diplomacy is considered by many to be the
fourth pillar of foreign policy, together with political, economic
and military
diplomacy. It is widely practiced by states today, yet
it is ill-defined, under-theorised and often undervalued as an
instrument of foreign policy. In the aftermath of the 11 September
2001 terror attacks on the United States of America there is a
renewed interest in the theory and practice of cultural
diplomacy
as an instrument to build strong international relations, foster
effective (diplomatic) channels of communication between nations,
and exert influence in the global arena. As a manifestation of this
renewed interest, South Africa recently announced its intent to
develop a cultural
diplomacy policy. The study proposes that global
best practices offers lessons for South Africa, and that building
blocks for the development of a South African cultural
diplomacy
policy already exist.
The theoretical limitations and range of
application of cultural
diplomacy informed the primary research
question: Given current thinking on cultural
diplomacy and drawing
on best practices globally what would be the critical components in
designing a cultural
diplomacy policy for South Africa? Three
aspects informed the response; the trend in scholarly writing
including the 5-element adapted model of Gienow-Hecht &
Donfried recognising cultural
diplomacy as a key instrument of
foreign policy; secondly an overview of best practices in cultural
diplomacy globally reflecting a diversity of approaches and
institutions; and thirdly, the South African context demonstrating
the existing building blocks of a cultural
diplomacy policy.
A
reflection on the origins and elements of cultural
diplomacy as
practiced by different states responded to the secondary research
question: What is the current understanding of global trends in
cultural
diplomacy? The trends indicate an expansion, greater
formalisation and publicising of cultural
diplomacy, as an
increasingly recognised instrument of foreign policy. Considering
the links between cultural
diplomacy and other forms of ‘soft
power’ responded to a further secondary research question; How is
cultural
diplomacy distinct and differentiated from, or linked to
public
diplomacy and soft power tools of foreign policy? Evidence
revealed cultural
diplomacy differs substantively from other ‘soft
power’ tools in its aim, audience and content, but they may be used
in unison or to support each other. Uniquely cultural
diplomacy
embraces the national cultural character at the centre thereof, as
manifested dualistically through art works, performances, literary
works, music, drama, poetry and dance, but also though identity,
language, values, beliefs and behaviour.
In the South African
case study, two further secondary research questions were
considered: What is the recent historical and post-1994 South
African context and thinking that informs the development of a
cultural
diplomacy policy for South Africa?; and, What role is
there for non-state actors in shaping…

▼ In January 2010, U.S. Secretary of State Hillary Rodham Clinton confidentially sent a diplomatic cable to the international community. In it, she sought "to secure the cooperation of" concerned recipients with America's strategy for dissuading Iran from developing nuclear weapons. This thesis implements the Performative Traditions approach while retrieving the political and historical dynamics which best contextualize Clinton's effort. Given former president George W. Bush's tragic misconstruction of the Iraq WMD threat, and the subsequently restrictive expectations of American foreign policy, Clinton summons a number of the traditional rhetorical devices associated with Woodrow Wilson's notion of collective security; although her cable appears simple, almost neutral, she employs an idiom of internationalism, dually voiced from objective and leadership perspectives, within a temporal structure which preserves strategic flexibility while naturalizing U.S. hegemony. The risks commonly associated with the spread of nuclear weapons and pressing questions about America's increasingly sketch reputation bestow importance on this particular address, suggesting its preeminence among those American diplomatic communications which were "wiki-leaked."

▼ The study examines leader effects in the context of public
diplomacy. More specifically, it focuses on the role that leaders' personalities and policies play in shaping the images of the countries they lead. In a 2x2 experiment, participants were exposed to media articles that focused on a leader's personality (competence, leadership skills, integrity, and physical attractiveness, positively vs. negatively framed) and the leader's policy initiatives (positively vs. negatively framed). Results suggest that both personality attributes and policies impact country image. Personality attributes influenced the cognitive aspect of country image (beliefs about the country's governance and values), whereas policies had an impact on both cognitive and evaluative aspects (likeability, admiration). Moreover, when policies were viewed positively, the leader's personality traits were viewed more positively, suggesting both a direct and a mediated impact of policies on country image. Finally, the study found that physical attractiveness of a leader had an indirect impact on country image - a more attractive leader was seen as possessing stronger personality traits that were important for political performance thus providing the evidence of the halo effect of attractiveness in the context of international relations. ▼ The goal of my thesis project is to write a booklet of case studies in Peace and
Diplomacy in order to teach my students that throughout history there have been and continue to be effective non-violent methods to solving conflict. For my thesis project I will be providing an introduction to non-violent change commenting on some prominent and interesting examples. I will then analyze 2 case studies from history - Northern Ireland's peace process and the U.S. Civil Rights movement. Finally, I will analyze a recent case study of a peace that could have been (the Iraq War). All sections will have questions and activities attached for student engagement and I have aligned the content and assessments of each chapter/case study to Common Core State Standards. ii In high school classrooms, the U.S. and World History curriculum is dominated by war and conflict. My thought is, what if students studied peace movements? Wouldn’t they be more attuned to advocating for non-violent solutions as future leaders? Furthermore, don’t our youth deserve to know these heroic stories of leaders who risked their lives to save many more lives? What follows is a culmination of this vision.

▼ In this thesis the ways in which power is shaped in the Arctic among the ‘Arctic five’ states are analyzed. It is argued that the Arctic is a multipolar region, in which Russia is the most dominant and other actors adopt strategies towards Russia such as soft balancing, bandwagoning, and appeasement. The thesis shows that traditional conceptions of power do not apply unequivocally to the Arctic region, because it is hard to control effectively due to its unique geographical composition.
Power in the Arctic is based on the recognition of sovereign rights over an area, which will give states economic opportunities (control over waterways and resources) in the future due to melting ice. The ideal of permanence underlying modern sovereignty is absent in the changing Arctic, and sovereign rights for exploitation of an area do not give states actual sovereignty. Sovereignty disputes are therefore often unclear and create interesting power dynamics. They are resolved through institutional procedures based on international law and political geography, yet states have opportunities for negotiation and can adopt their own viewpoints on sovereignty based on what suits the national interest. Thus the Arctic provides a unique example of ‘structural power’ and the interaction between structure and agency.
Due to the ever-changing nature of the Arctic, states’ interests are more future-oriented than elsewhere. The thesis concludes that while security and sovereignty have become more important in the Arctic in recent years, there is no ‘security dilemma’ because capacity building does not directly threaten other states, and military conflict does not lead to gains and is highly unlikely. Security issues are rather more specific and less concerned with warfare, and more with the environment and emergencies. The difficulty of operating in the Arctic environment compels states to cooperate through international institutions, but the ‘Arctic five’ do this to further their national interests. The interdependence of the Arctic with the system-level is traced, and it is found that states are limited in their options in the Arctic due to mutual commitments on a global scale and possible precedent effects of agreements in the Arctic.

▼ Migration has always been a significant issue in world politics, with the latest development in the so-called ‘Global Migration Crisis’ in 2015 increasing its salience. In 2016, the formulation of Jordan Compact and the European Union (EU)-Turkey Deal made way for the emergence of a new category of
diplomacy, the “Migration Diplomacy”. Even though the term is considered a recent one, international actors (especially states) have practised it from time to time in previous periods. For example, the establishment of Bracero Program that regulated Mexican migrant worker movement to the United States in 1942, or the enactment of “Operation Solomon” in which the Ethiopian Government gave permission to the Israeli Government to evacuate 14,000 Ethiopian Jews from Ethiopian territory, in exchange for arms and financial aid of $36 million from Israel.
While there are already several studies done on Migration
Diplomacy in America, Europe, and Africa, there are not yet extensive empirical studies regarding Migration
Diplomacy in Asia, especially not in the Southeast Asia region. This thesis aims to provide an empirical example of Migration
Diplomacy, through the perspective of recent developments in Indonesia since the 1970s. It looked into the change over time regarding the implementation of Migration
Diplomacy and the factors that influenced it.

▼ In de tweede helft van de 17e eeuw stuurde de Vereenigde Oostindische Compagnie drie gezantschappen naar het Chinese hof te Peking in een poging om daar handelsbetrekkingen aan te knopen. In deze scriptie worden de eerste twee van die gezantschappen naast elkaar gelegd. Ook wordt er gekeken naar pogingen van andere Europese landen, in die periode, om via het Keizerlijk hof toegang tot de Chinese markt te krijgen. Er worden twee vragen gesteld;allereerst is de vraag welke tactiek de Nederlanders in China volgden. Kort door de bocht kan gesteld worden dat de VOC twee werkwijzen had in Azië. Aan de ene kant was er de agressieve aanpak die zij in de Indonesische archipel met succes gebruikten tegen staten daar en waarmee ze op veel plekken een handelsmonopolie wisten af te dwingen. Aan de andere kant was er de meegaande aanpak, in Japan, bijvoorbeeld, werden de bevelen van de Shōgun strikt opgevolgd, in de hoop niet te worden uitgezet. De vraag is dus wat zij in China deden. ▼ The main objective of this work is to try to examine: what future does the teaching of French language have on diplomatic career in Ghana, identifying the teaching and learning of the French language as a tool for Ghana’s diplomacy; the study seeks to answer the question: “Can the teaching and learning of the French language help Ghanaian diplomacy to act as a tool for the socio-economic development in Ghana?”
French is important to Ghanaians considering the fact that Ghana shares her borders with francophone countries. This makes contacts with francophone businessmen or tourists inevitable. It has been noted that, despite the obvious importance of the French language to Ghanaians, the Ghanaian language policy in does not favour its learning at all levels of the education system. Ghanaian professionals are aware of the usefulness of the French language, so the unanswered question still remains: what efforts are we making to embrace the language wholeheartedly in our country?
In an attempt to identify the loopholes in Ghanaian diplomacy and the effects that teaching and learning also have on the development of diplomacy in Ghana, this research work sets out to find solutions to some of the problems identified.

▼ This dissertation analyzes the rhetorical changes in public
diplomacy in the decades since the Cold War. Public
diplomacy is the deployment of culture, a form of soft power, to shape public opinion overseas. In many ways, it has portrayed a consistent image of America in these decades: a multicultural meritocracy, where our strength is in our democratic values and the ability of anyone to contribute to society. However, public
diplomacy has also changed in many ways in those decades, in particular its increased reliance on popular culture to reify that image of American multiculturalism and democratic values. My project contends that these shifts are largely due to the demands of globalization and neoliberalism, to a change in perceived external threats, and advances in information technology. Yet, as it responds to the demands of neoliberalism, public
diplomacy of the past few decades also benefits American neoliberal empire. Increasingly, it advances America and its people as a brand, seeking to entice foreign publics into market-based relationships. It encourages its audience to buy into American ideas and economic structures. The first chapter will ground this dissertation in a series of intellectual conversations, examining rhetoric particular to American exceptionalism, cultural studies, postcolonialism, and neoliberalism. Then, I will chronicle these shifts in a series of case studies, focusing on the products of American public
diplomacy – including radio broadcasts, magazine articles, theatrical productions, and television commercials – in the Cold War and continuing through today. Each chapter of this dissertation will examine texts from a particular era of public
diplomacy – the Cold War, the early War on Terror, Obama’s administration, and, finally, under Trump – and describe the continuities and discontinuities of this particularly elusive form of rhetoric.

▼ This study is on cultural diplomacy as a form of soft power approach to diplomacy which allows countries to advance their national interests by influencing the rest of the world and their people through their embassies, celebrities, and people in the host countries using cultural elements such as fashion, music, cuisine, sports, festivals, artefacts etc. Contemporarily, cultural diplomacy has gained international recognition in promoting the socio-cultural image and economic interests of states such as tourism. The study explored the promotion of national interest through cultural diplomacy specifically, using the African Print Fashion. The research unveiled that over the years, institutions, festivals etc. and the formulation of a Cultural Policy document in 2004 have been instituted to promote Ghana’s national interest through Ghanaian cuisine, culture, music, African Print Fashion, and so on, in the form of cultural diplomacy. As a result, plausibly, Ghana’s exports in African Print Fashion, cultural artefacts, tourism, foreign direct investment, and the affable image of Ghana have been promoted. Though the study has not put figures of cultural diplomacy’s role in promoting Ghana’s national interest; the study’s significance is in highlighting the potential of cultural diplomacy in serving Ghana’s national interest. The study concluded that cultural diplomacy is an essential tool and platform for the promotion of diplomatic relations between Ghana and other states within the international system since Ghana is endowed with a very rich culture. Though endowed with rich diverse cultures, Ghana has not immensely benefitted from it due to some challenges discussed in the subsequent chapters. The recommended steps should be taken to improve dissemination of information, remove obstacles, heighten synergy and collaboration between relevant institutions, harmonize policies and create the enabling environment for the promotion of cultural diplomacy and augmentation of the gains therein.

▼ The American Civil War and the Italian Unification occurred simultaneously, and the major parties involved – the American government, the Confederacy, the Italian state, and the still-independent Papal States – interacted with each other on numerous occasions. The revolutionaries of the Risorgimento served as promising recruits for the Union’s armies, especially Garibaldi himself, although only Italians already in America actually fought. Italy would receive ironclad warships from the wartime United States. Those actions, however, alienated the Papal States from the North, presenting the Confederacy a diplomatic opportunity. The positive position of Catholicism in the South permitted the Confederacy to act and the possibility of diplomatic recognition by Catholic countries in Europe, particularly France, provided the Confederacy with the motivation to reach out to the Vatican. While the Confederacy did not receive recognition, it did receive a letter from Pope Pius IX expressing his sympathies, which the Confederacy at times portrayed as a formal recognition. Armed with the argument that the Pope had recognized its sovereignty, the Confederacy tried to dissuade Catholics from enlisting in the Union military. Any successes, however, were too minor to be effective. During the war, a bitter debate developed in the press about the letter’s meaning, a debate that extended into the postwar period largely as a weapon against Catholicism, especially when coupled with the Pope’s postwar support for former Confederates. The distortion of the letter as a sign of recognition lived on in anti-Catholic rhetoric, sometimes supported even by members of the U.S. government. The argument, however, was later refuted by Catholic prelates and historians. “The Pope and the Presidents” contributes to a growing scholarship on the internationalization of the Civil War by revealing the complex relationships between all the parties in the Civil War and the Italian Unification. Taking the analysis a step further, it looks at these relationships in ways that many previous historians, ignoring the interactions of multilateral diplomacy, overlooked. It does so bringing together secondary research from scholars who examined the histories separately and using a wealth of newspaper articles and other documents now accessible though digitalization.

▼ This paper examines the potential effectiveness of an intercultural approach to public
diplomacy which is now considered the principal vehicle through which cultural expressions are used in international relations. Most counties use public
diplomacy to project a positive external image, often with a strong economic objective. The main focus of this paper is the bi-lateral relationship between Australia and China, and draws on Port Adelaide Football Club’s engagement in China. It found that China’s public
diplomacy is viewed cynically, and Australian public
diplomacy has a strong focus on economic outcomes. An intercultural approach, designed to enhance popular intercultural understanding in both domestic and foreign audiences, would make for more effective foreign policy. Particularly in Australia, sport holds great potential for an intercultural approach to public
diplomacy.

▼ Digital diplomacy (e-Diplomacy), is commonly defined as the use of information and communication technology for the purposes of attaining foreign policy goals. The emerging field of digital diplomacy has been largely neglected in academic research. Also, in practice, this area has been slow to evolve compared to other areas of public service such as e-government, e-education and e-health. This research draws on the existing literature to present a novel conceptual framework that could be used to guide the implementation of e-diplomacy. A new e-diplomacy maturity framework is formulated to address the modern functions of foreign relations in today's global environment. The e-diplomacy maturity framework is derived from the theory of growth models, the e-government maturity model, the broader literature on diplomacy and the practice of diplomacy. To validate the conceptual framework, a qualitative approach involving semi-structured interviews with diplomats and professionals from the foreign ministries of the USA, the UK and Qatar were conducted. The novelty of this research is based on the development of a conceptual framework of e-diplomacy maturity and implementation that was built around the scaffolding of conjectures that were tested to determine their validity. It can guide research scholars wishing to explore the discipline of digital diplomacy. It will also assist foreign ministries to identify the stage they have reached in deploying ICT in their diplomatic functions. This study should also provide policy makers, diplomats, ICT managers, and practitioners with a greater understanding of the stages and factors that encourage or hinder e-diplomacy implementation and maturity.

The term Public Diplomacy (PD) has many definitions, most of which associate it with the state. Recently civil society has been drawn into definitions of PD but is often viewed as audience rather than actor. Whether related to citizens or civil society, PD has not been adequately theorised and therefore this project develops it conceptually under the rubric of "grassroots public diplomacy" (GPD), it does so by comparing its conceptualisation and practice in Australia and China where approaches are dissimilar. The thesis establishes similarities and differences in GPD conceptualisation in the two countries by comparing the data collected by means of semi-structured interviews of experts and practitioners in this field in Australia and China respectively, as well as documentary data related to the concept. A salient characteristic of what has been called GPD here is that it will have a recognisable dialogic approach. Therefore a key question that is answered is whether a dialogic approach was adopted in the processes employed in the case that was studied – and how the dialogic approach manifested itself. The case study employed semi-structured interviews of organisers, speakers, sponsors and randomly selected participants, as well as participant observation and relevant online data. Drawing on Habermas' communicative action theory, the sets of data were analysed using the method of qualitative content analysis. Broad findings suggest that GPD in Australia and China both consist of actors, aims, plans of action, communication acts, coordination, agreement, processes and results. There are both similarities and differences that the study has identified between the conceptualisation of CPD in the two states. The inclusion of a dialogic approach is also confirmed in the case study, in process segments identified as three interconnected phases of 'first', 'following' and 'further' interactions.

▼ Finnish sauna diplomacy is a well-known phenomenon in Finland and abroad. Nonetheless, the topic has garnered almost no academic attention – until now. This study takes as its point of departure the notion that material aspects have an effect on how a diplomatic meeting succeeds in its objectives and studies the Finnish sauna as a diplomatic venue in this context.
As such, the study can be situated within the emerging field of the material culture of diplomacy, in which diplomatic practices are examined through the perspective of the material culture studies. Points of interest can, for example, be the materiality of diplomatic documents, diplomatic gifts, the material equipment of diplomatic actors, and the materiality of the locations of the diplomatic encounters, as is the case in this thesis.
The main question the research aims to answer is, how can the Finnish sauna diplomacy be situated within the material culture of diplomacy? The main question is approached by first finding the answers to the questions of why Finnish diplomats have chosen the sauna as a place for a diplomatic meeting and what kind of impact has this choice of venue had on the objectives they have set for the encounter?
In order to do this, 10 Finnish diplomats were interviewed for their insights about the practice. The interviews were in-depth, semi-structured, and conversational in nature and their length varied from 30 minutes to over an hour. The data collected with this method was complemented by miscellaneous written sources such as speeches, biographies, and newspaper articles to draw out a more comprehensive image of the phenomenon. The data was then analyzed hermeneutically reading between the textual material and its context – the Finnish sauna culture, which is introduced before the analyzes section of the thesis.
The main findings of the thesis were that the Finnish diplomats had chosen the sauna as a meeting venue consciously and with specials objectives in mind, which they assumed the sauna would help fulfill. As such, it was recognized that the Finnish sauna diplomacy indeed meets the main precondition of the material culture of diplomacy, which is that some material aspects or even the whole material setting of a diplomatic encounter are assumed to have an impact in terms of diplomatic objectives and chosen to be used for this reason.
However, a more surprising finding uncovered in the study was that the reputation the Finnish sauna enjoys as a venue of hard-line political negotiating and peace brokering is greatly exaggerated as none of the interviewees had used the sauna in this manner. Instead, the sauna bathing was most often mentioned as a tool for deepening bilateral relationships with work colleagues in order to advance future diplomatic goals or for networking with larger groups of people for whom the sauna space presented itself as a special attraction. Савремени међународни односи се развијају на
темељима нестанка идеологије, прихватања идеја либерализма,
демократије и слободног тржишта. Одликује их пролиферација нових
субјеката и изразито милитаризован карактер, који је војни фактор
учинио значајним инструментом спољне политике државе и повећао
значај сарадње у безбедности. Комплексност савремених међународних
односа узроковала је специјализацију дипломатије за њене поједине
области, што је по питању креирања и реализације садржаја у области
одбране и безбедности довело до генерисања одбрамбене дипломатије.
Одбрамбена дипломатија је развојни концепт настао пре 10-ак година
кроз прилагођавање традиционалних функција и задатака војне
дипломатије према променама у савременим међународним односима.
Наведени концепт је, обзиром на кратак појавни облик, још увек
недовољно научно истражен и тематизован у страним и посебно домаћим
академским круговима. Због тога је главни циљ истраживања постављен
у виду расветљавања функционалне улоге одбрамбене дипломатије у
савременим међународним односима и синтетизовања прикупљене
искуствене грађе за неке будуће научне радове по овој теми.
Истраживање је сходно постављеном циљу усмерено ка сагледавању
структура, функција, односа и веза између два основна чиниоца
истраживања: одбрамбене дипломатије као специјализоване
спољнополитичке делатности и савремених међународних односа као
подручја њеног деловања. Истраживање је операционализовано кроз пет
основних сегмената. Први сегмент истраживања даје приказ схватања
савремених међународних односа, кроз ближе објашњење појма,
субјеката, теорија и трендова након Хладног рата. Кроз други
сегмент је сагледана појава, развој и традиционалне функције војне
дипломатије из којих је настао концепт одбрамбене дипломатије.
Фактичка појава и развој наведеног концепта, као и различити
приступи његовог практиковања, чине предмет садржаја трећег
сегмента истраживања. Идентификовање савремених токова одбрамбене
дипломатије у свету чини четврти сегмент, који, имајући у виду
постављени циљ, представља тежишни део истраживања дисертације.
Последњи, пети сегмент истраживања, односи се на формулисање модела
планирања одбрамбене дипломатије у савременим међународним
односима. Временско одређење истраживања односи се на период од
завршетка Хладног рата до данас, односно, од појаве првих
практичних активности одбрамбене дипломатије до данашњих дана.
Просторни обухват истраживања чини простор Европе и Северне
Америке, који је под уобичајеним називом познат као евроатлантски

▼ The general historiography of Stuart diplomacy has, by and large, argued that those who were tasked with carrying out foreign policy were ineffective, amateurish and, in some cases, incompetent. This harsh view is in need of reassessment in the light of a number of incidents, which suggest that much effective foreign policy and general diplomatic work was carried out by lower-ranking diplomats, who were titled agents. These agents have attracted little historical comment or study. This thesis sets out to redress this by considering the agents employed from 1603 to 1688, when the title disappeared due to rank inflation, duties transferred to consuls, and other factors. The texts of the period on the perfect ambassador leave clear omissions in descriptions of diplomatic work, which therefore suggests a role for another type of diplomat, the agent. The initial chapter looks at background and education and offers a portrait of an average agent as typically a well-educated member of the lower gentry. The terms under which agents served are compared with other professional groups of comparable social rank and those in other government positions. Agents’ work in information gathering, including where and from what sources they obtained material and how it was transmitted, is investigated. The existence of an efficient international network is uncovered. Agents’ role in negotiations, unconstrained by protocol, allowed them a greater degree of freedom than ambassadors. This and the element of deniability are key to understanding their importance to Stuart diplomacy. The task of protecting merchants’ rights is demonstrated by a case study in France which shows all the usual stages involved in resolving a dispute. Involvement in buying naval supplies and cultural transfer are also discussed in chapters concerned with agents’ practical activities. Finally, the careers pursued after their agencies are outlined, showing how some, such as Cottington, used their skills and knowledge to their advantage. Having demonstrated the differences amongst, and the utility of, agents it is possible to suggest that some of the criticism of Stuart diplomacy comes from a misunderstanding of the use of both agents and ambassadors, and how, when and why each could be employed for a specific task.

Diplomacy is a diplomatic act focusing on influencing the making of foreign policy and attitude of a foreign country by guiding the cognition and attitude of its citizens. After the economic reform, the capacity of China had increased massively. But its economic improvement also brought environmental issue. Combined with the human rights issue, military threat, and high energy consumption, the negative image and the international opinion had become the priority problem that Chinese government tends to solve. Therefore, public
diplomacy became a major aspect in Chinaâs diplomatic activities. This research had an insight on how China intends to improve its negative image through public
diplomacy by organizing the World Expo in Shanghai. It demonstrate that leading by government, how China practice its public
diplomacy by using enterprises, NGOs, public media, and its people as mediums during the World Expo in Shanghai.

▼ It is often argued that sports and politics should not be mixed. International sporting
organizations share this view in some respects, and based on it, Ghana and other countries
across the world have been banned on some occasions by organizations such as the
International Olympic Committee (IOC) and the Fédération Internationale de Football
Association (FIFA) on charges of state interference in the affairs of their national sporting
associations. Several studies have, however, traced a relationship between politics and sports,
with states using sporting activities in some instances to pursue their interests in international
politics. Scholars such as Stuart Murray refer to this as sports diplomacy. This study considers
how Ghana has practiced sports diplomacy. The objectives of the study are to analyse the
potential and actual role sports plays in the pursuit of Ghana’s foreign policy goals, find out
whether and how Ghanaian governments have deliberately used sports in this direction and
assess how Ghana’s participation in international sporting competitions has contributed to
foreign public knowledge, opinion and perception about the country. Ghana has participated
frequently in international sporting events such as the Olympics and FIFA world cups. Among
other things, the study, based on a qualitative approach, with interviews of persons from diverse
backgrounds in diplomacy and the sports sector finds that participating in international sporting
events has enabled the country to be represented in international fora, create and shape a good
image for itself across the world and improve its friendly relations with other countries. The
study also finds that regardless of the advantages the country derives from sports, there are
many challenges that beset the sports sector in Ghana, including funding and inadequate
training facilities. Recommendations made include the need for a consistent analysis of changes
in the international system by the government, with consideration to how the country’s
involvement in international sporting events could enable it to deal with new developments on
the international stage, formulating policies that would enable the government to appropriate
the publicity the country receives from participating in international sports and giving the
Ministry of Foreign Affairs and Regional Integration a prominent and activie role in promoting
and marketing the country through its sportsmen and by facilitating the country’s participation
in international competitions.

▼ This dissertation focuses on using innovative
methodological approaches to study the role of the diplomatic
bureaucracy in international relations. First, I compare the
performance of careerist ambassadors versus political appointees.
Previous work generally focuses on only a few criteria for
evaluating performance, which leads to one-dimensional conclusions.
Using embassy inspections from the State Department Inspector
General, I uncover a greater number of dimensions of ambassadorial
performance using a machine-learned topic model. Sentiment analysis
methods are then used to evaluate ambassadorial performance for
each dimension. The results support an intuitive theory of
ambassadorial performance: careerists have incentives to do well at
tasks that are readily observed and valued by other bureaucrats,
such as political and economic reporting, while political
appointees focus on areas like public affairs that are relatively
more important for civil society. Second, I evaluate the emerging
phenomenon of the publication of formal reports as diplomatic
tools. Despite the reports' heavy reliance on bureaucrats, their
role has generally been understudied. By estimating the rhetorical
distance between the Trafficking in Persons Report and embassy
intelligence used in the Report's construction, I derive estimates
for how much scrutiny the report-writing directorate applies for
each country. This examination of the "process" of report-writing
results in novel findings: while anecdotal evidence emphasizes the
"watering down" of reports by senior officials, I argue that
greater information distortion occurs because of a principal-agent
conflict between the directorate and the embassies. Ambassadors,
especially careerists, are sensitive to the geopolitical
implications that criticism of the host state may present;
reportwriters compensate for this by applying additional scrutiny
where biases are especially potent. Finally, I propose a novel
means of estimating interstate connectedness by examining a network
of diplomatic communication. Combining data from the "Cablegate"
leak and FOIA, this procedure both sheds light on core concepts in
international relations and contributes to the validation of
middlerange theories in the field. Exploring the issue of trade, I
find that political diplomacy is shaped by state sensitivity to
importer countries, suggesting realist security concerns, while
economic diplomacy is shaped by sensitivity to exporters,
consistent with mercantilist views of political
economy.

▼ This study introduces an innovative approach to the study of digital
diplomacy by extending Castells’ theory of communication power into a framework that can be applied to assess digital
diplomacy efforts for state actors. Using the core constructs of communication power, the study develops a testable framework by which digital
diplomacy strategy and networking practices can be assessed using both interviews with practitioners and network analysis of their practice. These two types of data enable exploration of mental models of networked logics as well as actual practice in the networked environment. The Israeli Ministry of Foreign Affairs (MFA) was used as a case study for this project; however the framework can be applied to assess efforts of other states.
The results indicate that the framework generated to assess power in state digital
diplomacy efforts does provide a means to define and measure influence in state-driven Web 2.0 activities. The framework was useful for assessing communication behaviors across a variety of Web 2.0 platforms, but also utilized specific network analysis measures to assess influence on Twitter. In the case of Israeli digital
diplomacy, the degree to which network logics guide both strategy and practice was dependent on position within the organizational bureaucracy. Embassies had networked logics guiding both strategy and practice in the digital environment; however, the majority of consulates defaulted to mass-mediated uses of Web 2.0 platforms. Network analysis indicated that despite being connected to a variety of sub-networks and key nodes in the digital environment, the MFA was not a frequently referenced node in in those subnetworks, particularly by influential nodes in those sub-communities. These trends indicate that they are operating from a position of counterpower on Twitter.

▼ The Dutch government used cultural
diplomacy to reinforce East-West relations on numerous occasions. High-ranking Dutch civil servants and diplomats used art, classical music and academic exchanges to influence public opinion on the other side of the Iron Curtain. This thesis will show that the Dutch Foreign Ministry (BZ) used these exhibitions, concerts and sporting events to influence public opinion in the East European Bloc. In an attempt to regenerate the Dutch art scene after World War II the Ministry of Education, Arts and Sciences stimulated the cultural scene in the Netherlands by forging ties with international renowned artists. The policy of OK&W to focus on regaining cultural prestige was contrary to the policy that was laid down by BZ.OK&W also used cultural
diplomacy to achieve its objectives, however these goals meant that the Netherlands had to engage more and more with foreign publics. This approach was contrary to the policy of the Foreign Office that was focused on securing national security. The difference in these approaches created tensions between the two offices of government, which had dire consequences for the NIICB established in 1955. This thesis will illustrate the battle fought between the Ministries on the cultural backstage of Dutch Cold War politics by answering the following question: What factors played a role in the development of the Dutch cultural relations in the 1950s with Eastern Europe?

diplomacy of the European Union. By looking closely into the case of Helan Online Platform at the Radio Nederland Wereldomroep, hereafter known as the RNW Media in the Netherlands, what this thesis aims to explore are the potential positive impacts brought by media in terms of European Union cultural policies and the necessity of the EU to apply media platforms to its cultural relations with other countries. The analyses touch upon the following questions: (1) What is the definition of cultural
diplomacy and why is it an significant part in foreign policies? (2) How far have China and major European countries developed in cultural

▼ Intelligence as a term can have at least three general meanings. It can be a process, by which governments request, collect, analyze and disseminate certain types of required information, and the rubric by which covert operations are planned and executed. The purpose of the study was to establish the relationship between clandestine diplomacy and Kenya‘s foreign policy.
This study applied Realism Theory in evaluating the complex relationship between clandestine diplomacy and Kenya‘s foreign policy - which assumes that the character of foreign policy can only be ascertained through the examination of the political acts performed, as a result realism seems to seek security and order. This study aims to strengthen National Security Advisory Council and other key policy makers to develop stronger policies that are driven by intelligence in Kenya. In addition this study aims to contribute to action oriented strategies by the Government and particularly key actors in Kenya‘s Foreign Policy.
The study utilized both qualitative and quantitative research approaches within a stage of the study or across two of the stages of the research process. The collected data was sorted and analyzed using document analysis and thematic analysis techniques, based on the emerging issues that were under investigation. The results (outcomes) obtained were presented in form of frequency tables, histograms and narratives, so as to give graphical representations.
The study found that a country's foreign policy, is a set of goals outlining how the country will interact with other countries economically, politically, socially and militarily, and to a lesser extent, how the country will interact with non-state actors. Therefore intelligence was found to be used for public diplomacy when it is publicly presented to support a policy decision. Public diplomacy is combined with intelligence when the government seeks to harness the political power of an intelligence assessment to justify some policy or action to the public. Diplomacy and foreign policy are central features of international politics.
Subsequently the study found that most participants were referring to National Intelligence Service (NIS) in their definition of the Kenyan context of intelligence, since the NIS is both the main national domestic and foreign intelligence agency of Kenya. The study revealed that since independence, Kenya has had no written foreign policy until President Uhuru Kenyatta launched one on 20th January, 2015.
The study concludes that inattention to the role and position of intelligence is considered one of the main reasons for faulty understanding of policymaking trends in Kenya‘s foreign policy apparatus.
The study recommends that parliament play an active role in foreign affairs in a systematic manner, it is necessary to activate the Standing Committees on Foreign Affairs of the two Houses. ▼ The imminent contact between people from different ideologies, cultures, and political perspectives brings the need for innovative strategies of connection, or ways for individuals and groups to build and sustain meaningful connections with each other. Accordingly, this research explores the concept of “connection” through a grounded theory methodology, which includes an instrumental case study on Shared_Studios’ Portals. “Portals” refers to a network of media that connect people from different parts of the world through live digital interaction. Through the repurposing of old shipping containers, which are painted gold and outfitted with specialized audiovisual equipment, each “Portal site” contributes to a global network of interconnected environments that feel spatially continuous, offering life-size engagement between individuals who otherwise would likely not meet – individuals from Mexico, Afghanistan, the United States, Iran, Rwanda, Sweden, and so forth. This research situates the exploration of connection in the field of public diplomacy and provides scaffolding with concepts from two bodies of scholarship. From public diplomacy, issues of nonstate actors, relationship-centric paradigms, and new media and technology are emphasized. From 21st century media, affordances of involvement, immersion, and presence are elucidated, and relevant trends of Impact Storytelling and PeaceTech are highlighted. These concepts lead to a case study on Portals, an emblematic example of new media that could be positioned as a vehicle for fostering intergroup and intercultural connections. The major finding of this research – a working theory, or more appropriately, a framework for connection – suggests that connection is malleable, determined by an alchemy of agency, emotion, and imagination. Awareness of this idea can aid in diagnosing the strength, or quality, of a connection between actors, and serve as a map for improving the quality of a connection between actors. While the framework itself emerges from the study and observation of one case, and is therefore in need of further experimentation, the overall research findings reveal 1) the value of Portals itself as a potential tool for public diplomacy, and 2) concrete lessons that can be applied to the general practice of public diplomacy.

▼ Global negotiations on environmental problems raise complex challenges for diplomacy, such as dealing with complexity, uncertainty and equity dilemmas. Such challenges are particularly acute in the case of climate change. This thesis examines negotiations under the climate change regime, which overcame such challenges to reach agreement on the Kyoto Protocol in December 1997. Using the analogy of negotiation as 'theatrical performance', the thesis analyses the organization of the Kyoto Protocol negotiation process and its effectiveness. This is an under-researched topic, despite its importance. Organizational elements are often open to policy manipulation, and can therefore be 'stage-managed' to maximize the chances of a successful negotiation. The thesis examines six organizational elements: the negotiation organizers, namely, the presiding officers, bureau and secretariat; rules for the conduct of business and decision-making; negotiating arenas; participation rules for parties and non-state organizations; arrangements for the input of scientific information; and the use of texts and time as negotiating tools. Little research has yet been conducted on what constitutes an effectively organized negotiation. To advance work in this regard, the thesis presents six effectiveness criteria that could be used to assess the organizational effectiveness of multilateral negotiations. These criteria - efficiency; procedural equity; transparency; information accessibility; promotion of a cooperative approach; and provision of leadership and skill and energy - are applied in the thesis to the case- study of the Kyoto Protocol negotiations. The thesis begins by locating its subject matter within the negotiation and regime literatures, and by exploring the concept of the organization of the negotiation process and its effectiveness. After explaining the background to the Kyoto Protocol negotiations and their main political dynamics, the thesis uses the six effectiveness criteria to consider each of the organizational elements of the Protocol negotiations and their effectiveness. It then assesses how effectively the negotiations were organized as a whole, identifying lessons to be learnt.

▼ It is often argued that sports and politics should not be mixed. International sporting
organizations share this view in some respects, and based on it, Ghana and other countries
across the world have been banned on some occasions by organizations such as the
International Olympic Committee (IOC) and the Fédération Internationale de Football
Association (FIFA) on charges of state interference in the affairs of their national sporting
associations. Several studies have, however, traced a relationship between politics and sports,
with states using sporting activities in some instances to pursue their interests in international
politics. Scholars such as Stuart Murray refer to this as sports diplomacy. This study considers
how Ghana has practiced sports diplomacy. The objectives of the study are to analyse the
potential and actual role sports plays in the pursuit of Ghana’s foreign policy goals, find out
whether and how Ghanaian governments have deliberately used sports in this direction and
assess how Ghana’s participation in international sporting competitions has contributed to
foreign public knowledge, opinion and perception about the country. Ghana has participated
frequently in international sporting events such as the Olympics and FIFA world cups. Among
other things, the study, based on a qualitative approach, with interviews of persons from diverse
backgrounds in diplomacy and the sports sector finds that participating in international sporting
events has enabled the country to be represented in international fora, create and shape a good
image for itself across the world and improve its friendly relations with other countries. The
study also finds that regardless of the advantages the country derives from sports, there are
many challenges that beset the sports sector in Ghana, including funding and inadequate
training facilities. Recommendations made include the need for a consistent analysis of changes
in the international system by the government, with consideration to how the country’s
involvement in international sporting events could enable it to deal with new developments on
the international stage, formulating policies that would enable the government to appropriate
the publicity the country receives from participating in international sports and giving the
Ministry of Foreign Affairs and Regional Integration a prominent and activie role in promoting
and marketing the country through its sportsmen and by facilitating the country’s participation
in international competitions.

▼ This thesis examines China’s bilateral Free Trade Agreement (FTA)
diplomacy. I adopt international regime theories to wrestle with how Beijing pursues diplomatic objectives through institutionalized economic relationships. It employs an eclectic approach encompassing three main research paradigms – realism, liberal institutionalism and constructivism - to test how China uses FTAs as a diplomatic means to achieve political ends. Six of ten FTAs that China has signed are investigated: ASEAN, New Zealand, Pakistan, Chile, Peru and Costa Rica. The China-Singapore FTA (CSFTA) is omitted as it replicates the China-ASEAN FTA (CAFTA) model. Thus, the CSFTA is treated as part of the CAFTA. The China-Iceland FTA and China-Swiss FTA are also left out because both of them came into force in July 2014 and are outside the research period. For the same reason, the China-South Korea FTA and the China-Australia FTA are not included as independent case studies. But all recently concluded FTAs are mentioned from time to time since they are not mutually exclusive, but together constitute a unique network. A key aspect of this thesis is that it demonstrates that no one international regime theory can fully explain the various dimensions and complexities of China’s FTA
diplomacy. Instead, it verifies the utility and necessity of eclecticism as a formal analytical tool. As FTAs are institutional mechanisms established to foster economic cooperation, liberal institutionalism remains the leitmotif in FTA studies. However, it cannot fully account for China’s security-oriented FTAs, a dimension in which realism has major influence. In addition, FTAs are not purely material mechanisms but are affected by constructivist variables, such as state identities and norms. Strict formulations of institutionalism, realism and constructivism are therefore less convincing than eclectically incorporating all three research paradigms. This eclectism helps highlight the uniqueness of each case and allows more nuanced understandings of the varying strengths and weaknesses of the FTAs in the case studies. This thesis finds that China’s FTA
diplomacy is half-successful in achieving political goals. On the one hand, its mega-economy, huge foreign exchange reserves, large domestic market, and the CCP government’s ability to allocate resources, have allowed Beijing to achieve some of its desired outcomes. On the other hand, the PRC is constrained by its peripheral and international environment, its level of economic development, emerging state capitalism, and big power relations. As a result, in some respects the FTA
diplomacy has resulted in either half-wins or failures.
