▼ The purpose of this study was to establish the nature of petty crimes that are committed within the City of Windhoek. The study further aimed at establishing the social characteristics of those who are committing such crimes as well as identifying possible hot spots where these crimes are likely to take place. This was achieved through consulting and analysing police records and criminals. profiles, interviewing the victims of petty crimes and persons arrested by the police and charged with petty crimes. The study also included those suspect that where brought to the police stations after they were found attempting to commit these crimes. The interview was to establish the nature of the crime they have been accused of and the spots where they are said to have committed or attempted to commit such crimes; The study harnessed both qualitative and quantitative research approaches. The former consisted of a systematic analysis of relevant primary and secondary sources. The latter offered a statistical analysis of crime culled from primary sources such as police Occurrence Books, and Crime Records. The study was exploratory and descriptive in nature; The study found that theft out of motor vehicles, theft from persons, house breakings and theft, bag and cellular telephone snatchings, and shopliftings are the common crimes in the City of Windhoek. It was established that petty crimes in the City of Windhoek are not static and that certain areas in the city are more frequented by petty crimes than others; The study further identifies the social characteristics of the suspects of petty crimes to be mostly young and unemployed youths. The study thus concludes that the current crime prevention measures in the City are not effective enough and recommends innovations to improve on their effectiveness.No previous study was done in this area; the benefit of the study is therefore that, it uncovered new methods and strategies of crime prevention. These methods and strategies may help to create an environment where residents of Windhoek will feel safe and secured. As such the City of Windhoek may attract significant local and foreign investors and a growing number of tourists. Advisors/Committee Members: (advisor).

▼ This is a qualitative study that was intended to analyse the role of South African Police Services (SAPS) railway policing in crime prevention in South Africa (SA). Commuters are exposed to various criminal activities in the railway environment. The Metro Rail trains are the most affordable trains and for that reason, the majority of commuters use these trains to travel to and from their workplaces. This study focused on the large stations in the Gauteng province, South Africa, as there is a high influx of people coming from various provinces for job opportunities. Alexander (2019:np) states that Gauteng is the smallest province, but has the largest population and economy. The non-random sampling procedure was used to select participants. Data was collected by means of perusing the existing literature, SAPS information notes, official documents and articles. Interviews were conducted with South African Police Service Rapid Rail Unit (SAPSRRPU) members. Each unit was represented by a maximum of eight members. The information obtained from the participants was analysed by using the Atlas-ti software. ▼ Protection of life and property is an age-old need of human beings. Through the ages, territoriality and personal interest played an important role in the protection of life and property. The historical development of private security throughout the world displays a colourful history - from ancient to modem times. The birth of modem policing originated as a result of private security during the beginning of the 19th century. Since then, private security developed into a formidable entity - to such an extent that since the beginning of the seventies in America private security surpassed public policing. Presently, private security in South Africa has also outgrown public policing. The present study aims at narrowing the gap in our substantive knowledge about the role of private security in crime prevention by means of two structured questionnaires - one for public and one for private security respondents. The study aims at the following: > to record the evolution of private security from ancient to modem times > to compare the perceptions of both public and private security respondents in regard to the role and function of private security in crime prevention > to establish how respondents feel about security measures aimed at eliminating crime opportunities > to establish which precautionary measures respondents take to protect themselves. Research techniques implemented in this study are the following: > A literature study regarding a wide range of aspects pertaining to the role of private security in crime prevention. ** Structured questionnaires reflecting the demographic (independent variables) of the respondents as well as their responses on the dependent variable. > Non-probability techniques. > Frequency distributions and cross-correlation of statistical information intended to provide a greater clarity about the dependent variable. The findings of the study indicated that: > The role of private security in society in general and in crime prevention in particular have been rated very important by both sampling groups. > Specific functions of private security have been favourably evaluated by the respondents. > Specific security measures in crime prevention have also been rated as very important. > Aspects relating to the role of private security in society have been favourably rated by both sampling groups. The following recommendations have been formulated: > Special police status for private security officers. > Tax credits for individual security expenditures. > Transfer of specific public police duties to private security. > Academic and basic training for the development of private security officers. > Greater public police - private security co-operation. This study describes how the choices made by crime survivors (during victimization events) and potential victims of crimes (in order to remain safe) affect the outcomes of crimes, the daily routines of citizens and their views on their personal safety. Expanding upon the crime script framework (Cornish, 1994), it describes “survivor scripts” (the cognitive assessment and decision making process employed by citizens before, during and after a victimization event) and “safety scripts” (the cognitive assessment and decision making process employed by citizens to maintain safety). The choices made in these scripts are detailed through the integration of concepts related to “citizen insecurity” (fear and risk of crime), opportunity theories and placed within the context of a Latin American culture. These scripts come from the accounts of 100 citizens in Lima, Peru; a metropolis with one of Latin America’s highest victimization rates. The study describes 14 different survivor script that describe the before during and after of the victimization events of robberies, burglaries, thefts, extortions, kidnappings, identity theft, assault, threats and vandalism. Before the victimizations, citizens employ precautions to procure their safety. During the victimizations, citizens are faced with decisions on how to react during their attacks based on their available choices and the constraints of their environments. After the victimizations, citizens make a number of choices concerning the reporting of the crime and how to prevent future victimizations. A safety script for the citizens of Lima was created; it includes the most common precautions employed by residents and divides them into 5 scenes containing 42 steps. All together, the analysis describes 72 home, 20 neighborhood and 215 personal categories of precautions. A combination of fear, risk assessments, cultural knowhow, crime experiences, victimization neutralization, informality and pragmatism inform the implementation of these protections. Residents explain that citizen insecurity is incremented by the high rates of crimes, negative experiences with the police and distrust of citizens, along with their personal victimization accounts. Thus, citizens feel they are forced to adapt lengthy safety scripts in order to decrease their chances of victimization in the absence of institutionalized resources for crime prevention. This leaves many to plan for likely victimizations rather than to plan to prevent them. In order to improve security, citizens would like more police professionalism, an increase in methods of security across the city and cooperation between citizens, law enforcement and local governments.

▼ The aim of this study is to assess the implementation of the Youth Crime Prevention Desk (YCPD) programme in the Ekurhuleni North Cluster in Gauteng. Since the Social Crime Prevention Strategy was introduced in the South African Police Service (SAPS), no study has been conducted in the organisation to assess whether this strategy has yielded the expected results in line with its objectives. Data was collected by means of in-depth interviews as well as focus group interviews with Community Policing Forum (CPF) members, YCPD programme community volunteers, SAPS social crime prevention coordinators, Department of Community Safety (DoCS) social crime prevention coordinators and a station commander in the Ekurhuleni North Cluster. These participants are closely involved with the YCPD programme and freely expressed their views, understanding, knowledge and beliefs in relation to the implementation and associated activities of the YCPD programme. In addition, the researcher conducted a comprehensive literature study of the national legislation, SAPS policies and directives that oversee and promote social crime prevention in South Africa, as well as library resources and international studies. Various objectives were fulfilled in the execution of this study:  It was determined that social crime prevention guidelines are not complied with regarding the implementation of the YCPD.  It was determined that the YCPD is not achieving its proposed aims and objectives. In addition, this study and its results provide a framework for mitigating the challenges encountered during the implementation of strategies for improving the establishment of the YCPD in the Ekurhuleni North Cluster. The findings of the research indicate that the YCPD programme has not been effectively implemented within the Ekurhuleni North Cluster, since it became evident that the YCPD role-players are confronted by various challenges, which impede the proper implementation of the programme. Based on the findings of this study, a Youth Crime Prevention Desk Implementation Framework was developed. This framework could serve as a guideline advising the South African Police Service, Department of Community Safety, Community Policing Forums and Youth Crime Prevention Desk programme’s community volunteers in the Ekurhuleni North Cluster how the implementation of the programme could be improved. This framework could also contribute towards further identifying best practices with a view to benchmarking such a framework in other areas in South Africa. This study makes a significant contribution to the improvement of the implementation of the Youth Crime Prevention Desk programme in the Ekurhuleni North Cluster and to youth social crime and violence in general. ▼ This study examined the knowledge relevant to reducing crime affecting urban Aboriginal people through a risk-focused approach to prevention and a growing body of knowledge about how it gets implemented. It then examined this knowledge in a case study of its application in Winnipeg. Interviews were undertaken using a structured questionnaire with program stakeholders and policy planners involved in crime prevention initiatives, programming and policy in Winnipeg. Approximately half of the stakeholders were involved primarily with Aboriginal people and the other half were involved with programs that included both Aboriginal people and non-Aboriginal people. The interviews took place from September to November 2009. The interviews show that many stakeholders agree with the risk-focused prevention literature on risk factors and that there are prevention programs operating in Winnipeg serving at-risk Aboriginal people. Therefore, there exists the possibility of reducing crime given that they are tackling risk factors in a way which is consistent with crime prevention research. However, when the interviews turned to issues of implementation, it showed: • There is no responsibility centre to mobilize different sectors to tackle crime • Many programs are not implemented comprehensively • There is a lack of localized coordinated action (including support from the police chief and public engagement) • There is a lack of political leadership • There is no city-wide strategic plan, and • Programs are in constant competition for funding in order to continue operations. If we are to reduce the disproportionate rates of victimization and offending affecting urban Aboriginal peoples, we need to find more effective ways to implement the strategies that are proven to tackle risk factors. There must be support from the mayor and police chief, training and capacity development, and public engagement which fosters strong use of proven strategies. A responsibility centre with Aboriginal representation must be created. Funding must be expanded to support the community based organizations that are tackling established risk factors. Finally, sustained and adequate funding must be provided to these programs and the responsibility centre.

▼ The overarching aim of this thesis is to contribute to an increased understanding of how the neighbourhood context acts to influence individual reactions to crime. The general framework is that the social and physical make-up of residential neighbourhoods influences individuals, over and above individual background characteristics. Disorder is an important neighbourhood-level factor and its presence is more or less pronounced in different neighbourhoods. It acts as a sign of a general urban unease and has potential negative consequences for the individual as well as for the community at large. Four studies have been conducted each with its own specific objective. The first study reviews the Swedish crime survey literature in order to assess the national evidence for neighbourhood effects, paying special attention to methodological issues. Overall, the current literature provides mixed evidence for neighbourhood effects. Methodological issues were identified as obstacles to drawing general conclusions and specific areas that need improvement were identified. The second study examines the origins of disorder at the neighbourhood level and the relationship between disorder and crime. Two theory-driven models of the relationship between population density, disorder, and crime are tested alongside an examination of whether these models are equally applicable to data collected in two cities, Antwerp in Belgium and Malmö in Sweden. The results found some support for direct effects of disorder on crime in both settings, independent of structural variables. Some differences between the two settings were observed suggesting that the disorder-crime link may vary by setting. To further examine the influence of neighbourhood context, the role played by neighbourhood level disorder in relation to worry about criminal victimization has been tested in a multilevel model in the third study. Overall the hypotheses of the influence of both neighbourhood level and individually perceived disorder, in shaping individual worry were supported. Individual background explains most of the variance but neighbourhood context has independent effects on worry. Individual level perceived disorder mediated the effect of neighbourhood disorder on worry suggesting that the effect of context is indirect through its effect on individual perception. The fourth study investigates whether it is possible to identify any unique neighbourhood effects on the extent to which residents apply crime preventive strategies. Initially some of the total variance in the dependent variables was found to be situated between neighbourhoods. This indicates that the neighbourhood context may influence individuals’ willingness to take crime preventive action. As expected, individual characteristics explained a majority of this between-neighbourhood variance. An important finding is that the contextual variables appear to have different effects on different activities, highlighting the need to study different actions separately.

▼ Gender violence threatens and shapes every woman's life even if she herself is not a victim. You see this in the choices women make: where they choose or are allowed to work, what events they feel safe attending, and where they walk on the street (Bunch,1992). Gender Based Violence is one of the most devastating social problems that most women in the world today are facing. Research shows that at least one in every three women in the world has been beaten, coerced into sex or at least suffered some form of abuse in their lives. The rural women and those women who are socially excluded face a greater exposure to GBV as they lack the knowledge about their rights as women as well as the knowledge about what facilities and solutions are available for them when they are confronted with the GBV problem. This thesis evaluates the communication strategies and channels that the Zambia Police Service through the Victim Support Unit is using to sensitise members of the rural communities in Zambia, on the dangers of Gender Based Violence. The main argument in this thesis is that although the Zambian Government has made a lot of commitment in the fight against GBV, such as the setting up of the Police Victim Support Unit, the enactment of the Anti Gender Based Violence Act and many other commitments, most people for whom these intentions are made are not aware of them. The thesis is based on field work conducted in Katuba constituency of Central Province between July, 2012 and January 2013. The core approach of the field work was a mixed method approach. Using both quantitative and qualitative approaches, the study set out to investigate what the local community members in Katuba knew about the Victim Support Unit of the Zambia Police Service and Gender based violence. The results revealed that majority, 62%, of the community members in Katuba reported that there was no police station in the area and as such they did not know anything about the police Victim Support Unit. They further explained that the VSU had never been to their area to educate them about GBV and the Anti GBV ACT. The study also shows that access to services such as VSU can be very costly in rural areas as the victims are asked to pay for transport for the officers. From the discussions with the community members, it is clear that the Zambia Police through the Victim Support Unit needs to embark on more rigorous campaigns in rural communities like Katuba if the fight against Gender Based Violence is to be won in Zambia.

▼ Fewer than 15 years ago, the Australian federal government criminalised the ‘accessing’ or, in lay terms, the online ‘viewing’ of child exploitation material (CEM). National statistics reveal that prosecutions for this offence are a consistent feature of Australia’s criminal justice system. The stereotypical ‘paedophile offender’ is commonly invoked to explain the prevalence of such offending. Yet a growing body of evidence appears to indicate that the online viewing of CEM is a more mainstream activity than suggested by such a stereotype. Of concern in this context, recent Australian studies purport to have found evidence of a ‘disjuncture’ between the perceptions of some members of the community and the criminalisation of this activity. While the evidence is limited, researchers speculate that the criminality of viewing CEM may not be widely appreciated in Australia. To better illuminate and understand this purported disjuncture, this thesis presents original findings from two empirical studies. The first study explores the perceptions of Australian internet users (N=504) towards the online viewing of CEM. This study finds gaps in participants’ knowledge of the law, with significant proportions of participants failing to identify the criminality of viewing prohibited material. This study also reveals gaps in participants’ awareness about the potential for the viewing of CEM to affect victims, other offenders, society and viewers. The second study assesses the value of judicial sentencing remarks (N=57) in educating the Australian community about the criminality of viewing CEM online. This study finds that while remarks represent a primary ongoing opportunity for communication, their value is limited. Even leaving aside practical questions about their dissemination, a significant proportion of the remarks analysed did not contain any normative explanations of why the offender’s behaviour was criminal. This thesis uses two theoretical lenses to consider the implications of these findings for the prevention of onset - the first deliberate viewing of CEM online. Taking the notion of the ‘Opportunistic Offender’ from Situational Crime Prevention theory, this thesis contends that under the current policy settings, Australia is missing an opportunity to reduce the likelihood of onset for some individuals. To underline the significance of this oversight, this thesis uses legal theory to demonstrate that this policy deficiency means that Australia is falling short of its duty to publicise the law, and ensure citizens have fair warning of criminalisation. Informed by these findings, this thesis recommends changes to public policy, legislation and judicial practice.

▼ [Truncated abstract] This thesis examines the phenomenon of repeat burglary and its significance for crime prevention, criminology and victimology. The research program for this thesis was inspired some time ago by the Kirkholt burglary prevention project in the United Kingdom. The reduction of repeat victimisation quickly came to be seen as the key to Kirkholt?s success and by the late twentieth century victim-based crime prevention projects had been implemented in many parts of the world. However, even though these projects have achieved notable success there is still intense debate about why one-time victims are more likely than others to become future victims. This thesis aims to increase understanding of repeat burglary and other forms of repeat victimisation by contributing to its key concepts and its methods of analysis, and by applying these insights in Australian settings. In pursuing this endeavour the thesis links the problems of repeat victimisation with problems in other areas of criminology and social science. In particular the issue of whether prior victimisation is a cause of future victimisation or merely a marker of pre-existing risk has analogs in the areas of offending, of employment, in international disputes, and in many others. Despite this, there has been limited transfer of methods and concepts between repeat victim researchers and researchers in other areas. The thesis examines repeat burglary as a substantive area of research, but its approaches to method, concepts and data are relevant to all repeat victimisation research. ... It draws together criminological theory, conceptual analysis, and a pioneering application of survival analysis to pursue the mechanisms underlying repeat burglary in a Perth suburb. In doing so it illuminates issues about the relative power of state dependence and heterogeneity explanations of repeat burglary and arrives at substantive results that in some aspects differ from findings in the United Kingdom. This section also argues that the concept of state dependence commonly adopted is iv unnecessarily constraining and that a broader concept can explain some potentially conflicting findings of repeat victimisation research. Section 3 is an evaluation of a victim-focused burglary prevention initiative in Adelaide one of two nationally supported pilot projects. Section 4 examines carefully the claimed advantages of victim-focused crime prevention for distributing burglary prevention resources in an efficient and equitable way. It examines evidence concerning the differential capacity and willingness of victims to take effective preventive action and the need for both individual and collective support for effective preventive initiatives. Section 5 concludes the thesis by arguing first that the merging of victim support and crime prevention is not as simple as is sometimes claimed. The overcoming and qualification of the cadres are, at present, one of the main processes that conceived in the strategy of overcoming and qualification carried out by the Ministry of Interior in Angola, in the development of its missions until by the changes and transformations of political, economic, and social order which are now known in Angolan society. In fact, the present study constitutes a simple contribution particularly for the professionals of the Ministry of the Interior (MININT), especially those of the Migration and Foreigners Services (SME), regarding the legal knowledge in a particular way, in the processes of overcoming and qualifying their staff that is necessary to successfully achieve the goals they propose. In fact, the improvement of the professional and human quality of the cadres through the implementation of the system of overcoming and training for legal education is an important and even preponderant factor to guarantee the efficiency and effectiveness of state actions in the field of state security. Our proposal focuses on the bases of humanistic realism, the theory of systems of overcoming and qualification, that is, an advanced education using different methods of the commonly used (audiovisual) as a goal to teach.

A superação e capacitação dos quadros são, na actualidade, um dos principais processos concebidos na estratégia de superação e capacitação levado a cabo pelo Ministério do Interior em Angola, no desenvolvimento das suas missões até pelas mudanças e transformações de ordem política, económica, social e jurídica que hoje também se conhecem na sociedade angolana. Com efeito, o presente estudo constitui um singelo contributo particularmente para os profissionais do Ministério do Interior (MININT) em especial aos dos Serviços de Migração e Estrangeiros (SME), no que diz respeito ao conhecimento jurídico de modo particular, pouco tratado até ao momento nos processos de superação e capacitação dos seus quadros que é necessária para alcançar com sucesso as metas a que se propõem. Na realidade a melhoria da qualidade profissional e humana dos quadros, através da implementação do sistema de superação e capacitação para a educação Jurídica é um factor importante e até mesmo preponderante para garantir com eficiência e eficácia as acções do estado no domínio da segurança do Estado. A nossa proposta centra-se nas bases do realismo humanista, a teoria dos sistemas de superação e capacitação, ou seja, de uma educação avançada fazendo o uso de métodos diferenciados dos comumente usados (o audiovisual) como meta de ensinar.

Organized crime groups which benefit from the opportunities of technology in a globalized world are involved in highly extensive cross border activities. A great many factors, such as economic instability, corruption, unemployment, lack of education, political vacuums and legal gaps, trigger organized crimes. It is both an individual and social problem, and has become a national and international safety threat. The fields of activity of organized crime groups include: drug trafficking; migrant trafficking; historical artifact smuggling; cigarette and alcohol trafficking; trade in human beings; weapons and ammunition smuggling; money laundering and especially in recent years, in parallel with the technological developments, cyber-crimes. Today, organized crimes threaten all countries. When one considers that the billions of dollars which are circulated by these crime groups exceed the annual budget of developing countries it is clear that they not only threaten security, but they can also damage a country’s economic and social development. It is also clear that most countries cannot deal with cross-border organized crimes without cooperation. Combatting organized crime groups can be accomplished only by employing a multi-dimensional strategy and international cooperation. However, the type of combat strategy required differs from country to country due to accompanying problems such as: a country’s insufficient legislative framework, limited capacity and insufficiency of the police force in terms of personnel, budget, and substructure, lack of coordination among the responsible institutions, insufficient numbers of contact persons for international combat purposes, and lack of qualified or educated personnel. In this study the purpose was to identify and comprehend what the major concerns and problems are in dealing with organized crime by considering the perceptions of law enforcement officers and assessing how TADOC (Turkish International Academy against Drugs and Organized Crime) is conceptualizing these threats, and developing programs that meet the needs of the participants.
