▼ O objetivo central desta pesquisa é analisar os avanços e recuos da política pública de Reforma Agrária brasileira, diante da intensificação da concentração fundiária desde a segunda metade do século XX, resultante da pecuária extensiva, com o início do processo de “modernização do campo”. Neste sentido, avaliar as formas de reorganização do uso do espaço agrário, se fez necessário, e para a realização dessa pesquisa escolhemos como áreas de estudos o estado de Mato Grosso, após o processo de expansão das atividades monocultoras da soja, e Mato Grosso do Sul, no atual contexto de expansão do plantio de eucalipto. Portanto analisamos as condições de reprodução camponesa nos projetos de assentamento no município de Cáceres/MT e Três Lagoas - Selvíria/MS, uma vez que estes últimos encontram-se mais diretamente influenciados pela expansão territorial do agronegócio. Logo, identificar se essas formas encontradas pelos assentados para se manter na terra, apontam para uma resistência na via da conformidade e/ou da emancipação, também fizeram parte de nossa análise. As análises que realizamos a partir dessa pesquisa nos evidenciaram que realmente há novas definições da (re)criação do campesinato brasileiro, ante a crise da política pública de reforma agrária e o contexto de expansão territorial do agronegócio. As formas de resistências apontam dois caminhos possíveis, tanto para a conformidade, quanto para a emancipação. A resistência organizada pela conformidade é gerada perante o visível estado de abandono, ao lado do que compreendemos como paralisação da política pública de reforma agrária, que por meio do processo de privatização dos projetos de assentamentos escondem a imposição da propriedade privada sobre áreas que poderiam servir para os projetos de reforma agrária. Em contrapartida, a resistência via emancipação é a força dos movimentos sociais contra os empecilhos colocados pela lógica do sistema capitalista de domínio do mercado, que por meio da reelaboração das cotas estatais PAA e PNAE acabaram diminuindo, e ainda facilitaram a comercialização dos produtos da agricultura familiar camponesa diretamente ao consumidor. Em suma, a pesquisa nos propiciou a certeza de que temos um campesinato brasileiro (re) criando suas formas de resistência num contexto de ambiguidade própria destas condições de reprodução em situação de bloqueio. ▼ A dissertação é resultado de pesquisa realizada com os movimentos e organizações sociais de luta pela terra atuantes na mesorregião geográfica do Triangulo Mineiro/Alto Paranaíba, no estado de Minas Gerais. No primeiro capítulo, propomos um resgate histórico sobre a reforma agrária, sobre como se deu a discussão dos problemas agrários no cenário nacional e na região. Realizamos um levantamento das principais políticas agrícolas para compreendermos as vias de desenvolvimento no campo brasileiro. No segundo capítulo, apresentamos algumas reflexões teóricas acerca dos envolvidos no processo de luta pela terra na região e buscamos também compreender a atuação do Movimento Sindical Rural e o papel da Animação Pastoral Rural APR, que são as organizações mais atuantes na luta pela terra na região. No terceiro capítulo, exploramos os antecedentes da luta pela terra na região, a conquista dos Projetos de Assentamento Iturama e Santo Inácio Ranchinho, a organização sindical da FETAEMG e os movimentos sociais propriamente ditos e sua difícil trajetória de territorialização: MTL, MLST e MST. Analisamos os principais tipos de envolvidos no processo de Luta pela Terra: Os movimentos sociais de luta pela terra propriamente ditos; as organizações que possuem uma estrutura equivalente a de ONGs - como a APR Animação Pastoral e Social no Meio Rural; e o movimento sindical, representado principalmente pela FETAEMG - Federação dos Trabalhadores da Agricultura do Estado de Minas Gerais e STRs Sindicato dos Trabalhadores Rurais. A metodologia foi composta de levantamento bibliográfico de teses, dissertações, livros e de entrevistas dirigidas às lideranças dos movimentos e organizações de luta pela terra. Destacamos discussões e contribuições a partir dos resultados das entrevistas realizadas durante os trabalhos de campo nos anos de 2009 e 2010, as quais foram fundamentais metodologicamente à riqueza empírica do trabalho. Foram entrevistados diretores e coordenadores dos movimentos e organizações de luta pela terra que foram identificados como lideranças do respectivo movimento ou organização que representam. ▼ Since 2006, the Australian Government has introduced three sets of reforms to Aboriginal land ownership in the Northern Territory. This thesis considers those reforms as they have been implemented in the period until 2013, and analyses how they came about, what they do, their consequences and the potential for alternative approaches. The three sets of reforms considered here are township leasing, the reforms introduced as part of the Northern Territory Emergency Response (including the compulsory acquisition of five-year leases) and ‘secure tenure’ policies as they apply to housing and other infrastructure. These reforms arose out of a widespread public debate about Aboriginal land reform that began in 2004. The thesis argues that this debate was conducted using vague and ill-defined terminology that was poorly suited to a discussion of communities on Aboriginal land, which are the areas affected by the recent reforms. In particular, there was a high reliance on the concepts of ‘communal ownership’ and ‘individual ownership’. This impacted in several ways. To a considerable extent, it led to the wrong issues being contested. It also resulted in pertinent issues, such as home ownership and economic development, being debated in a manner that was far more divisive and less instructive than was necessary or helpful. This contributed to confusion about what land reform can do, and some of that confusion is reflected in the implementation of the reforms. The reforms have not – as was suggested during the debate – led to widespread ownership of land by individual Aboriginal residents. They have resulted in the formalisation of tenure arrangements in accordance with new government policies. The two most significant consequences of this have been changes to community governance, including a deepening of the role played by governments, and the introduction of more widespread rent. The thesis assesses the consequences of these developments, as well as the impact of the reforms on home ownership and economic development. The thesis concludes by setting out a framework for developing alternative approaches to land reform that are more responsive to the needs and circumstance of communities on Aboriginal land. ▼ This study investigates the role of social capital towards the realisation of the positive benefits of land through the A1 crop-based villagised model of the Fast Track Land Reform Programme (FTLRP), which has been largely viewed as successful in academic literature. The study emerges out of a large gap in scholarly literature, which largely side-lines social outcomes of the FTLRP while focusing mostly on material outcomes. The study contributes to limited research on the non-material outcomes in the Matabeleland North Province, an under researched area in the subject of land reform in Zimbabwe. Thus, social capital was selected to investigate these non-visible outcomes of FTLRP. A qualitative research design was used, with semi-structured interviews, informal conversations, observation, archives and secondary literature being the main sources of data. The study focused on a single case study, beneficiaries of Rouxdale (R/E) farm in Bubi District. The study brings the following insights: first, social capital played a pivotal role in accessing land. Second, ordinary people acquired land. Third, women were empowered through access to land. Fourth, land is an asset whose benefits far surpass livelihood creation. Fifth, land reform models have an impact on social capital. The main contribution of the study is that social capital promotes solidarity and the tackling of collective problems in land reform models with a communal component. The study illustrates that social capital creates a conducive environment for the attainment of the benefits of land. This is facilitated by beneficiaries’ effort to maintain healthy social network relationships. The study demonstrates that various decisions of the state have a potential of hindering social capital in resettlement areas through the destruction of social network relationships, such that its positive impact becomes limited. This portrays the fragile nature of social capital, which can easily be destroyed by external negative factors, regardless of the length of time taken in establishing it. Social capital can be applied in different spheres. However, its outcomes are directly informed by different contexts, thus making it context specific in nature. The study stresses that governments that use social capital in land reform should be conscious of local contextual dynamics before developing programmes that affect beneficiaries, in order to preserve existing social network relationships. The fragility and context specific nature of social capital is missing in the conceptualisation of its main scholars, yet they emerge as important aspects in this study. The study points to the need for these to be incorporated into the core elements of the concept of social capital to create a more holistic framework of analysis. ▼ The implementation of Zimbabwe’s Fast Track Land Reform Program (FTLRP) in 2000 generated polarised debates across academia and in the media. Some commentators dismissed the FTLRP as a politically motivated ‘land grab’, which ruined a vibrant agrarian structure and contributed to food shortages. Landless peasants, who were the major beneficiaries of the land reform, were dismissed as inefficient and lacking the skills to work the land productively. However, empirical data gathered across Zimbabwe indicate that the outcomes of Zimbabwe’s FTLRP are diverse and require a nuanced analysis. This thesis explores the outcomes of land reform in terms of its impact on the livelihoods of peasant households who were resettled under the FTLRP. The thesis utilises empirical data to argue that, despite its shortcomings, the FTLRP has allowed peasant households to access land and other natural resources which were previously enclosed under a dualistic land tenure structure which had persisted after Zimbabwe’s independence from colonial rule in 1980. Data gathered in Mhondoro Ngezi District indicate that in the aftermath of land reform, resettled farmers now have access to better quality land and opportunities for employment at mines and through gold panning which have generally enhanced livelihoods. The thesis also argues that the benefits of land reform are broad and go beyond the utility of land as a means of production. Fast track land reform allowed people to recover ancestral lands lost during colonial era forced removals; it also allowed people to be reunited with ancestral graves and other symbols of spiritual significance. Overall, this has helped to address the diverse aspects of land which had remained largely unresolved due to the failure of Zimbabwe’s market driven land reforms of the early 1980s. The thesis is based on a case study of 185 households who were allocated land under the A1 Scheme (villagised model) in the Mhondoro Ngezi District in Mashonaland West Province of Zimbabwe.

▼ This thesis undertakes an in-depth study of the Mount Frere land claim. The study focuses on the impact of unsettled land claims in small rural towns of the former Bantustan on local spatial planning. There is no known evidence of similar studies done in small rural towns, therefore the study will contribute to the construction of body of knowledge. The study takes a case study method to analyse the impact of unsettled land claims. The analysis provides a platform for drawing possible policy recommendations in respect of urban land claims in small rural towns of the former Bantustans. The thesis central argument is that the delay of settling the land claims in the small rural towns of the former Bantustans has a negative impact on the local spatial planning. The poor local spatial planning results in an uncoordinated development which constrains development in general. The study argues that the law as it stands does not clarify the role of local municipalities during the process of land claim. The study will further argue that land restoration may not always be the appropriate relief for the claimants in the case of urban land claims in small towns. In the case of Mount Frere the municipality appears to have taken a confrontational approach towards the claimants as witnessed by the number of court cases opened against the claimants. This resulted on a breakdown of trust between the municipality and the claimants. The role of the land claims commission also appears to have contributed to the problems of delayed settlement of the claim. The municipality wants to oppose restoration but the municipality seems to be unaware of section 34 of the Restitution of Land Rights Act. It is argued that there is little focus on the land claims in the rural small towns of the former Bantustans and as such this is retarding development and investment on infrastructure and local economic development. The delayed settlement has also made land invasion and illegal sale of land to be rampant and benefiting individuals and not all the claimants in the process. ▼ This thesis describes the patterns and practices of Communist land reform as it was carried out in Shuangcheng County, outside of Harbin, between 1946 and 1948. I draw on systematic archival data recording almost all events – expropriation, redistribution, violence, execution, and escape – related to land reform in this county’s 500 villages and 80,000 households during these two years. Dozens of Chinese Communist Party (CCP) village work reports, thousands of individual-level records of property expropriation and violence, and tens of thousands of household-level records of property allocation make it possible to describe in detail the CCP’s administrative organization, patterns of land reform implementation, and practices of property redistribution and violence over the full 24 months of land reform in Shuangcheng. Although land reform is a foundational narrative of the People’s Republic of China (PRC) and represents one of the largest redistributions of wealth and power in human history, our understanding of Chinese land reform has hitherto been limited to isolated village narratives. While we know intuitively that land reform was an extremely complex process spread across time and space, this thesis is the first attempt to systematically measure this complexity for a region as large as a single county. I show that these processes were fundamentally different from those described in property-based narratives of communist revolution, including the CCP’s own Marxist interpretations. While previous narratives of land reform emphasize class exploitation based on property ownership, in Shuangcheng land reform was as much about regime change as economic exploitation. Archival land reform records were more likely to identify the targets of land reform as illegitimate power holders – Han traitors, evil gentry, and local bullies – rather than property holders like landlords and rich peasants. By empirically exploring these processes from the ground up, this thesis aspires to be the first step towards a new understanding of modern China originating from a data-driven, archival-based scholarship of discovery.

▼ Since the Chinese Communist Party’s (CCP) founding in 1921, scholars worldwide have examined and discussed the Party’s core policies: land usage rights and hukou system. However, limited analyses have been dedicated to the interrelatedness of these two reforms. Therefore, this paper reviews origins of the CCP’s land reform in rural China starting with the Jiangxi‐Soviet Republic (early 1930s) to developments during the anti‐Japanese struggle (1937-1945) and civil war with the Kuomintang (1945-1949) and investigates a series of land policies post‐1949. Among many impacts, these land reforms have contributed positively to increased governmental control in rural regions but negatively to loss of social equity for rural residents. ❧ Similarly, China’s household registration or Hukou （户口）System, an institution formed to restrict population mobility, contributed positively to the CCP’s central planning but negatively limited rural dwellers' access to state‐sponsored benefits. Variations of hukou‐like residency systems have been institutionalized in China for thousands of years but post‐1949, the CCP’s goal was to track ""targeted people"" and thus prevented anti‐revolutionary movements. An unintended consequence of CCP’s hukou system created the distinction between rural and urban residents. This classification resulted in the uneven economic development between various regions across China as the CCP policies favored urbanites through social benefits. ❧ For the past three decades, China’s leaders have been reforming both land usage rights and hukou system. In 1978, Deng Xiaoping initiated these changes, opened China’s market to the world, and contributed to the country’s unprecedented growth. More recently, in November 2013, Chinese Communist Party’s Third Plenary Session of the eighteenth Central Committee, chaired by President Xi Jinping, marked the thirty‐fifth anniversary of Deng’s previous market reforms. Although the 2013 plenum spoke highly of Deng’s plenum, China’s market was unevenly developed between rural and urban areas. Xi’s administration aimed to address cumulative effect of these reforms while building a harmonious modern socialist country. This paper first examines China’s land policies and hukou system in a historical context, and then discusses various reform impacts, followed by the analyses of Xi’s policy challenges. ▼ The post 1994 land question has been a contentious issue among different political parties, civil society structures, rural social movements and governmental institutions in South Africa. The current disparities in the ownership and distribution of land were caused by the Land Act which was passed during the colonial times. The Land Act resulted in the indigenous people-the majority- owning a small portion of the land in South Africa. After 1994 the government has made efforts to redress these imbalances. However, literature indicates that this has brought little progress and the legacy of colonial dispossession still persists. The Eastern Cape Province is no exception to this. The problem that currently faces the former homeland of Ciskei in the Eastern Cape is the increasing number of people who are becoming impatient with the slow pace of land reform in a democratic South Africa .The problem becomes greater as the South African government post 1994 continues to adhere to liberal policies in dealing with the challenges of the land question. In light of this, this study seeks to investigate the policies and challenges in addressing the of land redistribution in a liberal democracy based on private property. This study follows a qualitative research methodology of data collection comprised of questioners, and interviews. Findings of previous research, studies documentary sources, newspaper reports etc, survey findings of specific questions that relate to this key research question. To investigate the challenges of land redistribution in the liberal democracy of South Africa, a Marxist approach was used. Findings showed that the current land reform in South Africa is not popular with the masses as it employs market related strategy of redistributing land. Findings further revealed that participants believed that little has been done by the government and poor policy implementation is the cause of the low pace in distributing land. [Truncated abstract] The central objective of this thesis is to trace the trajectory of Southern Rhodesia's immigration policies and restrictions between 1890 and 1965, to explore what they reveal about the government's nation-building project and analyse how this project stimulated the development of an imagined white Southern Rhodesian national identity. Between British conquest in 1890 and the announcement of a Unilateral Declaration of Independence (UDI) in 1965, the colony of Southern Rhodesia was developed as a 'white man's country.' During this period the minority white population never exceeded 250 000, yet by UDI this relatively small community had developed a unique, imagined and overarching white national identity. The Southern Rhodesian government was heavily involved in this process and employed immigrant selection processes to ensure that those entering the colony would 'fit' into the existing white community and cultivate rather than challenge the social structure. The colony's immigration laws, migration schemes and practices of inclusion and exclusion therefore provide the historian with a useful lens through which the myth of imperial nation-building and the changing structures of a distinctive, racialised national identity can be examined. Due to the strict selection of men for the Cecil Rhodes's Pioneer Column and the introduction of early restrictive immigration policies, a nascent white national identity first began to emerge in the first three decades of British South African Company (BSAC) rule following the initial conquest of Southern Rhodesia in 1890 until the attainment of Responsible Government in 1923. This emerging national identity had to be imagined and engineered because in reality the white population was disparate and divided; but regardless of the actual inequalities and social rifts that prevailed, the white community and the BSAC government were united behind the common goal of maintaining white supremacy. During the interwar years the new Southern Rhodesian settler government attempted to encourage an increasing number of British migrants to the developing colony but still wanted to ensure that all migrants would assimilate into the white community and thus maintained a restrictive immigration policy. Even so, by the outbreak of World War II, the white settler population was still much smaller than the African majority, and in the post-WWII period it became clear that more British men and women were needed if white supremacy was to be maintained in the face of growing African nationalist opposition and rapid decolonisation...

▼ In 1994 the South African democratic government introduced the Land Reform Programme (LRP), which was aimed at redressing the imbalances of the colonial and apartheid past. The LRP is designed to provide equitable redress to persons and communities that were involuntarily dispossessed of land rights after 19 June 1913, as a result of past racially discriminatory laws and practices. Of the four pillars of the LRP, land restitution is seldom a matter of empirical inquiry. The purpose of this research, inter alia, is to explore the implementation of land claims processing at the KwaZulu-Natal Regional Land Claims Commission (RLCC) from the perspective of project co-ordinators who are front-line researchers and preparers of claim settlement packages for review by the RLCC. The study further inquired into the factors that facilitate or hinder these processes, how the RLCC can assist project co-ordinators to meet target dates, and explored the perceptions of project co-ordinators on the presidentially declared re-opening of the lodgement period for land claims. This qualitative research design entails a case study strategy, is theoretically driven by Lipsky’s (1980) theory of street-level bureaucracy, and is underpinned by the philosophical worldview of social constructivism. Data were collected through semi-structured interviews and focus groups of project co-ordinators, along with documentary evidence. The findings show the complexity of land claims processing implementation, the challenges of meeting target dates, and the opportunities that the RLCC could use to assist project co-ordinators who are liaisons between constitutional imperatives and the citizenry. Whilst the re-opening of lodgement of claims advances land restitution, it also contributes to protracted land claim processing delays in light of budgetary constraints and an ineffective performance management system that demotivates project co-ordinators. Recommendations are made as to how implementation processes can be improved, including the reinstatement of the legally mandated autonomy of the National Commission on the Restitution of Land Rights. ▼ On January 31, 2007, Indonesian President Susilo Bambang Yudhoyono announced a new land redistribution program that was part of the implementation of a land reform policy called Reforma Agraria. The program was to be launched in conjunction with a land registration program as part of a government strategy to eradicate poverty. The launch of the program was a watershed event that had been engineered by the head of the National Land Agency (NLA) in collaboration with agrarian movement activists who had struggled for years for agrarian social justice.The resurgence of land reform policy was fostered through a unique partnership of activists, scholars, and reformist government officials. This new political space for manuever was made possible in 1998 by the end of Suharto's "New Order" which had previously harnessed the bureaucracy, police, and military to control the rural masses through various mechanisms of coercion and consent, while constructing the apparatus for centralizing management and reaping profits from the nation's land and forest resources. The new land redistribution program called the National Agrarian Reform Program (NARP) focused on the redistribution of state lands for the rural poor claiming 8.15 million hectares of state forest land under the jurisdiction of the Ministry of Forestry and another 1.1 million hectares from other state lands under National Land Agency (NLA) authority, and 7.3 million hectares of other "idle lands" under their jurisdiction to be redistributed. When the ambitious program met with considerable political challenge, the NLA quickly reframed the reform as a government sponsored land title legalization, a program that not only better fit with the interests of the existing neoliberal economic growth model, but also allowed the NLA to tout its land title legalization programs as a major contribution to the success of President Yudhoyono's government. This reframing ruptured the NLA's working relationship with agrarian activists, unveiling the processes by which land reform policy in Indonesia is made and unmade. This dissertation examines how land policy processes and agrarian movements in Java, Indonesia, have been mutually constituted through continuous (and ongoing) processes of movement success and movement setback. My research traces how the actors and forces are produced, and how the trajectories and conjunctures at which they meet, enable or constrain them to becoming influential. I explore state-society interactions pertaining to land reform, articulating the multiple and interconnected sites of struggle, and showing how they contribute to the empowering or disempowering of the existing politics governing land access.
