▼ The problem investigated in this study is that gender equity and change management in the City of Cape Town and in particularly the Diversity Equity and Change Management Department, has not been adequately assessed and a coherent set of options to address this problem has not yet been adequately researched. In particular, the situation is that senior management is not representative and that recruitment and appointment procedures as well as the change management process are not conducive to gender equity. The nature of this study is qualitative and the case study method has been utilized. The scope of the study is on gender equity and the change management process followed by management and staff at the City of Cape Town, in particular the Diversity Equity and Change Management Department since 2000 to 2007, with the view of proposing options for improvement. In 2006 the City of Cape Town Employment Statistics indicated that 80% of top management within departments across the City is still white males. At professional and middle management level white males and females dominated this level with 69.5%. In the technical and associate professions, the tally for whites is 38% and at elementary level 6.5% (Department Human Resources HRD IT System, July 2006). In order to equalize employment statistics in the COCT drastic steps should be taken to eliminate imbalances between both Black and white employees in terms of occupational levels. Disadvantaged Black women and men should benefit from employment, recruitment and selection, appointments and training and development processes and the acquisition of knowledge and skills beyond those acquired within the realm of empowerment. However, women should be adequately represented not nearly in the workplace but overall to enable them to participate in the decision-making of important work related and home related issues. Women should keep on addressing inequality and gender equity to enhance change processes and gender awareness amongst themselves and in the workplace. The gender institutional framework within the COCT as a whole in particularly the Diversity Equity department and the active participation in decision-making in the various structures of the City combines with their history of politics in the women's movement to augur well for continued gender sensitivity in policy formulation and outcome. ▼ This research study focuses on the way the Namibian public sector plans and implements capital projects, mainly in the Ohangwena region, and the Ministry of Health and Social Services in general. The research results show that the planning and project process is not clear and that options need to be considered for the improvement thereof. It is observed that often some of the identified and approved capital projects are not implemented and, if implemented, this is typically done in two or three years. Most parts of Ohangwena are comprised of sandy roads, especially the north-eastern area of Ohangwena which represents a large part of the region. Distances between health facilities and the scarcity of transport make it difficult for the community to easily reach the nearest health facility. The primary objective of this study is to perform an assessment of the planning process in the public sector for the implementation of capital projects and its effectiveness with regard to the planning and implementation of identified capital projects. From the outset, the critical issue is not only implementation, but also how the Ministry plans its capital projects for successful implementation. Interestingly, no research has been done before on this topic in Namibia. Against this background, officials (planners) that are directly involved in capital projects design were interviewed at the district, regional and national levels of the Ministry. The research investigation found that, in general, the planning and project processes in the Ministry are good, but a number of weaknesses were observed in the implementation process. The findings of the study showed that capacity in the Ministry, in terms of skills and technical expertise, are among the main causes of delay in the implementation of capital projects, particularly in the region and in the Ministry in general. The research found that lack of technical expertise in the Ministry and the limited capacity of those responsible for capital projects initiation and implementation, especially at the District and Regional level, have a substantial influence on most of all the weaknesses observed in the system. In this regard, specific recommendations were made regarding the prioritization of the necessary posts and building capacity at the operational level. ▼ This study focused on policy agenda-setting models for school sport and physical education in South Africa. The primary objective was to assess and propose options for improved agenda-setting by focussing on the use of agenda-setting models and by applying it to physical education and school sport and the policy agenda of the national government. The study has shown that pertinent school sport and physical education policy issues, as supported by key role-players and principal actors, were initially not placed on the formal policy agenda of government during the research investigation period (2005-2009). However, during 2010 and 2011 the issue of school sport and physical education received prominent attention by authorities and these developments were subsequently included in the study. The study aimed at contributing to existing policy agenda-setting models and by recommending changes to the Generic Process Model.The study also made a contribution by informing various role-players and stakeholders in education and school sport on the opportunities in policy agenda-setting. The study showed that policy agenda-setting is a vital step in the Generic Policy Process Model. Policy agendasetting in South Africa is critical, as it is important to place new and emerging policy issues on the policy agenda and as a participative public policy process is relatively new in this young democracy. The reader should not confuse the study as one dealing with school sport and physical education primarily, but rather as a research investigation dealing with policy agenda-setting models as applied to school sport and physical education.The secondary objectives of the study included the development of a historical perspective on trends and tendencies in education and sport in South Africa. A second objective was to provide theoretical perspectives on public policy and specifically on policy agenda-setting.From these theoretical perspectives, the Generic Policy Process Model was selected to use as a model that provided guidance on the overall policy process normally followed in South Africa. The Issue Attention Cycle and Principal Actor Models on Agenda-Setting were selected to apply to the case study to specifically ascertain important factors related to policy agenda-setting such as the identification of key role players as well as key policy issues. The Generic Policy Process Model provided for both a comprehensive set of phases as well as specific requirements and key issues to be addressed during each phase of the policy process.In terms of findings the study found that a number of specific agenda-setting elements or phases needed to be added to the Generic Policy Process Model, which includes a problem stage, triggers, initiator, issue creation and actors or policy stakeholders.The Principal Actor Model to agenda-setting was selected for application to the case as different actors have different levels of success at each policy stage. ▼ From the international literature, as well as from South African initiatives, it is clear that the use of sport and development programmes have a tremendous potential to impact on development. Past efforts in South Africa also shows that sport and development initiatives can make a huge impact on youth development and serve as a vehicle for improved social and economic well-being. This was acknowledged by a recent Department of Cultural Affairs and Sport (DCAS) and Interdisciplinary Centre for Sport and Development (ICESSD) publication called, “The Case for Sport: Socio-economic benefits of Sport and Recreation in the Western Cape”. This was the first such research done at the Provincial Government and a particular research finding showed that inadequate monitoring of youth programmes, including the Mass Participation, Opportunity Access, Development and Growth (MOD) Centres were being done. Against the background of the South African Government’s increased efforts to support sport and development a need has also arisen for the improved performance management of these initiatives. In particular, a need exists for an improved understanding of available indicators for the improved monitoring and evaluation of sport youth development programmes. This research investigation conducted both an assessment of available indicators from a theoretical and comparative point of view as well as undertook a case study approach to investigating the type of indicators needed in future in the case of the MOD Centres in the Western Cape. The research methodology consisted of a qualitative study using a case study approach and by collecting information through a literature review, desktop study of primary and secondary sources, semi-structured interviews as well as focus groups. The study included a psycho-social behavioural survey to develop and test some of the anticipated outcomes and indicators for youth programmes. The research findings show that the MOD Centres have been using a good basic set of mostly output indicators but that international and local experiences show that a generic compendium of outcomes-based indicators can be developed that will provide a basis for the monitoring of sport and development programmes for the youth. These provide for exciting options, including the application of the Olympic values and the possibility of including human capital indicators to assess the impact of sport and development initiatives on the youth. This study provides a systematic overview of the existing indicators in use as well as alternative indicators that have been identified through this study. The research findings include a set of proposed anticipated outcomes and indicators for use in sport and development programmes. ▼ Participatory Monitoring and Evaluation (PME) is an integral part for the success of any government community development initiative as it helps foster a sense of ownership and at the same time promotes meaningful development at grass-root level. The Government of Kenya (GOK), through the Ministry of Regional Development has established Regional Development Authorities (RDA’s) that are mandated to promote development within their areas of jurisdiction by implementing integrated programmes and enhancement of community participation. It is against this backdrop that this research investigation is using Tana and Athi River Development Authority (TARDA) in Kenya as a case study in order to appraise how PME is applied in this process. The people-centred development theory constituted the theoretical grounding of the study, and in addition implementation approaches to PME were discussed in relation to the various project management areas of knowledge. Qualitative methods of research were applied throughout the study in assessing the level of stakeholders’ participation in monitoring and evaluation. A mix of interviews and focus group discussions were utilized. More specifically, individual interviews were conducted with the project beneficiaries/community, TARDA management, project management facilitators, as well as monitoring and evaluation specialists in an attempt to unravel how and to what extent Tana County residents are involved in the monitoring and evaluation process of TARDA projects. Empirical findings gathered from the study were reflected upon through concrete grounded discussions on the contribution of PME in increasing community participation, empowerment and decision-making in various development projects. The research findings also indicated that PME plays a pivotal role in ensuring accountability and transparency of institutions thus creating investor confidence and promoting regional-balanced development. Furthermore, the findings also revealed that an effective PME system gives decision makers an additional public sector management tool, while at the same time building on the capacities of the beneficiaries. Finally, it is proposed that PME should be a standard practice among public sector institutions that embrace PME techniques, also in order to document and share PME experiences for purposes of information generation and future sustainable development. ▼ It is widely accepted that sport has the potential to serve as a tool for development as well as a catalyst for social and personal change. The National Department of Sport and Recreation (SRSA) has recognized the role that sport can play in building a better society in its recently published document the National Sport and Recreation Plan(NSRP). The aim of this study was to analyse the implementation of the NSRP in the Western Cape and to develop options for the improvement of the implementation of the National Sport and Recreation Plan in the Western Cape. The study analysed the factors that are necessary for an enabling environment to be successful to create an active and winning nation. By linking policy to implementation the study showed that the social benefits of sport can be extended to the broader social community. The fieldwork research was conducted with sport councils, sport federations, academy officials and senior government officials. The study found that the links between local, provincial and national government must be strengthened. The study further found that the level of commitment amongst the various spheres of government is not the same. The will may be there but the actual resources that must be committed is not readily made available. An important finding was that there appeared to be a lack of a nationally coordinated dedicated unit to champion the NSRP within SRSA. No reporting mechanism exists that will indicate to the general public and sport fraternity what the level of compliance is with the broad requirements of the NSRP. The 5-C protocol was used to analyse the NSRP and its current implementation within the Western Cape. Communication was considered as a future addition to augment the5-C protocol. The alignment between various national, provincial and local spheres of government was found to be lacking. It is recommended that the NSRP be brought into the annual performance plans, strategic plans, medium term expenditure framework and performance agreements of departments and senior management. It was found that the voluntary nature of organisations may act as a hindrance to the implementation of the NSRP. It is foreseen that the outcome of the study will assist in benchmarking best practices for implementation. The recommendations proposed by this study will provide options for laying the foundation for the successful implementation of the National Sport and Recreation Plan in South Africa. ▼ There are number of Non-Governmental Organisations (NGOs) in South Africa that use sport as a tool to respond to HIV/AIDS mainly among young people, however, little is reported about the outcomes and impact of these programmes. The aim of this study is to contribute to a generic monitoring and evaluation framework by improving the options for the use of outcome indicators of sport-based HIV/AIDS awareness programmes of selected NGOs in South Africa. The research followed a qualitative multiple case study design using multiple data collection instruments. The overall findings revealed that the sport-based HIV/AIDS awareness programmes of five selected NGOs examined in this study focus on similar HIV prevention messages within the key priorities highlighted in the current National Strategic Plan for HIV/AIDS, STIs and TB of South Africa. The HIV prevention messages of selected NGOs are also in line with the commitments and targets of the 2011 UN Political Declaration on HIV/AIDS. The sport-based HIV/AIDS programmes target youth with messages that raise awareness of HIV/AIDS, HIV risk behaviours and HIV stigma. Furthermore messages that promote uptake of health services such as HIV Counselling and Testing (HCT) and Voluntary Medical Male Circumcision (VMMC). However, evaluating outcomes and impact of such programmes remains a challenge. Descriptive information and outputs are more recorded rather than information about the actual outcomes which occurred as a result of sport-based HIV/AIDS awareness programmes. The use of multiple data collection instruments in conjunction with approaches of the ten-step model to a result-based monitoring and evaluation systems enables this study to propose a total of fifty one generic outcome indicators. These generic outcome indicators focus on measuring change in the knowledge of HIV/AIDS and change in attitude and intention towards HIV risk behaviours. In addition, this study further proposed a total of eight generic outcome indicators to measurepredictors of HIV risk behaviour. The selected NGOs can adapt the proposed generic outcomes and indicators based on the settings of their programmes. It can be concluded that the proposed generic outcome indicators are able to assist the NGOs to improve monitoring and evaluation of their sport-based HIV/AIDS awareness programmes. A collaborative approach by all stakeholders is required, from international organisations, funders, governments, NGOs and communities to strengthening monitoring and evaluation of sport-based HIV/AIDS awareness programmes including other development programmes. ▼ This study focuses on the future role and nature of an e-voting system for a future electoral system in South Africa. The study is of the view that rapid technological advancement and opportunities may contribute to efficient and effective e-voting systems. The study will investigate the international experience where initiatives have been undertaken, particularly in countries like the USA, the Netherlands, India, and Nigeria. Lessons born out of experience have been identified to highlight best practice and potential problems to be avoided in our future elections. As an outcome, the study indirectly seeks ways to increase turnout, particularly amongst the youth, increase voting access (everywhere and anytime), cost effectiveness and availability of quick national election results. The primary objective of this study has been to develop future options for the planning and design of an e-voting for South Africa. From the outset of this research, the critical issue was not only about e-voting, but rather the planning and designing of an e-voting system. Suffice it to say that the central issue about e-voting was not whether electronic voting should be developed but how and in what ways it should be designed and planned for successful implementation. Interestingly enough, this question has been bothering the IEC as well, particularly pertaining to planning (see 1.5.3). In a nutshell, it is against this background that experts on elections were interviewed. The research investigation found that many problems still existed in South African elections. This research found that both participation and communication are the main pillars in any policy or project. The study revealed that e-voting would appeal to younger voters and will subsequently boost turnout in SA. In a nutshell, this study found that members of the public and election experts were in favor of telephone voting and SMS, Internet voting, and EVMs. However, it was noted that rural communities would benefit in the long run from e-voting because they are still faced with an infrastructure backlog. Proper planning supported by sound planning principles need to be done to ensure that a e-voting in SA will be made successful and specific recommendations were made in this regard.
