▼ Sinds de aanslagen van 9/11 is
maritime security een buzzword in internationale diplomatiek. De term heeft echter geen betekenis en is daardoor vrijelijk te interpreteren. In dit onderzoek wordt getracht deze term te concretiseren door het functioneren van de Staten van Zeeland tussen 1467 en 1506 op maritiem vlak te bestuderen. Hieruit blijkt
maritime security drieledig te zijn. Conflictpreventie, bescherming ter zee en kustverdediging zijn onderwerpen die veelal op dagvaarten van de Staten van Zeeland werden besproken. Deze onderwerpen staan in dit onderzoek centraal. Voor het eerst in meer dan vijftig jaar worden de Staten van Zeeland weer onderzocht, waarbij het belang van deze regio in de interregionale en internationale context wordt geplaatst. Dit levert nieuwe inzichten op in niet alleen de positie van het Zeeuws gewest in de late Middeleeuwen, maar ook op de impact van grote historische ontwikkelingen op regionaal niveau.

▼ Seapower can be an ambiguous concept, difficult to understand and research, because it is composed of a number of factors across specialized areas, which mutually affect each other. It is a difficult duty for governments, which need national support to weave the components of seapower into a national engine for the sake of developing seapower in defence of national interests.
It can be said that alliance strategy can exert a strong influence on a state. In the Japan context, there are a lot of benefits and risks brought by an alliance. For sea powers, it may be no exaggeration to say that whether to contribute to maritime-oriented coalitions as a member nation seriously influences the fate of the nation. Each state is able to increase mutual trust thorough the operation of maritime coalitions. It would reduce the possibility of conflicts over maritime interests between member states and contribute to good order at sea. There are several external sources of instability for the Japanese islands from neighbouring countries. The location of Japan is on the frontline facing the rimland of the Eurasian Continent in which the great sea power and the great land power have to stand face to face. The United States, as the offshore balancer, has thus placed special emphasis on Japan and its geopolitical location.
The security frameworks of maritime coalitions that Japan joins or even leads are effective tools in the fight against various threats to the Japanese islands and its sea lines of communication (SLOC). The Japanese government is currently forming maritime coalitions through the activities of its navy and the Japan Coast Guard (JCG), but a fact that Japan is unable to exercise the right to collective security and places legal limitations on its maritime forces’ operations are major stumbling blocks in efforts to establish and develop the firm bond of maritime coalitions.

▼ La piraterie maritime est communément perçue comme le crime international originel en ce qu’elle a de manière consensuelle ouverte la possibilité aux états de procéder à sa répression sans aucune distinction au nom de la préservation des intérêts communs de la communauté internationale. Cette compétence universelle a largement contribué à l’élargissement du champ d’application du droit international, en particulier pénal, alors même que ce droit apparait aujourd’hui paradoxalement inadapté pour répondre aux exigences de lutte contre la piraterie moderne. Le contexte ainsi que les caractéristiques singulières des actes de piraterie actuels constituent un enjeu tant dans l’application des dispositions du droit international mais également de manière plus général à la coopération internationale indispensable pour lutter contre les crimes transfrontaliers. Ce projet se propose de mener une réflexion sur, d’une part, les raisons de l’inadaptabilité des dispositions du droit international et, d’autre part, la nécessité d’élaborer un nouveau cadre juridique de lege feranda répondant aux nouvelles réalités de la piraterie maritime.
Maritime piracy is commonly considered as the original international crime. In the name of the common interest, states acknowledged the need to repress the crime of piracy regardless of nationalities or places of occurrence.. This piracy-inspired universal jurisdiction has contributed to broaden the scope of international law. Paradoxically, the latter appears inadequate to meet the necessary requirements to fight against modern piracy. The singular characteristics and the context of modern piracy are both a challenge, not only for the application of international law but also more broadly for the international cooperation essential to fight cross-border crimes. This project studies the reasons for the inadaptability of international law provisions and also the need to develop a new legal framework lege ferenda that will meet the new realities of maritime piracy. This new legal framework should take into account the needs to harmonize legislations in order to establish cooperation at the national, bilateral, regional and international level.

▼ This thesis examines the expansion of private maritime security provision, its regulation and implications for national and global security. The main research question addressed is: How are private maritime security companies (PMSCs) regulated in the context of the contemporary trend towards international security privatisation? However, further questions stem from this: Is the complex framework of the PMSCs’ business model adequately regulated? To what extent could the existing practices and regulatory framework affect international security in governance and policy, strategic, social and commercial terms? Qualitative research methods were used, strongly supported by empirical data collection – available due to extensive professional experience and personal engagement of the author with the private maritime security industry. Using a case study of PMSCs’ operations off Somalia from 2005-2013, and a plethora of selected data from primary sources and semi-structured interviews, the paper argues that there is need for more effective regulation of PMSCs and the establishment of international standards. Following an analysis of the current conceptual framework of private security, focussing particularly on maritime security, in the context of contemporary academic literature and professional practice, the paper provides a detailed theoretical justification for the selection of the methodology used. After broadening and deepening the analysis of the privatisation of security ashore, the concerns raised are then transferred to the maritime domain. The situation becomes even more complicated in the high seas due to inconsistencies between flag states’ regulations, the unregulated vastness of the oceans and the reluctance of any international body (such as the IMO) to undertake the essential task of regulating PMSCs. Building on this, an analytical framework that enables the integration of maritime security and contemporary piracy into the contemporary paradigm of global security is developed. An historical overview of piracy then demonstrates that modern piracy is an ancient phenomenon with contemporary local characteristics. The maritime crime’s causal factors remain more or less the same throughout human history and, the paper argues, PMSCs serve as a short term response to address the symptoms rather than the root causes. Given that PMSCs have so far been used primarily as measures against Somali piracy, activities in this specific region provide an appropriate case study. The development of a typology of piracy offers a deeper understanding of the regional distinctiveness of the phenomenon, which is essential to acquiring a holistic picture of the operational environment in which PMSCs are deployed. The above considerations are used as a basis for analysing the complexities of the PMSCs’ business model, in legal, operational and ethical terms. attacks, concerns about maritime terrorism prompted
several international legal developments. These included
amendments to the 1974 SOLAS Convention introducing the
ISPS Code, and the Long Range Identification and Tracking
of ships, with amendments to the 1958 Seafarers Identity
Documents Convention also occurring. 2005 also saw the
finalisation of amendments to the 1988 SUA treaties to
better facilitate the interdiction of suspected terrorist
vessels. Additionally, the US-led Proliferation Security
Initiative has prompted critical re-thinks about the
interdiction powers of States under the 1982 UN Law of
the Sea Convention, and in exceptional cases, under
Article 51 of the UN Charter. This
Study examines the extent to which the above
international agreements are likely to succeed in
enabling the prevention of contemporary post-9/11 forms
of maritime terrorism. It formulates the Maritime
Terrorism Threat Matrix to statistically analyse all the
ways in which maritime terrorism incidents have occurred,
and might occur in future. The study combines these
findings with analyses of how the ISPS Code and LRIT
measures have developed since their entry into force, and
also examines the debate amongst international legal
scholars about the legality of vessel interdictions in
the post 9/11 maritime security context.
Through considering how the above international
agreements might apply in practice, the Study highlights
the importance of continual and rigorous application of
ISPS Code security measures both by contracting
governments and at operational levels within maritime
industries. Whilst it identifies scope for flexible
interpretations of UNCLOS (and possibly Article 51 of the
UN Charter) relating to the interdiction of suspected
terrorist vessels, it argues for increased ratification
of the 2005 SUA Convention to reduce the scope for
uncertainty and conflict. Overall the Study demonstrates
that the international legal framework for preventing
maritime terrorism incidents has been improved since
9/11. Going forward, it argues that instead of further
reforms or new instruments, the international community’s
focus should be on continually refining the prospects for
the existing instruments to succeed, and outlines
recommendations for how this might be
achieved.

▼ Considering that unprotected assets and infrastructures in the
Maritime industry are vulnerable to attacks, we present models and methodologies for protecting these
maritime resources from malicious or terrorist attacks. Using risk-based analysis, we use conditional probabilities to establish relationships between consequences, vulnerabilities and threat incidences of
maritime events. In the first part of this dissertation, we address safety/
security of
maritime assets. We consider vessel routing and scheduling in LNG vessels as a hazardous cargo, and present a risk-based methodology in the choice of alternate vessel routes between a liquefaction terminal and receiving depot(s). While derivations are presented for the quantification of each constituent of the risk-based model, actual historical data of terrorist/piracy attacks made available by a national consortium on the study of terrorism are used in the analysis approach. With a multivehicle routing model, we test our methodology and present results using a practical test case involving delivery of LNG. In the second part of this dissertation, we address safety/
security of
maritime infrastructures and use underwater sonars for threat detection. Models and algorithms are developed for providing surveillance to
maritime infrastructures such as ports, harbors, jetties, etc. The methodologies in these models include a quantitative risk analysis approach, a network fortification approach, a greedy-based heuristic approach, and a robust optimization approach. The network fortification approach considers the ability of an intending ‘attacker’ to possess information related to resource limitations and protection procedure of a ‘defender’. Consequently, the ‘attacker’ attempts to use this information to evade detection, thus compromising safety and
security of
maritime infrastructures. In developing greedy-based algorithms to solve large scale problems in our placement methodology, we exploit the principle of submodularity to propose efficient solution algorithms with some theoretical guarantees. Lastly, we developed a robust formulation for our placement methodology to address uncertainties related to some modeling parameters. To illustrate that the new sonar placement methodologies developed help to improve protection coverage plans for
maritime infrastructures, we use practical case studies to provide safety and
security to ports. In addition, we provide analytical and experimental results on each of these studies.

▼ The Gulf of Guinea is a region of strategic importance and a major source of essential commodities for both domestic and industrial use, while its sea lanes connect trade from multiple continents. The maritime profile of the region also presents enormous opportunities for enhancing socio-economic development of member States and for delivering positive human development index across the region. However, there are increasing maritime security threats in the Gulf of Guinea that affect the peaceful uses of sea, impair the exploitation of coastal resources and also undermine regional and global security. Effective responses to these threats require a comprehensive approach, one which is based on regional and international cooperation.
This thesis examines the prospects and challenges of maritime security cooperation in the Gulf of Guinea. It analyses the concept of maritime security cooperation and develops a framework for explaining maritime security threats in the Gulf of Guinea. The thesis examines the responses to maritime security threats in the Gulf of Guinea by assessing the effectiveness of regional and international cooperative initiatives. The conclusion of the thesis is that current processes of maritime security cooperation in the Gulf of Guinea are inadequate and suffers multiple limitations. ▼ Stowing away is a means employed by people to get from one place to another without detection and without paying for passage. There are various reasons people stow away; some of which include, escaping from poverty, persecution and war. What stowaways see as a harmless means of getting to their destination, oftentimes, ends up creating unprecedented problems for shipowners. The shipping industry is equally affected, as stowaways represent a risk to
maritime security.
This dissertation explores the ways in which stowaways constitute a threat to
maritime security, the dangers they pose to cargo and the operational safety of ships, the legal and financial problems they cause to shipowners, the dangers they unwittingly cause to themselves, how they are treated when they are discovered, the legality or otherwise of the stowaway removal process and the challenges encountered by shipowners during the disembarkation and repatriation process. To this end, some key research questions have been formulated, which the researcher attempts to answer throughout the dissertation. In the final chapter, the researcher will review the key research questions to determine whether they have been sufficiently answered or not.

▼ The importance of the Indian Ocean Region (IOR) as a geopolitical focal area is increasingly being recognized. The strategic interests of multiple actors involved in the IOR overlap and converge at sea to a significant extent. The major
maritime trade routes of the Indian Ocean are central to extra and intraregional trade that is vital to the global economy. The primary coalescing factor for the IOR is the interconnected, systemic nature of the regional and global
maritime context. Requirements to husband the Indian Ocean environment, protect freedom of navigation, maintain
maritime territorial sovereignty, and impose law and order at sea across the entire
maritime expanse should support a strong case for regionalism. Comprehensive, collective and cooperative
maritime security is a paramount requirement for the future of the IOR. A foundational tenet of this work recognizes that the interests of IOR actors, mainly regional and external nation-states along with other international and non-government participants come together to a significant extent at sea. Common risks and shared vulnerabilities to the achievement of mutual objectives in the Indian Ocean
maritime domain are substantial and will continue to mount. In the complex and dynamic IOR context with its diverse geography and lack of effective regionalism, known for divisions and dissonance rather than unity and coherence, formulating realistic, workable approaches to providing effective
maritime security presents significant challenges. This thesis critically analyzes IOR
maritime security risks and vulnerabilities and assesses the utility of risk-based approaches, in concert with other approaches, in developing policy proposals to enhance
maritime security. Regional
maritime security governance options are explored. The intent of this thesis is to make a significant contribution toward filling a gap in IOR
maritime security international policy research, and to advocate policy solutions. One such policy area involves investigating the nexus between
maritime security, economic development and the forecast environmental implications of climate change on vast and vulnerable coastal populations, and on marine resources. Climate change impacts, particularly in the coastal zone and for low lying islands, present existential risks that are likely to require responses beyond the capabilities of individual or collective IOR states; this has the potential to generate enormous
security challenges in the medium term. There are clear requirements for
security-focused cooperative dialogue entities in the IOR driven by the scale of emerging
maritime security challenges. A core, initial objective for enhancing
maritime security in the IOR, advocated by this research as a constructive way forward, should be to commission a sophisticated and appropriately resourced risk analysis. Maritime piracy presents a dynamic ever-evolving problem. In today’s globalized world, contemporary
maritime piracy presents a transnational threat. It is a complex socio-economic and political problem which the modern world considers to be criminal activity. Like all complex problems it must be deconstructed to fully comprehend it.
All criminal activity,
maritime piracy included, has certain elements of supply and demand. For the activity to occur there must be a certain level, or supply, of targets. At the same time, we can posit that there must be a lack of other opportunities for the pirates, who calculate that the risk of engaging in piracy is worthwhile. This risk calculation is a function of the potential rewards minus the sum of the risks. An increase in pirate attacks creates a demand for better
maritime security. An increase in
maritime security causes an increase in risk to pirates. Improved pirate capabilities may decrease this risk. The result is a constantly evolving complex problem. This study proposes a parsimonious agent-based model, focused on the socio-economic and political variables that encourage piracy, with utility across many specific regional domains. By simplifying the details of certain aspects of the model, the focus is placed on the issues at the heart of the problem. This allows for new insights into the dynamic relationship between these factors.

▼ Although New Zealand is a nation with a maritime setting, it does not have a clearly-focused approach to maritime domain security. Instead, the country’s approach to maritime security has developed in an ad hoc manner; the result of legacy issues and an apparent lack of understanding of strategic maritime imperatives. New Zealand has laid claim to a significant portion of the maritime region within which it is located. However, this thesis argues that there are compelling reasons why New Zealand’s approach to maritime domain security needs to be refocused. There is thus a need to refocus away from the arguably short-term interests that are currently viewed as the priority, towards a more strategic approach that seeks to protect New Zealand’s less tangible – but more important – long-term interests. Drawing heavily on the Australian experience as a comparison model, this thesis contends that the architecture and structure of New Zealand’s maritime security ‘sector’ must be reviewed and that New Zealand should develop a more holistic approach to its future maritime security needs; for example incorporating traditional security agencies as well as other relevant non-security focused players in the maritime domain – both government and non-government. Furthermore, this comprehensive approach should be supported by the creation of an overarching maritime strategy, reflecting New Zealand’s long-term strategic interests and encompassing a joint, whole-of-government, whole-of-nation (i.e. encompassing non-government entities) approach. The creation of an overarching maritime strategy, coupled with a holistic approach – focused on long-term strategic interests – would significantly enhance New Zealand’s maritime domain security into the future.

Utgångspunkt har tagits i Regeringens havs –och utrikespolitik med inriktning på den maritima säkerheten.I uppsatsen motsvaras begreppet ”maritima enheter” av Kustbevakningen och marinen. Hoten mot den maritima säkerheten har identifierats utifrån de uppsatta mål som de maritima enheterna arbetar mot. Dessa har fördelats över Geoffrey Tills fem underkategorier för maritim säkerhet.Begreppet maritim säkerhet har sedan brutits ned till handlingsvägar och medel, det vill säga förmågor. Handlingsvägarna och medlen leder fram till målet, som är just maritim säkerhet.Resultatet från uppsatsen visar att Sverige som småstat ständigt måste kompromissa för att optimera sina maritima enheters förmågor för att uppnå målet maritim säkerhet. Vidare dras slutsatsen att internationella samarbeten spelar en viktig roll för Sverige i detta sammanhang. Slutligen konstateras att det finns brister i de maritima enheternas förmågor och att ett fortsatt aktivt prioriterings –och förbättringsarbete är mycket viktigt för att bibehålla nödvändiga, grundläggande förmågor inom den maritima arenan.
The aim of the report is to analyze the abilities that maritime security in thesurroundings of Sweden demands. These needs are then compared to maritimeresources in a finishing discussion.The Swedish government´s foreign policy and policy for the sea, with focus onmaritime security, has been used as a starting point.In this report, the concept “maritime units” is represented by the Swedish coastguard and the Swedish navy. The threats against the maritime security have beenidentified from the goals that the maritime units are working against. Thesethreats have been divided into Geoffrey Till´s five subcategories for maritimesecurity. The concept maritime security is then broken down into ways of actionand means, in this case abilities. The ways of action and the means lead up to thegoal, that is maritime security.The result from the report shows that Sweden as a small country always need tocompromise to optimize the abilities of its maritime units to achieve the goal ofmaritime security. Henceforth is the conclusion that international cooperationplays an important role for Sweden in this context. Finally it is established that theabilities of the maritime units contain flaws and that continuing work ofimprovement and continuing to prioritize is very important to sustain thenecessary and fundamental abilities within the maritime arena.

Cette idée de nouvelle aventure rend compte de la diversité de risques maritimes que cette recherche s’est proposée de traiter. De nos jours, on assiste à un accroissement des capacités marqué par une tendance d’affrètement des giga porte-conteneurs, des navires et des pétroliers. Cet accroissement des capacités ne va pas sans un accroissement des risques maritimes. Ainsi, la persistance des abordages maritimes, la défectuosité des navires et la pollution accidentelle par les navires ont mis en évidence, au fil des années les lacunes, mais aussi la non observance du cadre juridique régulant le transport maritime. Ces risques de la navigation, aux conséquences parfois catastrophiques, dont la gestion efficace échappe encore aux acteurs et organismes maritimes, sont exacerbés par des menaces de piraterie, de terrorisme, de trafic illicite de migrants, de trafic de stupéfiants et d’armes à feu. Face à cette situation qui ne facilite pas l’exploitation des navires, sinon le transport maritime, nous avons saisi le cadre de cette recherche pour classifier ces risques. Selon qu’ils portent atteinte à la sécurité maritime (les risques classiques de la navigation) ou qu’ils portent atteinte à la sûreté maritime(les menaces maritimes) afin de rendre accessible leur examen, mais aussi lever les nombreuses confusions auxquelles ces deux concepts se prêtent. Lequel examen s’est révélé une étape indispensable pour envisager des alternatives, essentiellement juridiques pour le traitement efficace desdits risques maritimes. Si la vigilance des acteurs maritimes est indispensable pour la gestion efficace (prévention et lutte) des risques liés au transport maritime, le droit en la matière doit suivre, face à des risques en mutation incessante et en pleine extension.
Every maritime expedition is a new adventure and that, the seafarers know something about it. This idea of a new adventure reflects the diversity of maritime risks that this research has proposed to deal with. Today, there is an increase in capacity marked by a trend of chartering of giga container ships, vessels and tankers. This increase in capacity is not without an increase in maritime risks. Thus, the persistence of maritime collisions, the failure of vessels and accidental pollution by ships have revealed, over the years, the short comings, but also the non-observance of the legal framework regulating maritime transport. These risks of shipping, with sometimes catastrophic consequences, the effective management of which is still beyond the reach of maritime actors and organizations, are exacerbated by threats of piracy, terrorism, smuggling of migrants, narcotics and firearms. ▼ Context: Maritime Surveillance (MS) has received increased attention from a civilian perspective in recent years. Anomaly detection (AD) is one of the many techniques available for improving the safety and security in the MS domain. Maritime authorities utilize various confidential data sources for monitoring the maritime activities; however, a paradigm shift on the Internet has created new sources of data for MS. These newly identified data sources, which provide publicly accessible data, are the open data sources. Taking advantage of the open data sources in addition to the traditional sources of data in the AD process will increase the accuracy of the MS systems. Objectives: The goal is to investigate the potential open data as a complementary resource for AD in the MS domain. To achieve this goal, the first step is to identify the applicable open data sources for AD. Then, a framework for AD based on the integration of open and closed data sources is proposed. Finally, according to the proposed framework, an AD system with the ability of using open data sources is developed and the accuracy of the system and the validity of its results are evaluated. Methods: In order to measure the system accuracy, an experiment is performed by means of a two stage random sampling on the vessel traffic data and the number of true/false positive and negative alarms in the system is verified. To evaluate the validity of the system results, the system is used for a period of time by the subject matter experts from the Swedish Coastguard. The experts check the detected anomalies against the available data at the Coastguard in order to obtain the number of true and false alarms. Results: The experimental outcomes indicate that the accuracy of the system is 99%. In addition, the Coastguard validation results show that among the evaluated anomalies, 64.47% are true alarms, 26.32% are false and 9.21% belong to the vessels that remain unchecked due to the lack of corresponding data in the Coastguard data sources. Conclusions: This thesis concludes that using open data as a complementary resource for detecting anomalous behavior in the MS domain is not only feasible but also will improve the efficiency of the surveillance systems by increasing the accuracy and covering some unseen aspects of maritime activities.
This thesis investigated the potential open data as a complementary resource for Anomaly Detection (AD) in the Maritime Surveillance (MS) domain. A framework for AD was proposed based on the usage of open data sources along with other traditional sources of data. According to the proposed AD framework and the algorithms for implementing the expert rules, the Open Data Anomaly Detection System (ODADS) was developed. To evaluate the accuracy of the system, an experiment on the vessel traffic data was conducted and an accuracy of 99% was obtained for the system. ▼ In the twenty-first century, the threat of asymmetric warfare in the form of terrorism is one of the most likely direct threats to the United States homeland. It has been recognized that perhaps the key element in protecting the continental United States from terrorist threats is obtaining intelligence of impending attacks in advance. Enormous amounts of resources are currently allocated to obtaining and parsing such intelligence. However, it remains a difficult problem to deal with such attacks once intelligence is obtained. In this context, the
Maritime Threat Response Project has applied Systems Engineering processes to propose different cost-effective System of Systems (SoS) architecture solutions to surface-based terrorist threats emanating from the
maritime domain. The project applied a five-year time horizon to provide near-term solutions to the prospective decision makers and take maximum advantage of commercial off-the-shelf (COTS) solutions and emphasize new Concepts of Operations (CONOPS) for existing systems. Results provided insight into requirements for interagency interactions in support of
Maritime Security and demonstrated the criticality of timely and accurate intelligence in support of counterterror operations.

▼ La fréquence des accidents en mer et l'ampleur des dégâts de certains d'entre eux permettent de s'interroger sur l'efficacité des mesures de sécurité et de sûreté maritimes. En parallèle, l'importante participation du facteur humain dans la survenance de ces accidents devient une réalité de plus en plus acceptée. Les conditions de vie et de travail des marins à bord des navires, l'effectif, la durée de travail... sont autant d'éléments déterminants dans la survenance de l'erreur humaine. Ce sont, par conséquent, autant d'éléments à considérer dans la prévention des accidents, sans pour autant les dissocier du système organisationnel global. Pourtant, à travers le monde, les mesures législatives prenant en considération ces éléments sont rares et souffrent d'une application partielle et d'un manque considérable de contrôle à l'occasion des différentes inspections maritimes. Même si cette constatation varie d'un État maritime à un autre, la Tunisie n'y déroge pas. Des lacunes en la matière existent aussi bien au niveau de l'adoption des lois, que de leur application effective ou du contrôle leur étant réservé. Il conviendra d'en déceler les causes et d'essayer de les combler
The frequency of maritime accidents and the extent of the damage some of them cause, can cast doubt on the effectiveness of maritime safety and security measures. At the same time, the ever increasing rôle played by man in such occurrences has been steadily recognized. Sailors' living and working conditions on board, crew size and working hours are just a few ofthe significant factors wich have contributed to human error. As a result, such factors, should not be excluded from the global organizational system when considering accident prevention. Nevertheless, throughout the word, legislative measures including these elements are either few and far between, only partially applied or immensely difficult to enforce during maritime inspections. Even if this observation varies from one maritime state to another, Tunisia is no exception. Shortcomings in the field range from, flaws in the adoption of laws, to ineffective law implementation, without forgetting the level of control they are granted. This paper will detect the causes behind this situation and go some way in attempting to remedy the failings

▼ Beyond possible sovereignty disputes resulting from
melting Arctic ice, very little is said or written about the
maritime security implications of climate change. What does climate
change mean for Canadian
maritime security, and how can Canada
adequately prepare to ensure continued safe and secure use of the
world’s oceans in an era of climate change? Climate change is
relevant to
maritime security through two chief dimensions. First,
navies will more frequently be tasked to deliver humanitarian
assistance and disaster relief in the wake of more intense natural
disasters. Second, increasing disorder on land will ‘slop over’
into the world’s oceans, threatening the safety of
maritime
commerce. Canada has stakes in both of these dimensions, and so
there is great impetus for preparedness. The recommended model for
preparedness sees Canada’s navy adopting a more varied fleet
structure, one better suited for constabulary and diplomatic
functions as opposed to traditional military
functions.

advancements such as Electric Chart Display and Information Systems (ECDIS), Automatic
Identification System (AIS), Global
Maritime Distress and Safety System (GMDSS), Compass
(Gyro, fluxgate, GPS and others), Computerised Automatic Steering Systems, Voyage Data
Recorders – “Black box” (VDR), Radio Direction and Ranging or Automatic Radar Plotting
Aid (Radar/ARPA). These technological advancements are vulnerable to cyber
security threats.
The prevalence of
maritime cyber
security incidents is increasing worldwide therefore it is
imperative for the
maritime industry to have legal regime in place that adequately regulates
these cyber
security threats.
This dissertation undertakes a critical analysis of the legal framework governing
maritime
cyber
security and the adequacy in combating
maritime cyber threats. The first chapter will
provide an introduction and background to
maritime cyber
security. The second chapter
focuses on the different threats and vulnerabilities to
maritime cyber
security. In addition to
this reference will be made to the types of cybercrimes and their possible ramifications. The
third chapter will analyse the International regulatory regimes in place, regional regulatory
framework and South Africa’s domestic laws regulating
maritime cyber
security. In the fourth
Chapter a determination will be made as to the existence and adequacy of the law in combating
maritime cyber threats and crimes. A conclusion will be derived from the findings of this
dissertation, and recommendation will be submitted
The purpose of this study is to establish whether, (a) the existing law applies to
maritime cyber
security threats at all, and, if so, what is the extent of the existing laws applicability to
maritime
cyber
security threats? (b) whether the domestic and international legal framework is adequate,
in respect to enforcement and comprehensiveness, to address/respond to
maritime cyber
security threats? and (c) whether it is necessary to establish new regulations to address
maritime
cyber
security or develop existing laws?

▼ The study aimed at examining the role of ECOWAS in the management of maritime security in the Gulf of Guinea with particular reference to West African countries. The main objectives of the study were to explore maritime security challenges, role of ECOWAS, challenges facing ECOWAS and way forward. These were critical and important because some scholars have criticized ECOWAS with regards to its contribution towards maritime security issues in West Africa across national, regional and global level indicators. The study adopted the qualitative research approach and obtained information from maritime security experts using an interview guide. The study found key maritime security challenges including inadequate maritime security capacity, Regional political dynamics, Judicial Limitations and Legal Shortcomings. Key findings discovered include, two vital global instrument underscores maritime security issues namely “ships and economic” within ECOWAS framework. The introduction and implementation of Multinational Maritime Coordination Centre (MMCC) and its Zonal centers across West Africa nations are critical roles propelled by ECOWAS. The study also found that these zones will have a National Coordination Centre (NCC). The Principal actors for the MMCC are the Nation states and Regional Bodies. Under the Nation states are the Navies which play lead roles and other agencies such as the National Security architecture. Under the Regional bodies in this case is the ECOWAS. It was discovered that EIMS strategy is underscored by key objectives including Maritime Governance, Maritime Security and Safety, Maritime Environment, Maritime Economy, Maritime Education and Research. It was found that despite the critical role of ECOWAS the future prospect although promising is in the short term. It was concluded that capacity building, public awareness, strengthening of maritime forces among others would create a favorable maritime security situation in the GOG with cooperation as its pivot.

▼ The unique maritime geography of the Southeast Asian region presents distinct maritime security threats. Southeast Asia has a vast maritime area and the ocean plays an important role in the economy of all Southeast Asian countries. The flow of trade in this region is highly dependent on maritime trade and constitutes one of the main sources of national income.
Analyses of the prevailing international and regional legal frameworks governing maritime security threats in Southeast Asia are elaborated in this thesis. Moreover, the thesis confines the scope of its inquiry specifically to five issues: piracy, maritime terrorism, people smuggling, IUU fishing, and marine pollution caused by offshore oil and gas activities. Furthermore, the thesis examines these maritime security challenges, both from an international and a regional perspective.
This thesis analyses the components of the international and regional legal frameworks which govern issues of maritime security in Southeast Asia and identify their weaknesses. It also identifies and addresses the problems which stem from the inherent gaps and weaknesses in legal instruments at the international and regional levels, as well as the measures that are required to remedy these gaps and weaknesses. Furthermore, in circumstances where no binding legal framework is in place to regulate certain maritime security challenges, the thesis examines existing non-binding legal and policy frameworks which address the maritime security challenges.
The thesis concludes that the current international and regional legal frameworks are inadequate to address the issues of piracy, maritime terrorism, people smuggling, IUU fishing and marine pollution caused by offshore oil and gas activities in Southeast Asia. In order to address these maritime security threats in a comprehensive manner, there is a need for States in the region to cooperate with one another to formulate (and sometimes reformulate) existing legal frameworks.

▼ Maritime security has received increased attention by the EU during the last decade. This has resulted not only in policy documents but also in actions taken in the EU’s internal and external relations. Central cases, like EUNAVFOR Atalanta, have been given substantial attention by researchers who are divided in their interpretation of what guides or motivates the EU in this emerging policy space. Some see it as a sign of a more power and materially interest-driven EU, while others see it as a sign of the EU as humanitarian actor. None of these interpretations have however put it in relation with EU policy on maritime security. This essay takes its theoretical base in security governance theory and applies a constructivist approach to the ideational base that constitutes the frame for acting. By conducting a qualitative text analysis of EU maritime policy and comparing this with two central cases, EUNAVFOR Atalanta and CRIMGO in the Gulf of Guinea, the essay researches how the EU perceives itself in global maritime security and what norms guide its actions. The essay concludes that the EU frames itself as an actor in its external relations based on the values of international law and UN principles which pursues economic interests in maritime security but does not to any larger extent promote humanitarian rights. Furthermore it is becoming more independent and capable due to its more state-like positioning in international relations. The essays findings support security governance and constructivist theory about the formation of EU identity and norms.

▼ Initially we execute an in depth literature survey analysis revealing all aspects / gaps in the global research and specifically to the field of using picosatellites as a mean of data transportation to maritime security situations / operations (chapter 1 and 2). Characteristics of picosatellites with regards to orbital propulsion is also being collected and analyzed. (chapter 3). A space based methodology for the use of picosatellites to maritime security is being developed by creating different scenarios based primarily on piracy effects. This research methodology is also applicable to any maritime security situation / pillar, taking into account that suitable parameters / factors have been inserted to the system (Chapter 5). Design and creation of the first ever built Greek nanosatellite for maritime security (and one of the very few globally – less than three with different objectives) (Lambdasat – www.lambdasat.com ), which participated in a real NASA mission and certified accordingly: Successful NASA mission: http://www.nasa.gov/mission_pages/station/research/experiments/1865.html This satellite applied for first time the principles of maritime security on a miniaturized satellite bus, by transferring among other messages Automatic Identification System data and creating communication paths available to merchant mariners in the middle of the ocean. From this space mission valuable data generated which published in international journals with one of them to be awarded as a remarkable contribution to European picosatellite conference in Germany (chapter 6). At the same time simulation with the use of another picosatellite (Tubesat type) for maritime security applications is being conducted and results for the use and availability of picosatellites on orbit recorded. This research area uncovers what are the real operational characteristics of a miniature satellite in order to be able to communicate on a 24/7 timeframe by using a constellation type cloud of picosatellites on orbit. As an aftermath of our “Design Science” research we build also a second picosatellite (cubesat type) which already delivered to NASA for launch. The name of the satellite is UOA/MythPelSat (www.mythpelsat.com) and is going to be placed on orbit by Feb 2017. The idea of this Ph.D. started back in 2007 when after graduating from my Master thesis in US Naval Postgraduate School my thesis advisor Professor Kolar Ramesh guided me to start thinking about my Ph.D. research. A year later Dr. Alex Bordetsky accepted to be one of my Ph.D. advisors and we started together (under his unwearied guidance and supervision) to draft papers and present ideas on conferences. This work was the cornerstone for the Ph.D. work.

▼ This thesis explores the roles of Singapore, Indonesia and Malaysia as ‘energy transit states’ for Middle Eastern oil flows, with specific reference to their efforts to ensure the Malacca Strait’s safety, security and environmental protection. The Malacca Strait is one of the world’s major chokepoints for oil shipped from the Arabian Peninsula to East Asia. While many scholars focus on the producers and consumers involved in this transnational energy supply chain, few have considered the third party countries that are located between them, or how they might contribute to supply chain security. And while a growing number of contributions seek to understand such ‘energy transit states’ for oil and gas pipelines in the South Caucasus and Black Sea regions, those in Southeast Asia are under-evaluated.
Appraisals of Singaporean, Indonesian and Malaysian foreign policies tend to assume that the three states have ‘common interests’ in upholding Strait security, and hence a sound basis for cooperation. Balance of Power expectations about alliance formation, and claims that Southeast Asian countries engage in consensus decision making practices and avoid interference in each others’ affairs, often referred to as the ‘ASEAN Way,’ also support this view. It is certainly the case that Singapore, Indonesia and Malaysia have engaged in a variety of efforts to protect the Malacca Strait, which accelerated in intensity following Admiral Thomas Fargo’s (at the time Commander, United States Pacific Command) announcement in 2004 that a Regional Maritime Security Initiative would be established. Yet this was an initiative that Indonesia and Malaysia in particular saw as encroaching on their respective jurisdictions in the sea lane. More generally, assumptions about the likelihood of cooperation do not accord with less optimistic predictions that states will increasingly compete where strategic energy resources—such as oil—are involved.
This thesis therefore evaluates Singapore’s, Indonesia’s and Malaysia’s interests and policy choices toward the Malacca Strait with respect to their energy transit state status. It does so in order to better understand whether claims about their common interests engendering cooperation in the sea lane actually hold, and offer a more cogent explanation of their interactions than arguments based on the Balance of Power or the ASEAN Way. To assess this, I develop a framework based on three types of energy transit states: the ‘enmeshed energy transit state,’ the ‘fledgling energy transit state’ and the ‘rising energy transit state.’ I find that the three countries under review have markedly different stakes in Middle East-East Asia oil flows, and that this has shaped the scope of their agendas as well as the intensity of their security cooperation. In addition, I find that competition among the three has also been important, as each state seeks to capitalise on the supply chain for their own advantage. ▼ Entangled in a context of increased use of private military and security companies globally, this study sets out to investigate the motivation for Denmark to use private military and security companies (PMSCs) for maritime security in parilious international waters. This study examines the decision making process taking place in the Danish Parliament in 2012 prior to the passing of Law 116 The amendment of the Firearms Act and the Act on Warfare, etc. that mandated the shipping industry to hire PMSCs for armed protection of their vessels. A critical discourse analysis has been applied in order to understand the discursive mechanisms present in the political debate prior to the adoption of the law. The analysis shows that a neoliberal market discourse of necessity, efficiency and competition informs the parliamentary debate on international maritime security and pirate threats. That is, the protecting of the Danish industry and trade are found to be a first priority whereas personal security of the employees, the pirates, and control over weapons are only secondary. The findings indicate that in the political discourse, security has become subjected to a marketlogic. Thus, security is referred to as security for the market more than for the population.The thesis argues that this change in thinking about security needs a critical public debate in order to make sure that issues of security stay within the political sphere.

▼ Maritime piracy is one of the pressing global issues of the present century. The cost of piracy is human, economic, environmental and political. Recognising the piracy threat, the international community has taken several steps to address the problem. Several international organisations, including the United Nations (UN), European Union (EU) and the North Atlantic Treaty Organisation (NATO) have taken different initiatives to facilitate an international response to piracy. The UN
Security Council has adopted a series of resolutions targeting piracy. As part of a military deterrence measure, the presence and coordination of international navies has been increased in high-risk piracy-affected areas, including the Gulf of Aden. However, international initiatives have proven insufficient and ineffective due to most of them primarily addressing the effects of piracy through military means. The initiatives have thus contributed only to reduce the number of attacks and their success rate, while failing to rectify the underlying reasons for piracy or solve the problems ashore in a sustainable manner. The current international framework for suppressing piracy has also been considered as insufficient to curb piracy in the sense that it does not provide any mechanism for the successful prosecution of pirates. In recent years, piracy has emerged as a growing problem in the Gulf of Guinea. The gulf has, in the past years, witnessed a sharp rise in pirate attacks. Alarmingly, both the frequency of piracy attacks and the level of physical violence against seafarers have increased in recent years. Piracy in the Gulf of Guinea has become so prevalent that it is now a growing risk for the states in the region. There are also indications of links in the area between piracy and other types of organised crime such as oil bunkering and drug trafficking. The problem has thus become a recent source of concern for the international community of nations. The states in the region lack the technical and logistical capability or the financial resources to counter the threat effectively. In addition, the limited regional integration in the
maritime sphere creates further concern in this situation. In this context, there is a need for establishing enhanced cooperation at the regional level through the formulation of a comprehensive regional strategy. ▼ Dans les années 1970, le trafic de stupéfiants a connu une rapide expansion, et n’a cessé, depuis, de s’accroître pour se mondialiser dans les années 1990 et atteindre une dimension géopolitique.De grands axes maritimes d’acheminement des différentes drogues exploités par les grandes organisations criminelles sont apparus, et il est devenu évident que les mesures qui permettent au secteur maritime de contribuer au développement des échanges mondiaux, et donc à la prospérité économique, l’ont rendu particulièrement propice au développement de ce type de trafic.Face à l’importance de la menace que constitue le transport maritime de stupéfiants, les Etats ont pris conscience de la nécessité d’en étendre et d’en rationaliser la répression à l’échelon international.Avec le temps, plusieurs conventions internationales, toujours en vigueur, ont vu le jour, sous l’égide des Nations Unies. La dernière en date, la Convention contre le trafic illicite de stupéfiants et des substances psychotropes, signée à Vienne en 1988, détermine, dans son article 17, le cadre de l’arraisonnement des navires suspecté de se livrer à un tel trafic en haute mer, mais, ce qui constitue le caractère propre d’une pareille capacité d’action est qu’elle doit s’inclure dans le respect des deux principes fondamentaux que sont, d’une part, la souveraineté des Etats, d’autre part, la liberté des mers définie par la Convention de Montego Bay de 1982, ceux-ci pouvant être antinomiques de celle-là. Avec la lutte contre le transport maritime de stupéfiants, la liberté des mers est devenue une liberté « encadrée ».Ceci pose de nombreuses difficultés d’interprétation et d’application des textes, qui ont conduit les Etats, par ailleurs souvent gênés dans leur action par la multiplication des structures intervenantes, à rechercher des solutions de coopération sur un plan opérationnel ou plus globalement avec des accords régionaux, pour résoudre de manière ponctuelle ou plus générale, certains types de problèmes.Dans ce contexte, les gouvernements ont en particulier perçu la nécessité de mettre en place des séries de mesures pratiques destinées à prévenir les menaces au niveau des différents maillons du réseau de transport maritime, singulièrement, et tout d’abord, en établissant un système d’information et de surveillance des approches maritimes, ensuite, en adoptant un ensemble de mesures de nature à organiser une meilleure sûreté portuaire avec le Code international pour la sûreté des navires et des ports (Code ISPS) et une meilleure sûreté concernant les conteneurs avec la Container security Initiative américaine.Là encore, l’instauration de cadres de coopération juridique et opérationnelle demeure, aujourd’hui comme pour le futur, une condition sine qua non du succès de la lutte contre un fléau mondial.

▼ Es un hecho reconocido que el intercambio de información entre organismos y agencias mejora la eficiencia y efectividad en dominios con alto impacto en la sociedad, tales como seguridad, ciberseguridad y salud pública. Por tanto, no es una sorpresa que el desarrollo de la interoperabilidad entre organismos públicos sea una prioridad política en muchos países y que, en la actualidad, se esté trabajando en diversas iniciativas con esta finalidad. La correcta gestión de tales iniciativas requiere instrumentos adecuados, que puedan soportar la definición de la situación existente y la deseada, así como la identificación, priorización, monitorización y control de las acciones que son necesarias para conseguir los objetivos definidos para alcanzar la interoperabilidad. Asimismo, son necesarios instrumentos que permitan justificar y comparar diferentes iniciativas, por ejemplo, en situaciones en las que compitan por financiación. Sin embargo, actualmente las soluciones que ofrecen instrumentos reutilizables para estos propósitos son escasas, y aquellas que existen no cubren bien todos los requisitos. En este contexto, esta tesis doctoral propone un nuevo marco teórico llamado iShare para evaluar la interoperabilidad semántica, uno de los aspectos de la interoperabilidad, de organismos gubernamentales y/o agencias que utilicen un modelo de información común para el intercambio de datos entre ellos. Con iShare, esta evaluación se realiza en dos etapas. En la primera, se evalúa el rendimiento de las organizaciones en términos de interoperabilidad semántica, mientras que en la segunda etapa se evalúa la relevancia de ese rendimiento medido, considerando una serie de factores predeterminados. Para el desarrollo del marco teórico iShare, se utilizó la metodología de investigación Design Science, basada en los indicadores de rendimiento de proceso, en el método Delphi y el modelo Weighted Sums Model. Para su validación, se aplicó el mismo al desarrollo del sistema de vigilancia marítima NIPIMAR en Portugal, el cual está orientado al intercambio de datos y utiliza el modelo de información del programa europeo

El proceso de validación permitió evaluar la interoperabilidad semántica de seis organismos públicos que participaban en el proyecto. Asimismo, algunas de las ideas del marco teórico fueron directamente incorporadas al proyecto para evaluar la interoperabilidad semántica de todos los organismos públicos portugueses y para desarrollar un plan de acción que mejore su interoperabilidad y el intercambio de información entre ellas. ▼ A gestão das ameaças e dos riscos nas empresas tem se dedicado a estudar estes problemas, pelo viés de mercado, com o intuito de torná-las mais preparadas para enfrentar estes desafios. Nesse sentido, uma série de instrumentos de análise diagnosticaram que as ameaças e os riscos fazem parte da natureza das relações empresariais. Dentre as inúmeras relações que uma empresa estabelece para atingir os seus objetivos, destacam-se as que estão inseridas em um sistema denominado “cadeia de suprimentos” que, em decorrência do processo de globalização tornou-se internacionalizada. As empresas, ao prolongarem suas cadeias de suprimentos “além fronteiras”, estão submetidas, às influências do ambiente econômico, geopolítico, social e histórico. Nesses ambientes, o ano de 2001 originou uma série de estudos de gestão de risco que identificaram, nas ameaças externas ou exógenas, isto é, as que estão fora do viés de mercado, a possibilidade de tornar a cadeia de
suprimentos internacional insegura. Tais ameaças se configuram em ações da natureza e ações praticadas pelo ser humano, por meio de atos criminosos, como, o terrorismo, o tráfico, o contrabando e a pirataria marítima Além das empresas, os países criaram regimes internacionais que buscaram proteger as cadeias de suprimentos, principalmente, em seu sistema de transporte, destacando-se o modo chamado “marítimo”, em razão da sua intensa utilização para transportar cargas. O presente estudo tem como objetivo propor um protocolo de gestão de risco para o transporte marítimo de cargas “less than container load”, para tornar a cadeia de suprimentos internacional mais segura. A metodologia utilizada nesta pesquisa, foi descritiva e documental, já que descreveu o processo de operacionalização e baseou-se na análise dos documentos, utilizados na gestão do transporte marítimo “less than container load”. Conclui-se, assim, que o operador de transporte multimodal, como responsável por
operacionalizar uma forma de transportar cargas, a qual torna a cadeia de suprimentos insegura, tem condições e, principalmente, o dever de juntar-se aos outros atores, em prol do aumento da segurança do sistema.

▼ Les sûretés réelles sur le navire (qui a une valeur énorme et une fonction essentielle pour l'activité maritime) présentent une particularité par rapport à celles sur les biens meubles, en droit continental ainsi qu'en Common law. D'abord, il concerne les sûretés conventionnelles -l'hypothèque maritime (droit français et coréen), le statutory ship mortgage (droit anglais) et le preferred ship mortgage (droit américain), qui sont le résultat des efforts de chaque pays pour améliorer le financement maritime. Ensuite, il s'agit du privilège maritime/maritime lien (la sûreté légale) qui grève le navire de plein droit pour garantir certaines créances généralement relatives à son exploitation (qui diffèrent selon les pays). En effet, chaque pays a essayé de qualifier sa nature juridique particulière et sa nécessité, par exemple par la théorie du patrimoine maritime, la théorie de la personnification du navire, ou dans une relation avec l'action in rem etc. Les prérogatives des titulaires de ces sûretés ainsi que les modes, procédures et conditions de les exercer sont différentes d'un pays à l'autre. Pour les titulaires des sûretés sur le navire, la possibilité d'immobilisation de ce navire dans un port étranger (la Corée et les États-Unis, non parties à aucune Convention sur la saisie conservatoire), la possibilité d'être reconnues comme telles sûretés, et le type et nombre d'autres créances plus prioritaires (la Corée, les États-Unis et l'Angleterre, non parties à aucune Convention relative aux privilèges et hypothèques maritimes) sont des questions importantes et les réponses varient considérablement selon les pays (notamment en vertu de leur droit international privé).
The security interests on the ship (which has an enormous value and an essential function for the maritime activity) present a peculiarity in comparison with those on chattels, in continental law as well as in Common law. First, it concerns the conventional security interests - the maritime hypothec (French and Korean law), the statutory ship mortgage (English law) and the preferred ship mortgage (American law), which are the result of each country's efforts to improve the maritime financing. Second, it concerns the privilege maritime/maritime lien (the legal security right) which occurs automatically on the ship for certain claims generally related to its exploitation (which differ in each country). ln fact, each country has tried to qualify its particular legal nature and its necessity, for example by the maritime patrimony theory, by the theory of the personification of the ship, or in a relation with the action in rem etc. The prerogatives of the holders of these security interests as well as the modes, procedures and conditions for exercising them are different from country to country. ▼ A UE tem vindo procurar na cena internacional o reconhecimento como ator global. A literatura tem
vindo, por um lado, a prestar este reconhecimento partindo da força da UE enquanto ator político de
referência, com uma abordagem às crises fortemente preventiva, ou, por outro lado, como uma
estrutura complexa, que atua enquanto ator civil e ético, mas raras vezes como ator de segurança.
Recentes abordagens neste âmbito têm vindo, no entanto, a ampliar o conceito de segurança à luz de
novas ameaças transnacionais, levando a uma revisão dos próprios conceitos de securitização e de ator.
Segurança marítima é um domínio da segurança que apenas recentemente entrou nas agendas de
investigação de Segurança e Defesa e neste domínio, e após uma eficaz intervenção naval no Corno
de África, o papel da UE como ator de segurança é de facto reconhecido. Com o escalar de ataques de
pirataria e de ameaças à segurança marítima na África Ocidental, no entanto, a UE assumiu uma
posição menos invasiva, adotando uma abordagem inter setorial e uma estratégia holística que visam
contribuir para uma apropriação regional do quadro de ações de segurança no mar e evitar missões
militares. Este artigo, partindo do enquadramento concetual de Jupille e Caporaso de 1998, examina
até que ponto a UE assume mesmo assim a posição de ator de segurança marítima na região
considerando i) novas dimensões de segurança; ii) a experiência da EU como ator no âmbito da
segurança marítima e iii) literatura atual sobre o que constitui um ator. Esta análise conclui que, ao
atuar em concordância com os objetivos que se predispôs a atingir e ao apoiar a implementação de
uma arquitetura de segurança duradoura na região, a UE desempenha de facto o papel de ator de
segurança no Golfo da Guiné.
The EU has been struggling for recognition in the international arena as a security actor. Literature has
either pay this recognition assuming EU's value as a major political actor and preventive performer, or
relying on its institutional complexity to demonstrate an ineffective actor, but always as a more civil
and ethical role than a security one. Recent security researches, however, have been widening security
perceptions - that now assume transnational dimensions - leading to a review on the notions of
actorness and securitization. Maritime security is a domain that only recently entered scholars’ agenda
in what comes to Security and Defense studies, and EU's role has been assessed as a major one in this
field after its successful intervention in the Horn of Africa. With recent escalation of piracy attacks
and maritime threats in Western Africa, however, EU has been intervening in a less invasive way,
adopting a cross-sectoral approach and a preventive strategy to contribute for the regional ownership
of the security responses. This article examines, following an adaptation of Jupille and Caporaso’s
1998 conceptualization of actorness, to what extent does the EU still assumes a maritime security actor
