The market of container shipping industry is significant competitive. Many ultra large container vessel(ULCV) would increase their loadable slot in order to achieve the maximum of its economic efficiency. The services that terminal operators provide would benefit ultra large container vessel(ULCV) in container handling equipment and utilizing resource to increase terminal productivity and control terminal operation cost. Through Terminal Operating System (TOS), the pre-plans for ship planning and yard planning are adopted in the area which is from vessel berthing to the port terminals. This study asserts that GPS is vital to facilitate the TOS system work efficiently. Because of receiving key information about container, system will find the optimized path and location and then dispatch accurately container to selected container handling equipment with less cost. Clearly, container terminal definitely would increase their productivity and achieve utility maximum. In addition, terminal productivity of container terminal by GPS would lead to the decrease of fuel consumption (saving cost) and CO2 emission (PM2.5).
