▼ Urban centers’ municipalities constitute an important part of local government in Ethiopia. There have been
many problems observed in the civil service institutions of the country including municipalities for many
years. For this reason, the government has implemented service delivery reform as part of the country’s
general political and economic restructuring programs. The major objective of this study is to assess the
achievements recorded and to analyze the challenges encountered in implementing the SDR in KMS and
HM. Primary data were collected from clients and staff of the two municipalities based on disproportionate
stratified random sampling technique complemented with interviews and secondary sources. Since similar
studies were not conducted before in these municipalities, the study is believed to be essential for its
original findings and groundwork for future studies to build upon.
From the essential conditions for the implementation of SDR, Strategic Planning and Management (SPM)
was designed in both municipalities. Business Process Reengineering (BPR) has not been implemented.
Allocation of budget, suitable offices, assigning trained manpower, awareness creation as well as
establishing one stop service delivery mechanisms are not implemented sufficiently. Customers' information
access is relatively good in KMS but insufficient in HM. Hence, the preconditions for the reform measures
seem undeveloped. Though its implementation is very poor, KMS has designed service standards for basic
services but not in HM. KMS has empowered departments for public service delivery. However,
decentralization and outsourcing of services are not undertaken in these municipalities. Consequently,
efficiency of municipalities is reduced in implementing SDR. Commitment and attitude of officials and
employees, accountability, effectiveness and result-oriented work evaluation have been improved relatively
compared to the situation before the implementation of the SDR. But it is insufficient.
By and large, the municipalities’ human resources and the system itself are central reasons for the
increasing widespread perceptions of the general public that have difficulty in receiving service timely and in
a cost-efficient manner. The problems of the municipalities require thorough diagnosis and sustained
thought about the way to bring attitudinal changes. The SDR measures need to be executed through
fulfillment of necessary conditions such as awareness creation; one-stop shop service delivery
mechanisms; Business Process Reengineering; and allocation of sufficient financial budget, amongst
others. Moreover, staff training and continuous monitoring and evaluation of the reform should be done with
the commitment of municipal leaders.

▼ Background: The Brong Ahafo Region of Ghana has consistently recorded increase in HIV prevalence over the past 3 years with an average prevalence of 2.7%. Nonetheless, Sunyani the capital of the Brong Ahafo Region of Ghana recorded an HIV prevalence of 4.2% far above the National average of 2.4%. In view of that, this study sought to assess factors associated with HIV prevalence in the Sunyani municipality of Ghana.
Method: A facility based cross sectional study was conducted in three hospitals in the Sunyani from March to August 2018. A structured questionnaire was used to interview 445 clients accessing HIV counselling and testing services. Simple and Multiple logistic regression methods were used to identify factors associated with HIV prevalence.
Results: The mean age of respondents was 30.8±8.5 years. HIV prevalence per sub districts ranged from 0 to 11.9% with New Dormaa recording the highest prevalence of 11.9% (CI: 5.7-23.1). About 13 (28%) of the HIV positive clients reside in districts outside the Sunyani Municipality. Clients with previous history of syphilis have HIV prevalence 6.39 times odds of being HIV infected compared to those with vaginal or urethral discharges (aOR=6.39, 95% CI: 4.14-9.78). Clients with multiple sex partners are 3.33 more likely to be HIV infected than those with one partner. (aOR=3.33, 95% CI: 1.16-9.55).
Conclusion: The prevalence of HIV in the Sunyani Municipality was 10.3% (95% CI: 7.82-13.54) however 13(28%) of the HIV positive clients reside outside Sunyani Municipal. HIV prevalence was found to be significantly associated with previous history of STI and multiple sexual partners.
Recommendation: Ghana Health Service and partners should target and sustain effective prevention interventions such as health education and behavioral change communication. These interventions should target age-specific groups to prevent new infection across all age groups

The Master Thesis is relevant because
Municipality Mayor as being an official of legitimate level is very
important institution in the structure of municipality. The status
of Municipality Mayor is defined in Local Self-Government Law and
changes (or can be changed) in case of change of the law mentioned
before. Municipality Mayor simultaneously was the head of
municipality council – representative institution – and the head of
municipality administration – executive institution – until the 24
of May of 2002, when Constitutional Court clarified that executive
institution could not consist of members from representative
institution. This clarification changed the model of
self-government and at the same time liability and attribution of
Municipality Mayor. This clarification also changed the political
influence of Mayor Institution to executive institution – the
Director of Municipality Administration. In the Thesis the concepts
of self-government, municipality and its institutions, Mayor
Institution are defined, the authority of Municipality Mayor,
activity and competence at different development stages of self

This research set out to examine the identified factors that interrupt the delivery of houses to the community of Nongoma. The study was also consummated to evaluate the challenges of rural housing projects with a view to make recommendations to Nongoma Local
Municipality and other stakeholders involved in the housing project.
Methodology
A questionnaire was distributed to participants in different categories of staff and three tribal authorities i.e. KwaMandlakazi, Osuthu and Ematheni. Statistical Package for Social Sciences (SPSS), Version 24 was used to analyse results. Data was inputted into the SPSS package and generated various statistical findings in the form of visual displays like pie charts, tables and histograms containing frequencies, the mean, standard deviation and skewness. The data from SPSS was then analysed to determine the centrality of responses and pattern of responses in order to make inferences per question. The SPSS package also generated the Cronbach Alpha statistic which determined a higher level of reliability of the findings above 0.7.
Results
Findings showed that financial constraints, poor communication between departments tasked with housing delivery, lack of implementation monitoring mechanisms by the Department of Human Settlements are among some of the factors interrupting rural housing delivery under Nongoma Local
Municipality. However, the research further revealed that rural housing projects impacted positively on job creation, alleviation of poverty related to shortage of accommodation, living standards of the people, infrastructural development, rural electrification, clean water and protection of rural people from the adverse weather conditions and the environment.
Discussion
There is convergence of findings between primary findings on factors interrupting housing delivery and scholarly views. Various scholars identified different challenges affecting housing delivery by governments. Mnisi (2011) cited topographical challenges, Burgoyne (2012) identified financial constraints, and Abubakar (2014) identified poor communication and Defra (20014b), who pointed out that most housing construction projects are burdened with the challenge of a lack of teamwork across all the functions leading to slackened progress.
Hodgson and Gwagwa (2013)’s assertions that poor monitoring of project staff and progress is a key challenge affecting delivery of housing projects was also confirmed as a challenge by the respondents.
The findings on the challenges of rural housing in Nongoma
Municipality resonated with scholarly assertions by Ray (2010) who cited employment creation, Hopkins (2014), poverty reduction, and der Ploeg et al. (2015), improvements in material condition, social and psychological well-being, Hemson et al. (2014) infrastructural development, and Mnisi (2013), provision of clean water and well-constructed good sanitation facilities.

▼ ENGLISH ABSTRACT: The impact crime has on neighbourhoods are an ever present feature in modern cities around the world. Neighbourhood structure and socio-economic conditions contribute to criminal activities, and may lead to increasing crime densities. An understanding of the distribution of crime in space can aid in an understanding of such relationships, and thus contribute to proactive policing and crime prevention strategies. The main aim of this study is to analyse the spatial patterns of six types of crime and to determine if there is any evidence of social disorganisation theory and routine activities theory in the police areas in Tshwane. This will be done through density calculations using methods such as Location Quotients of Crime (LQCs) and crime density calculations. Correlating the results with selected neighbourhood characteristics will then test social disorganisation theory and routine activities theory. Results from the study indicate that crime densities differ across police areas within Tshwane, but that the contact crimes are more prevalent in areas with poor socio-economic conditions. The correlation results indicate that that there are a link between areas with low social control areas and the social disorganisation theory. Similarly results indicated that population density correlated with crime in general, which is in agreement with the daily routine theory. The findings from this study could inform the Municipality’s crime fighting strategy in terms of resource distribution.

Die struktuur van woonbuurte en sosio-ekonomiese omstandighede dra by tot kriminele aktiwiteite en kan tot ’n toename in misdaaddigtheid lei. Om die verspreiding van misdaad in ‘n sekere gebied te verstaan kan help om die verband tussen bogenoemde faktore te verstaan en so tot proaktiewe polisiëring en misdaadvoorkomingstrategieë by te dra. Die hoofdoel van hierdie studie is om die ruimtelike patrone van ses verskillende soorte misdade te ontleed en vas te stel of daar enige bewys is van die sosiale wanorde-teorie en die roetine-aktiwiteitsteorie binne die polisie-areas in Tshwane. Dit word deur middel van digtheidsberekeninge gedoen deur metodes soos die Liggingskwosiënt van misdaad (Location Quotients of Crime – LQCs) en misdaaddigtheidsberekeninge te gebruik. ▼ This thesis will assess in three case studies the municipal writings of Richard T. Ely, Albert Shaw, and Frederic C. Howe. The contention here is that their work provides valuable examples of the pluralism and the transnationalism of the Progressive Era in the United States at the turn of the twentieth century. To do so, the approach of this thesis will be to deploy Daniel T. Rodgers’ argument about the role of transnational narratives in the transference of transatlantic reforms. This study will thereby demonstrate the means by which the municipal writings of the three cases studies in question deployed their transnational narratives for the conveyance of foreign reform policies, measures, practices, and concepts.

▼ Local economic development (LED) is a process encompassing the mobilisation of resources for competitive advantage by locally-owned or managed courses of action, identified through participation and social dialogue, in a strategically defined territory. Local economic development based on sound economic and business principles can contribute to economic growth, job creation and poverty alleviation.
Government policy has accorded prominence to agriculture. LED in South Africa is mandated to local municipalities and a challenge is to identify LED strategies that combine a pro-growth (market-led), with a pro-poor (market-critical) dimension. The present study reviews the literature on local economic development and analyses mainly secondary data in the case study on the Local
Municipality of uMshwathi (District
Municipality of uMgungundlovu, KwaZulu-Natal). Theories are applied and tested in the case study and the research objectives focus on the development, implementation and growth of all-inclusive job creation LED strategies in uMshwathi, using local resources and skills, able to generate partnerships and respond to changing circumstances. uMshwathi residents suffer from unemployment, poor functional literacy and poverty.
The potential role of agriculture in the acceleration of local economic development in uMshwathi is confirmed. A grand strategy and functional strategies are proposed. Agricultural land is of a high potential and smallholder and organic farming are practicable. Findings show the presence of locational development-inducing factors. LED suffers from the Municipality‘s lack of capacity and there is uncertainty between social and economic policy objectives. There is no provincial strategy in place to use the Dube TradePort Corporation as a platform for targeted economic development of the agricultural sector. The Ingonyama Trust and associated land issues need to be urgently addressed. Horizontal and vertical cooperation and coordination between stakeholders is essential.
Professional LED practitioners should be employed in all LED Units. The establishment of an Agricultural Forum in uMshwathi, and an LED Agency in the uMgungundlovu District, is recommended. Networks must be established with Agricultural Unions and significant stakeholders. The implementation of a strategy for agriculture development with a focus on exporting through the Dube TradePort Corporation is deemed necessary.

▼ Waste management is a critical processing ensuring health of the public, aesthetic value, environmental sustainability and other environment reasons. Organizations that are tasked with waste management should be able to provide the direction and lead. The purpose of this study was to correlate the organizational factors influencing waste management in Kericho municipality, Kericho County. The objectives of the study were to determine organizational systems influence on waste management in the municipality, to access the extent at which infrastructure influence waste management in the municipality and investigate human resource influence on waste management in the municipality and to establish the level at which planning influence waste management in the municipality. The study would be vital for County government put stringent measures and come up with strategies within the department of environment for efficient waste management. A descriptive survey design was used in implementing the study. The target population was the staff of department of environment, Kericho County, KEWASCO and NEMA. Census was used to sample 120 respondents. 120 questionnaires were administered. Structured questionnaires were used to collect data. The data was analysed using statistical software packages that was Microsoft Access and SPSS. The findings revealed that, the policies present were adequate in management of waste. The Organization had management structures that were efficient in delivery and management. The Organization was up to date with technologies that efficiently handle waste management. The public was involved in decision-making processes of the organization; the roles of every personnel in the organization were well defined. The Organization structure and the procedures put in place were efficient in handling waste management matters. Human resource factors are ranked to be the most separate (grand: X = 3.63 & s.d = 0.396). Financial planning factors (grand: X = 3.66 & s.d = 0.221), organizational factors (grand: X = 3.83 & s.d = 0.097) and lastly, infrastructure factors grand: X = 3.85 & s.d = 0.141). The pearson correlation showed that there was statistical relationship among the variables. The study concluded that the impact of poor waste management practices on the natural environment was acknowledged. The researcher recommended more trainings and enrolment of experience waste experts in Kericho Municipality. There is also need to reduce temporary personnel and make them permanent to build their confidence in the organization. The researcher suggested further studies on modern management of waste that is in line with sustainable development goals.

▼ The study aimed to identify the effects of teaching and learning conditions on educational outcomes in the La Nkwantanang Municipality. The data sets of the sixth round of the Ghana Living Standards Survey (GLSS 6) and the Education Management Information Systems (EMIS) together with the qualitative data obtained through field interviews were employed to address the research questions. An unstructured interview guide was mainly used for the collection of the qualitative data from 30 purposively selected respondents. The study revealed that teachers are more committed to their work when working conditions are better, which invariably translates into improved students‘ performance. Based on this finding, a suggestion was made for the Ghana Education Service to improve the general working conditions of teachers in order to enhance efficiency.

▼ Background: As an effective vaccine and cure for HIV is absent, testing and counseling for HIV remains an essential intervention in the control of the infection. However, uptake of this service in Ghana is very low especially among the youth. This study sought to assess the factors influencing the uptake of HIV testing and counseling services among the youth in the Sefwi Wiawso Municipality. The objective of this study was to assess the factors influencing uptake of HIV testing and counselling among the youth aged 15-24 years in the Sefwi Wiawso Municipality.
Methodology: A cross sectional survey among youth groups aged between 15 and 24 was conducted using a questionnaire at Sefwi Wiawso. The study adopted simple random sampling to select participants. Data was collected on demographic profile, personal related and health system related factors that influence uptake of HIV testing and counselling.
Results: The results show that more than half of young people (51%) patronized HIV Testing and Counselling (HTC) services. But the rest (49%) noted fear of discrimination, fear of negative outcomes, fear of stigma and self-trust, as barriers to uptake of HTC. It has was found that the sex of an individual influences whether or not young people will consider taking HTC services. Again, marital status and educational status are other demographic factors that have been found to have significant impact on HTC among young people. The most important factor related to testing and counseling for HIV, was identified as knowing where the HTC services are provided.
Conclusion: The results of this research show that nearly half of the youth have never patronized HTC services due to reasons such as fear of discrimination, fear of a positive HIV test. Also factors such as stigma, fear of positive results and discrimination were identified as barriers to HTC uptake among the youth.

▼ The study sought to examine the influence of microfinance services on firm performance
of microbusinesses in the Wa Municipality. Microfinance services are the financial and
non-financial services offered by Microfinance Institutions (MFIs) and other lending
institutions to the poor and low-income earners including microcredit (m-credit), micro
insurance (m-insurance), micro-savings (m-savings), and capacity building and business
support (skills development) services. The study adopted the causal hypothesis-testing
research design using both qualitative and quantitative research approaches. The study
used a sample size of 50 microbusinesses across various sectors including food,
manufacturing, trading and garments. The principle instrument for data collection was a
semi-structured survey questionnaire. Data collected from participants were analyzed with
the aid of Microsoft Excel 2016 and Python 3.7.3 and presented with the aid of figures
and tables. The study found that microfinance services had a strong and positive influence
on firm performance of microbusinesses. The study also found that capacity building and
business support services had the most influence on firm performance of microbusinesses,
followed by microcredit services, m-savings services and then m-insurance services. The
study concluded that microfinance services had a strong and positive influence on firm
performance of microbusinesses in the Wa Municipality. Based on the findings, the study
recommended among other things that microbusinesses that pursue capital adequacy,
growth, and efficiency in operations should endeavor to access and utilize first of all,
capacity building and business support services provided by MFIs and other relevant
lending institutions. The study also recommended that MFIs should pursue continuous improvement of their services and create an environment of trust so that microbusinesses
will be motivated to patronize them.

▼ Savings play an important role in the economic development of any country and as such, the primary objective of all government’s policy is geared towards promoting savings and capital formation in the economy. Household savings provide or serve as backup in case(s) of international capital flow shocks. As such, the main aim of the study was to assess the factors that determine savings as well as the demographic factors that influence savings within the Ga Central Municipality.
A descriptive study design approach was adopted in the methodology in which 120 questionnaires were administered through a gatekeeper, retrieved and used for analysis. The population for the current study were the inhabitants of the Ga central Municipality with a total population of 117,220. The study investigated various characteristics such as income level, economic activity, and family size among other variables.
The study revealed that majority of the respondents who lived in their own houses saved more than those who lived in rented apartments. The findings also indicate that as people age, the less likely they are to save. Households with a lot of dependents as well as married couples tend to save less. Recommendations were made based on the findings of the study for policy direction and future research.

▼ The study examined the effects of climate change adaptation strategies on the production efficiency of smallholder rice farmers in the Hohoe Municipal in the Volta Region of Ghana. Using cross sectional data from rain-fed rice field, this study presents an empirical analysis of effects of climate adaptation strategies on production efficiency of rice farmers. The multinomial logit and stochastic frontier analysis were the analytical methods used in the study. A multistage sampling technique was employed to collect data for the 2017 cropping season from 131 respondents. Results from the Friedman two-way analysis revealed that, among the climate adaptation strategies adopted, adjusting plant date is the most effective way of reducing the effect of changes in climate. Experience, gender, household head, awareness of changes in climate, having different plot locations, and educational level were factors that significantly influence the adoption of climate adaptation strategies. The stochastic frontier analysis showed farmers were producing at an increasing return to scale with an estimated mean technical efficiency of 66%. This implies that extra 34% of the rice output can be produced by rice farmers in the study area without any additional farm input. The results also showed high variation in the inefficiencies among farmers ranging from 0.08 to 0.92. The climate adaptation strategies used by the farmers namely changing plot location, using improved variety, crop diversification income diversification significantly reduced inefficiency among farmers. Education and experience were the farm specific variables that significantly reduced technical inefficiencies among the farmers. The results showed that although farmers were adopting climate adaptation strategies which reduced their inefficiencies, they were still not technically efficient in their production. The study therefore recommends to extension agents to intensify their trainings for farmers on efficient use of inputs. Farmers should also be trained on various ways of efficiently combining climate adaptation strategies, example sensitizing farmers to always use certified improved rice seeds for planting, rather than using seeds from their previous harvest. An intensive use of already proven climate adaptation strategies and efficient use of input will help farmers reduce their technical inefficiency by 34% in the study area and increase their productivity.

Male involvement in maternal healthcare has become critical given that men as the heads of the family control the finances, are decision-makers and provide emotional and social support which directly influence the antenatal, delivery, and post-natal care. Male involvement can, therefore, have diverse positive effects on maternal health in the form of reduction of maternal morbidity and mortality. In Kpone Sub-Municipality where poor maternal outcomes are still recorded, it is imperative to quantify the level of male involvement in maternal healthcare and examine the factors influencing male involvement in maternal healthcare.
Objective
This study, therefore, sought to quantify the level of male involvement and to evaluate the factors influencing male involvement during the antenatal, intrapartum, and postnatal periods.
Methods
A quantitative cross-sectional study was conducted through a community-based survey in the Kpone Sub-Municipality. Three hundred and ninety-one (391) women were selected through a two-staged sampling technique and interviewed using a structured questionnaire.
Sociodemographic characteristics of respondents and their male partners were studied. A Pearson Chi-square test was used to determine the association between sociodemographic characteristics of male partners and their involvement in maternal healthcare.
Results
The modal age group of respondents was 18-29 years recording about 56% and that of the male partners 30-39 years representing about 48%. Sociodemographic characteristics example age, educational level, marital status, number of children, religion and employment status, all had statistical significance (p-value of ≤ 0.001) with level of male partner involvement during antenatal care, intrapartum care and postnatal care period. About 15% of male partners had low level of involvement in antenatal care, about 50% of men had moderate level of involvement in antenatal care and about 36 % of male partners had high level of involvement in antenatal care. During the intrapartum care period, the proportion of men involved was about 12% for low involvement, about 25% for moderate level of involvement and about 62% for high level of male involvement. In the postnatal care period, about 13% of men were graded as having low level of male involvement, about 29% recorded moderate level of male involvement and about 58% recorded high level of male involvement.
Conclusion
The proportion of men in male involvement in maternal healthcare was highest during the intrapartum care period in Kpone Sub-Municipality. Sociodemographic characteristics of male partners are critical in the determination of male support towards maternal health during antenatal care, intrapartum care and postnatal care periods and these can possibly serve as tools through which men could be encouraged to offer support towards reproductive health issues of women and family to a large extent.

Infertility is a global challenge confronting couples and even partners in consensual unions. Efforts to address the phenomena has largely focused on females to the neglect of men who ought to be equally brought on board as key players. Therefore, there is a need for empirical evidence on the determinant of male involvement in fertility treatment.
Methods
The study adopted a quantitative approach using a cross-sectional study design. The study population was 423 married men selected using a simple random sampling technique. A structured questionnaire was administered to the participants and data were analysed using STATA 15. Statistical significance for all testing was set as 0.05.
Results
The study identified that most of the respondents (57.45%) had their education to the secondary level and more than half of the respondents (50.12 %) knew the correct definition of what infertility is. Majority of the respondents (76.83%) agreed that financial constraints and stigmatization (61.94%) were some of the challenges affecting males’ involvement in fertility treatment. Socio-demographic characteristics of married men such as marriage type (p-value=0.00), level of education (pvalue=0.01), employment status (p-value=0.04), occupation (Public service worker, p-value=0.04; trading, p-value=0.02), Monthly income (GH 3001 and above, pvalue=0.04), religion (p-value=0.03) and ethnic group (Ewe, p-value=0.01; Nzema, pvalue=0.02) influenced males’ involvement in fertility treatment. Moreover, reproductive characteristics of married men such as ever been able to impregnate their wives (p-value=0.00), ever been able to impregnate other woman (pvalue=0.00), and number of children (4-6 children, p-value=0.02) influenced their level of involvement in fertility treatment.
Conclusion
Majority of married men believed that infertility is the problem of both couples however, they were reluctant to accompany their wives for treatment since they saw it as a sole responsibility of their wives. Therefore, married men should be educated by the Ejisu Municipal Health Directorate to accompany their wives for treatment it would involve both for complete management.

municipality in relation to the professional development support they receive. Its objectives were to explore the experiences of selected eThekwini
municipality employees regarding the professional development support they receive; to identify current challenges observed by selected employees in the provision of professional development; and to establish provision on how to enhance professional development in eThekwini
municipality. The study employed the constructive/interpretive paradigm which allowed the selected employees to share their views and provide the researcher with an in-depth understanding of their experiences in professional development. Since the paradigm uses a continuous course of understanding reality through conversation, the study adopted a case study research design. Probability was utilised in applying a systematic sampling procedure for selecting twelve employees from eThekwini
Municipality to participate in the study. Furthermore, semi-structured interviews were conducted in each of the four regions of the eThekwini
Municipality. The interview schedule used to probe participants about their experiences of professional development in their organisation was guided by the research questions.
The findings revealed that some participants view professional development as relevant since it helped them execute their duties effectively, whilst others found it irrelevant owing to monotonous courses, training and programmes. The decisions pertaining to what professional development to offer and who it should be offered to seemed different with each region. In terms of challenges encountered in the provision and support of professional development, inadequate budgets, lack of needs analysis, limited external training, improper communication channels and using professional development as compliance and not a strategic tool, were cited. To counter these challenges the following suggestions were made:
Municipality should offer recognised certificates of competence after completion of a course, training or programme; having qualified trainers with expertise; offering relevant programmes and increasing budgets for professional development.

▼ The purpose of this study was to investigate the role played by records management in an organisation. The primary question that was explored was whether the management of records receives the attention it deserves at the Amathole District
Municipality. In order to achieve the research objectives, an in-depth literature study was undertaken. A survey was also conducted to examine the current records management practices at ADM and the data was collected by means of self-administered questionnaires. The literature study proved the hypothesis to be correct, which stated that effective records management plays a significant role in the effective administration of an organization. The empirical study revealed that the records management function is not receiving the attention it deserves at ADM. Even though participants acknowledged the importance of records management in the decision-making process, strategic planning process (Integrated Development Plan), the realisation of the Batho Pele Principles and the overall performance of ADM, it was evident that ignorance was displayed with regard to the management of records. It has been discovered that Amathole District
Municipality has a good Records Management Policy, Procedure manual and File Plan, but adherence to these policies should be continuously monitored. Regular training has been identified as one of the areas on which ADM should apply its focus to ensure sound records management. Recommendations were made within the context of empirical survey findings and the regulatory framework for records management. To improve the current records management practices at ADM, it has been recommended that the records management function be incorporated into the organisation-wide strategic plans and that records management forms part of the key performance areas of senior managers

▼ South Africa has been experiencing a rising tide of protests since 2000. While some argue that the reasons for the protests is the lack of service delivery, others argue that, in fact, it is the quality of service that is the problem. To this end, the notion of service delivery protests has perhaps become a common place in South Africa. Some argue that the use of the term service delivery is often too broad and varies. There are two divergent views on the reasons behind the protests.
The first view largely driven by the governing party in South Africa, the African National Congress (ANC) and the government it leads suggests that South Africa has achieved a lot already since 1994. The protests are a sign that those who are still waiting in line to get their turn for services are impatient because they see a great number of their neighbours receiving the services they also desperately need. Another opinion largely supported by empirical evidence suggests that the poor majority are unhappy with the fruits of democracy. This view largely suggests that protest is a ‘rebellion of the poor’. The aim of this study is to investigate the reasons behind protests in South Africa. This will be achieved through the lens of Mpofana local
municipality.
The study used two theoretical approaches to explore the
subject, namely, principal agency theory, on one hand, and invited and invented spaces, on the other. The idea was to understand the nature of the relationship that exists between people of Mpofana. Using the agency theory it was easy to explain some of the notions and motivations people of Mpofana put behind their involvement in protests. They view protests both as a method of effective communication and self-activity which allows them to create their own spaces (i.e. invented spaces) of participation when the official platforms are no longer trusted to work in their favour. It is also their way of reclaiming the authority they delegated to the local council (principal agency or PA relationship) through elections. In the end, their reclaiming of authority prevents them from incurring further agency losses by limiting goal conflict on the part of the agent (local council).
These two theories were selected because they made it possible to understand more closely the reactions and responses that people of Mpofana attach to their protest action. In this way, it was also possible to explain or contribute to the current protest debates in South Africa by using Mpofana as a point of reference. It is clear that there is growing social distance between the citizens and their representatives. It is also very clear from the research that the existing public participation mechanisms are not working and that protests are a reaction to this frustration. In other words, out of frustration with goal conflict and its attendant agency costs, the restrictive and/or ineffectiveness of formal spaces of participation become less favoured by grassroots. The thesis investigates the whole life cycle of the community ablution facilities in the eThekwini municipality, and aimed to identify the technical success factors in rolling out communal ablution facilities as an interim measure in the upgrading of informal settlements throughout South Africa. The eThekwini municipality is based on the east coast of South Africa. Approximately 12% of the 3.4 million inhabitants of eThekwini are housing informally in one of the 420 informal settlements scattered around the urban and peri-urban areas. The municipality is responsible for the provision of basic interim services to these informal settlements within their jurisdiction and is in the process of rolling out containerised ablution facilities to all informal settlements as an interim measure. They have successfully provided 302 communal ablution blocks from 2009. The findings of this thesis were based on the rollout of these communal ablution blocks. The thesis is structured in the life cycle of the community ablution blocks. The thesis required a broad set of data from a number of stakeholders in order to understand each stage in the life cycle, using a number of different data sources, such as (i) interviews with the municipality, professional service providers, and the caretakers, (ii) municipal and project related documentation and data, (iii) surveys of the existing community ablution blocks, and (iv) data logging of the water meters at the community ablution blocks. The pre-implementation stages of the community ablution blocks investigated the planning, design and construction stages of the project. In the planning stage, the municipality prioritised each settlement based on a set of technical criteria, such as location to existing infrastructure, transport routes, bulk water and sanitation services, social infrastructure, the population of the settlement; to ensure that all interim infrastructure are considered within an integrated framework in order to reduce fruitless capital expenditure. Each settlement required community buy-in for both the placement and provision of the ablution facility and the selection of the caretaker. The design stage deals with the hydraulic design of the water supply and sewerage pipes as these were unknown parameters. The ablution structure and the sanitary fittings were discussed, but these were not significant in the design due to the space constraints within the containerised ablution facilities. There were significant delays found in the construction phase, which increased the initial estimated time required for construction by a factor of approximately three, which not only places a burden on the municipality to maintain the momentum of the project at scale but also increases the budget required for construction. The post-implementation stages were not found to function as intended. ▼ During the 1980‟s, the Brazilian State has undergone a process of redemocratization,
causing a profund change in the political and institutional organization of the country.
That reorientation of the Brazilian federative structure had as normative framework
the enactment of the federal Constitution of 1988, occuring after its enactment a
considerable political opening under the cloak of new democratic arrangements of tax
and fiscal decentralization, which generated a new federative order, especially with
regard to municipalities. Such institutions contributed to the creation of several new
municipalities, involving, directly, changes in the structure of national territory, driven
by the political context. This case was notoriouns in the 1990s, increased in the
country's municipal mesh and spread all over the states of the federation. The
Paraíba State was integrated in this context, creating in this period, 52 new
municipalities. In the perspective, it will seek to understand the purpose that
sustained this process of fragmentation of Paraíba state territory. For this purpose
was made use of several bibliographies, secondary data, documentary sources and
research in locus of the municipalities of Casserengue and Riachão, located in the
Paraíba‟s Curimataú Oriental microregion, which were selected as a focus for
specific analysis of the event. It is understood, however, that the production of
municipalities, includes several intentions through political appropriation of the

▼ Durante a década de 1980 o Estado brasileiro passou por um processo de redemocratização, ocasionando uma profunda modificação na organização políticoinstitucional do país. Essa reorientação da estrutura federativa brasileira teve como arcabouço normativo a promulgação da Constituição Federal de 1988, ocorrendo a partir de sua promulgação, uma considerável abertura política, sob o manto de novos arranjos democráticos de descentralização tributária e fiscal, que geraram um novo ordenamento federativo, sobretudo, no que se refere aos municípios. Tal institucionalidade contribuiu para a criação de inúmeros novos municípios brasileiros, implicando, diretamente, em modificações na estruturação do território nacional, impulsionadas pelo contexto político. Este processo foi notório na década de 1990, visto que foram incrementados à malha municipal do país mais de mil unidades municipais, difundidas por todos os estados da federação. O estado da Paraíba foi Integrado a este contexto, criando, no período mencionado, 52 novos municípios. Nesta perspectiva, buscar-se-á entender as finalidades que sustentaram este processo de fragmentação do território estadual paraibano. ▼ The Livelihood Empowerment Against Poverty (LEAP) programme is a social intervention
introduced in 2008 by the Government of Ghana to offer both conditional and unconditional cash
grants to the vulnerable. However, payments to the beneficiaries have been irregular. This study
therefore sought to examine the effects of delays and the coping strategies adopted by the
beneficiary households to deal with the delays. The study employed both qualitative and
quantitative methods. A sample size of one hundred and ten (110) respondents were included in
this study. The study further adopted an exploratory research design. Thematic approach and
descriptive statistics were respectively used to analyse the qualitative and quantitative data. It
came out of the study that delays in payments cause most of the beneficiaries to borrow money
for feeding purposes whereas others rely on people‘s benevolence or buy food items on credit.
Others also sell their farm produce and plead with school heads to pay children‘s fees by
instalments. The study recommends that Government should endeavour to release funds on time
to the beneficiaries. A national cash transfer fund could be instituted to solicit funds from
individuals, corpoarate bodies and development partners to ensure continous and timely inflows
of cash to the beneficiary households.

▼ Having a child is an essential part of every marriage especially in a typical Ghanaian society where
children are required for the continuity of lineage. Child adoption provides an alternative for having
children and can be used to meet the needs of women who are unable to produce their own children.
The purpose of this study was to explore the factors influencing child adoption among women with
infertility in the Bawku
Municipality. The study was a qualitative research with an exploratory
descriptive design. Fifteen women attending fertility clinic at the Presbyterian Hospital, Bawku who
met the inclusion criteria were purposively sampled for the study. Data were collected by
interviewing the women using a semi-structured interview guide. The interviews were audio recorded
and transcribed verbatim. Data were analysed using thematic content analysis. The study revealed
that the women suffered both psychological and social consequences of infertility. The findings also
indicated that the concept of child adoption is known to the women and there were various reasons
why some will prefer either informal or formal child adoption. However, the process and
requirements for child adoption were not well known by the women. The women stated that the
benefits of child adoption include happiness, divine blessings from God, the child being a source of
helping hand and also getting a child of your preferred gender. The women also stated the barriers
associated with adopting a child as reaction of husbands, psychological dissatisfaction, perceived
future uncertainties and unacceptability/discrimination by community members. Some of the women
had a positive conviction on their ability to engage in child adoption while others had a negative
conviction. The sources of information on child adoption as listed by the women include community
members, mass media and religious sources. With regards to behaviours towards child adoption,
some women were willing, others were not and yet others were ambivalent. The findings of this study
have laid the grounds for efforts to be directed towards educating and supporting infertile women and
their partners to explore the option of child adoption.

will be examining the particular case of South Asians in Peel Region, where there is significant representation of South Asians at the federal and provincial level, but virtually none at the municipal level. This study will utilize a social inclusion framework to uncover the barriers in place restricting South Asian representation in politics at the municipal level and the steps that can be taken to mitigate these barriers to promote more diverse representation for all individuals in the political sphere.

▼ Mushroom farming is being promoted by governments, national and other international development organisations to reduce rural and urban poverty, creating employment and improving food security. The main objective of this study was to assess the adoption of oyster mushroom farming among beneficiaries of the PROMUSH Project implemented by the Adentan Municipal Assembly in 2015. Specifically, the study sought to, i) determine the knowledge level of PROMUSH trainees of oyster mushroom farming ii) estimate the determinants of adoption among trainees and iii) identify and rank constraints to oyster mushroom farming in the Adentan Municipality. Primary data was collected using structured questionnaires for individual respondents and interview guide for focus group discussions. Seventy (70) respondents were sampled from mushroom farmers who have been trained under the PROMUSH Project in the Municipality. The knowledge index formula, descriptive statistics, binary logistic regression model as well as Kendall’s Coefficient of Concordance were used in the analysis of the data. The results indicate that, about 73% of respondents had medium knowledge level, 17% had high knowledge level, and 10% had low knowledge level of oyster mushroom farming. This means that mushroom farmers in the Municipality have moderate knowledge in oyster mushroom farming. The results of the adoption level show that 55 respondents, representing (78.6%) were currently producing oyster mushrooms. This makes adoption level high among respondents. The results from the logistic regression show that variables such as gender, household size and annual income tended to be factors that statistically influenced adoption of oyster mushroom farming. The Kendall’s result shows that there is agreement among respondents ranking of constraints. The four (4) main constraints of mushroom farmers in the Municipality were high cost of production, inadequate storage facilities, difficulty to accessing credit and non-availability of some inputs. There is high adoption of oyster mushroom farming among beneficiaries of the PROMUSH training project in the municipality. Males with high income are more likely to adopt oyster mushroom farming in the municipality. The Municipal Assembly should finance the training of more extension officers in oyster mushrooms production so that they can provide extension services to mushroom farmers within and out of the Municipality. Financial institutions within the Municipality should extent credit facilities to mushroom farmers. This will assist them in their mushroom business. More skills development in mushroom is required to supply labour to support commercial production since large household size does not affect adoption oyster mushroom farming. The training centre should also improve on the lecture delivery methods and testing of trainee’s knowledge during training.

▼ This study was carried out to determine the concentration of naturally occurring
radionuclides (226Ra, 228Ra, 232Th and 40K) in water from hand dug wells and few
mechanized boreholes used domestically by the people of Aflao, Denu and
Agbozume -Klikor communities of Ketu South Municipality. The concentrations of
radionuclides from these water sources were measured using gamma spectrometry.
The annual effective dose they are exposed to as a result of the consumption was
estimated for various age groups. The risk associated with the radionuclides as a
result of usage was also estimated. The physico-chemical parameters such as pH,
temperature, TDS , conductivity, Ca2+, Mg2+ alkalinity and Cl- were measured using
portable water kits analyzer and titrimetric method to determine any possible
influence on the radionuclide distributions. Water from three hand dug wells and
three mechanized boreholes were sampled in each of the communities. The mean
Activity concentrations of 226Ra, 228Ra 232Th and 40K recorded from the wells and
boreholes water in the three communities were, Aflao: 226Ra 3.44±1.07 Bq/ℓ, 228Ra
1.59±0.5 Bq/ℓ, 232Th 1.17±0.11 Bq/ℓ, and 40K 17.98±1.78 Bq/ℓ, Denu: 226Ra 1.973±0.60
Bq/ℓ, 228Ra 1.065±0.38 Bq/ℓ, 232Th 2.16±0.36 Bq/ℓ, and 40K 6.38±1.20 Bq/ℓ and
Agbozume obtained 226Ra 0.70±0.12 Bq/ℓ ,228Ra 0.12±0.03 Bq/ℓ, 232Th 0.65±0.10
Bq/ℓ and 40K 2.20±0.28 Bq/ℓ. Generally, almost all the radionuclides measured in both
Wells and Boreholes water exceeded the maximum allowable world limits of 1 Bq/ℓ
for 226Ra/228Ra and 232Th. Thorium isotopes are highly insoluble and therefore their
contribution to radioactivity in water is negligible. 40K is also not considered in the
radionuclide standards. Hence the radionuclide of concern is 226Ra, which has recorded relatively significant concentrations. Therefore, any possible radiological
impact as a result of usage of water in these localities would likely come from
radium. The estimated total equivalent doses for the various age groups for Aflao
ranges from 1.64 to 5.50 mSv/a; Denu ranges from 1.62 to 5.45 mSv/a; and
Agbozume ranges from 0.01 to 0.58 mSv/a. The WHO (2004) limit for quality water
is 0.1 mSv/a. This limit therefore suggests that the water quality in the wells of Aflao
Second Low-cost and Aflao Well 5 do not meet the WHO reference limit, however,
Aflao Beat-9 generally seemed to be nearer to the reference limit but, not good for
infants at the age < 1a. Similarly, the water from Aflao Boreholes does not generally
meet the WHO standards. Denu Well 1 does not meet the WHO standards but water
from Well 2 was found to be generally within the limit. The Denu Boreholes
generally do not meet the WHO reference limit. The Agbozume- Klikor Wells on the
average, recorded slightly higher doses than the allowable limits especially for infants
at the age < 1a. Similarly, for Agbozume boreholes, the doses recorded are above the

▼ Background: Malnutrition is an underlying factor in many diseases for both children and
adults and is particularly prevalent in developing countries, where it affects one out of
every three preschool-age children. Under nutrition (malnourished) a form of malnutrition
has been a worldwide problem which is being tackled in various ways and is usually
prevalent among children in developing economies. One of the appropriate measures
to support the fight against malnutrition in general and undernutrition specifically is to
know the nutritional status and conditions of the population so that appropriate measures
can be taken to address them.
Objective- The study sought to find out the proportion of children under five years who
were malnourished and examined what socio-economic, household practices, child health
care seeking practices and cultural beliefs and practices are associated with the most
prevalent form of undernutrition
Methodology: A community based research was conducted to assess the nutritional status
of children under five years in Effutu municipality for a total of 350 children. With the use
of a structured questionnaire, data on children and care givers was collected. Data was
entered into Microsoft Excel 2010. WHO Anthro software version 3.2.2.1 was used in
determining the z-scores and SPSS software version 20 was used to perform univariate,
bivariate and logistic regression analysis. A P<0.05 was deemed statistically significant.
Results-Out of the 350 children under five, the most prevalent undernutrition case is
stunting (59%) and the least malnutrition case was wasting (19%). Stunting was most
prevalent among children in the age group of 12-23 months (35.5%). Occupation of
Mother and Household income were socio-economic factors that were found to be
significantly associated with stunting at 95% significant level. What is done when the child
is sick was the only child health care seeking factor associated with stunting at 95%
significant level. The number of times child feeds daily is the only-household practice that
is associated with stunting at 5% significant level. None of the cultural practices and
believe system had any significant association with stunting. With regards to the socioeconomic
factors, Children whose parents who are self-employed are about twice likely to
be stunted than those who are unemployed (OR=2.18; 95% CI, 1.14 - 3.246). Those who
earn more than Ghc1000 are about two and halftimes more likely to be stunted than those
who earn less than Ghc100 (OR=2.672; 95% CI, 2.198 - 47.145).
Those who consult traditionalist when their child is sick are less likely to stunted than those
who visit the hospital when the child is sick by a multiplicative factor of 0.355 (OR= 0.355;
95% cr, 0.098 - 0.612).
Conclusion- The study showed that of the economic factors, mother's occupation and
household income was significantly associated with their child being stunted.

▼ ENGLISH SUMMARY : Change management is a topic that has been widely discussed in the academic field over many years. This concept is gaining more importance by the day and there are several organisations searching for the most important change management principles and change models to ensure maximum success.
The concept of developmental local government has been on everyone’s lips for a couple of decades and many municipalities are still battling to achieve the desired state of being a developmentally-focused municipality. The main focus of local government is to ensure sustainable service delivery for its community. It is, furthermore, important to ensure that the objectives in terms of the Constitution of the Republic of South Africa, 1996, are achieved to ensure a better quality of life for all. It has therefore become necessary for municipalities to change their current culture to a developmentally-focused culture. It has also become clear that if a municipality is serious to change the way that it currently functions, a change management process should be adopted and implemented.
The purpose of the study is to identify the most important change management principles, change models and requirements for a change management strategy that will be relevant to municipalities. This study therefore focused on understanding the concepts of change management and developmental local government. It also explored different change management principles and change models. Theewaterskloof Municipality was used as a case study. It is faced by specific challenges and certain objectives been identified in the municipality with a view to change the culture of the organisation to a developmentally-focused culture. A wide variety of literature was considered and were individual interviews held with internal and external participants with ample knowledge of local government and change within municipalities. The information gathered was considered and recommendations were made by the researcher specifically relevant for Theewaterskloof Municipality. Other rural municipalities will also be able to benefit from these recommendations. The researcher identified specific policies and processes that will also need to be reviewed.
This study will assist other municipalities by using the recommendations with regard to important principles, change models, requirements for a change management strategy and policies that should possibly be reviewed as a basis for change. It is however important to understand that there does not exist a ‘one size fits all’ change management process and one should be cautious in applying this suggested change management process as it will depend on the unique challenges and objectives of the relevant organisations.
