. In this dissertation, we present a general purpose reduction circuit architecture which addresses the issues of data hazard and accuracy in set-wise floating point summation. The reduction circuit architecture is parametrizable and can be scaled according to the depth of the adder pipeline. Also, the dynamic scheduling logic we use in this makes it highly resource efficient. Further, the resource requirements for this design are low. We also study various methods to improve the accuracy of summation of floating point numbers. We have implemented four designs. The reduction circuit architecture serves as the framework for these designs. Two of the designs namely AEC and AECSA are based on compensated summation while the two designs called EPRC80 and EPRC128 implement set-wise floating point accumulation in extended precision. We present and compare the accuracy and cost- operating frequency and resource requirements- tradeoffs associated with these designs. On the basis of our experiments, we find that these designs achieve significantly better accuracy. Three of the designs– AEC, EPRC80 and EPRC128– operate at around 180MHz on Xilinx Virtex 5 FPGA which is comparable to the reduction circuit while AECSA operates at 28% less frequency. The increase in resource requirement ranges from 41% to 320%. We conclude that accuracy can be achieved at the expense of more resources but the operating frequency can be maintained. L’Iran a mis en oeuvre quatre générations de contrats pétroliers depuis la révolution de 1978. En raison des énormes destructions sur les infrastructures iraniennes causées par la guerre de 8 ans en Iran et du manque de ressources financières, d'exigences légales, le gouvernement iranien a décidé d'utiliser des méthodes d'échange comme contrats de compensation pour la reconstruction et le développement des infrastructures. Les Buybacks (rachats) sont considérés comme l'une des formes les plus connues de contrats d'échange. Ces contrats ont été utilisés dans la partie en amont de l'industrie pétrolière et gazière iranienne comme mécanisme contractuel pour attirer les investissements étrangers depuis le début des années 90. La principale raison pour laquelle ces contrats ont été utilisés pourrait être considérée comme des exigences statutaires et de se conformer aux principes tels que la possession, la souveraineté de l'État sur les ressources pétrolières et gazières, la garantie des intérêts de l'État et les exigences du développement économique.Malgré toutes les réformes des contrats Buyback, les nouvelles exigences concernant les investissements étrangers et également la période post-sanction en Iran en raison des négociations du JCPOA (Joint Comprehensive Plan of Action) une nouvelle ère de programmes d'investissement a été nécessaire. Par conséquent, Iran Petroleum Contracts (IPC) a été lancé en 2016 en tant que quatrième génération de contrats pétroliers iraniens. Par rapport aux trois dernières générations, ce contrat est censé résoudre de nombreux défauts tels que le transfert limité de technologie, la période d'investissement par les investisseurs étrangers, le recouvrement et le remboursement des coûts ainsi que les règlements gouvernementaux de protection des investissements étrangers.

Iran has implemented four generations of petroleum contracts since the revolution of 1978. Due to huge destructions on Iranian infrastructure caused by 8 years war in Iran and also lack of financial resources, legal requirements, Iranian government decided to employ exchange methods as offset contracts for infrastructural developments. Buybacks are considered as one of most famous forms of exchange contracts. These contracts have been used in the upstream section of Iran's oil and gas industry as a contractual mechanism in attracting investment from the early decade of 1990. The main reason for what these contracts were used could be considered statutory requirements and complying with the principles such as possession, state sovereignty over oil and gas resources, securing and providing state's interests and requirements of economic development.Despite of all reforms on the before said contracts, the new requirements regarding foreign investment and also post sanction period in Iran due to JCPOA (Joint Comprehensive Plan Of Action) negotiations a new era of investment programs was required. ▼ Inefficiencies that could be avoided during the product development process account for a large percentage of the manufacturing cost. To introduce innovative, high-quality products in a time- and cost-efficient manner, companies need to improve the performance of their product development processes. Set-based concurrent engineering (SBCE) has the capability of addressing this issue if the right knowledge-environment is provided. Trade-off curves (ToCs) are effective tools to provide this environment through knowledge creation and visualisation. However, there are several challenges that designers face during their product development activities such as rework, inaccurate decisions, and failure in design performance, which eventually cause waste. Therefore, the aim of this thesis is to eliminate waste by developing a systematic approach for generating and using ToCs. These then serve as a guide for designers to support their decision-making and achieve an efficient product development performance in an SBCE environment. To achieve this aim, qualitative research methods were employed. Following an extensive literature review, industrial field study and industrial applications, three processes were developed to generate ToCs and validated with five industrial case studies. The process for generating knowledge-based ToCs describes how to create and visualise knowledge that is obtained from historical data and/or experience. This process facilitates the reuse of knowledge about existing products, in order to reduce the requirement for resources (e.g. product development time). The process for generating physics-based ToCs describes an approach to creating knowledge that is obtained from understanding the physics and functionality of the product under development. Thus, the practitioners gain sufficient confidence for identifying a compromise between conflicting design parameters. Finally, the process for using ToCs within the SBCE process model presents a technique to use generated knowledge-based and physics-based ToCs in order to enable key SBCE activities. These activities are (1) Identifying the feasible design area, (2) Developing a design-set, (3) Comparing possible design solutions, (4) Narrowing down the design-set and (5) Achieving the final optimal design solution. For validation, the developed processes were applied in five industrial case studies, and two expert judgements were obtained. Findings showed that ToCs are essential tools in several aspects of new product development, specifically by reducing the lead time through enabling more confident and accurate decisions. Additionally, it was found that through ToCs, the conflicting relationships between the characteristics of the product can be understood and communicated effectively among the designers. This facilitated the decision-making on an optimal design solution in a remarkably short period of time. ENGLISH ABSTRACT : This study focuses on the principles surrounding the operation of set-off in South African law. It is evident that no uniform answer exists to the question of how set-off operates: it either operates automatically as soon as its requirements are met or in terms of a declaration by one of the parties, but with retrospective effect. This thesis examines the uncertainty and problems surrounding these two opposing approaches to the operation of set-off, and further considers the impact of sections 90 and 124 of the National Credit Act 34 of 2005 (NCA) on set-off. In order to evaluate the two approaches to set-off, their historical origin, practical effect and the policy considerations informing them are analysed. This analysis is also informed by comparative perspectives on the operation of set-off adopted in civilian jurisdictions. The thesis further examines the circumstances in which a party will be precluded from relying on set-off. It focuses on an agreement between the parties to exclude set-off, waiver of a party’s right to set-off and the circumstances in which a party can be estopped from invoking set-off. It is shown that neither of the approaches to set-off adopted in South African law provides an adequate explanation for the way in which set-off is applied in practice. The thesis illustrates that this can be attributed to the fact that the automatic approach affords insufficient recognition to the autonomy of contracting parties and that the retrospective approach leads to practical difficulties. The uncertainties which exist regarding the exclusions of the right to invoke set-off are also highlighted, as well as the difficulty in reconciling these exclusions with the automatic approach to set-off. The examination of sections 90 and 124 of the NCA focuses on the interpretation of these sections, and considers whether and to what extent, a limitation on a credit provider’s right to invoke set-off is desirable. It is concluded that these sections are unclear and that, although certain limitations of a credit provider’s right to invoke set-off are justified, the conditions set by the NCA are too stringent. Legislative reforms are suggested to clarify and improve the protection granted by the NCA. Finally, it is argued that South African courts should take note of international developments regarding the operation of set-off and opt for a solution which is more in line with modern commercial reality. Such a solution can be found in the UNIDROIT Principles of International Commercial Contracts and the Principles of European Contract Law, which recommend that set-off should be effected by a notice with prospective effect. It is shown that this approach ensures legal certainty and offers a solution which aligns legal and practical reality.

▼ The nation's Section 404 permitting program, of the Clean Water Act (CWA), represents one of the longest regulatory histories of designing and implementing credit trading programs to satisfy regulatory requirements. The role and the function of in-lieu fee (ILF) programs in supporting this regulatory structure have undergone a substantial change. For the first time in the history of the Sec. 404 program, 33 CFR Part 332 and 40 CFR Part 230, Subpart J (the "2008 mitigation rule" or "rule"), prioritizes the use of off-site mitigation over on-site-mitigation. Additionally, the rule prioritizes advanced, third-party mitigation; especially as achieved through mitigation banks; over any off-site compensatory mitigation provided by ILF programs (33 CFR 332.3(b)(1)). This new regulatory environment favors the use of commercial mitigation bank credits while acknowledging that the limited permittee demand of off-site mitigation credits, in particular areas, justifies the continuing need for ILF programs (Corps and EPA 2008, p.19606,19611). This research examines how regulatory officials use ILF programs under the 2008 mitigation rule, and, it determines the extent to which ILF programs are capable of fulfilling the role envisioned for them under the 2008 mitigation rule. Simulation results indicate that commercial mitigation banks cannot meet risk adjusted returns under limited credit demand conditions. ILF programs offer some additional financial capacity to fill the void in commercial bank coverage; but, this potential is limited in low demand conditions. Furthermore, empirical case studies of a Virginia and Georgia provide evidence that regulatory officials rely on ILF programs to provide off-site compensatory mitigation almost exclusively in the absence of private credit supply, as intended in the 2008 rule. Evidence in Georgia and Virginia also indicate that, in some situations, ILF programs face difficulties in providing mitigation under the constraints of limited demand and more stringent regulatory requirements. Den 1 juli 2013 meddelade Högsta förvaltningsdomstolen (HFD) beslut i ett mål gällande kvittningsrätten för kapitalvinster och kapitalförluster på delägarrätter. Frågan som be-handlades i målet var om aktiebolaget hade rätt att kvitta sina kapitalförluster mot kapital-vinsterna som uppkommit i den utländska delägarbeskattade juridiska personen. HFD beslutade att neka aktiebolaget möjligheten till kvittning på grund av att lagstöd saknades. Denna bedömning väcker frågor, då aktiebolag som väljer att placera delägarrätter i del-ägarbeskattade juridiska personer får en mindre utsträckt kvittningsrätt vid jämförelse om delägarrätterna hade placerats direkt i aktiebolaget. Vid närmare granskning av kvittnings-möjligheterna kan det konstateras att även kvittningsrätten för kapitalförluster (inte bara kapitalvinster) på delägarrätter i delägarbeskattade juridiska personer är begränsade, vid jämförelse om motsvarande kapitalförluster hade uppkommit direkt i aktiebolaget. Be-gränsningarna för kapitalförlusterna på delägarrätter i delägarbeskattade juridiska perso-ner innebär att kapitalförlusten ska kvoteras till 70 % innan kvittning kan ske, vilket inte är ett krav om kapitalförlusten hade uppkommit direkt i aktiebolaget. Vidare finns varken en sparanderegel eller en koncernkvittningsregel att tillgå i 48 kap. 27 § IL, vilket finns om kapitalförlusten hade uppkommit direkt i aktiebolaget enligt 48 kap. 26 § IL. Frågan som uppkommer är hur dessa begränsningar står i förhållande till den skatterätts-liga neutralitetsprincipen, där den skattskyldiges val ska styras i minsta möjliga utsträck-ning av skattesystemet. Avsteg från denna princip kan göras i syfte att motverka oönskad skatteplanering. Av en samlad bedömning anser skribenterna att samtliga begränsningar av kvittningsrätten för delägarrätter ägda via delägarbeskattade juridiska personer är oför-enliga med neutralitetsprincipen. Detta grundar skribenterna på att aktiebolag som väljer att placera delägarrätter via delägarbeskattade juridiska personer missgynnas ur ett skatte-mässigt perspektiv, vid jämförelse om delägarrätterna hade placerats direkt i aktiebolaget. iii En av de motiveringar som har anförts av lagstiftaren har varit att motverka oönskad skatteplanering. Denna motivering anser skribenterna inte vara hållbar för att rättfärdiga dessa begränsningar. Reglerna borde därmed ändras så att kvittningsmöjligheten på delä-garrätter ägda via delägarbeskattade juridiska personer blir lika omfattande som om delä-garrätterna hade ägts direkt av aktiebolaget. Den framtida existensen av kvittningsrätten på delägarrätter har diskuterats av lagstiftaren och det återstår att se ifall den kommer att avskaffas eller inte.

Effektiviteten av automatiserade reningsprocesser inom avloppsreningsverk beror ytterst på kvaliteten av de mätdata som fås från installerade instrument. Givarfel påverkar verkens styrning och är ofta anledningen till att olika reglerstrategier fallerar. Idag saknas standardiserade riktlinjer för hur instrumenteringsarbetet på svenska reningsverk bör organiseras vilket ger begränsade förutsättningar för reningsverken att resurseffektivt nå sina utsläppskrav. Mycket forskning har gjorts på att optimera olika reglerstrategier men instrumentens roll i verkens effektivitet har inte givits samma uppmärksamhet. Syftet med detta examensarbete har varit att undersöka hur instrumentering på reningsverk kan organiseras och struktureras för att säkerställa mätdata av god kvalitet och att undersöka effekter av givarfel på reningsprocessen. Inom arbetet genomfördes en litteraturstudie där instrumentering på reningsverk under-söktes. Effekter av givarfel på reningsprocessen undersöktes genom att simulera en fördenitrifikationsprocess i Benchmark Simulation Model no. 2 där bias och drift implementerades i olika givare. Simuleringar visade att positiva bias (0,10–0,50 mg/l) i en ammoniumgivare inom en kaskadreglering bidrar till att öka luftförbrukningen med cirka 4–25 %. Vidare resulterade alla typer av fel i DO-givare i den sista aeroba bassängen i en markant större påverkan på reningsprocessen än samma fel i DO-givare i någon av de tidigare aeroba bassängerna. Om den sista aeroba bassängen är designad för att hålla lägre syrehalter är DO-givaren i den bassängen den viktigaste DO-givaren att underhålla. Positiva bias (200–1 000 mg/l) i TSS-givare som används för att styra uttaget av överskottsslam bidrog till kraftiga ökningar av mängden ammonium med cirka 29–464 % i utgående vatten. Negativ drift i DO-givare visade att stora besparingar i luftningsenergi, cirka 4 %, var möjliga genom ett mer frekvent underhåll av DO-givarna. Huruvida ett instrument lider av ett positivt eller negativt givarfel, bias eller drift, kommer att påverka hur mycket och i vilken mån reningsprocessen påverkas. Studien av givarfel visade att effekten av ett positivt eller ett negativt fel varierade och att effekten på reningsprocessen inte var linjär. Effekten av givarfel på reningsprocessen kommer i slutändan att bero på den implementerade reglerstrategin, inställningar i regulatorerna och på den styrda processen.

The effectiveness of automated treatment processes within wastewater treatment plants ultimately depend on the quality of the measurement data that is given from the installed sensors. ▼ Naval architects often say that every ship is a compromise between many conflicting requirements. This widely-held belief immediately raises the question as to what kind of ship and, therefore, what kind of compromise, would suit the ship owner’s interest best. The approach presented in this thesis aims to improve the early stage design process of service vessels by helping the naval architect to generate and explore a large and diverse set of three-dimensional ship designs. In turn, this set enables the thorough investigation of a wide range of different compromises before settling upon a well-founded –and a more competitive- ship design that reflects the most promising compromise and, as such, will be deemed desirable by its owner. The approach has four key features. Firstly, it uses a novel parametric ship description (based on `packing problems’) that can handle large and concurrent changes to the entire three-dimensional ship design, i.e., hull, superstructure, decks, bulkheads and the arrangement of systems in the ship can all change without human interaction. Secondly, it uses a search algorithm to generate a large and diverse set of ship designs that reflect a wide range of different compromises. Thirdly, the naval architect considers all feasible designs to gain insight in conflicting characteristics before selecting the most promising ship designs in a transparent manner. The selection can be based on objective and constraint values, as well as on the naval architect’s own engineering judgement. Fourthly, the naval architect takes all selection decisions to help instil the crucial sense of ownership for the ship designs that result from the selection process. This novel design approach has been applied successfully to design two types of service vessels: deep water drillships and frigates. It proved able to establish the design impact of variations in payload and performance requirements. Moreover, the resulting set of designs was subsequently used to illustrate how the naval architect can identify and select designs that excel at particular performances, such as sea-keeping. In summary, the approach is expected to improve the naval architect’s ability to identify promising ship designs early on, which should lead to the design of more competitive service vessels. Depuis l'Antiquité, le principe d'égalité entre créanciers apparaît comme le principe fondateur des procédures collectives. Il permet de répartir de manière juste les actifs d'un débiteur impécunieux. Pourtant, l'existence et la portée de la norme sont sans cesse contestées. Les multiples réformes de la matière et ses nouvelles orientations économiques, la place grandissante du droit des sûretés, ainsi que l'internationalisation des procédures, ont contribué a renforcer les controverses autour du traitement égalitaire des créanciers. Les débats relatifs aux manifestations de l'égalité en droit de l'insolvabilité révèlent toutefois une problématique plus profonde liée a l'insuffisante définition de ce que constitue le principe d'égalité en procédure collective. Or, la notion d'égalité est ambivalente, il ne peut dès lors exister une unique signification du principe. Par ailleurs, l'égalité entre créanciers n'est pas qu'une simple règle mais constitue un véritable principe général du droit. Son caractère éminemment supérieur impose qu'il soit observé dans les différentes étapes de la procédure collective. Malgré les modifications législatives successives, il est possible de constater que le principe d'égalité entre créanciers constitue toujours la pierre angulaire du droit de l'insolvabilité. Les éléments traditionnels de la discipline collective demeurent et s'appliquent aujourd'hui sans distinction à tous les créanciers. Bien que l'élaboration de traitements différenciés soit de plus en plus récurrente, elle n'entraîne pas systématiquement une rupture d'égalité injustifiée. La rupture d'égalité formelle est admise des lors que les régimes différents mènent à la réalisation des objectifs des procédures ou visent à la protection d'intérêts supérieurs. Mais les vives critiques quant à la réalité du principe et les contestations portant sur ses manifestations ne sont pas toutes infondées. Le législateur à organisé un certain nombre de traitements privilégiés illégitimes, afin de satisfaire les intérêts personnels de quelques créanciers. Or, le respect du principe d'égalité est primordial en procédure collective pour repartir le poids de la dette du débiteur et renforcer l'impératif de moralisation du droit des affaires.

Since ancient times, equality between creditors appears to be the core principle of insolvency proceedings. It allows for a fairly sharing of the debtor's assets. However, existence and scope of that application standard are persistently contested. Many reforms, new economic orientations of the subject, added to the increasing place that securities law takes and the globalization of procedures have contributed to strengthen the debate around creditor's rights. Discussions about equality in the insolvency law though disclose a specific problem, due to an inadequate definition of equality principle in insolvency proceedings. ▼ Treatment options for spinal trauma, chronic disease and/or age degeneration vary based on the medical prognosis and severity of symptoms, with surgery being one treatment option. One of the many surgical options for stabilization is pedicle screw based fusion, where screws are placed into the spine and metal rods are fixed to these screws using set screws. The tightening torque is critical for these procedures, as under or over torquing leads to slippage, decreased strength, and ultimately poor fusion results. Numerous products in the market use a torque wrench or break-off set screws that ensure the correct tightening torque. The focus of this thesis is to develop techniques (based on geometrical alterations without changing the material) that modify the set screws so that they reduce shock (200-800 g-force) while still ensuring the correct tightening torque. The hypothesis of this thesis is to show that geometric changes in the set screw tightening structure (i.e. device) can reduce the maximum shock by influencing how the stored energy is released, and yet keep the tightening torque the same. The objective is to increase the time period between yielding and fracture and channel more energy towards plastic deformation. The specific aim is to make geometric changes in the grooved region (designed for break off) to cause the ratio of maximum recoverable strain energy to maximum plastic energy dissipation to decrease. Computer models based on fracture mechanics are used to demonstrate this. Using a model for ductile metal Al 5083-H116, it was shown that wider, more gradual grooves lead to a 36% decrease in this ratio. A decrease in this ratio indicates that the maximum g-force shock will decrease since a greater percent of the energy will be dissipated during material deformation. In addition, there was a 74% increase in rotation before failure. This behavior is believed to be beneficial since broken bonds between molecules in the shear band are given more time to re-bond with an adjacent molecule, and this new bond consumes more energy when final shear separation occurs. ▼ Absent Presence: Women in American Gangster Narrative investigates women characters in American gangster narratives through the principal roles accorded to them. It argues that women in these texts function as an “absent presence,” by which I mean that they are a convention of the patriarchal gangster landscape and often with little import while at the same time they cultivate resistant strategies from within this backgrounded positioning. Whereas previous scholarly work on gangster texts has identified how women are characterized as stereotypes, this dissertation argues that women characters frequently employ the marginal positions to which they are relegated for empowering effect. This dissertation begins by surveying existing gangster scholarship. There is a preoccupation with male characters in this work, as is the case in most gangster texts themselves. This preoccupation is a result of several factors, such as defining the genre upon criteria that exclude women, promoting a male-centred canon as a result, and making assumptions about audience composition and taste that overlook women’s (and some women characters’) interest in gangster texts. Consequently, although the past decade saw women scholars bringing attention to female characters, research on male characters continues to dominate the field. My project thus fills this gap by not only examining the methods by which women characters navigate the male-dominated underworld but also including female-centred gangster narratives. Subsequent chapters focus on women’s predominant roles as mothers, molls, and wives as well as their infrequent role as female gangsters. The mother chapter demonstrates how the gangster’s mother deploys her effacement as an idealized figure in order to disguise her transgressive machinations (White Heat, The Sopranos). The moll chapter examines how this character’s presence as a reforming influence for the male criminal is integral to the earliest narratives. However, a shift to male relationships in mid- to late-1920s gangster texts transforms the moll’s status to that of a moderator (Underworld, The Great Gatsby). On the other hand, subsequent non-canonical texts feature molls as protagonists and illustrate the potential appeal of the gangster figure to women spectators (Three on a Match). Subsequently, the wife chapter explores texts that show presence is manifested in the wife’s cultivation of a traditional family image, while absence is evident in her exposure of this image as a façade via her husband’s activities (The Godfather, Goodfellas). In the following female gangster chapter, I examine how gender functions to render this rare character a literal absent presence such that she is inconceivable as a subject (Lady Scarface, Lady Gangster). Сматрамо да се основано може поставити питање: да ли је парламент још увек носилац законодавне власти, или парафразирајући Хобса: претпоставља се ко је законодавац, али да ли се и зна? Предмет ове дисертације су ограничења са којима се парламент данас суочава приликом вршења своје нормативне улоге. Та ограничења су унутрашње и спољашње природе, класична и нова. У модерном времену, у којем су ефикасност и брзина кључна очекивања, чини се да парламент као законодавац губи дах и суочава се са бројним ограничењима у извршавању своје – како се вековима сматрало – „основне функције”: законодавне надлежности. Теза да тежиште власти све више прелази на егзекутиву и у земљама са парламентарним системом државне власти није више новина. Парламент се, међутим, не суочава само са лимитима које пред њега стављају надлежности владе у законодавном поступку. Кључна улога политичких партија, релативизација класичног појма суверености и други, до сада недовољно истражени лимитирајући фактори законодавне улоге парламента доводе до модификације његове функције у савременој држави. Циљ дисертације је да кроз пажљиву селекцију неопходних стручних извора и ослањајући се на деценијско искуство у својству народног посланика у Народној скупштини Републике Србије прецизно утврдимо и рационално истражимо сазнања и изразимо научни став о улози савременог парламента у светлости ограничења његове законодавне функције. Пошли смо од хипотезе да је законодавна функција парламента сужена због устава као бедема, због активности владе као све значајнијег актера законодавства, политичких странака, односно нових учесника у законодавном поступку с једне стране, као и због релативизације суверености у условима међународних интеграција и утицаја глобалних економских токова с друге стране, што све доводи до модификације улоге савременог парламента.

Subjects/Keywords: The following question can be raised: Are parliaments still the true bearers of the legislative power; or paraphrasing Hobbes: it is assumed who the legislator is; but is it also known? The subject of this thesis are the limits that parliaments are facing today while exercising their normative roles. These limitations are both internal and external; and may be traditional or of new origin. Today efficiency and speed are key expectations; it seems that parliaments as legislators are losing their breath and are facing many limitations in their role that has for centuries been their ”basic one”: their legislative role. The fact that the focus of power is increasingly shifting towards the executive branch of power even in countries with parliamentary systems of governance is not a novelty anymore. Parliaments; however; do not only face the limits placed before them by the governments throughout the legislative process. The key role of political parties; the relativization of the classical concept of sovereignty; and other limiting factors of the legislative role of parliaments; which need further examination; may lead to the modification of their functions in modern states. The aim of the dissertation is to through thoroughly selected scientific sources and relying on a decade-long experience as Member of the National Assembly of the Republic of Serbia precisely determine and rationally examine and draft an academic position about the role of parliaments today with regard to the limitations in their legislative function. We started off from the hypothesis that the legislative function of parliaments is set by the constitution; and narrowed by the ever increasing role of the governments in the legislative process; by political parties and other participants in the legislative procedure; as well as by the relativization of national sovereignty in the framework of international integration and also by the impact of global economic flows.
