Internationally, higher education has expanded greatly since the closing decades of the twentieth century. China was no exception. This study is intended to examine the status quo of issues relating to equity and access to higher education in the context of educational expansion and differentiation in China. Two research questions are addressed in this study: (1) How do family SES, high school type, home location, gender, and ethnicity influence students' opportunities to be admitted into higher education institutions in general and elite institutions in particular in China? (2) What are the perspectives of students, teachers, principals, parents, and government officials on issues regarding equity and access to higher education? This study adopts a mixed-methods design. Using the data collected from 1028 high school seniors and institutional data in Hunan Province, the quantitative inquiry employs logistic regression models to identify factors influencing students' admission to colleges, especially elite ones. In the qualitative inquiry, the analysis is primarily based on the data collected from in-depth interviews with 54 students, teachers, principals, parents, and government officials in the same province. Drawing upon the quantitative and qualitative data, the study uncovers the status quo regarding equity and access to college in China. The research findings show that educational expansion has not reduced inequalities in access to higher education. Micro-level individual-related educationally irrelevant attributes such as family SES, home location, gender, and ethnicity are associated with students' higher education opportunities. Macro-level admissions, and key school system significantly impede students' higher education opportunities, especially opportunities to be admitted to elite institutions. This study suggests that governmental policies need to be reformed to better address issues related to equity and access to higher education. Recommendations include reforms of the selection mechanism, college admissions, the higher education system and the K-12 education system. Finally, it outlined three directions for future research. The first is to examine students' high school opportunities. The second is to explore students' graduate school opportunities. ▼ China, the largest aluminium producer, is seriously lacking of reserves at the present and in the future. However, there are a huge amount of sub-economic aluminium resources (high iron diasporic, low A/S and high iron gibbsite and high sulfur diasporic bauxite), and potassic sandy shale suitable for the extraction of aluminium and the production of potassium and silicon fertilizers if proper metallurgical processes are developed. This study aims to investigate the sub-economic aluminium resources through investigation and identify the right technologies through laboratory tests for metal extraction and utilization of the by-products of K-feldspar sandy shale. The investigation of the sub-economic aluminium resources includes field and site visits and data collection and collation. A series of laboratory scale tests were carried out for different types of bauxite and potassic sandy shale, which includes initial try tests and formal laboratory experiments for optimization of the processes and procedures, and crop planting tests for use of potassium and silicon fertilizers. The successful laboratory tests (technologies) in this study were optimized and proved to be effective. The results showed: 1) Medium temperature metallization roasting and then magnetic separation, and gas reduction metallization roasting and then magnetic separation are effective for processing of the high iron diasporic bauxite; 2) Dry magnetic separation, wet magnetic separation and medium temperature magnetization roasting and then magnetic separation are not effective for processing of the high iron diasporic bauxite; 3) Digestion at atmospheric conditions and high caustic alkali concentration is effective for processing of low A/S and high iron gibbsite bauxite; 4) Desulfurization flotation and desulfurization with barium aluminate are both effective for processing of the high sulfur bauxite. However, each of these methods have their own advantages and disadvantages and must be evaluated; and 5) The soda-lime sintering process is suitable for processing of the Linzhou potassic sandy shale. The aluminium and potassium are extracted and the silicon residues can be used for silicon fertilizer. The results of this study help solve the problem of aluminium reserve shortage. They also open a new way for integrated utilization of other aluminium resources including potassic sandy shale. Advisors/Committee Members: Prof. Zhao, B, Feng, A.

▼ Proponents of deliberative democracy argue that it enhances procedural democracy by bringing policymakers and the public closer together and by generating new alternatives rather than just choices. But what role does deliberation play under autocracy, where basic democratic institutions are absent? In China, citizens cannot elect their governments but are regularly consulted on matters of governance and policymaking. For example, all national and many sub-national policy initiatives in China currently proceed through at least one round of public consultation prior to adoption. Why do non-democratic regimes consult their citizens? One explanation is that consultation is simply "window dressing" for an otherwise authoritarian decision-making process. Indeed, no new political actors are empowered, the outcomes are non- binding, and critical comments can be kept private. But why then is the Chinese regime investing resources into a politically inconsequential activity? Similarly, why are hundreds of thousands of citizens voicing comments and criticisms if they have no effect? I argue that consultative autocracy is more than window dressing. In particular, I argue that public consultation helps inform and legitimate the policymaking process, contributing to more durable and legitimate policy outcomes. Testing these arguments required overcoming several empirical challenges. For example, public consultation is not randomly distributed, and policy outcomes are issue- specific, making them difficult to generalize. To address non-random selection, I created an extensive sub-national policy database that allows me to identify the effects of consultation across unique policy initiatives implemented in different parts of the country. To proxy for policy outcomes, I measured amendment and repeal rates, which should be lower among more effective policies. I find that no policies adopted with consultation have yet been repealed and that their amendment rates are significantly lower as well. To measure the legitimizing effects of consultation, I took advantage of a budget deliberation experiment in Zeguo, China, where participants are randomly selected to participate in annual budget deliberations. In January 2012, after multiple interviews with political leaders and legislative delegates in Zeguo, I organized a survey of the participant cohort along with a representative sample of non-participants. Survey results demonstrate that approval for local government and its policies is significantly higher among participants than non-participants but that consultation has no positive effect on views towards the central leadership

▼ The Emeishan Large Igneous Province is one of the largest igneous provinces in the world. It is marked by basaltic extrusives that vary in Ti amount, classified as high Ti and low Ti. Several mafic to ultramafic intrusions occur in the province as well as granitic intrusions. The mafic-ultramafic intrusions are associated with mineralization; large layered utlramafic intrusions bearing Fe-Ti-V mineralization, while small dyke like or sill like intrusions contain Cu-Ni-PGE mineralization. The Zhongchang and Yantiangou mafic- ultramafic intrusions are small such intrusions bearing Ni-Cu-PGE mineralization. The deposits show a lot of similarities in source magma, evolution and mineralization. Parental magma for both deposits show alkaline tendencies, and a high Mg indicative of primitive magma that underwent little crustal contamination. Mantle range Cu/Pd ratios show parental magma fertile in chalcophile elements and both deposits proceed to show depleted mantle normalized values as a result of sulphide saturation and subsequent mineralization. Mineralization in Zhongchang is hosted at the contact between peridotite and pyroxenite, interstitial to olivine and clinopyroxene. Alteration minerals include epidote and chlorite. High Cu/Pd ratios suggest earlier sulphide saturation and removal of a PGE sulphide, and a second sulphide saturation phase resulted in Ni-Cu mineralization. Mineralization in Yantiangou is hosted in biotite effectively following fractionation of olivine and clinopyroxene after which sulphide saturation occurred, precipitating sulphide minerals in biotite. Pyrite and millerite occur as a result of late stage hydrothermal alteration. Cu/Pd ratios are high indicating prior sulphide saturation occurred where PGE partitioned into sulphides. Ni/MgO ratios observed for both deposits indicate a state of sulphide under saturation where PGE partitioned into tellurides and bismurthinides and Ni into olivine. Average tenors for mineralized units are; Zhongchang at 5%Ni, 9% Cu, 4300ppb Pt and 2000ppb Pd, and Yantiangou having relatively lower tenors at 3.2%Ni, 6.5% Cu, 3000ppb Pt and 1300 ppb Pd.

▼ China’s remarkable growth is seen as an economic phenomenon with impacts on the whole world. The distinctive Chinese context warrants focused research on leadership, in order to understand the uniqueness of Chinese leadership. However, the management literature, which has been constructed primarily in the Western context, is still characterized by relative paucity in knowledge about the Chinese business world. By addressing research gaps in the contextualization of leadership theories, this thesis, theorizing on Bourdieu’s sociology and Chinese philosophy, takes a process and integrative approach to investigate contemporary leadership located in the Chinese context, from a sociological and philosophical perspective. Traditional culture and philosophy are actively present in modern China. Confucianism, the essence of Chinese culture even today, provides a strong philosophical foundation for leadership practice. Proposing that Confucian values promote the application of paternalistic, charismatic, transformational, authentic, aesthetic, and pragmatic leadership in Chinese leaders’ daily practice, this thesis first empirically examines these leadership theories in the Chinese context, constituting the first purpose of this study. Extending from these empirical examinations, as a second purpose this research explores distinctive Chinese leadership behaviors and processes in these six leadership theories. The above research purposes are accomplished by case studies in eight small-to-medium-sized manufacturing Chinese enterprises (four private-owned enterprises, i.e., POEs and four state-owned enterprises, i.e., SOEs), with interviews, surveys, direct observation, and documents as primary data sources. Apart from offering deep insight into power relations and interactions of authoritarian, benevolent, and moral leadership in the paternalistic leadership model, findings from this research indicate that – in contrast with Western leadership theories – both similarities and distinctions are present in their Chinese counterparts. ▼ Long before the popularity of postbellum “Yellow Peril” narratives, Asian figures associated with trade occupied central positions in the American literary imaginary. My dissertation, “Pacific Sensations: Seeing Yellow in Nineteenth-Century American Print Culture,” engages with the global turn in American literature and considers the role of transpacific trade in nineteenth-century American print culture. Studies of American fiction have long acknowledged that the transatlantic trade of women, minorities, and goods played a crucial role in the formation of modern notions of whiteness and the nation. Scholars have paid far less attention to references to trade with China in U.S writing before and immediately after the Civil War. In “Pacific Sensations,” I argue that the China Trade not only deeply informed both ante- and postbellum American literature but also, in the process, reflected and helped shape social practices of racialization, including the formation of the racial category “yellow” itself. I analyze figures related to the China Trade in nineteenth-century American literature—considering authors such as Herman Melville, Ambrose Bierce, and Edith Maude Eaton—alongside material objects involved in the trade, including porcelain, lantern slides, and silks. My work thus adds to the growing body of transnational American literary scholarship devoted to exploring how yellow peril and model minority stereotypes of modern American literature were heavily influenced by nineteenth-century print and visual representations of transpacific trade. Drawing on Lisa Lowe, Colleen Lye, and others, I argue that when the Asian body entered the mid-nineteenth-century American imaginary, Anglo-Americans developed particular ways of seeing Asian Americans. Lascars, Manila men, Coolie laborers, and merchants of Chinese Junk and curios represented the Asian body in general in the works I study, and these figures embodied the transposed fears of white Americans facing changes in labor, technology, and immigration patterns during the transition from what has been called the “Age of Sail” to the so-called “Age of Steam.” Advisors/Committee Members: Egan, Jim (Director), Lee, Robert (Reader), Smulyan, Susan (Reader), Rodriguez, Ralph (Reader).

▼ This dissertation traces how written examination became a hegemonic institution to distribute social resources after the 1905 abolition of the imperial examination system (keju), which determined social statuses and government offices according to classical knowledge for nearly thirteen centuries (since c.605). The findings not only challenge the prevalent narrative that the long history of the imperial system has determined the model of governance and education in subsequent modern Chinese societies, but also the assumption of meritocracy as a common feature of modern states. In twentieth century China, merit in terms of success in examinations became increasingly detached from personal wellbeing. Thus, the authority of the modern Chinese state was no longer based on the promises of fame and wealth, but on the institutional and social pressure on modern citizens to be assessed and mobilized. This dissertation covers the last decade of the Qing empire (1901-1911) and a broadly defined “Republican period” between the establishment of the Beijing Government in 1912 and the 1990s democratization of the Republic of China, which was relocated to Taiwan after 1949. Chapter 1 accounts for the abolishment of monetary reward in traditional academies and title reward in modern schools in the context of the termination of keju in 1905. Chapter 2 explores the ambiguity of quantitative assessment in modern China as shown in the negotiation between U.S.-trained experts on testing and the Nationalist Nanjing Government in the 1920s and 1930s. Chapter 3 focuses on the civil service examination and the narrative of bureaucratic reform under the Nationalist Government during the Nanjing decade (1927-1937) and the “War of Resistance” against Japan (1937-1945). Chapter 4 deals with the Centralized Graduation Examination (huikao) for secondary school students introduced in China between 1932 and 1949 and resumed briefly in Taiwan by the Nationalist Government in 1957. Chapter 5 looks into the definition of the state’s power of examination in the 1947 Republic of China Constitution and its complicated consequences after being brought to post-war Taiwan by the Nationalist Government. ▼ In my dissertation, "Getting a New Blanket: China’s Conceptualization of Security in the Post-Deng Xiaoping Era" I examine the debate of what form the PRC’s rise will take in the future. In grappling with this issue, I look at how this rising power is defining its national security threats. Consequently, I approached this dissertation with the goal of examining of how the PRC leadership is defining – and even not defining – its national security threats. While traditional, realist/materialist approaches to China’s definition of threats to national security have merit, so too do non-traditional, constructivist approaches. As such, I seek to examine the influence that national security ideas and theories have had in influencing contemporary PRC national security policies. Given the value and potential impact of such a theory on a state’s national security policies, I chose to examine whether the PRC scholarly community is cognizant of the content of these theories, how widespread and influential they are among academicians and policy analysts, and whether there is an observable influence of these theories on PRC national security policies. The findings reveal that although the PRC’s scholars are cognizant of the issues in COPRI’s Comprehensive Security, the PRC leaders’ national security policies are still predominantly attributed to traditional security theory, definitions, and dynamics. The findings also reveal that while the PRC is exhibiting constructivist tendencies by securitizing non-traditional security issues, the rationales behind these securitizations are borne of realist purposes.; Overall, this project contributes to debates on the nature of the introduction of new theories of foreign policy into a country’s academic and policy-making communities, as well how the PRC has been developing and implementing its policies of national security since the early 1990s. It demonstrates through observation, assessment, and analysis that Realism and Realist assumptions still dominate the PRC security-policy-making process. Yet it also demonstrates that non-Realist assumptions and policies are growing and that the PRC is securitizing certain non-traditional security issues, which supports the intellectual value of COPRI’s comprehensive security, and other non-Realist images. This project also points to further research that can be done on the issue of whether the PRC is undergoing a peaceful revolution in its democratization process, whether reforming its currency is a securitized issue, and how and under what circumstances issues are de-securitized. ▼ After two decades of a disappointing relationship between Canada and the People's Republic of China (PRC) – seriously damaged during the Korean War and relieved by wheat sales after the Great Leap – Pierre Trudeau's government wanted to end China's isolation. The new prime minister was determined to ensure that his country could recognize the Communist regime. Even more surprisingly, Ottawa's opening of relations with Beijing would soon be followed by Washington. Such words as "rapprochement" were therefore repeated in North America as this extraordinary diplomatic event began to unfold in the late 1960s. In hindsight, Sino-Canadian rapprochement seems full of contradictions: at a time when Canada's closest ally was still fighting in Vietnam, and when the Chinese were shouting anti-imperialist slogans during the Cultural Revolution, how could it be possible that Ottawa and Beijing wished to become friends? The central question this thesis poses and answers is why the two governments suddenly shifted positions at such a politically sensitive moment. Offering different ways to understand this thirty-year-old question, the thesis re-examines Trudeau's and Maoist China's remarkable, but often forgotten, diplomatic breakthrough. Indeed, although Canadians were paying closer attention to the nation's "October Crisis" in 1970, the "October Handshake" in Stockholm between representatives of Canada and China in the same month was also a significant event. The success of such a diplomatic achievement could be seen in the Sino-American rapprochement that followed and in China's new place in the world community. Drawing on various historical records, including materials from the archives of the Canadian Broadcasting Corporation and Queen's University, this study explains the agreement between Beijing and Ottawa in 1970 as the coincidence of three crucial conditions: the rapidly changing geopolitical circumstances at the time, a favourable internal political climate, and the matching mentality of the extraordinary players from both countries. Furthermore, while existing accounts of Sino-Canadian rapprochement highlight both countries' external relations, this thesis will argue that an exploration of the dynamics of domestic politics and the roles of individual leaders can expand our understanding of decision-making during the process of normalization of relations between China and Canada.

▼ This work is a modern history of Changsha, the capital city of Hunan province, from the late nineteenth to mid twentieth centuries. The story begins by discussing a battle that occurred in the city during the Taiping Rebellion (1850-1864), a civil war that erupted in China during the mid nineteenth century. The events of this battle, but especially its memorialization in local temples in the years following the rebellion, established a local identity of resistance to Christianity and western imperialism. By the 1890’s this culture of resistance contributed to a series of riots that erupted in south China, related to the distribution of anti-Christian tracts and placards from publishing houses in Changsha. During these years a local gentry named Ye Dehui (1864-1927) emerged as a prominent businessman, grain merchant, and community leader. When a massive urban riot erupted in April 1910, Ye and other gentry were accused of withholding grain from starving peasants and other disgruntled locals. At the end of the same decade, in 1919 the Treaty of Versailles ended the war in Europe but awarded German owned territory in north China to Japan. Students and activists erupted in protest in cities throughout China, especially in Changsha. The climate of urban activism that emerged by the 1920’s inaugurated an age of civic identity in the city. Activists embraced certain ideas associated with western modernity—such as Marxism—in order to overcome western imperialism. Among the voices of dissent were young activists such as Mao Zedong (1893-1976). Students from foreign missionary schools even joined the protests. This new generation of activists published articles in the local press and other journals denouncing the West’s influence not only in Changsha, but also in communities throughout China. I also discuss the history of women in Changsha, most notably the experiences of an activist named Zhu Tierong (1915-2009). During World War II she worked with the local chapter of the YMCA to care for refugees. The war also brought intense carnage to Changsha, as much of the city was destroyed by a fire in 1938. ▼ Deng Xiaoping‘s economic reform in 1978 was seen as a new beginning for the Chinese SME sector as, previously, no private businesses were allowed. In the past three decades, the government has played a vital part in fostering the development of Chinese SMEs in terms of enacting policies and providing support. Currently, no empirical research has been carried out to investigate the effectiveness of government policies from the point of view of the SME owners. The basic research question addressed in this thesis is: How do Chinese SME owners/managers perceive government policies in mainland China? First-hand information was collected in 2009 through face-to-face interviews with 210 SME owner/managers of businesses located in three regions with different economic development conditions and stages. All the participants were reached through personal contact, either by business owners‘ friends or local government officials, which ensured the research‘s response rate was 100%. The findings showed that Chinese SME owners do not perceive any role for their participation in political decisions and processes, but they are affected both positively and negatively by the policies and the way they are administered at the regional level. Major problems that concerned the owners were the effectiveness of the policies as many do not translate well to the real conditions of SMEs and the unlawful practices of local government officials. However, one element of the Chinese culture, Guanxi, is very important for Chinese SMEs. Good relationships with local government officials can help SMEs easily get resources and information. The study also shows that the government provides more services and support to SMEs. However, the size of the business and the industry that SMEs are in control whether SMEs can enjoy the services. Only larger businesses and those in the industries encouraged by the government can benefit from government support. The location of SMEs is also associated with the attitudes that SME owners have towards the effectiveness of government services. Those in developed areas were making more requests to the government for better and more effective support. Although the government policies, especially those concerned with the SME sector, are having a great impact on Chinese SMEs, the growth of SMEs largely relies on SME owners. The government services and support still lag behind SMEs‘ needs, and the services are seen by SME owners as inefficiently administered. For SMEs to continue to develop as a business sector that contributes more to China‘s growth, greater contact between academics, the SME sector, and the government is necessary so that policies and support can be more closely aligned to the needs of SMEs. The measures in tackling the unlawful practices of the local government officials are also important.

▼ In the region of the South China Sea there lie the issue of the disputes among China and parts of the Southeast Asian nations over the sovereignty of the island features and maritime rights, and the issue of the competition between the rising China and the traditionally-leveraged U.S. The competition between the two great powers derives from their mentality to compete in the international structure of power distribution. However, it is also the international power structure constructed by the two great powers limits the choices of behavior of them, so that the U.S and China avoid the direct conflict conducted by the armed forces as they compete for the power in the region of South China Sea, and seek the opportunity to cooperate via bilateral mechanism between the U.S. and China, and via multilateral mechanisms which are participated by the regional states. The U.S.-China relation in the region is, then, a structural realistic relation. The article finds, in their structural realistic relation, the U.S. and China have competed with each other by strengthening the economic, political, and military presence of their own around the region of South China Sea, in order to limit the influence of each other. Meantime, on the foundation of their competition, the two great powers have cooperated, and sought to cooperate, with each other, via the approach and rhetoric of liberal institution, in order to shape the imagination of mutual interest, soften the mutual tension, and seek to limit the behavior of each other. The U.S. and China have also used the constructivist language to identify itself and each other, in order to compete for the qualification for regional competition and for the model of interaction. Thus, the strategy of the U.S. and China to interaction, although deriving from structural realist mentality, has been led to multifaceted approaches of competition and cooperation. The article accesses that, albeit the U.S. and China compete for the leverage in the international power structure, the international power structure per se constructed by the U.S. and China still stabilizes the behavior of the two great powers. However, the competition and cooperation between the U.S. and China in the field of multilateral institutions might undergo the difficulties to manage the competition among the state actors involving the institutions, and so there is the potential that the competition and cooperation between the U.S. and China in the South China Sea would incline to more conflict and competition. ▼ Climate change and sustainable development are both challenging issues for developing countries, as they need to allocate their limited financial, human and technical resources to more immediate and urgent needs such as education, sanitary and infrastructure construction. Policy objectives on climate change and development may be conflicting in the short term but they could also be complementary. This dissertation explores potential synergies between climate change mitigation and sustainable development policies and proposes to integrate policy objectives of climate change mitigation and sustainable development in developing countries. Particularly, this dissertation focuses on China as China is currently undergoing a fundamental change in the social economy and China already became the largest GHGs emissions in the world. This dissertation investigates, at the national level, whether China's sustainable development policies climate friendly and whether China's climate change mitigation policies contribute to national sustainable development. Integration of climate change mitigation and sustainable development policy objectives in the development and implementation of CDM program is examined, which is partially because that CDM is designed with twin objectives on emissions reduction and sustainable development, and partially due to the fact that China alone accounts for more than half of the global CDM market. Both qualitative and quantitative methodologies are applied in this dissertation. Qualitatively, this dissertation reviews current status quo of social economic development, as well as challenges for climate change and sustainable development policies. Then this dissertation discusses China's climate change mitigation policies and sustainable development policies from the perspectives of policy objectives, budgeting and institutional governance. Balancing regional differences and sustainable energy development as two important issues that integrate climate change mitigation and sustainable development policies are carefully examined. The results turn out that there are only moderate integration of climate change mitigation and sustainable development in the energy sector. Quantitatively, this dissertation discusses China's CDM program development, implementation, and management. Despite the rapid increase of projects, China's CDM projects are concentrated in Wind (41%) and Hydro (36%) projects, but revenues from CERs (certified emission reductions) to date are mainly from HFCs (46%), Hydro (16%), and Wind and N2O projects (12% respectively). Provinces with abundant hydro and wind resources, mainly Yunnan, Sichuan and Inner Mongolia, which are also with lower GDP per capita, host far more CDM projects than any other provinces, but CER revenues to date are from Zhejiang, Jiangsu and Shandong provinces, where higher GDP per capita generated. An examination on capacity building identifies that the capacity on monitoring and verifying emission reductions in China remains weak. ▼ Sin duda, el fenómeno de la Globalización ha afectado a toda la población mundial. Según la RAE este concepto se define como la “tendencia de los mercados y de las empresas a extenderse, alcanzando una dimensión mundial que sobrepasa las fronteras nacionales” (Real Academia Española, 2012). Pero sus efectos están presentes, no sólo en el ámbito político y económico, sino también en aspectos culturales y sociales (Biblioteca del Congreso Nacional de Chile, 2012), por lo que debe entenderse como un proceso multidimensional. Por un lado, es vital que los países aprovechen los efectos que ha producido esta integración creciente de las economías de todo el mundo, para que puedan beneficiarse por ejemplo de importaciones más baratas y mercados de exportación más amplios, como también de un mayor acceso a la tecnología y a los flujos de capital. Pero, por otro lado, sí debe considerarse que los países que quieran verse beneficiados por esta mayor eficiencia, deben estar dispuestos a adoptar las políticas necesarias y a recibir el apoyo de alguna comunidad internacional (Fondo Monetario Internacional, 2012). En esta materia, Chile no se queda atrás. Sus inicios se remontan a mediados de los años 70, donde se adoptó un modelo de desarrollo basado en la competencia y donde se permitió que la actividad económica estuviera regulada por los mercados. Al día de hoy, Chile cuenta con 23 acuerdos comerciales vigentes, los cuales se distribuyen en once Tratados de Libre Comercio (en adelante TLC), en tres Acuerdos de Asociación Económica, dos Acuerdos de Libre Comercio, seis Acuerdos de Complementación Económica y un Acuerdo de Alcance Parcial (Dirección General de Relaciones Económicas Internacionales, 2012). Uno de los once TLC que tiene Chile, se destaca el que ha firmado con China. Este país asiático es un ejemplo de que la globalización puede traer muchos beneficios si ésta se sabe dirigir adecuadamente. China se ha visto beneficiado de este fenómeno en 3 grandes áreas: 1) Equilibrio entre el grado de apertura y el nivel de desarrollo, 2) Implementación de reformas que acompañen el nivel de apertura, y 3) Importancia de la inversión directa extranjera (Fan Gang, Zhang Xiaojing, 2012). Por ello se considera importante que Chile se alíe a este grande para aprovechar sus fuertes avances en estos diversos ámbitos. Por ello en conjunto, los autores han decidido recopilar los antecedentes y redactar pautas para desarrollar negocios entre China y Chile, ya sea importando desde China o exportando desde Chile a China, debido a que existe una tendencia inevitable hacia la globalización y la integración económica regional, en especial entre ambos países. ▼ Amidst growing scholarly interest in global health governance and the securitization of infectious diseases, this thesis presents an analysis of the Chinese government's response to the influenza A (H1N1) pandemic in 2009-2010. China is a crucial actor because of its growing economic and political influence in global health governance, the comparatively large size of its population, and because China is also considered to be the likely geographic site for the outbreak of a future flu pandemic. Although the existing literature has not explored the Chinese response to the pandemic in much detail, closer analysis reveals that Chinese officials implemented one of the harshest public-health responses in the world - even for Asian standards. Curiously, in contrast to securitization, they did not characterise pandemic influenza as a verified existential threat, but simultaneously as plausibly catastrophic and mild. In explaining the Chinese response to the H1N1 pandemic, the thesis explores three key factors: (1) the wider international context that China was operating in, (2) the political organisation of the country, and (3) its historical experience. Overall, the thesis argues, the harsh accent on containment in the response was motivated by a strong desire to internationally demonstrate the capacity of the country to deal with pandemic influenza, especially as a way of vindicating the tarnished image of China about its poor performance to control other epidemics. On the other hand, the equivocal comprehensive characterisation of the disease resulted from emerging evidence of the mildness of the disease and the caution of Chinese leaders to prevent social panic. The case study contributes to filling a gap in the literature about securitization applied to global health and China. It also highlights the relevance of historical experience to identify patterns of security frameworks. Contradictory evidence may emerge to recognize the occurrence of securitization when the characterisation of the alleged threat is not consistently existential, even when other criteria like the involvement of high authorities, the priority status of an issue, the implementation of disruptive measures, the allocation of special funds and the use of security language are identified. On the other hand, understanding securitization as defined by the existential nature of the threat or as open to an intensified interpretation affects the assessment of the evidence.
