▼ Throughout the twentieth century, British and Chinese agents of influence, fellow travelers and their unwitting allies conducted political warfare campaigns designed to exploit America’s rising xenophobia to achieve specific diplomatic goals. The result of these “friendly” political warfare campaigns led the United States to not only fight in two world wars but also lead to a fundamental shift in U.S. foreign and domestic policy. By creating a culture of fear, these political warfare specialists influenced the U.S. political climate making it amiable toward their respective governments’ diplomatic agendas. These foreign agents infiltrated the media, created front organizations, and quietly worked behind the scenes to shape American foreign and domestic policy. During the First World War, British intelligence played on American fears by suggesting that “hyphenated” Americans might be treasonous. Patience, luck, and nerve finally paid off as a reluctant president asked Congress to declare war. Two decades later, England, once again, found itself embroiled in war. By the summer of 1940, Winston Churchill, the newly appointed British Prime Minister, knew the only way the British Empire could survive was to drag the United States into the conflict. Using the lessons learned from the Great War, British intelligence began working to drag a reluctant nation to war. British agents of influence suggested that German Fifth columnists working on American soil sought to undermine the nation. The fear of subversion helped to shift U.S. attitudes. The British were not the only nation struggling to survive. Half a world away, the Chinese fought Imperial Japan, and like the British, the Chinese began lobbying the United State for support. The British and the Chinese competed for American aid. The Japanese attack on Pearl Harbor did not end this competition nor did the defeat of the Axis powers. As the “Good War” ended, the British and the Chinese worked to ensure that U.S. aid would help rebuild their shattered economies. The blowback from these operations led the rise of the American national security state. ▼ This thesis examines Russia’s national security policies and objectives by strictly focusing on the role of Russia and the strategic use of diaspora politics in Moldova, Ukraine and Georgia. The research specifically emphasises the emergence of the Russian diaspora as an instrument of power and specifically assesses the strategic use of diaspora politics and the varied relationships existing between the Kremlin and the diaspora Diasporas do not only represent sociological or economic phenomena, these formations are also political and redefine the notions of sovereignty, power and national identity that permeate world politics. In the current geopolitical environment, sovereign states need to find new ways of enhancing their influence locally, regionally and internationally. Consequently, it is worth considering the impact of these socio-political formations as national security actors, and as worthy subjects of attention in the field of security studies. By focusing on Moscow’s view and the examples of Moldova, Ukraine and Georgia, the purpose of the thesis is threefold. Firstly, it will demonstrate the pertinence of diaspora politics as an element of the international security logic by proposing a framework that emphasises a realist interpretation of diaspora politics highlighting the use of diasporas as tools of power politics. Secondly, it will determine in what ways Moscow has shaped its diaspora as an instrument of power in the Commonwealth of Independent States exploiting both ‘hard’ and ‘soft’ power resources resulting in the establishment of ‘ethnic’ and ‘legal’ relationships with compatriots abroad. Thirdly, it will emphasise the continuities and changes of diaspora politics from Boris Yeltsin to Dmitri Medvedev. This thesis highlights the extent to which the Russian diaspora has either been ignored, treated as an asset or treated as a liability depending on the evolution of Russia's national strategic interests and circumstances between 1991 and 2010.

У раду се разматрају могући правци теоријског заснивања концепта безбедносне културе на основу анализе различитих теоријских приступа његовим конститутивним елементима – културе и безбедности. Као прво, након представљања различитих теоријских оквира унутар антрополошке димензије концепта културе, издвојена је хуманолошка теоријска перспектива развоја културе – од првобитног разумевања културе као услова опстанка, до савременог, који је види као услов развоја и добробити. На том путу се развијао и интерес безбедности, као један од суштинских интереса који покреће савременог човека. Анализа појма културе помогла нам је да се разјасне симболичка значења и позитивне вредности, имплицитне и експлицитне, у одређеном начину живота у извесној култури. Анализа обухвата и саглéдање елемената начина живота (који за присталице другачијих одређења заправо и не спадају у област културе); организацију државних институција; структуру институција које изражавају или владају друштвеним односима; карактеристичнe формe којима припадници друштва комуницирају; трагове креативне људске делатности у институцијама и облицима понашања. Такође је важно да се представе елементи који уобличавају (националну) културу, као што су симболи, обичаји, ритуали и вредности, али и елементи који обележавају поље у оквиру којег се може разматрати национална култура да би се ближе одредили не само утемељени процеси који је стварају, већ и категорије које ремете њен поредак, а огледају се у промени, традицији и идентитету. Затим следи представљање националне културе као националног и јавног интереса, што се испољава на начин који артикулише вредности, перцепцију добробити и перцепцију развоја и угрожености. С друге стране, поред наглашавања значаја интердисциплинарног проучавања, посебно је разматран хуманолошки и културолошки модел концептуализације безбедности који је дао полазну основу за разраду могућности његове измењене употребе у оквиру концепта безбедносне културе с циљем заштите и одржавања добробити појединца, друштва и државе. Стога други сегмент обухвата дефинисање теоријског упоришта појма безбедности, који се затим идентификовао и артикулисао у структуралној вези националне културе и националне безбедности. У раду су анализирани и представљени различити теоријски приступи безбедности, који имају одређене рефлексије на разумевање овог појма кроз појмове сигурности, извесности и очувања егзистенције. Анализа појма безбедности одвијала се у контексту могућности да се он развије, прво, као посебна људска потреба, а затим као интерес у контексту културних потреба, примењујући културолошки приступ, уобличен категоријом националне безбедности. ▼ Historical account of drug cultivation and trafficking in West Africa suggests that the menace is not a recent phenomenon but has its roots dating to as far back as the 1920s and 1930s. However, the 1960s witnessed the emergence of large scale smuggling of African-grown marijuana from Nigerian and Ghanaian which attracted national, regional and global attentions. However, the early 1980s witnessed a paradigm shift towards cocaine and heroin business often handled by Nigerians and their Ghanaian counterparts. Therefore, this study focuses on analysing impact of drug trafficking on the National Security of Ghana; with central focus to human security dimensions. Though drug trafficking is a global phenomenon, the scope of this study focuses primarily on impacts of drug trafficking on Ghana‘s national security. Despite the fact that, the concept of national security encapsulates both state security and human security, this study focuses essentially on analysing the impacts of drug trafficking from the human security perspective. The study is purely qualitative and relies primarily on literature review and interviews for data collection and analyses. From the study, drug trafficking in Ghana affects the economic, health, food, personal, political, environmental and community securities of citizens in the country. It also affects National Security of the country including increase in crime and violence rates in the country. The study also reveals that NACOB is the main government institution in the country enjoined to address and tackle the prevalence and menace of drug trafficking in the country. However, NACOB and the Government of Ghana face certain challenges to be able to effectively tackling the growing menace of drug trafficking in the country. Paramount among these challenges includes financial constraints and poor coordination between NACOB and its supportive institutions to enable it carry out its core mandates. Following from the findings, the study concludes that, Drug Trafficking in Ghana, has significant implications on the national security of the country; especially the human security of its populace. Towards this end, the study recommends that, the government should increase the number of personnel as well as the financial base and logistics of NACOB to be able to carry their mandates effectively. In addition, it also recommends that, there is a need for vibrant coordination between NACOB and its supporting institutions, especially among the Ghana Navy, NACOB and National Security to be able to effectively clamp the menace in the country.

▼ In the 21st century, geospatial technologies have evolved and dramatically converged and necessitated the security for human and state existence. Therefore, application of geospatial technology in the Namibian Defence Force is one of the greatest means of fighting threats to state security in this contemporary world. The study assessed the Challenges of Geospatial Technology on National Security in the 21st Century, with reference to the Namibian Defence Force. The study is informed and shaped by human security theory and securitisation theory as theoretical framework. The study employed the inductive approach which is the qualitative research methodology. The purposive sampling technique was used to select participants. Data was collected through structured interviews. Twenty-five (25) MoD/NDF Officers from the rank of Captain and above working at DDI, DJops and DICT participated in this research. The study revealed that currently there are no laws and policy that regulate owning and use of geospatial technologies in Namibia. The findings also indicated that challenges of geospatial technologies include the lack of integration of database, inadequate funding, lack of trained personnel on interpretations of imageries as well as lack of dedicated security satellites and drones. The findings revealed that the current geospatial technologies within the Namibian Defence Forces are not owned by state security sector but private companies and individuals. Hence, this led to questionable security status of the country. The study recommended that the Namibian government should design policy and laws that will guide the use of geospatial technology. It is also recommended that security personnel should be trained in areas of using recent technological equipments and proficiency in reading, describing data from satellites to ensure detection of any security threats. The study further recommended the government to avail funds to acquire geospatial technologies for intelligence gathering dedicated to security purposes as well the Ministry of Defence to incorporate related courses in all Military Institutions curriculums.

American foreign policy has lacked a coherent strategic framework since the Cold War ended. This lack of vision is confirmed by the regional chaos that continues to plague the Middle East fifteen years after a bid to assert American hegemony in the Middle East failed in Iraq. This study contests reductionist interpretations of global insecurity in favor of what can best be understood as an ideological framework for understanding modern insecurity. It thus provides an immanent critique of American security thinking while offering suggestions for a soluble link between the theory and practice of modern security in an age mired by geostrategic challenges to state and regional powers and fractured international institutions and alliances. A critical historical and political approach is taken to determine the preconditions for today’s security failures. Unencumbered by cold war constraints from the Soviet Union, the US took on numerous unilateral and multilateral interventions throughout the world in the nineties and, in so doing, not only created new enemies but also set the preconditions for how America would respond when transnational terrorism touched her shores on 9/11. Operating under what I term “reified realism,” whereby power is exercised in the breach, American security practices have tended to be counterproductive: producing further insecurity through the original act of securitization—or what I deem an “in/security matrix.” This dynamic relationship becomes apparent from the standpoint of the “war on terror” presidents’ practices. Be it the unilateral preemption of Bush’s neo-conservatives or the multilateral engagement of Obama’s neo-liberals, these foreign policy models are ultimately distinguished by the means they employ to arrive at shared ends. In each instance, however, a similar phenomenon drives American security practices in this epoch of terror. “Post strategic warfare,” as I determine it, whereby ethically spurious isolated tactics replace and masquerade as strategy to fight a transnational enemy, has intensified attempts to quell security failures. Short-term exigency, which is often readily associated with security, is challenged not only in terms of ethics but also in terms of strategic utility and long-term stability—the cornerstone of the realist enterprise since its inception. Recovering realism from its usurpation will, as I argue, go a long way in reorienting American security practices today while also anticipating future ones as well.

▼ This thesis seeks to understand the factors that drove the Australian Parliament's response to exceptional national security laws proposed in times of 'crisis'. It employs case studies, doctrinal analysis, legal history, and literature relating to emergency laws. It selects two periods of 'crisis' for study - the Cold War and the 'War on Terror' - and examines the passage of the Communist Party Dissolution Act 1950 (Cth), the Security Legislation Amendment (Terrorism) Act 2002 (Cth) and the Australian Security Intelligence Organisation Legislation Amendment (Terrorism) Act 2003 (Cth).Parliamentarians viewed the related Bills as extraordinary legislative proposals designed for extraordinary or emergency times or situations. These characterisations suggested that the work of legal scholar Oren Gross could, potentially, throw light on Parliament's legislative processes. Gross has written extensively on law in times of crisis. He hypothesises that a number of factors work towards our acceptance of exceptional laws. The first is the assumption of constitutionality - our belief that such laws fall within the bounds of constitutional and legal norms. The second is the assumption of separation. This assumption includes our belief that emergency laws will be temporary, that they will apply to 'others' not to 'us', and that national security is a separate sphere about which we defer to the Executive Government.The thesis explores whether Parliament's response to proposals for national security laws can be explained in terms of Gross's assumptions of constitutionality and separation. It uses Hansard to examine whether and, if so, how Parliament engaged with constitutional and legal norms and whether the transcripts of debate reveal evidence of Gross's assumption of separation.My analysis suggests that Gross's assumptions provide a partial explanation of the factors that drove the Australian Parliament when it was presented with Bills for exceptional national security laws. It also reveals the influence of other factors - for example, the impact that 'ordinary' legal rules have in justifying and normalising proposals for exceptional laws and the importance of the Opposition's position as the 'once-and-future government'. У новијој историји неизвесност је постала норма понашања, а човечанство је под све већим притиском да пронађе ефикасније механизме заштите и успостављања безбеднијег света. Чини се да параметри глобалне структуре постају турбулентнији него икада, а нови облици међузависности све озбиљније мењају стереотипе у међународним односима. Праћење, разумевање и процењивање савремених трендова у међународним односима и геополитичких нужности, не само у релацијама одређеног простора, већ и у оквиру ширег окружења, важне су претпоставке безбедности државе. У процесу процењивања потребно је обухватити сва кључна питања која се рефлектују на безбедност државе, али и на остваривање националних циљева и интереса. Одувек је било присутно настојање држава да процене даљи развој цивилизације, односно релевантних међународних субјеката и њихово рефлектовање на националну безбедност. Адекватним процењивањем стварани су услови за превентивно деловање, одабир спољнополитичких инструмената и националних политика у циљу онемогућавања и спречавања изненађења односно ублажавања последица будућих догађаја. На нивоу државе врше се различите процене као што су економске, политичке, безбедносне, са циљем успешног развоја у свим областима друштвеног живота. При томе безбедносне процене имају примарни карактер јер се спроводе ради благовременог планирања, организовања и предузимања мера против разноврсних облика угрожавања безбедности државе. Међутим, погрешна је перцепција да се безбедносна процена бави искључиво безбедносним феноменом остављајући остале по страни. Управо безбедносна процена на нивоу државе повезује низ чињеница на економском, политичком, војном, међународном и другим подручјима људске делатности. Процењивање на нивоу државе није само себи циљ већ је у функцији планирања, и то свеобухватног, у процесном, просторном и временском смислу. Планирање и процењивање су активности које иду заједно јер се планирањем, уз коришћење резултата процењивања, и обратно, сагледавају унутрашњи и спољни токови, чиниоци и промене, а потом осмишљава најбољи одговор како би се превентивно ишло у сусрет догађајима и усмеравала активност државних органа на испуњењу одређених циљева. Поред тога, процењивање на нивоу државе има за циљ између осталог и усклађивање доктрине и стратегије безбедности са објективним условима угрожавања безбедности што се одражава и на дефинисање потребних мера на заштити имовине, људи, друштва и државе у целини. И поред неспорне чињенице да је свако предвиђање повезано са неизвесношћу и ризиком, то ни у ком случају не сме да буде препрека за развијање научног истраживања у овом домену. Евидентно је да се у домаћим научним и стручним радовима веома мало пажње посвећује безбедносном процењивању уопште. Од појаве модерне државе, па чак и раније у периоду првих, рудиментарних државоколиких облика, питање рата и мира је средишњи појам који пресудно утиче на сам опстанак државе, па и појединца и човечанства у целини, без обзира о ком се раздобљу или конкретном политичком систему ради. Основно питање на које се тражи одговор у овом раду је: Који се однос механизмима спољне политике и националне безбедности може сматрати најбољим у настојањима државе да оствари и заштити виталне интересе, базирајући своју активност на коришћењу дозвољених средстава по међународном праву у мирнодопским условима, и искључујући могућност употребе поступака везаних за принуду као додатни аргумент, обзиром да моћ претежног броја држава и међународно право забрањују такву варијанту у савременим условима развоја међународних односа? За сваки од сегмената овог рада најпре се сагледавају досадашња искуства, тј. како се то одвијало у досадашњој теорији и пракси спољне политике и националне безбедности, и њиховом међусобном односу, али и са критичким освртом на досадашњу ситуацију и указивање како би све то што је проблематично могло да се превазиђе и изгледа у будућности односа међу државама, и уопште у међународној заједници. У последњем делу рада ће бити објашњено која би то најбоља варијанта односа могла да буде. У првом делу ће се размотрити теоријска схватања и разграничења односа спољне политике и националне безбедности. То ће се постићи кроз анализу схватања спољне политике, њено теоријско и појмовно одређење, обухват и разграничење са унутрашњом политиком, њихову међузависност и међусобан однос са националном безбедношћу државе, тј. разграничење поља политике и поља безбедности. Затим, анализу схватања националне безбедности државе и њено теоријско и појмовно одређење, класификацију и типологизацију осталих референтних објеката у обухвату националне безбедности државе (безбедност појединца, безбедност друштва) и однос са другим нивоима безбедности (међународна безбедност и глобална безбедност). 7 У погледу интереса/вредности, објашњавају се релације интереси/вредности – циљеви, правно регулисање и врсте државних интереса/вредности и однос спољне политике и националне безбедности државе према њима. Системи спољне политике и националне безбедности су повезани, јер најважнији државни руководиоци су надлежни и за питања спољне политике и националне безбедности, и по заједничком учешћу у политичким телима, као што је на пример Савет за националну безбедност. У раду ће се сагледати начин на који се одвија процес креирања спољне политике, и однос са системом безбедности, пре свега у виду снабдевања информацијама државног руководства за спољнополитичке одлуке. Науке о безбедности - Студије безбедности / Security Sciences - Security Studies

Међународна безбедност завршетком хладног рата, губи своју утемељеност и „сигурност” у постојећем свету подељеном на два супротстављена блока. Иако супротстављена, та два блока давала су својим чланицама јасну представу ко је непријатељ, одакле прете опасности, како се доживљавају и како могу да се спрече. Данас то више није случај. У савременом „глобализованом свету“, поред постојања традиционалних претњи (ратови унутар и између држава) суочени смо и са асиметричним претњама које су последица употребе нових технологија и пораста утицаја нетрадиционалних претњи (организовани криминал, тероризам, еколошке и демографске претње и др.). У том смислу традиционални концепт безбедности постаје неефикасан инструмент у решавању безбедносних проблема, а редефинисање појма безбедности и успостављање међународног или колективног безбедносног система на новим основама постаје императив. Због бројних и разноврсних безбедносних проблема, различитог нивоа повезаности безбедносних изазова и претњи и њиховог ризичног регулисања и међународном поимању безбедности, последњих година у оптицају је термин „Западни Балкан“. У XX веку овај регион је био поприште нестабилности, сукоба и ратова. У тим догађајима створени су специфични односи између појединих народа и држава који су резултирали непријатељствима, мржњом, неповерењем и немогућношћу успостављања стабилних добросуседских односа заснованих на повезаности и сарадњи, а које би могле довести до успостављања демократских тековина тих друштава и обезбеђења просперитета. Наслеђени проблеми из прошлости, историјске противречности, као и последице сукобљавања народа на простору Балкана и данас утичу на стање безбедности у региону. Савремени изазови, ризици и претње захтевају сагледавање новог места и улоге Западног Балкана, а пре свега Босне и Херцеговине, Републике Македоније, Републике Србије и Црне Горе, у контексту међународних интеграционих процеса. О проблему укључења наведених земаља Западног Балкана у евроатлантске интеграције постоје многе економске, политичке, социјалне, војне и друге расправе и схватања на различитим нивоима и са различитих аспеката разматрања овог пихања, али њиховом дубљом анализом уочавамо да нигде нема јединственог става о начину укључења у интеграционе процесе...

A strategic plan is instrumental in ensuring that strategic goals are aligned with organizational activities with its environment thereby providing for its continued survival, effectiveness and improved performance. This study was set out to establish the influence of strategic planning practices on performance of National Social Security Fund in Kenya. The study adopted a case study research design. An interview guide was used for data collection purposes. Primary data was gathered by interviewing the General Manager and Officers in the department of Strategy, Research & Development. Data was analyzed using content analysis which was a systematic qualitative description of the composition of the objects or materials of the study. The study concluded that the most popular strategic planning practices used by National Social Security Fund in the implementation of strategic plans were formulation of a strategic plan, a two-way communication approach, top management support, rewards and recognition, access to tools and equipment, effective leadership and training and development programmes. Adoption of these practices was considered key in enhancing success in the implementation of strategic plans. The findings further concluded that integrated systems, performance contracting, lean and competent staff, appropriate feedback mechanism and continuous training and development programmes were some of the practices that were deemed to have the greatest contribution towards performance. The study vi recommends that NSSF through the government should allocate adequate finances to support in strategy implementation to improve the quality of their services to the Kenyan citizens. The study also recommends that NSSF should formulate strategic policies that can provide a clear direction to develop and implement an effective performance management system that can integrate all the stakeholders of organization. This will ensure everyone including the end-users is part of the strategic plan and the interests of all the stakeholders are well represented. The study was limited to time and cost constraints which necessitated a case study of National Social Security Fund; the findings obtained in this study are unique and specific to NSSF and hence cannot be used to make generalization of other parastatal bodies in Kenya. Future researchers should conduct a comparative study in another parastatal body in Kenya. Investigations can be done on similar variables then this will give room for the researchers to compare findings to establish areas that are similar and those which are unique after which a reliable conclusion can be drawn.

▼ The main justification of e-government systems is to offer public services conveniently and continuously over open and distributed networks. Security reliability of information connected over distributed networks offering convenience to stakeholders is vital not only in the private sector but also in the public sector. The main aim of the study was to establish what factors affect cyber security in public service in Kenya, specifically National Government Ministries in Kenya. This study employed a descriptive research design. The target respondents for this study comprised of Information Communication Technology (ICT) Officers in the Ministries and Internal Auditors involved in review of Information Systems. The study collected primary data as the preferred source of research data with the help of structured questionnaires. This study concludes that factors affecting cyber security in the National Government Ministries in Kenya are principally divided in to external motivations for cyber attacks and internal organizational system vulnerabilities. The key external motivations for cyber attacks are i) systems sabotage and exploitation of systems’ weakness, ii) business rivalry systems exploitation for illegal competitive strategy insights, and iii) systems attacks due to ideological differences. The internal organizational factors affecting cyber security were identified as i) lack of management support in implementation and adherence of cyber security strategy and standards, and ii) employees’ systems exploitation for personal gains. Lack of management support in implementation of cyber security is a major contributor to poor cyber security in the Public Service. The sustained efforts for adoption of e-government across ministries service delivery should also propagate for sustainable cyber security mechanisms in the strategies’ development and adoption. The management need to comprehend the impact of cyber attacks on Ministries service delivery. Cyber security issues need to championed even to the political class, so as to positively influence funds apportionment and drive for adherence to the cyber security strategy. There is also need to address the ethical aspect of employees working in the ministries’ information systems in view of their involvement in systems sabotage and exploitation of the systems for financial gains.

▼ The National Social Security Fund (NSSF) was established in 1965 through an Act of Parliament and operated as a department under the Ministry of Labour until 1987 when the NSSF Act was amended, transforming it into an autonomous State Corporation under a Board of Trustees. The study sought to determine the strategic change management approaches adopted by NSSF and challenges faced in implementing strategic change. Strategic change is an ever-present feature of organization life, both at an operational and strategic level. Being a case study the researcher utilized an interview guide for more comparability and the interviewer’s neutrality. Data collected was analyzed using content analysis because of its qualitative nature. Various departmental managers, who coordinate management of strategic change were chosen to participate in the study to avoid duplication of data had more interviews been undertaken. Primary data was collected using an interview guide. The study revealed that the management of strategic change adopted by NSSF was mainly reactive in that most of the changes were carried out of responses to both the external and internal needs. The main intension being to realign and reposition itself in the market in order to remain relevant as well as to meet the regulatory requirements from RBA. From the study it was noted that the existence of strong negative culture, unfair human resource practices coupled with mismatched of employees’ technical skills verses job placement stood on the way of fast and successful management of strategic change. The study highlighted some challenges of management of strategic change which included poor infrastructure in terms of modern information and technology. The study came up with recommendation in which NSSF should consider in order to achieve its management of strategic change which included other studies being undertaken in other organizations in the pension industry to enable comparison of the findings and involving more staff to participate in the study.
