▼ The main attempt of this thesis project is to make comparison of transportation costs structures between Finland and
Estonia based on statistical data. From that implies following that according to business related approach of the company will be made attempt on research about cost structure difference between Finland and Estonian transportation cost classifications and terms.
The commissioner of research is a company which provides road transport service is Heikkilä Transport Oy.
The scope of the research is the theoretical and methodological issues of the managing the logistics activities inside the company and comparing of legislation policy of road freight transport and cost structure between Finland and
Estonia.
In the process of implementation are used survey methods and the matching methods of organizing across all supply chains of the company, as well as methods of economic and statistical data analysis.
Finally, the realization of this research can bring a positive effect directly on the company efficiency, improve the performance of the business rates and bring more revenue.

▼ Käesolev doktoritöö uurib, millistel alustel formeerus nimetatud aastatel Eesti teatrite repertuaar, millistest lavastustest see koosnes ja milline oli selle dünaamika. Uurimuse aluseks on üldistused ja järeldused, mis on tehtud enam kui kaks ja pool tuhat (2511) lavastust koondava andmebaasi alusel, kuhu on võetud kõik sel perioodil Eesti kutselistes teatrites esietendunud uuslavastused. Doktoritöö keskse meetodina on kasutatud repertuaariuurimust, paigutades lavastuste statistilised näitajad laiemasse teatriloolisse ning ühiskondlikku konteksti. Eesti teatri kahekümne ühe aasta repertuaari on vaadeldud erinevate dominantide kaudu: lavastuse liik, žanr, sihtgrupp, tekstide autorid, päritoluriigid ja kronoloogiline paiknevus. Uurimuse eesmärgiks on otsida ajastut kujundavaid sisemisi jõujooni, mis aitaks kokku panna suuremat pilti selle perioodi Eesti teatri esteetilistest otsingutest ning organisatsioonilistest arengutest.
Aastad 1986-2006 olid Eesti ühiskonnas siirdeajaks, mil oluliselt muutusid nii ühiskondlikud kui kultuurilised paradigmad. Riigikorra vahetumine ja astumine ühest ühiskondlikust formatsioonist teise tõi kaasa kohanemisraskusi, millest Eesti teater väljus küllalt kiiresti, säilitades oma senise teatrivõrgu, külastajate arvu ja mitmed traditsioonid, millele uute tegijate kaudu hakkasid liituma kaasaegse avatud maailma otsingud. Kuigi seda perioodi Eesti teatri ajaloos pole põhjust nimetada murranguliseks, on kindlasti tegu üleminekuperioodina nii esteetilisel, organisatsioonilisel kui ühiskondlikul tasandil. Oluliselt muutub ka teatrite repertuaariplaanide koostamise tava: kui varem oli see toimunud erinevate kontrollivate instantside mõjul, siis muutunud oludes on kogu otsustusõigus läinud teatri kätte. Samas on repertuaarikujundust asunud oluliselt mõjutama turumajanduse mehhanismid.
Uurimuse teoreetilise tugistruktuurina on kasutatud Hollandi kultuuriteoreetiku Hans van Maaneni teost How to Study Art Worlds. On the Societal Functioning of Aesthetic Values (2009). Doktoritöö on osaks mahukamast kollektiivsest uurimusest „Eesti teater 1986-2006”, mis jätkab akadeemilise eesti teatriloo uurimise traditsiooni kahekümne aastaste tsüklitena; This doctoral thesis investigates the basis on which the repertoire of Estonian theatres formed in the given period, the productions this comprised and its dynamics. The research was based on generalisations made and conclusions drawn from a database of 2511 productions including all of the new productions that premiered in professional Estonian theatres during the period under study. The central method of the doctoral thesis is a study of the repertoire in which the statistical indicators of the productions are placed within a broader social context and that of theatre history. ▼ Pea 30 taasiseseisvusaasta jooksul on paljud Eesti ettevõtjad loonud varakogumi, mis oleks tervikliku ja mõistliku haldamise korral piisav, et tagada regulaarne sissetulek nii ettevõtjale enesele kui ka järeltulevatele põlvedele. Samas puudub Eestis praegu optimaalne õiguslik lahendus, mis võimaldaks näiteks pärast ettevõtja surma jätkata äriühingu tegevust, kaitstuna perekonnasisestest lahkhelidest tulenevate probleemide, mõne pereliikme liigse tarbimise või riskijulguse ning võlausaldajate võimalike rünnakute eest. Seetõttu otsivad isikud abi välisriikidest, kus eksisteerivad sobivad õiguslikud lahendused. Tihtipeale kasutatakse selleks välismaiseid trust’e.
Trust-i näol on tegemist süsteemiga, mis võimaldab eraldada isiku vara hulgast esemeid, et tagada nende säilimine ja (eelduslikult tulutoov) valitsemine. Samas on võimalik garanteerida tulud kindlatele isikutele nii, et esemed pole ka nende vara koosseisus ja neil ei ole varaküsimustes otsustusõigust. Lisaks ettevõttega seotud surmapuhustele korraldustele, mida nimetati eespool, kasutatakse trust’e ka näiteks siis, kui soovitakse tagada ajalooliselt suguvõsa omandis olnud kinnisasja säilimine ja selle kasutamise võimalus tulevastele põlvedele. Samuti siis, kui inimene muretseb selle pärast, et ei ole kõrgesse ikka jõudes enam suuteline tegema varalistes küsimustes pädevaid otsuseid, või tal on puudega laps, kes ei ole pärast vanema surma võimeline varalisi otsuseid langetama. Ka saab vanem trust-i abil lükata lapse omanikuks saamist edasi kuni viimase täisikka jõudmiseni või teha korraldusi puhuks, kui on alust arvata, et laps ei ole varalistes küsimustes usaldusväärne ka täisealisena (on narkomaan või hasartmängusõltlane). Keerulisi olukordi põhjustavad ka segased pere- ja paarisuhted, näiteks kui abielulahutuse korral soovib üks vanem varakogumi eraldamise teel kindlustada laste tulevikku, välistades samas teise vanema otsustusõiguse selle vara üle.

▼ Much of the recent scholarly attention has been devoted to the low fertility situation experienced by a growing number of developed countries. In this context, the theoretical framework explicitly incorporating the issues of gender in explanations of low fertility has been gaining notable popularity.
This dissertation is focused primarily on the application of McDonald's theory of gender equity to the fertility context of two post-communist "low" and "very low" fertility countries, namely Poland and
Estonia. Additionally, it tests the relative importance of gender equity at the societal level and the level of the family, contrasts the results of using different operationalizations of gender equity in the family, and compares the effects of gender equity on male and female fertility.
I estimate two sex-specific models for Poland and two-sex specific models for
Estonia, which respectively use three and two independent variables capturing gender equity in different institutions as well as in the family. All the models use intended fertility as the dependent variable operationalized as either the intention to have the second or higher order birth or the number of additional children intended.
The main findings of this dissertation support the gendered explanation of low fertility in Poland and
Estonia. More specifically, they indicate that gender equity in the family significantly increases fertility intentions of Polish men and women and Estonian women but not men. However, in none of the models there is evidence that gender equity in institutions outside the family matters to fertility. All in all, the findings support the gendered approach to fertility.
The results of my dissertation indicate that it is important to pay attention to how we measure gender equity. I observe some variation in the findings depending on how stringent definition of equity is used. Finally, my research suggests that the importance of gender equity for women's fertility might be more universal but it is also not completely irrelevant to the fertility of men.
I conclude this dissertation with a discussion of the implications of my findings and the potential for future development of research in this area.

▼ In response to the 2007 cyber attacks on Estonia's critical cyber infrastructure there have been a wealth of documents produced by Estonian government ministries and the NATO Cooperative Cyber Defence Center of Excellence that address the topic of cyber security. This thesis examines the concept of desecuritization within the Copenhagen School's Securitization Theory and the Estonian discourse on cyber conflict following the 2007 attacks. The overall aim of this thesis is to investigate some of the major public policy documents that were published by the Estonian government ministries and the NATO CCDCOE that address the issue of cyber conflict in order to assess the movement of the discourse generated by the public policy documents towards securitization or desecuritization. Through the methodological approach of discourse analysis, the documents evidenced a general trend towards securitizing movement throughout the examined period of 2008 to 2014. However, based on the theoretical conceptualization of desecuritization and its application to portions of the documents' discourse, the potentiality of desecuritizing movement within Estonian cyber politics was evidenced. As a derivative of the findings in this thesis, a shift in the paradigm for the study of cyber conflict is proposed for future research. In particular, the employment of the desecuritization concept as a tool in which to analyze political discourse is emphasized as an initial step for researchers to alternatively study threat perception and security as it relates to cyber conflict. In addition to this, it is also proposed that the theorization of cyber peace building, as an associated concept to cyber desecuritization, be further analyzed in future research studies.

▼ This dissertation for the Doctor of Musical Arts degree in Composition consists of a fourteen-minute work for flute, clarinet, prepared piano, percussion, violin, violoncello, and four-channel electronic sounds. The work was commissioned by the Third Practice Electroacoustic Festival and Ansembel U:. The quadrophonic electronic element consists of instrumental and hydrophonic field recordings, taken in several Estonian bogs and lakes. Ansembel U first performed the piece: in St. Cloud, Minnesota on November 4, 2015 and later performed in Richmond, Virginia and Tallinn, Estonia.

▼ This paper examines why Baltic countries supply citizenship to dual nationals. Can dual citizens act as supplementary citizens and provide greater benefits than costs to a country? The Baltic countries of Estonia, Latvia, and Lithuania provide a natural study for this question because Latvia has a liberal dual citizenship policy, Lithuania has a moderate dual citizenship policy, and Estonia has a conservative dual citizenship policy. One measured benefit is the amount of remittances a country receives. There is a correlation between more liberal dual citizenship and greater remittances. However, remittances may not be as important for a country that has other avenues of income and greater security concerns. Estonia differs from Latvia and Lithuania in that it benefits from its proximity to Finland and markets itself as an e-country offering e-Residency. Estonia, the country with the lowest population decline and the greatest income has the most conservative dual citizenship policy.

Viienda taseme sõidukeid teadaolevalt veel käibele lastud ei ole, kuid arvatakse, et täielik isejuhtivus lähitulevikus siiski saavutatakse. Isejuhtivad sõidukid peaksid aitama muu hulgas muuta liiklemise ohutumaks ja kättesaadavamaks, ent ei saa välistada, et mõni isejuhtiv sõiduk siiski kedagi kahjustab. Siinkohal tekib küsimus, kes on kohustatud isejuhtiva sõidukiga põhjustatud kahju heastama. Kahju õigusvastase tekitamisega seonduvat reguleerib võlaõigusseadus, mis näeb ette nii süül põhineva deliktilise üldvastutuse, vastutuse suurema ohu allikaga põhjustatud kahju eest (riskivastutuse) kui ka vastutuse puudusega toote põhjustatud kahju eest (tootja vastutus). Ehkki isejuhtivaid sõidukeid veel käibele lastud ei ole, saab neid siiski hüpoteetiliselt olemasolevasse õigusruumi asetada ja püüda hinnata, milliseid probleeme see kahju õigusvastasest tekitamisest tuleneva vastutuse vallas kaasa toob. Doktoritöös uuritakse ka seda, kas, millistel alustel ja kelle vastu saab kannatanu maksma panna süül põhinevale deliktilisele vastutusele, riskivastutusele ja tootja vastutusele tugineva nõude isejuhtiva sõidukiga põhjustatud kahju hüvitamiseks. Samuti analüüsitakse seda, millistel juhtudel tuleks isejuhtiva sõiduki tarkvaras või kasutatavates digitaalsetes teenustes olev viga lugeda sõiduki puuduseks ning kas ja millises ulatuses on põhjendatud arendusriski kaitseklausli alusel isejuhtivate sõidukite tootjate vabastamine vastutusest. Tähelepanu pälvib ka küsimus, kuidas hinnata nende sõidukite käitamisriski suurust ja jagada vastutust isejuhtiva sõiduki osalusel toimunud vastastikuse kahju tekitamise korral, arvestades et kahjuhüvitise vähendamisel ei saa juhi käitumist arvesse võtta.; Self-driving vehicles can be divided into six levels, where Level 0 means no automation and Level 5 means full automation – whereby the vehicle copes with all of the conditions of the traffic environment and a human does not participate in the driving in any way. No Level 5 vehicles have yet been put into circulation, but full automation is expected to be achieved in the near future. Self-driving vehicles should help, among other things, in making traffic safer and increasing mobility, but it cannot be precluded that a self-driving vehicle will harm someone. This leads to the question of who is required to remedy the damage caused by a self-driving vehicle. ▼ Vigastussurmade tõttu kaotatud eluaastate hulk on suurem kui kasvajate ja südamehaiguste tõttu kaotatud eluaastate hulk kokku (Trunkey 1983). WHO andmetel hukkub trauma tõttu maailmas keegi iga kuue sekundi järel (WHO 2015). Vigastussurmade osakaal Eestis on üks Euroopa Liidu kõrgemaid (Eurosafe 2013, 2014, 2016).
Käesoleva doktoritöö eesmärgiks oli uurida raskelt vigastatud patsientide demograafilisi andmeid ja tulemeid Eestis. Raske vigastus on defineeritud maailmas laialdaselt kasutatud Injury Severity Score’ (vigastuse raskuse skoor) alusel.
Raskelt vigastatud haiged suunatakse spetsialiseerunud traumakeskustesse, mida Eestis esindavad Põhja-Eesti Regionaalhaigla ja Tartu Ülikooli Kliinikum. Haigete elulemus oli Eesti traumakeskuste vahel sarnane. Eesti traumasüsteem on ajas oluliselt arenenud, mida peegeldab oluliselt parem elulemus viimastel aastatel võrreldes varasema perioodiga taasiseseisvumise järgselt. Kõige enam vigastussurmasid toimus sündmuskohal, mis näitab ennetuse olulisust. Sagedasim surmapõhjus oli ajuvigastus, millele järgnes veritsussurm. Autoõnnetus oli peamine traumamehhanism vigastussurma korral. Traumade korral esines väga suurel hulgal (51%) patsientidel alkoholijoove, mis näitab vajadust pidevaks riiklikuks alkoholipoliitikaks.; Traumatic deaths contribute to more years of life lost globally compared to cancer and cardiac related deaths combined (Trunkey 1983). It is estimated, that after every six seconds someone deceases secondary to an injury accounting for more than five million trauma related deaths every year (WHO 2015). Injury-related deaths in
Estonia are among highest in the European Union (Eurosafe 2013, 2014, 2016).
The current thesis investigated severely injured patients in
Estonia with severe injury defined per worldwide utilized anatomical score Injury Severity Score. Severely injured patients are admitted to the North
Estonia Medical Centre or Tartu University Hospital representing Level I trauma centers in
Estonia. Outcomes in the management of severely injured patients were similar between Estonian trauma centers. Estonian trauma system has developed significantly in time comparing nineties and recent years. Highest proportion of severely injured patients died on scene showing the importance of prevention. Most frequent cause of death was head injuries followed by bleeding related deaths. Motor-vehicle accidents were the leading mechanism of injury after traumatic deaths. A very high proportion of patients (51%) had a positive blood alcohol level in the moment of death warranting continuous national preventive measures.

Within the globalization of business, international and cross-cultural management has acquired a greater meaning also among management and organization scholars. Consequently, the debate about the conceptualization and meaning of cultural differences has arisen. This thesis sees culture and cultural identity as inductive and discursive. This means that the traditional understanding of cultures and related identities as being rather fixed is questioned.
Cultural identity, culture and otherness are in this thesis looked through the lens offered by post-colonial theory. As the thesis investigates a Finnish organization operating in Estonia, the adaptation of post-colonial theory is believed to offer interesting insights to the identity construction inside the organization in question. Even though colonialization has never been actual, the relationship between the two countries displays the features of a colonial relationship. During its history, Finland has been taken a role as the “big brother” of Estonia and it has been argued that Estonia has been going through cultural “Finlandisation”. Today, however, the situation may have changed and therefore it is interesting to take a look at whether the post-colonial relations have had an effect on the identity construction and perception building between Estonians and Finns in an organizational context.
As the findings indicate, cultural identity of the Estonian employees is constructed in three discourses and in the same way the Finnish managers are constructing their ideas of the Estonians in various discourses. By treating cultural identity as fixed and objective, it would not be possible to reveal its diversity. In addition, when investigating Estonian identity construction and the construction of otherness by Finnish managers, utilization of post-colonial theory reveals that Estonians do not construct their identities based on the post-colonial array, whereas for Finnish managers it has a greater role. Furthermore, the power construction in the organization is also not a fixed, one-way process, but rather a mutual process affected by multiple identity constructions.

▼ After the collapse of the USSR, Estonia, as an independent state, had to deal with a large population of Russian-speaking minorities, who immigrated or were born there during the Soviet times. The Estonian government had to introduce numerous policies and complete its way from a nation-building state to a multicultural one.
The aim of this research was to find out whether the Estonian Integration Program may be related to the multiculturalism policy, on which it was based. In order to do this, theory of liberal multiculturalism by Will Kymlicka was introduced and compared with the current situation in Estonia. Furthermore, this thesis aimed to find out young people’s attitude towards this term. Qualitative content analysis was applied to analyze 10 interviews with the Russian-speaking side and a ‘mini-survey’ of 10 representatives from the Estonian-speaking side. The Estonian mass media was also analyzed to give the additional information on the present setup in the state.
As one of the aims of multiculturalism is to preserve one’s ethnic identity, it was crucial to find out whether Russian-speakers associate themselves with ‘Russians’. Results have shown that the Russian-speaking minority in Estonia has various ethnic identities – strong Russian, insecure Estonian-Russian and Alternative identities. This fact may speak of assimilation process that takes place in Estonia, as the Estonian-speaking youth did not have adjacent identities. In addition, the results of the thesis have shown that Estonians have a less positive attitude towards multiculturalism, as their aim is to preserve their small nation’s culture and language.
As a result, Estonia still has several aspects to consider and implement in order to be fully included into the number of multicultural states. However, progress in adapting multicultural policies has already been observed.

Seni on uurijad ja praktikud sihtkohta käsitlenud eelkõige ajas muutumatu piiritletud geograafilise üksusena, mis sageli põhineb piirkonna kuvandil. Selline paindumatu käsitlus ei sobi tõhusaks sihtkoha juhtimiseks ja arendamiseks, kus investeeringute, turundusmeetmete ja arengusuundade planeerimisel on vaja sihtkohta ajas ja ruumis võimalikult täpselt määratleda. Üheks uueks sihtkohtade analüüsi võimaluseks on teha seda turistide tegelike külastuste põhjal. Info- ja kommunikatsioonitehnoloogia kiire arengu tõttu saab lisaks traditsioonilistele majutus- ja küsitlusandmetele kasutada ka erinevaid asukohainfot sisaldavaid digitaalseid andmeallikaid. Doktoritöös kasutatakse passiivseid mobiilpositsioneerimise andmeid välisturistide külastustest Eestisse. Andmed salvestuvad automaatselt kõne tegemisel või SMS-i saatmisel mobiilioperaatori logides ning nende põhjal on võimalik analüüsida külastuse aega, kestust, ruumilist ulatust ja turisti päritolu. Mobiilpositsioneerimise ja majutusandmete vaheline tugev seos kinnitab mobiiliandmete esinduslikkust. Sihtkohtade detailsemaks analüüsiks uuriti külastuste ruumilist ja ajalist ulatust turistide päritoluriikide lõikes ning tuvastati peamised Eestisse saabumise kohad. Tulemustest nähtub, et sihtkohta on võimalik uurida külastuste parameetrite alusel, misläbi pole sihtkoht enam fikseeritud geograafiline piirkond, vaid ajas ja ruumis muutuv üksus.; Destination is the fundamental unit in tourism research, development and marketing. Most frequently it is seen as a fixed geographical area where tourists go. This static view is not helpful in making adequate management and marketing decisions. Practitioners are mostly interested in who, when and where are visiting the destinations. Thus, in this thesis destinations are analysed based on the movement of visitors. Recent rapid advancements in ICT-based technologies have opened up several new opportunities to collect data about human mobility, including tourists. In this thesis, passive mobile positioning data are used to analyse the movements of foreign tourists’ in
Estonia. Mobile positioning data are automatically collected by mobile network operators for billing purposes and consist of the time and location of call activities (e.g., phone call, SMS) made in
Estonia, and the country of origin of the visitor. The comparison of results derived from mobile data with official accommodation statistics shows a strong correlation. ▼ Eesti pöördus pärast iseseisvuse taastamist (1991) Läände tagasi ühinedes EL-iga (2004) ja OECD-ga (2010). Selle pöörde kontekstis keskendub mu eri sotsioloogia harusid lõimiv doktoritöö õigusriigi põhimõtete rakendamisele Eesti õigus-, siseturvalisus- ja korruptsiooni-poliitikates. Töö põhineb viiele publikatsioonile aastatest 2003-2018.
Töö eesmärk on analüüsida nii teoreetilises kui empiirilises vaates vastuolu õigus(loom)e normide ja ametiisikute käitumise vahel, selgitada teadmistepõhise poliitika/õiguse kujundamise takistusi ja teha lahenduste leidmiseks uuringu- ja poliitikasoovitusi.
Nii poliitika- ja õiguseloome uuringud (I–II, V) kui ka korruptsiooni uuringud (III–IV) aitavad tõendada, kuivõrd ministeeriumid järgivad õigusloome norme mõjude hindamise, viitamise ja kaasamise osas, ning milline on õiguspoliitika suundade (2011) mõju otsustusrutiinidele. Soov on mõista, miks sotsiaalteaduste info on lünklik ja millised eeldused vajavad tugevdamist, et seaduseelnõude mõjusid ühiskonnale, ettevõtetele ja loodusele hinnataks. Olen uurinud neid küsimusi 12 institutsionaalse eelduse, poliitikatsükli 6 etapi ja korruptsiooni sotsiaalse kontrolli 4 dimensiooni kaudu.
Tulemused. Teooriapeatükk hõlmab sotsioloogilisi õiguse, teaduse, demokraatia, riskiühiskonna ja sotsiaalse kontrolli teooriate, samuti poliitökonoomia ja institutsiooniteooria rakendusi. Empiirilised andmed tõendavad edusamme õigusloome mõjude hindamise rutiinides (nt 2009-15 valitsuse ‘õigusloomekuulekuse’ kasv 18%); demokraatia defitsiiti EL-is; õigus- ja siseturvalisuspoliitikate nõrka sidet; positiivseid trende teadmistepõhise õiguspoliitika institutsionaalsetes eeldustes (küsitlused); samuti korruptsiooni kontrolli taseme seoseid poliitilise eliidi, teadlaste, meedia ning vabakonna rollide ja õigusloome rutiinidega.
Kokkuvõttes, kuigi mu uuringud tõendavad positiivseid muutusi, on vastuolu modernsete õigusnormide ja nende täitmise vahel üsna suur - teadmistepõhise õigusloome institutsioonide tugevdamist tuleb jätkata.

Estonia returned to the Western world after the restoration of its independence in 1991 and joined the EU in 2004 and the OECD in 2010. In this context, my dissertation focuses on the institutionalisation of the OECD/EU good governance, the rule of law, and better regulation principles in Estonian legislative, internal security, and anti-corruption policies 2003-2018.
The aim of research is to analyse the gap between the modern rule of law and the social facts of rules recognition and better regulation, to identify problems, and to provide some study and policy recommendations.

▼ Küberkiusamist defineeritakse sageli tavakiusamise definitsioonile tuginedes. Küberkeskkonna eripärasid arvestades on teadlastel tekkinud küsimus, millist rolli mängivad tavakiusamise kriteeriumid küberkiusamise kontekstis ning kas kübermaailmas toimuvat kiusamist võiks iseloomustada lisaks mõned teised keskkonnast tulenevad kriteeriumid, näiteks avalikkus ja anonüümsus. Doktoritöös keskendutaksegi sellele, kuidas õpilased küberkiusamist lähtuvalt varasemas kirjanduses välja pakutud kriteeriumitest (tahtlikkus, korduvus, tasakaalutus võimusuhetes, avalikkus, anonüümsus) ja liikidest (kirjalik-verbaalne küberkiusamine, visuaalne küberkiusamine, tõrjumine, privaatsuse rikkumine) tajuvad ning kas õpilaste vahel esineb soolisi ja vanuselisi erinevusi. Andmeid koguti fookusgrupi intervjuude ja küsimustike abil. Fookusgrupi intervjuudes osalesid 6. ja 9. klassi õpilased. Küsimustikule vastas 336 õpilast vanuses 11 kuni 17 eluaastat. Mõlemas etapis kasutati andmete kogumiseks stsenaariumeid, milles uuritavatele oli kirjeldatud ohvri ja kiusaja vahel toimunud situatsioone, mida võib pidada küberkiusamiseks. Uurimistulemused näitasid, et kirjeldatud situatsiooni küberkiusamiseks nimetamiseks oli õpilaste jaoks olulised kaks kriteeriumit: tasakaalutus võimusuhetes ja anonüümsus. Küberkiusamise liikide puhul oli õpilastel küberkiusamisena lihtsam ära tunda visuaalset küberkiusamist ja privaatsuse rikkumist ning neid liike hindasid õpilased ühtlasi tõsisemaks kui kirjalik-verbaalset küberkiusamist ja tõrjumist. Sooti ja vanuseti nimetati stsenaariumeid küberkiusamiseks üldjoontes samamoodi, erinevused ilmnesid õpilaste tõsidushinnangutes. Poisid tajusid küberkiusamist mitmes aspektis tõsisemana kui tüdrukud ning seda ka kahe küberspetsiifilise kriteeriumi (avalikkus ja anonüümsus) puhul. Vanuseastmete arvestuses ilmnesid erinevused tõsidushinnangutes ühe küberspetsiifilise kriteeriumi, avalikkuse puhul. Noorem vanusegrupp (12–13 eluaastat) tajus avalikkuse kriteeriumit sisaldavaid stsenaariumeid tõsisemalt kui vanem vanusegrupp (15–16 eluaastat). Töö praktiline väärtus seisneb esitatud soovitustes selle kohta, kuidas teemat lastega arutada – mida peaks õpilastega nii koduses kui ka koolikeskkonnas käsitlema, et aidata poistel ja tüdrukutel ning erinevas vanuses õpilastel toime tulla kübersuhtluse eripäradega. Estonia formally gained its independence following years of public protest against the Soviet Union and its policies. In 1987, Soviet plans to expand phosphate mining operations in
Estonia were made public on live television. That year, independence advocates began to incorporate the environmental grievances of protesters, who were concerned with severe and increasing industrial pollution, into underground publications and protest speeches. Protests in 1987 helped lead to the cancellation of Soviet plans to expand open-pit phosphate mining operations in the Rakvere area – an important headwater region in eastern
Estonia. The project’s cancellation by the Soviet government marked a tangible victory for protesters, and mining and pollution-related grievances ostensibly remained a major aspect of the pro-independence agenda for years to come. Yet, despite the Soviet government’s cancellation of the Rakvere project, the Estonian public was not appeased. Although some scholars have indicated that West-influenced environmental rhetoric played a role in the Estonian independence movement’s agenda, my thesis is that nationalistic rhetoric, as propagated in the West by the Estonian American National Council, was more prevalent than environmental concerns, which played a relatively smaller part in the independence movement. Directed content analysis of the Estonian American National Council’s published documents from 1986-1989 yields inconclusive results. However, nationalistic rhetorical themes far outnumber environmental themes throughout the set of documents, suggesting that environmental grievances may have been subordinated to a predominant nationalistic narrative within the documents. Further research could deepen understanding by analyzing a wider set of Estonian and Russian-language documents.

▼ Contemporary musicological analysis of the musical languages and aesthetics of post-Soviet states has largely avoided the effect of independence, political and social integration into the EU, and the unanticipated preponderance of sonic information and exchange on composers working and living in the Baltic States. The diffusion of composers and musicians from the Baltic States in the 1990s and 2000s, the lack of a focal point of artistic contention and backlash after the collapse of the Soviet Union, as well as a social and intellectual realignment toward the EU and Western Europe have all distinctly affected Baltic nations' musical identities. This research examines the development of Estonian music over the period of twenty years, 1991-2011; initially, by comparing compositional processes, musical motives, scoring, harmony, and orchestration techniques of the post-Soviet to the Soviet eras; further, by defining aspects of the native Estonian musical identity as relevant to modern classical music and analysing its integration into concert music; next, by detailing the political effects of such integration, if any, during the Soviet period and their continued relevance since independence; the so-called exodus of Estonian composers into Scandinavia and further afield, the arrival of foreign composers; finally, the social effects of internationalism and the extent of Estonian composers' and audiences' focus on distinctly national versus international traditions within the realm of concert music.

▼ Summary: This thesis utilizes a multi-perspectival cultural and media studies approach analyzing the production, filmic text, and reception of Taarka, the first film about Setos, that is advertised as a (docu)drama. However, the analysis shows that it can also be interpreted as an ethnographic film. It examines which intersecting identities related to Seto women are depicted in the film and whether audiences and critics recognize the power dynamics of these intersections. It also analyses how the Estonian cultural
economic environment, the filmic text, audience comments and critics reviews reinforce or challenge hegemonies connected with these intersections. Drawing on the principles of postcolonial feminism, intersectionality, and other critical theories, the thesis concludes that even though the filmic text challenges traditional gender roles, it still reinforces the Estonians’ one-sided portrayal of an exotic, commodified Seto ethnicity. Moreover, the cultural economic environment and reception of the film also bolster this view of Seto ethnicity.

▼ Mineviku metallitöö kuulub nende valdkondade hulka, mille uurimisel on arheoloogia märkimisväärseks teadmiste allikaks. Minu väitekirja eesmärk on anda peamiselt arheoloogilise leiuainese põhjal uut informatsiooni Eesti metallitöö kohta 7.–17. sajandini. Selle perioodi jooksul toimus nii tehnoloogilisi kui poliitilisi arenguid, millest kõige murrangulisemaks võiks pidada 13. sajandi alguse vallutussõda, mille käigus liideti Eesti alad kristliku Euroopaga. Uute linnade loomisega hakkas siia saabuma ka läänes väljaõppe saanud käsitöölisi, kes tõid kaasa omad töövõtted ja tööriistad.
Põhilise allikana käsitlen metallitööpaiku ja sealt pärinevaid tootmisjääke. Rauatöö uurimiseks on suurema tähelepanu all sepikojad, seal asunud ääsid ja sepistamiseks vajaminev raud. Kohaliku rauasulatuse ja sepikodade laialihajutatud paiknemismustri tõttu säilitas maasepikoda oma rauaaegse ilme 14. sajandini. Eriti suure tähelepanu all on 14.–17. sajandisse dateeritud Käku sepikojaase Saaremaal, kuna sealt tuli 2007.-2014. aastal välitööde käigus välja nelja järjestikuse sepikoja ehitusjäänuseid kui hulgaliselt leide. Juba Käku kõige varasem, 14.–15. sajandisse dateeritud, sepikoda meenutab oma põhiplaanilt ja ääsi ehitusviisilt pigem 14. sajandisse dateeritud Haapsalu linna sepikodasid kui 13.–14. sajandi algusesse dateeritud Paatsa maasepikoda, mis viitab maa ja linnaseppade traditsioonide ühtlustumisest. Metallograafiline analüüs Käku sepikoja rauakangidest andis aga teavet selle kohta, et kuidas käitlesid sepad toorrauda ja taaskasutati terasest tööriistu.
Metallivalu puhul analüüsisin eelkõige metallisulatustiigleid, valamiskulpe ja valuvorme ning neis leiduvaid metallijääke kasutades nii portatiivset spektromeetrit (pXRF) kui skaneerivat elektronmikroskoopi (SEM-EDS). Selgus, et nooremal rauaajal oli nii hõbeda kui tina valamine koondunud linnamägedele ja maalinnadesse. Uuritud tiiglikatketest sisaldas 27% hõbeda jääke, mis näitab, et hõbedavalu oli laialt levinud. Peale ristisõda ning uute linnade rajamist asendas linnades tehtud metallivalu varasemalt linnamägedel ja maalinnades tehtud käsitöö. Linnadesse tuuakse ka imporditud tiigleid, kus muude jääkide hulgas on puhta kulla valamise jäägid, mis on kontrastiks rauaaegsele metallivalule.; Archaeology can contribute greatly to our understanding of past metalworking. The main goal of this thesis is to provide new information on Estonian metalworking between the 7th–17th centuries, based on archaeological sources. During this period there were political changes and technological developments that impacted Estonian society. The most important event was the 13th century crusade, after which

Estonia with the founding of new towns, bringing new techniques and tools as they came.

▼ This thesis examines the relationship between language and political participation in the study of minority representation in
Estonia and Latvia. The differences between the levels of
mobilisation of ethnic Russians in
Estonia and Latvia present a puzzle that has yet to be explained. Language is a factor that has traditionally been ignored by scholars of political participation. However, this thesis argues that it is key to understanding different patterns of
minority representation in
Estonia and Latvia. This thesis argues that the higher level of titular language proficiency among Russian minorities in Latvia has given them a distinct advantage over Russian minorities in
Estonia. This is because government legislation affords
the titular languages an elevated status in both countries. No such concessions are made for minority languages such as Russian. Firstly, this thesis explains why the Russian minorities in
the two countries have different levels of titular language proficiency. Secondly, it reveals why language proficiency is a necessity for those who wish to participate in parliamentary
politics. It uses a wide range of government legislation including citizenship laws, constitutions and language laws to demonstrate that linguistic proficiency is not only required
for citizenship, but also for participation in parliamentary politics. This thesis ultimately reveals that the introduction of just one official language in two countries with such large
minority groups has served to automatically disadvantage a significant proportion of the population from participating in politics and that differences between the two counties are
likely to remain for some time unless Russian is introduced as a second official language.

▼ This paper examines the role of the national song festivals in the Estonian independence movement during the years 1987-1991. Drawing from theory on social movements, collective action, nationalism, identity formation, collective memory, musicology, and festival studies, I argue that the song festivals created the atmosphere of mass confidence, euphoria, safety, and solidarity that propelled the Estonian people to demand independence from the Soviet Union. I take a cognitive, individual-based perspective of the political events to emphasize the significance of micro-level explanation of political protest and participation. This research was informed by qualitative interviews with native Estonians and contemporary publications of
The Current Digest of the Soviet Press. Analysis of the song festivals in the context of theory on nation-building and collective action, supplemented by qualitative materials, suggests that the festivals played a much larger role in the movement than most of the literature acknowledges. My findings reinforce the need for cognitive, individual-level research to explain processes of political mobilization.

▼ Tekstidest arusaamine võimaldab omandada uusi teadmisi ja igapäevaelus edukalt hakkama saada. Tekstimõistmine on mitmetasandiline ja sisaldab paljude omavahel seotud komponentide ja protsesside samaaegset kasutamist. Selleks, et jälgida õpilaste arengut tekstimõistmise eri oskustes, võib jaotada tekstimõistmise kolmele tasandile: sõnasõnalisele, järeldavale ja hindavale. Tekstimõistmine järeldaval ja hindaval tasandil eeldab lugejalt tekstimõistmise strateegiate kasutamist, mida on tarvis õpilastele enamasti lugemistundides õpetada. Siinses doktoritöös uuriti, kuivõrd eesti keele taseme- ja eksamitööde tekstimõistmise ülesanded mõõdavad õpilaste loetust arusaamist eri tasanditel, ning töötati välja sekkumisprogramm tekstimõistmise strateegiate õpetamiseks emakeeletundides. Uuringust ilmnes, et üleriigilised hindamisvahendid sisaldavad palju õpilaste faktiteadmisi kontrollivaid ülesandeid ning vähe pööratakse tähelepanu hindava tasandi tekstimõistmise mõõtmisele. Lisaks selgus, et sama klassi ülesannete tasandiline jaotus oli aastati erinev, näiteks keskenduti ühel aastal peamiselt sõnasõnalise tasandi, kuid järgneval aastal järeldava tasandi ülesannetele. Tekstimõistmise ülesannete tasandilist jaotust arvestati sekkumisprogrammi koostamisel. Selle programmi efektiivsuse kontrollimisel selgus, et tekstimõistmise strateegiate õpetamine suurendas oluliselt õpilaste sõnavara ja tekstimõistmist sõnasõnalisel, järeldaval ja hindaval tasandil. Seevastu kontrollrühmas, kus strateegiaid ei õpetatud, arenes olulisel määral vaid õpilaste sõnasõnalise tekstimõistmise oskus. Doktoritöö tulemused toovad välja vajaduse muuta üleriigiliste hindamisvahendite koostamise põhimõtteid kooskõlas tekstimõistmise teooriatega. Lisaks kinnitavad tulemused tekstimõistmise strateegiate olulisust tekstimõistmise arendamisel. Sel põhjusel tuleks lisada strateegiate õpetamine riiklikku õppekavva ning emakeeletundidesse ning pakkuda õpetajatele teadmisi sellest, kuidas tekstimõistmise strateegiaid õpilastele eesmärgipäraselt õpetada; Text comprehension enables to convey knowledge in school setting and in every-day life. Text comprehension involves a full range of interactively working processes and components to understand texts at various levels. To have an overview of students’ proficiency in these processes, the text comprehension can be transferred to the three levels: literal, inferential and evaluative. The processes at inferential and evaluative levels rely on various comprehension strategies that should be explicitly taught in reading lessons. In this doctoral study the comprehension levels among the text comprehension tasks in the national standard-determining tests were examined, and an intervention program for teaching comprehension strategies was developed. It appeared that national assessments tended to include too many literal-level tasks and few tasks at evaluative comprehension level. ▼ An online survey conducted among participants in the US (n=248) and
Estonia (n=225) examined willingness to disclose and perceived risks pertaining to disclosing personally identifying information (PII, also referred to as personal data in Europe) in ecommerce, as well as attitude toward disclosure in general, and anxiety disclosing personal data. Additionally, the study investigated how willingness to disclose and perceived risk of disclosing personal data were affected by demographic variables, trust in the Internet and trust in institutions, the Big Five personality dimensions found in the psychology literature (neuroticism, openness, agreeableness, conscientiousness, and extraversion), and four sets of perceived shopping benefits (opportunity benefits, bargain benefits, purchase benefits, and expected privacy benefits). Despite
Estonia's advanced adoption and progressive policies and practices toward the Internet, Americans were more willing to disclose, exhibited more positive attitudes, demonstrated less anxiety, and were less concerned about perceived risks. For Estonians, ecommerce experience, perceived purchase benefits, and trust in the Internet and institutions were significant predictors of willingness to disclose personal data. Americans who perceived purchase benefits were found to be the most likely to disclose PII, while Americans with lower levels of education were also more willing to disclose. The study utilized a 17-item list of potential disclosure items (name, email address, etc.) and showed these can be categorized reliably into six sub-indices: contact information, payment information, life history information, financial/medical information, work-related information, and online account information. Further, a reliable efficient, 20-item scale was developed that can be deployed in future studies investigating the Big Five personality traits. Online disclosure consciousness (ODC) was introduced as a framework to conceptualize and empirically measure the gap between one's willingness to disclose and perceived risk pertaining to the overall 17-item index used in the study, the sub-indices, and particular items. Using 7-point Likert-type measures, the results showed significant gaps among participants both within and across nations. A 5-scenario online disclosure consciousness model is presented to explain the tradeoffs involved in making a disclosure decision, with absolute willingness to disclose and absolute perceived risk on the two extremes and theoretical midpoint where the two competing motivations cancel themselves out. Changes in a person's position along the continuum are posited to be influenced by marketers' initiatives, personal experiences, and external factors. Implications for theory, consumers, marketing practice, and public policy are discussed. The findings suggest that willingness to disclose and risk aversion can and should be analyzed empirically together. visų pirma analizuojamos tautinius judėjimus nagrinėjančios
teorinės kryptys bei siekiama nustatyti, kaip vystėsi tautiniai
judėjimai Lietuvoje ir Estijoje nuo XIX a. iki 1918 metų. Teorinėje
dalyje teigiama tautinius judėjimus esant tarp susikertančių trijų
dimensijų: socialinio judėjimo, nacionalizmo bei tautinio
kolektyvinio veikimo. Šios dimensijos aptariamos atskirai,
aptariamos skirtingos nacionalizmo, tautinio identiteto kilmės
teorijos. Daroma išvada, jog tautinius judėjimus gali mobilizuoti
etninė priklausomybė tam tikrai tautinei grupei, bet taip pat
etniniai judėjimai gali būti ir naujų suverenių teritorijų
atsiradimo pasekmė. Siekiant surasti galimus naujus požiūrio į
tautinius judėjimus taškus – apžvelgiamos pagrindinės teorijos,
analizuojančios tautinių judėjimų klausimą, susintetinamos keturios
pagrindinės dimensijos tolimesniam darbo tyrimui:
kultūrinė/socialinė; ekonominė; vidaus politikos bei tarptautinė –
iškeliami kiekvienai dimensijai esminiai klausimai. Antroje darbo
dalyje analizuojami Lietuvos ir Estijos tautiniai judėjimai.
Pradžioje apžvelgiamas istorinis kontekstas iki XIX amžiaus, vėliau
analizuojamas periodas suskaidomas į tris smukesnius periodus,
analizuojamus teorinėje dalyje išskirtomis dimensijomis. Darbo
eigoje nustatomas esminis vokiečių ir estų antagonizmo poveikis
formuojantis estų tautiniam judėjimui, aptariamos lietuviško
identiteto dvilypumo problemos – etninis identitetas prieš

Study aims at two parallel goals. The first
part of the study focus on theories analysing national movements.
The second part consists of comparative analysis of Lithuanian and
Estonian national movements from XIX century up to the year 1918.
In theoretical part research argues that national movements are in
the intersection of social movements, ethnic collective action and
nationalism. Each of these dimensions are studied separately, also
different origins of nationalism national identity are discussed.
Statement is made that national identity can be formed on ethnic
bases, but also it is possible for national identity to be formed
out of sovereignty of certain territories. The main aim of the
research focuses on finding new approaches to the national movement
studies, therefore most important theoretical frames are examined.
Following analysis four dimensions are synthesized in order to be
used in the empirical part of the research. Dimensions are:
social/cultural; economical; internal politics; international
system – each of these dimensions are characterized by some
specific questions. Second part of the study analyses Lithuanian
and Estonian national movements. At first historical context is
determined, later on whole period of the study is divide in to
three part, and each is analysed through four main dimensions. The

Politologo G.E. Isakssono teorijoje pateikiami trys parlamentinio
valdymo kriterijai - daugumos, santykinės daugumos ir rinkimų
laimėjimo, kuriais vadovaujantis suformuotas parlamentinis valdymas
geriausiai atspindėtų rinkėjų išreikštą pasirinkimą, taip sudaryta
parlamentinė sistema būtų optimaliai sėkmingiausia. Tačiau teorija
nutolsta nuo praktikos, kas ir steigia darbo problemą – šių
kriterijų taikomumo paiešką Lietuvos ir Estijos parlamentinio
valdymo formavime. Tyrimo objektas, tai yra konkretus darbo
atskaitos taškas, yra parlamentinio valdymo kriterijų pritaikomumas
formuojant parlamentines Lietuvos ir Estijos valdžias. Magistrinio
darbo tikslas – ištirti suformuotas Lietuvos ir Estijos
parlamentines valdžias pagal daugumos, santykinės daugumos ir
rinkimų laimėjimo kriterijus. Šį tikslą realizuoti padeda išsikelti
uždaviniai, pagrindiniai iš jų: palyginti Lietuvos ir Estijos
parlamentiniame valdyme aptinkamą parlamentinio valdymo kriterijų

The topic of Master paper is ‘Parliamentary
Government Formation in Lithuania and Estonia: Comparative
Analysis‘. When talking about parliamentary government formation,
parliamentary doctrine criteria are often mentioned. Three of these
principles are discussed here: those of majority, plurality and
electoral gain. The more these principles are taken into account
the more successful the parliamentary system is assumed to be; or,
the more they are carried out, the closer to a situation of optimal
parliamentary government the political system gets. The object of
research is the implementation of parliamentary doctrine criteria
in Lithuania and Estonia parliamentary government formation. The
purpose of Master paper is to make a survey of majority, plurality
and electoral gain principles implementation in Lithuania and
Estonia parliamentary government. Our tasks help us to make the
survey: one of task is to compare Lithuania and Estonia
parliamentary government according to these parliamentary doctrine
criteria. The second one is to find the relationship between party
system (which is measured by fragmentation, aggregation, effective
party number end electoral volatility) and our mentioned criteria.
The third task is to find how majority, plurality and electoral
gain principles implementation affect parliamentary government

▼ Tämä Pro Gradu -tutkielma koostuu kahdesta osasta. Ensimmäisenä osana on hoitotieteelliseen julkaisuun julkaisuharkintaan lähetetty artikkelikäsikirjoitus. (Wathén E, Koivula M, Hunt A, Moik E, Nool I & Tupits M.) Tutkimuksen tarkoituksena oli selvittää millainen on virolaisten rintasyöpäpotilaiden elämänlaatu ja mitkä tekijät ovat yhteydessä elämänlaatuun. Aineisto kerättiin Virossa Põhja-Eestin sairaalassa vuonna 2014. Tutkimukseen osallistui 105 potilasta ja vastausprosentti oli 78%. Elämänlaadun mittarina käytettiin Functional Assessment of Cancer Therapy -breast cancer (FACT-B) -mittaria. Tutkimusaineisto analysoitiin tilastollisin menetelmin.
Tämä tutkimus on poikkileikkaustutkimus kuvaten virolaisten rintasyöpäpotilaiden elämänlaatua hoitojen ollessa käynnissä. Virossa rintasyöpäpotilaiden kokonaiselämänlaatu oli kohtalainen, mutta huonompi kuin muissa maissa samalla mittarilla tehdyissä tutkimuksissa. Potilaan äidinkieli, asuinpaikka, koulutus ja parisuhdetilanne olivat yhteydessä kokonaiselämänlaatuun. Vironkielisillä, taajamassa tai maaseudulla asuvilla, ammattikoulun tai korkeakoulututkinnon suorittaneilla ja parisuhteessa olevilla oli parempi kokonaiselämänlaatu. Tutkimuksen tuloksia voidaan hyödyntää rintasyöpäpotilaiden hoidon kehittämisessä Virossa.
Pro Gradu -tutkielman toinen osa käsittelee tutkimuksen tekoa kansainvälisessä työryhmässä ja siinä on tarkasteltu tutkimuksen suunnittelu-, toteutus- ja raportointivaihetta. Tutkimus on osa laajempaa tutkimus- ja opetusyhteistyöhanketta, jossa yhtenä tavoitteena on hoitotieteellisen tutkimuksen vahvistuminen Virossa.Tutkimus toteutettiin yhteistyössä Tampereen yliopiston, Tallinnan terveydenhuoltokorkeakoulun ja Põhja-Eestin sairaalan kanssa.Tutkimusta varten haettiin luvat Põhja-Eestin sairaalalta ja Tallinnan lääketieteellisen tutkimuksen eettiseltä komitealta.
Tutkimusryhmässä kielinä käytettiin viroa, englantia ja suomea. Tutkimuksen onnistumisen kannalta olivat erittäin tärkeässä asemassa tutkimusryhmän virolaiset jäsenet, jotka tunsivat kulttuurin, kielen sekä terveydenhuoltojärjestelmän. Tutkimuksen luotettavuutta lisää se, että tutkimuksessa käytettiin tunnettua ja paljon käytettyä mittaria. Mittari on todettu tässä tutkimuksessa sekä aiemmissa tutkimuksissa sisäisesti johdonmukaiseksi. Mittarin validiteetti ja sensitiivisyys on myös todettu muissa tutkimuksissa hyväksi. Tutkimuksen otos edustaa melko hyvin virolaisia rintasyöpäpotilaita. Tutkimuksen teossa noudatettiin hyvää tieteellistä käytäntöä.
Tutkimuksen tuloksia on julkaistu virolaisessa sairaanhoitajien ammattilehdessä. Tutkimuksen tulokset on esitelty suullisesti Põhja-Eestin sairaalassa, Tallinnan terveydenhuoltokorkeakoulussa sekä Suomessa kansallisessa hoitotieteen konferenssissa vuonna 2016.

▼ Several studies have been published postulating the emergence of the post-modern research system, the research system in transition and the new production of knowledge (Cozzens et al. 1990, Rip and van der Meulen 1996, Gibbons et al. 1994). However, these studies have been largely concerned with the gradual transformation of well-established research systems of Western industrialised countries. The radical transformations of the research systems of Central and Eastern European countries (CEE), following the collapse of the communist regime at the beginning of the 1990s, have attracted a smaller number of scholars (Balazs et al. 1995; Schimank 1995; Radosevic 1999; Dyker and Radosevic 1999, 2000). Prior to this, the developments in scientific organisation have been considered to be either an issue of evolution (in advanced or industrialised countries) or, as in the case of developing countries - a development issue. However, the research/innovation systems of CEE in the 1990s were neither underdeveloped, nor following the pattern of evolution of other industrialised countries, but were forced to change as a consequence of changes in the political and economic order. Furthermore, eighteen years after the fall of the communist regime, the research systems of CEE have developed at different rates, along different trajectories, despite similar preconditions for change. Taking into account the aforementioned considerations, the study investigates two research systems in transition, those of Latvia and Estonia, which along with the Czech Republic have initiated the most radical reorganisation of their research systems. The choice of countries is based on the realisation that despite, at first glance, similar pre-conditions for change, as well as similar demographic factors, political and economic systems, and institutional structures of scientific organisation (which makes these countries easily comparable); these systems appear to have evolved along different trajectories. Clear differences are seen in terms of total state funding allocated for research, as well as contributions from the private sector, R&D intensity, research output in terms of publication, citation rates and patents, collaborative projects and publications (Kristapsons, Martinson and Dagyte 2003). Based on these indicators, Estonia precedes Latvia on all counts; possible explanations for this are the diversified funding mechanisms available, and the multitude of assessments of research and development on the basis of which policies were formed (Kristapsons, Martinson and Dagyte 2003).In view of the overall goal of explaining different rates/paths of development of similarly positioned national research systems, the purpose of the study is twofold. ▼ The transition from having been under another country’s control to becoming a democratic country can, many times, pose difficulties, which has proven itself to be quite common. Estonia and Moldova’s processes towards a democratic regime are two examples of countries with varied success in the final transition phase. When the USSR (Soviet union) fell and collapsed in 1991 Estonia was well on their way from having a communistic ruling to a democratic one due to the fact that their democratic work had already begun a few years prior to 1991. After the collapse Estonia continued with their democratic work and in 2004 the country became a EU member state. Moldova, compared to Estonia, had grave difficulties early on with their democratic work. The country was separated in 1992 and, as a result, the government did not have control over the entire country. Due to this the state of law did not extend over the entire country, which made it difficult for the government to continue with their democratic work. To succeed with consolidation there has to exist positive attitudes and a desire to follow the democratic rules, which did exist in Estonia however, in Moldova, it was lacking. The purpose of this investigation is to discover the causes behind the two countries’ success with democracy, or the lack off, as well as, from a consolidation perspective, investigating into why Estonia and not Moldova was able to establish a stable democracy. The results show that the five consolidation aspects, which were analyzed in this investigation, carry the responsibilities behind the success of the countries’ democratic processes and also, the reason for why democracy thrived in Estonia and not in Moldova. The consolidation viewpoint show that the Moldovan republic had a difficult time succeeding with democracy due to the country’s separation as well as their nationality crisis. The viewpoint also shows how Estonia early on had its people’s positive attitudes supporting them, which made it easier to implement different economical, political and social reforms.
