Water quality management is the effort of the community to control the physical, chemical and biological qualities of water. Water quality is mainly controlled by the activities of the community and the hydrological cycle. Usually an effort is made to control only one of the two causes, namely the activities of the community. The Sasolburg industrial complex is the largest of its kind in the Free State and consists mainly of chemical industries. A large proportion of the effluent is returned to the Vaal River via the Sasol sewerage works while some industries have permission to send their effluent to the Taaibosspruit, east of Sasolburg. The most industries let their storm water flow into the Taaibosspruit The option of the location of a monitoring point should determine whether the collected data is representative of the water quality and whether it is useful to observe trends in the water quality. The reliability of the data on water quality is strongly dependent on inter alia, the frequency of monitoring, which is determined by the availibility of staff and funding. By investigating the present monitoring sytem by Rand Water, the Department of Water Affairs and Forestry and the industries through this study it had to be determined whether the functioning of the monitoring network was optimal.Deficiencies like: unmonitored and unauthorised streams; badly contaminated areas which pollute the storm water and; the absence of retention facilities for contamninated storm water were found. Recommendations like: extra monitoring points; retention facilities for storm water and; biomonitoring for combined streams were made. Of great importance is the recommendation for the establishment of a local water quality management body to control the water quality of the water sources in the region.

Previous studies showed that the upper reaches of the Taaibosspruit catchment in the north eastern region of the Free State, contains elevated concentrations of mercury in the sediment. Additional laboratory-based bioaccumulation studies with sediment-dwelling Chironomidae larvae revealed that the mercury was in a bioavailable form, but it was uncertain to what extent this mercury was in the methylated organic form. Therefore, a study to assess the extent of inorganic- and methylmercury contamination in the water and sediment, as well as the uptake of this pollutant by aquatic and aquatic associated biota was undertaken. This study tested the hypothesis that bioaccumulation of mercury occurs in the different trophic levels of the upper reaches of the Taaibosspruit ecosystem. The objectives of this study were to determine the spatial and temporal physico-chemical characteristics of the water and sediment of the Taaibosspruit system; to determine the extent of mercury distribution within the water and sediment of the Taaibosspruit system; to determine the degree of bioaccumulation and possible biomagnification of mercury by the biota from the different trophic levels of the ecosystem in the Taaibosspruit system; to determine the distribution of cadmium, chromium, copper, lead, manganese and uranium within the water and sediment of this system, as well as the degree of bioaccumulation of these metals by invertebrates and fish; and to determine whether the aquatic macroinvertebrate community structures change along the mercury pollution gradient in the Taaibosspruit system. Sampling was done bi-annually at five sites during late high- and late low flow periods. The reference site is situated on a tributary of the Taaibosspruit, which is not directly influenced by discharges from the industrial complex. In situ water quality parameters were determined at each site and the following samples were collected: water, sediment, aquatic rnacroinvertebrates, vertebrates (fish and amphibian species), as well as noninvasive tissue from birds (feathers). The physico-chemical characteristics of the water were determined by measuring the chlorophyll-a concentrations, nutrient levels and suspended solid content. The sediment was analysed for organic content, water content, as well as sediment particle size distribution. The methylmercury concentrations in the water, sediment and biotic components were determined through cold vapour atomic fluorescence spectrometry, whilst inorganic mercury, cadmium, chromium, copper, lead, manganese and uranium concentrations in these samples were determined through inductively coupled plasma mass spectrometry. All analyses were subjected to appropriate quality analysis and quality control procedures. This research was conducted to investigate the causes of construction company failure in the Free State Province, for the reason that there are many risks involved in running a construction company due to the nature of the construction industry. The study focused on four major factors involved in common business failures which are Managerial, Financial, Expansion and Economic environmental factors. The objectives of this research were achieved by means of a questionnaire that was distributed to 120 small and medium contractors in the Free State Province. These contractors were identified in the CIDB website and were listed as expired, suspended or deregistered then randomly selected. 102 questionnaires were received and 6 questionnaires were spoilt which meant that the total workable questionnaires were 96 which was at a return rate of 80%. The data analysis that was used was done by quantitative method. The data gathered include the main four factors (managerial, financial, expansion and economic environment) of the study. Financial factors were found to be amongst the leading causes of company failures, whereby most respondents said that their companies did not have adequate cost and accounting practices and systems in place. Delay in payment from clients was also a amongst the major causes for failure because the respondents said their companies always had cash flow problems and had heavy debts to their suppliers.

▼ ENGLISH SUMMARY : The objective of the research was to determine the extent to which a public service department in the Free State Province exhibits pockets of agile collaboration as praxis. This was done against the supposition that public service organisations are normally characterised by inflexibility, rigidity and formalism. In the knowledge economy, such organisations do not achieve their objectives. Chapter 1 focuses on the research question and rationale. It further centres on the theoretical framework and methodology employed in the study and the significance of undertaking the
study. Chapter 2 gives an overview of the theoretical aspects of collaboration. The chapter further covers definitions of concepts that are central to the research topic. Chapter 3 offers an extensive introduction of the Competing Values Framework (CVF). It deals with the origins of the framework, its composition and its applicability in the study of organisations.
Chapter 4 presents the case study. It also outlines the instrument design process using the CVF as the basis thereof.
Chapter 5 reports on the results of the research based on the analyses conducted on the data collected. Chapter 6 presents the findings and conclusions emanating from the research. It sets out to
demonstrate the connections between theory and practice, and concludes by proposing recommendations for further research.

Wetlands play an extremely important role in the hydrological cycle as well as biodiversity. Until recently, however, wetlands in South Africa have been neglected both in terms of research and monitoring. The lack of knowledge is even greater for the inward draining wetlands, which is better known as pans. Pans are isolated aquatic systems, which are quite shallow and do not have an outlet. Pans receive water from precipitation and surface runoff, and lose water mainly through evaporation. Some pans can be ephemeral (dry up often) and other perennial (dry up only during drought). The little ecological knowledge available is mainly focused on these ephemeral pans. In this present study conducted in the Western Free-State province, study was only focused on the perennial pans in this area. Due to the fact that this province are one of the biggest areas for gold mining in the country, the pans suffer under the impacts, and this results in the alteration of community structures in and around the pan, simplifying food chains which can lead to the collapse of an ecosystem. The aim of the study was to assess the water quality, bioaccumulation of toxicants (metals and pesticides) in sediment and aquatic invertebrate community of perennial pans in the Western Free State Province, mainly because of the lack of literature on pans in these areas. Seventeen pans were selected for the study of which eight were classified as saline eutrophic and nine as alkaline dystrophic. Various physico-chemical and sediment characteristics were assessed in addition to the characterization of the aquatic invertebrate communities. It became clear that there is great difference in the physical-chemical characteristics of the selected pans. The difference in the trophic state was the most clear, with differences in water colour, nutrient concentration and vegetation growth, classifying pans as either saline eutrophic or alkaline dystrophic. These trophic states influence the distribution and richness of aquatic invertebrates in certain pans. Mining activity, urbanization, agricultural activities and sewage runoff into the pan, all affects the pans negatively, there is sighs of water quality degradation as well as changes in the community structure of invertebrates when compared to the reference pans.

▼ This study assesses the challenges confronted by rural women participating in small-scale commercial farming in Tweespruit, a rural town of the Free State Province. A qualitative, descriptive and explorative study was used for the study, and data was collected using focus group discussions during August 2015. The study found that rural women farmers are extremely challenged, as they are inadequately equipped as farmers, and they do not receive adequate aid from government or other entities, to enable them to turn their form of farming from subsistence farming to a more beneficial, commercialized form of farming. As a result, the study made the following recommendations. Firstly, the government should intensify programmes and strategies aimed at assisting rural women involved in farming activities. Secondly, it should also assist these farmers with training, especially in modern farming technologies, so as to grow their business into a commercialized form of farming. Finally, it was recommended that government facilitates these farmers to obtain funding from foreign donors to further grow their business.

for the commercial farming sector; however, if fertilizer suppliers want to focus on the
emerging farmer market segment, they need to understand buying behaviour of
emerging farmers as well as their needs when developing strategies to utilize
opportunities in this developing market. This study aims to do just that by identifying
factors playing an important role in the buying behaviour of emerging farmers in the
Free State when purchasing fertilizer.
This study was conducted in two phases. During phase one, a literature review was
conducted; phase two consisted of an empirical study. Questionnaires were used as a
measuring instrument and were filled out by 32 participants to determine emerging
farmer buying behaviour. Data was analysed by means of descriptive statistics and
correlation analyses. The Coefficient of Cronbach’s Alpha was employed to verify the
validity of the data. The results show that four (4) factors; (i) Service, (ii). Brand, (iii)
Product and (iv). Learning/Psychological factors highly influence emerging farmers’
fertilizer purchase decision.
The study also finally draws recommendations and conclusions for managerial perusal.

▼ The research study focused on assessing the usage of accounting systems by Small Medium Micro Enterprises (SMMEs). The location of the study was SMMEs in Maluti-a-Phofung Local Municipality (MAP LM) in the Eastern part of the Free State province. The objective of the study was to investigate the usage of accounting systems by SMMEs around MAP ML.
The research approach that premised the study was a quantitative methodology, which involved distribution of questionnaires as part of field work to SMMEs in MAP LM area. The questionnaires were analysed through a statistical approach, and further linked back to the problem statement posed to the research study. The area of focus in the SMMEs was the usage of Computerised Accounting Systems which was selected because of its huge impact in the operation of most businesses. Computerised Accounting System forms the core of the business sustainability; it ensures that management is always abreast with information. Various literatures were reviewed regarding the usage of Accounting Systems and computerised accounting systems for SMMEs.
The results provided an interesting outcome to conclude that the accounting systems being used by the SMEs around the MAP area poses less challenges to the operation of the businesses. It can also be concluded from the study that SMMEs around the MAP LM area are using accounting systems that collect and process data accurately and communicate information to the decision makers with no challenges.

▼ The Mining industry in South Africa is viewed as the backbone of the country’s economy, while benefiting from this engine of economic development, its impact on the environment and health has been of a major concern to different stakeholders. The majority of people acknowledge the role of mining in the economy and the country. Others put more emphasis on public health and the environment. The aim of the study was then to assess the impact of environmental pollution and public health on the Sasolburg community from a developmental perspective. The present study can be described as a quantitative descriptive survey that uncovered serious levels of pollution in Sasolburg that had dire health consequences for people involved. The findings of the study indicate that residents live with the constant smell of a variety of chemical pollutants released both by normal production and by periodic incidents. They experience chronic respiratory symptoms, burning eyes, hearing deficiency and skin irritations. The study revealed that environmental pollution consequences affecting residents are inversely related to distance from the mines. The results obtained in this study are evidence that environmental pollution in the Sasolburg area is a definite risk to the health of people living within the surrounding area. Although indicating the need to carry out a comprehensive study, the results call for immediate action to prevent continued public over-exposure to environmental pollution.

Introduction
Teenage pregnancy is a socioeconomic challenge and an important public health problem for communities in South Africa. Considerable research has been done on teenage pregnancy in South Africa but it focused mostly on teenage girls.
Aim of the study
The aim of the study was to explore and describe young males’ perceptions, to identify the roles they play in this phenomenon and to determine the factors that influence their perceptions as well as their practices regarding teenage pregnancy.
Methodology
A qualitative, explorative, descriptive design was used to conduct the study. The study was guided by the Johnson Behavioural Model System. The study population consisted of young males who were studying at the Free State School of Nursing. Data saturation was achieved after interviewing 10 participants.
The four major themes emerged from data obtained were as follows: Theme 1: Perceptions regarding teenage pregnancies, Theme 2: Risk factors leading to teenage pregnancies, Theme 3: Cultural and traditional practices influencing perceptions about teenage pregnancies, Theme 4: Measures to prevent teenage pregnancies. Thematic analysis of data was done.
Results
The findings of this study revealed that young males were not involved in reproductive health programmes aiming to prevent teenage pregnancies. They lacked knowledge regarding the use of, and the available types of contraceptives. Cultural and traditional practices such as misinterpreting circumcision and cultural beliefs, including misconceptions about sexual practices, played a crucial role such as not using contraceptives during sexual intercourse that could lead to teenage pregnancy. This study recommends that young males need to be actively involved in reproductive health.

▼ Since passage of the Americans with Disabilities Act in 1990 the participation rate of students with physical impairments in higher education has remained static or declined. Though a number of potential issues have been identified most research tends to focus on classrooms, building interiors, and technology rather than exterior landscapes and fiscal policies that treat all students the same way. Most studies have also lacked theoretical rigor, relying instead on models of disability and statistics to explain their data, rather than on an extensive body of community based, multidisciplinary studies employing urban theories of space and place. Using space and place theory as a template and critical discourse analysis to examine data collected from two comparable mid-sized Washington
State public universities the author has attempted to expose some of the underlying dominant and minority discourses concerning exterior barriers to inclusion for persons with physical impairments in higher education by placing these issues in historical context while fully encasing them within urban anthropology and contemporary urban studies of architecture, geography, sociology, and disability.

▼ Excavations of Early Later Stone Age sites at Erfkroon in the Western
Free State, South Africa, yielded several partial grinding stones, possibly indicating an increase in the reliance on plant resources and signifying the economic, technological, and social shift from the Middle Stone Age to Later Stone Age. From October to December of 2011, I carried out an ethnobotanical study of economically important native plants used by modern Setswana and Basotho inhabitants of the Western
Free State, South Africa. I interviewed traditional healers and plant sellers in the vicinity of Erfkroon at Ikgomotseng, Bloemfontein, near the former Basotho homeland at Phutaditjhaba and the Basotho Cultural Village. Extant plant knowledge in this region is overwhelmingly Basotho in origin and my investigation of the plants addressed in this study provide one of the only studies on modern plant use in the
Free State and may help decode the composition of prehistoric human diets and plant usage patterns in Southern Africa and how they relate to Stone Age subsistence strategies.

Think tanks are generally described as nonprofit institutions made up of experts who achieve change by offering policy prescriptions to lawmakers and by strategically marketing their ideas in the media. They have been part of the American political landscape since the turn of the 20th century, and there are now hundreds of such organizations across the country. This study was directed to state-based groups on the conservative side of the political spectrum that produce policy research in support of their political philosophy of a limited role for government, free enterprise in the marketplace, and greater individual liberty. The purpose was to examine the effectiveness of state-level, free-market think tanks, using some of the same criteria that have been applied to national think tanks; evaluate their use of nonprofit networks and the types of social capital they generate; and provide new insights into this relationship.

This sector comprises teacher educators and teacher designates, it is on the basis of that, that their views were solicited in this attempt of making proposals for and EE curriculum framework for preservice teachers. These important stakeholders' views and expectations were used in making proposals for this Junior Primary Teachers Diploma (JPTD) EE curriculum framework. Essentially the content of such a curriculum framework should help in enviromnentalizing prospective teachers. The literature reviewed indicated that many countries of the world are engaged in the exercise of institutionalizing EE. This matter is receiving attention globally. Local and overseas initiatives have put EE in the forefront of educational discourse. Even though, there is still a lot of ground to be covered before EE can be viewed as having made significant impact in school systems. Indications are that, globally there is still a shortage of properly trained environmental educators. Colleges of Education in the Free State have to double efforts in addressing this problem_ Visits and interviews with Environmental studies lecturers at three (3) colleges of education in the Free State revealed disturbing inconsistencies. Great care was taken when proposals were made. The dictates and stipulations of outcomes based education (OBE) and curriculum 2005 were carefully considered. The proposals for JPTD EE curriculum framework were grounded on the latest trends in education. Flowing from that, this study views environmental educators as facilitators, not dispensers of knowledge. Learners should be enabled to construct knowledge by thinking and doing. Cross-curricular, interdisciplinary and integrated approach is viewed as critical in this study. Teaching and learning should be viewed from and environmental perspective. The success of the proposed EE curriculum framework for JPTD is dependent on colleges' preparedness to undergo fundamental changes. Management and lecturers have to facilitate this paradigm shift, so that permeation of subjects in the curriculum by EE can be implemented. This context compatible EE curriculum framework allows a large degree of flexibility for the colleges to determine how learners achieve specific and critical outcomes. Continuous assessment (CA) and assessment criteria, which take range statements and performance indicators into consideration, are acceptable. ▼ There are two rabies virus biotypes recognized in
southern Africa namely; the canid and mongoose rabies virus
biotypes. The host vectors of canid rabies biotype in South Africa
are domestic dogs, black-backed jackals and bat-eared foxes,
whereas the mongoose rabies biotype is maintained by the yellow
mongoose. The canid rabies virus was introduced into southern
Africa from Angola (1940s) and spread within the subcontinent,
firmly establishing itself in the domestic dog population in
Zimbabwe (1950s) and South Africa (1960s). Canine rabies became
established in the coastal regions of South Africa (KwaZulu Natal)
in 1976 where it has been problematic ever since. Historical data
demonstrate that canine rabies has spread from KwaZulu Natal into
the north-eastern corner of Lesotho in 1982, spreading throughout
the country and reaching the western border of Lesotho and South
Africa (FS province) in the mid-1980s without penetrating into this
region of South Africa. In contrast, the historical evidence
suggests that mongoose rabies virus existed in southern Africa in
the early 1800s. Mongoose rabies was confirmed in 1928 in South
Africa and since then was consistently diagnosed in the yellow
mongoose with apparent spill over into domestic animals on the
central plateau of South Africa. The FS province was mainly
associated with mongoose rabies; however, recent studies utilizing
antigenic characterization have suggested an increase of the canid
rabies biotype of RABV since the late 1990s, peaking in 2002. The
aim of this investigation was to better understand the molecular
epidemiology of canine rabies in the FS province by establishing
genetic relationships between rabies viruses obtained from FS
province and Lesotho, with the purpose of determining the origin of
canine rabies into the province and the radiation of mongoose
rabies biotype of RABV into dog host. The coding region of
cytoplasmic domain of glycoprotein gene and G-L intergenic region
of 113 rabies viruses from FS province and Lesotho was amplified
and sequenced. It was found that canid rabies virus isolates from
the FS province and those from Lesotho were very closely related
demonstrating a mean nucleotide sequence homology of 99%. This
result indicated a single overlapping epidemiological rabies cycle
between the two regions. The results also confirmed that the spill
over of mongoose rabies virus into dog host does not establish dog
to dog transmission and therefore leads to dead end infection.
Therefore parenteral vaccination of domestic dogs and cats remains
an important priority in any effort to control rabies in these
regions.

▼ ENGLISH ABSTRACT: Orientation: Bullying is a form of counterproductive behaviour that is more subtle and more difficult to detect and that can be instigated by either individual or organisational antecedents.
Research purpose: This study aims to explore bullying in a public hospital, and strives to contribute to the body of knowledge by providing guidance not only to organisational practitioners but also to employees to assist with the formation of policies and procedures to protect employees against bullying.
Motivation for the study: Bullying is currently a substantial phenomenon in schools, and little research exists in South Africa that explains the extent of bullying within organisations. The focus of the study is to explore the possible antecedents and cost of bullying within a public hospital and to provide guidelines for the prevention of bullying behaviour.
Research design, approach and method: The design followed was that of a mixed-method study. First, a quantitative approach was used whereby questionnaires were distributed to 77 participants. The questionnaire consisted of five sections, namely demographic particulars, prevalence of bullying and intervention against bullying, types of bullying, Negative Acts Questionnaire and Work Harassment Scale, and the cost of bullying. Data was then analysed by means of descriptive statistics to determine the sample group with the highest prevalence of bullying. The second approach was a qualitative approach that included conducting an in-depth interview with seven participants who volunteered to be interviewed.
Main findings: The results represented and discussed suggest that bullying is prevalent in the public hospital in the
Free State, and that some of the most prevalent behaviours are that of interrupting someone while they are speaking, belittling someone’s opinion, excessive monitoring of work, or flaunting one’s status or authority. Antecedents such as attitude, job environment, perception, power and language have been identified as possible causes for bullying behaviour. Whereas anxiety, not looking forward to going to work and constantly feeling tired are some of the psychological cost, a high frequency of sick leave indicated the organisational cost of bullying. Practical/managerial implications: Participants suggested the following interventions that can be implemented by the organisation to possibly prevent bullying behaviour: an orientation programme; a policy on how to interact with staff; complying with the language policy; creating a grievance policy; support groups and training with a specific focus on anger management; emotional intelligence, and coping skills. Contribution: While bullying is prevalent and actively combated elsewhere in the world and in local schools, the importance and consequences thereof should still be realised in South African organisations. ▼ Religious believers across the globe have two sets of obligations: the obligation to follow the dictates of their creed and the obligation to obey the law of the
state. Though these obligations often exist in harmony with one another, they come into opposition when conduct mandated under one set of obligations is proscribed under the other. The federal Constitution and all
state constitutions protect the right to practice one’s religion freely, but how durable are these protections in the face of laws that prohibit what believers feel they must do because of religion? This dissertation explores the results of the judicial process Americans pursue when their religious and legal duties come into conflict, and does so in the context of the
state appellate judicial system. It uses multivariate statistical modeling techniques to answer two related questions: (1) what factors predict whether a
free exercise claim will be upheld or rejected in the
state courts, and (2) what factors predict the form of legal test on which judges base their decisions. Legal positivist and legal realist frameworks from the sociology of law are employed to address these research questions. Content analysis of published opinions in the
state appellate court systems from mid-1997 to 2011 was conducted to generate the dataset employed to test hypotheses related to the two research questions. The dissertation finds that claimants in
state appellate
free exercise cases are rarely successful; the vast majority of claims are not upheld by the courts. The dissertation also finds that when judges use legal tests that balance the severity of burdens imposed by the government on religious exercise against the government’s interest in doing so, they are more likely to uphold
free exercise claims than when a rational-basis test is used. Unlike previous studies of
free exercise disputes in the courts, however, the dissertation does not report differences in case outcomes based on the religious affiliations of claimants.

▼ The legacy of the apartheid education system in South
Africa has created many challenges. Some of these challenges
involve the management of public schools. There was a resistance to
change, creating serious managerial problems at many schools which
in turn led to deterioration in the quality of education. The first
post-apartheid government led by former president, Nelson Mandela
and, the subsequent administration led by presidents Thabo Mbeki
and Jacob Zuma have emphasized the centrality of education as part
of the human development strategy for South Africa. The current
administration (Jacob Zuma) has taken this initiative a step
further by giving education peak priority. In order to drive this
initiative, the government has placed Mathematics, Science and
Technology Education on the agenda for the development of scarce in
the Further Education and Training (FET) band of the South African
schooling system. This has led to the introduction of the National
Strategy for Mathematics, Science and Technology Education (NSMSTE)
as a policy option for the development of scarce skills in some
selected schools throughout the nine provinces of South Africa.
This study looks at how the implementation of this policy is
managed in the
Free State province.
Since 1994 the government‘s
attempts to transform education have been stifled by the failures
to translate good policies into sound practices. In describing the
failures of the African National Congress (ANC) led administration
to implement policies, Biko (2013:191) uses an analogy of a failure
to discern the dynamics of competing in a world competitive sport
wherein all countries out-compete each other in the preparation of
their children for the global workforce of the future. Biko
(2013:191), further states that this global workforce does not have
boundaries, it is not hindered by language barriers and it is also
not tolerant of inflexibility. For the future generations, to be
globally competitive, schools must provide quality education. This
requires effective and efficient management.
Like many other
countries, South Africa has made strides in the area of access to
education; quality education remains a major drawback. Mathematics
and Science education is a flag point of every discussion on
quality education. Many university‘s degrees and careers such as
engineering require a good grounding in Mathematics and Science.
Schools in South Africa incessantly produce few passes in
Mathematics and Science. A study that looks into the management
practices of the implementers of national policy on the development
of scarce skills at school level is expedient. This is a Public
Administration study that contributes towards the body of knowledge
in finding the solutions for the school managers to implement
NSMSTE. Although the challenges of managing schools are intricate
and also permeate the broader spectrum of South African schools,
provinces are unique in terms of infrastructure and human capital.

▼ This project assesses the impact of the first fascist power, its ethos and propaganda, on key constituencies of opinion in the Irish
Free State. Accordingly, it explores the attitudes, views and concerns expressed by members of religious organisations; prominent journalists and academics; government officials/supporters and other members of the political class in Ireland, including republican and labour activists. By contextualising Irish responses to Fascist Italy within the wider patterns of cultural, political and ecclesiastical life in the
Free State, the project provides original insights into the configuration of ideology and social forces in post-independence Ireland. The thesis revolves around a number of central themes. These include the validity of the "Fascist Revolution" and the subsequent dictatorship; the ethos of "totalitarianism"; the irredentist aims and ambitions of Italian foreign policy, and the relationship between Catholicism and Fascism. In focusing upon these issues, this thesis illustrates Irish attitudes to such matters as legitimacy and structures of governance; international affairs and order; social harmony and cohesion; and freedom as the concept applies to the individual and
state.

▼ This thesis analyses how the partition of Ireland affected
state social intervention into women?s lives in the Irish
Free State and Northern Ireland. It begins its study with the opening of Stormont, the northern parliament, in 1921 and concludes in 1939 when welfare provision changed drastically with preparations for war. Using legislation as the basis of the investigation, this thesis explores selected welfare provisions directed towards women in each
state and the process through which each
state attempted to implement resulting schemes.
This thesis argues that a paternalistic conservatism was at the core of social policy concerning women north and south of the new border. Consequently, there were many similarities rather than differences in
Free State and Northern Irish legislation, particularly due to the influence of British social policy. These similarities were in part a consequence of a post-partition civil service network between Britain and the two new states. In Northern Ireland, social policy was largely determined by the step-by-step policy, as well as debates about Northern Irish morality. In the
Free State this wider trend of conservatism presented itself in many forms, including adherence to Catholic social and moral teaching, as well as the adoption of legislation from other areas of the Anglo-speaking world. This leads to another main claim of the thesis: it challenges the traditionally held idea that social policy in the
Free State was rooted in Catholic social and moral teaching. In turn, this finding dispels ideas of Irish exceptionalism in social policy. While it is undeniable that the church and Catholic ideology played a large role in the formation of social policy in this period, this can be seen to be part of a wider conservatism that existed at this time. Such a study is essential to understand larger influences on Irish social policy relating to women. Further, this work addresses the gap in knowledge about women, devolution, and social policy in Northern Ireland in the 1920s and 1930s. The thesis? innovative approach of considering the partition of Ireland outside of the traditional lens of unionism, nationalism, and republicanism, offers unique insight into the effect of partition on the lives of women.
Topics to be examined in this thesis are: support for unmarried mothers and their children,
state schemes for widows, divorce legislation, and the marriage bar. These policies were selected because each reflects gendered categorisations of women and what responsibility the
state felt towards these specific, often working-class, women. It will be seen that legislators and the wider public carried specific assumptions about the morality and the place of these women in society. This allows for an interrogation of these ideals, how they translated into law, and what similarities and differences existed in the new Irish states. The significance of

Despite ongoing training provided to healthcare workers (HCWs) on tuberculosis infection prevention and control (TB IPC), at the health institution and implementation of TB IPC precautions, nosocomial TB infection within the hospital persist. The facility’s 2017 Occupational Infection & Needle Prick Report showed the proportions of new nosocomial TB infection cases among HCWs rose steadily from (5.6%) n=2 in 2013/14, (7.8%) n= 4 2015/16 and (9%) n=7, to (11%) n=11 cases in 2017/18. Study findings confirmed high new nosocomial TB infections among HCWs and a likelihood that these cases were usually under- reported meaning the problem of nosocomial TB infection among HCWs was actually bigger than understood at the hospital. In fact during the period of the mini-thesis study (July 2018) alone, three (3) cases of nosocomial TB infections were reported among HCWs (a porter and 2 nurses).

The aim of this study was to explore the factors which are perceived to be contributing to nosocomial TB infection amongst doctors and nurses in a Level 2 referral hospital in the
Free State Province of South Africa.

▼ Pour répondre aux besoins de la miniaturisation des systèmes électroniques nomades, le monde du stockage de l’énergie a dû se réinventer et proposer des solutions innovantes permettant de répondre à ces problématiques. Parmi ces solutions, les microbatteries tout-solide « lithium-free » offrent de nombreux avantages (intégration facilité, aspect sécuritaire), malgré une cyclabilité encore limitée. L’objectif de cette thèse consiste à étudier ces microbatteries LiCoO2/LiPON/Cu, notamment par caractérisation électrochimique, pour en comprendre les mécanismes et proposer des solutions permettant d’en améliorer les performances. L’étude des couches unitaires de ce système a permis d’identifier les propriétés principales de chaque film mince et de connaitre la composition chimique et structurale de ces couches. Puis, la mise en place d’un protocole de charge servant à améliorer considérablement la tenue en cyclage a été décryptée à l’aide de la spectroscopie d’impédance électrochimique et de l’XPS. Ce travail a permis la compréhension fine des mécanismes physico-chimiques présent à chaque étape et de décrire un scénario quant au fonctionnement de ce protocole. Par ailleurs, la compréhension de ces phénomènes a été utile pour proposer des solutions permettant d’augmenter encore la tenue en cyclage des microbatteries Li-Free, pour que celle-ci puisse atteindre une capacité initiale et une cyclabilité équivalente aux microbatteries au lithium métallique, utilisé conventionnellement en microélectronique.
To meet the needs of the miniaturization of mobile electronic systems, the world of energy storage has had to reinvent itself and propose innovative solutions to meet these problems. Among these solutions, all-solid "lithium-free" microbatteries offer many advantages (easy integration, safety aspect), despite their still limited cyclability. The objective of this thesis is to study these LiCoO2/LiPON/Cu microbatteries, in particular by electrochemical characterization, in order to understand their mechanisms and propose solutions to improve their performances. The study of the unit layers of this system made it possible to identify the main properties of each thin film and to know the chemical and structural composition of these layers. Then, the implementation of a charging protocol to significantly improve cycling performance was decoded using electrochemical impedance spectroscopy and XPS. This work allowed the detailed understanding of the physico-chemical mechanisms present at each stage and to describe a scenario as for the operation of this protocol. In addition, understanding these phenomena has been useful in proposing solutions to further increase the cycling resistance of Li-Free microbatteries, so that it can reach an initial capacity and cyclability equivalent to lithium metal microbatteries, used conventionally in microelectronics

▼ Recent developments in neuroscience research, mainly introduced by neuroscientist Karl J. Friston, have resulted in a concept called the Free Energy Principle (FEP). The FEP is a brain theory unifying action, perception and learning. An important observation is that autonomous robots have to perform similar tasks to the human brain. Therefore, these developments are very interesting from a control engineering perspective. A lot of research is going on in the direction of Active Inference (AI), which includes the perception and action parts of the FEP used for filtering and control on physical systems. However, a research gap exists for the theory describing the complex mathematical backbone of perception and learning, called Dynamic Expectation Maximization (DEM). DEM is a parameter estimation algorithm that can be used to perform filtering as well as system identification. This thesis is part of the research aiming to evaluate the performance of DEM as a filtering as well as system identification technique. To be more specific, this thesis considers the filtering part. In general, a filter is meant to derive the states of a system using a system model and sensor measurements. The system model is often not perfect, resulting in process noise, and the sensors provide noisy data, resulting in measurement noise. Many existing filtering techniques, including the conventional Kalman filter, assume these noises to be white. However, the process noise contains unmodelled system dynamics that introduce correlation. Therefore, by definition, the process noise is not white, but coloured. The main advantage of using the DEM filter is the ability to extract information from the correlation in the measurements and the noises to construct a better state estimate. Simulation results in previous work indicated the potential of DEM as a filter. The next step is to prove the usefulness of the DEM filter on a physical system. In order to do so, this thesis describes the design of an experimental setup with a quadrotor Unmanned Aerial Vehicle (UAV) used to evaluate the performance of the DEM filter. The recorded flight data is used to analyze the process and measurement noises. Furthermore, the DEM filter is compared with the conventional Kalman filter. It turns out that for a relatively big subspace of DEM tuning parameters, the DEM filter is able to outperform the Kalman filter, which proves the potential of this filtering algorithm in a practical robotics setting.

No transformation is subtler, yet more explosive, than the mega shift from an industrial to an information society. In an industrial society, the strategic resource is capital whereas in an information society, the strategic resource is information. These mega trends are evident, to a greater or lesser degree, also in South Africa. At the same time, South Africa has to meet the challenges inherent in the transition to participatory democratic government. Crucial in both these global and local challenges is the management of information and public opinion. One of the primary role-players in achieving this is the public relations (PR) practitioner. Effective public relations depends in many ways on achieving the right balance between over-reacting and under-reacting to events in the environment, as they manifest, inter a/ia, in public opinion. The fundamental tool for achieving this balance in managing public opinion is information. This requires that information be utilised in a strategic way to manage the perceptions constituting public opinion. PR practitioners working in the field of political communication in South Africa need to contribute to the establishment of a framework of political communication based on full acceptance of the requirements of a participative democracy. This involves, inter alio, improving access to information and developing efficient two-way communication between decision-makers and stakeholders. The Free State Provincial Government Department of Finance, Expenditure and Economic Affairs identified the need to improve communication with its stakeholders. To achieve this, an appropriate communication strategy and supporting action plans had to be formulated. This communication strategy and action plans formed the point of departure of this study. Of particular importance for this study were the related principles of the systems management approach, the systemic approach to political communication and the two-way symmetric model of public relations. Both the systems management approach (from a public relations perspective) and the systemic approach (from a political communication perspective) emphasise the need to achieve equilibrium within the system by balancing communication input and output. The two-way symmetric model explains public relations as an attempt to adjust the socio-political environment to suit the political principal, as well as to help the political principal adjust to his/her environment. The PR practitioner plays a vital role in assisting his/her principal to achieve equilibrium and to adjust to the environment. A starting point in evaluating whether communication equilibrium has been attained is to evaluate the communication processes in political public relations. ▼ Universities across the world have always endeavoured to develop quality graduates who are competitive throughout the world. In attempt to develop these students, universities have introduced generic skills or graduate attributes that should be taught along with disciplinary skills. Central University of Technology, Free State (CUT) is one of the universities that has developed the generic skills for their students. This study is aimed at determining the extent to which these graduate attributes are integrated into the undergraduate curriculum. For the higher education system to provide quality graduates, curriculum development teaching and assessment practices should be of high quality as well. Teaching and assessment practices should be such that students are encouraged to produce their own knowledge. This can be achieved if teaching and assessment activities are constructively aligned to each other. By aligning assessment and teaching activities constructively students are encouraged to engage in deep learning and thus the quality of students improves. Qualitative research was conducted using CUT as the case. Interviews were conducted with Heads of Department, lecturers and students across eight departments in four faculties. Previous examination papers, the student assessment manuals and study guides were analysed to determine the extent to which graduate attributes were integrated into curriculum The findings of this study indicated that academics treat graduate attributes as outcomes that are disengaged from the course specific outcomes. It was also discovered that academics perceived the integration of graduate attributes as just another added responsibility on top of their overloaded job. This thesis concludes by making recommendations regarding methods of addressing the concerns of academics and students to enhance seamless integration of graduate attributes into the curriculum.

▼ The dry bean (Phaseolus vulgaris L.) is an important
grain legume that is used for human consumption worldwide. In
Africa and other parts of the World, legume diets contribute
tremendously to protein and energy requirements of consumers. Dry
beans provide about 16- 33% protein, dietary fibre (between 14 and
19%), starch, minerals and vitamins. Dry beans have a long storage
life and can be cooked as whole grains, fried or dehulled and
splitted for production of dhal and salads. There is a tremendous
variability in the dry bean varieties. It is believed that consumer
preferences for dry beans are influenced by factors such as seed
size, seed colour, cooking time and flavour. Although, substantial
research has been done on physicochemical properties, description
of sensory properties that differentiate bean varieties
specifically in terms of liked or disliked flavours was lacking.
Sensory evaluation is one of the methods used for evaluating
product quality and it can be used to describe the sensory
properties of a product (i.e. descriptive sensory evaluation) and
determines its acceptability by consumers (i.e. consumer
acceptability or preferences). Physicochemical properties and
descriptive sensory evaluation of six dry bean varieties (Jenny,
Kranskop, PAN 148, AC Calmont, PAN 150 and Mkuzi) from Mpumalanga
(MP) and
Free State (FS) locations of South Africa were determined.
Significant (p<0.05) variety, location as well as location x
variety interaction effects were found for both physicochemical and
sensory properties of beans. Of the six bean varieties, Jenny (FS),
Mkuzi and PAN 148 (MP) beans had relatively long cooking times
(>60 min) using a Mattson Bean Cooker. PAN 150 beans from both
locations were described as bitter, soapy and metallic with a raw
bean flavour. Mkuzi beans were mostly described as having a soapy
mouthfeel. Jenny (MP), Kranskop (MP&FS) were sweet, soft and
with a cooked bean flavour. Consumer sensory evaluation revealed
that beans with sweet, soft and cooked bean flavours were the most
preferred. Beans that took long to cook and those that were
described as bitter, soapy and metallic in the mouth, received low
consumer ratings on a 9-point hedonic scale. The total polyphenol
content of PAN 150 (MP), along with Jenny and AC Calmont from MP
was determined to find out whether the bitterness was associated
with its polyphenol concentration. PAN 150 beans had the lowest
concentration of total polyphenols compared to the two other
varieties, suggesting that factors other than total polyphenol
content caused the bitterness of these beans. A follow up
investigation of mineral profiles in whole bean flour of all six
bean varieties from the two locations was done to find out whether
differences in mineral content e.g. iron (Fe) contributed to
bitterness and metallic mouthfeel of certain beans. Results showed
significant (p< 0.05) variety differences for phosphorous (P)
and significant (p< 0.05) location differences for magnesium

▼ Equine sarcoid was diagnosed in the Cape mountain
zebra (CMZ) population at the Gariep Nature Reserve (GNR) located
in the southern
Free State Province of South Africa in 1996. The
course of the disease outbreak over the period from 1996 to 2003 is
retrospectively described from data gathered during that time. In
total, data from 39 affected animals was gathered during the study
period. The average population size during the outbreak was 69
individuals. The initial prevalence was 9.4% in 1996. When ompared
to the neighbouring domestic horse population, where no cases of
equine sarcoid had been noted, the CMZ population showed a high
prevalence of sarcoid for reasons unknown at the time. To mimic
dynamics in a natural ecosystem with predators, it was decided to
remove sarcoid-affected zebra from the population during 1996 and
1997. No sarcoid cases were seen in 1998 and 1999. After thoroughly
examining the population in 2000, seven new sarcoid cases were
found. Given the endangered status of the CMZ, no further affected
animals were culled and a decision was made to study the disease
more intensively, with emphasis on epidemiology, aetiology,
clinical appearance and pathology, and treatment options as well as
to investigate the genetic status of the population and the
possibility of a genetic predisposition to the development of
equine sarcoid. Prevalence of sarcoid cases in the Gariep CMZ
population increased to 24.7% in 2002. Incidence varied between
4.65-17.6% during the study period with higher incidence rates
recorded towards the second half of the study period. No sexual
predilection was established. Sarcoids were not seen in animals
younger than three years of age. Of the affected individuals, 64.1%
had a single lesion and no animal had more than four lesions.
Sarcoids were mostly of the fibroblastic (57%), verrucose (16%),
and nodular (10%) types or a combination of these. The majority of
lesions in males occurred in the inguinal area (55.17%), whereas
the majority of lesions in females occurred on the head and neck
(41.38%). Because treatment trials were conducted in a number of
affected individuals, there were not many untreated control animals
in which to study the rate of growth of the tumours, but the
average annual increase in lesion size in untreated animals was
found to be as much as 260%, becoming so large as to mechanically
impede movement. During the study period, known sarcoid-related
mortalities numbered four, while nine animals were euthanased for
humane reasons, and ten other animals having been identified once
with sarcoid were not seen again and presumed dead.

▼ Based on a modified perspective of statist domestic institutionalism, which focuses on dynamic and intertwined interstate and intrastate power struggles, I address a theoretical issue of whether globalization signifies the decline of nation-states or whether globalization advances via the agency of nation-states in this dissertation. Empirically, I examine bilateral free trade agreements (FTAs), one of the so-called latest "neoliberal" globalization phenomena. In particular, I investigate two FTAs that Korea has recently concluded, one with Chile in 2003 and the other with the United States in 2007, by focusing on Korea in a comparative perspective vis-à-vis Chile and the United States. I analyze how the processes leading up to the conclusion and implementation of the FTAs materialized in relation to the internal and external forces of the nation-states in question.As for economic regime, I argue that the Korean state, which broke with the developmental state model at a formal institutional level in the mid-1990s, still holds on to the legacy of the developmental state, especially renewed neomercantilism in the case of FTAs. By adopting a new trade policy of FTAs, the Korean state appeared to shift from protectionism to liberalization, as expected by international society in the post-1997 crisis period. However, the adoption of the FTA policy did not signify a genuine neoliberal transformation but the introduction of a new mechanism to continue the practices of the old developmental state, or strategic intervention of the state in the economy, if not as absolutely as in the past.In a larger aspect of economic globalization, I argue that current FTAs signify a resurgence of neomercantilism, not truly complying with the alleged essence of "neoliberalism." Unlike the doctrine of neoliberalism, or the deepening of liberalization and deregulation, states intervene in trade policy in a more proactive and legitimized manner through FTAs. Through political processes of power struggles with their domestic forces as well as with their partner states, states involve in a sector-by-sector decision-making process in actual negotiations and implementation of FTAs, and strongly and intentionally promote exports in particular sectors while tacitly, if not readily, giving up other sectors.
