▼ Since the identification of the first human immunodeficiency virus (HIV) case, developments have been underway to find treatment for the virus. Antiretroviral agents, especially when used in highly active antiretroviral therapy (HAART) regimens, have produced dramatic decreases in morbidity and mortality of HIV infected people and has made HIV a potentially treatable chronic disease. The success of HAART depends on the correct combination of drugs and on adherence to treatment regime. In April 2003, the Ministry of Health and Social Services published the first antiretroviral treatment guidelines which form the basis of HIV management in
Namibia. However the actual availability of these guidelines and their application in the private sector was not known; This study was conducted to determine the availability of
Namibia Guidelines for AntiretroviralTreatment in the private sector and to assess the proportion of private health care providers who comply with the guidelines; A survey to determine the practices of doctors and pharmacies providing ART services in the private sector in Windhoek,
Namibia, was conducted, using the Ministry of Health Guidelines for Antiretroviral Therapy, a standard against which the private sector practices were measured; The results of the study showed a general awareness (96 for doctors and 81 for pharmacists) and availability (92 for doctors and 50 for pharmacists) of MoHSS guidelines. The overall proportion of private healthcare providers who adhere to guidelines is small although some aspects of the guidelines such as when to start therapy (61), what to start with (96), when to change (100) and what therapy to use (73) are well adhered to by doctors. The majority of the pharmacists (58) do not dispense in accordance with the guideline recommendations; This study has uncovered a wide diversity of practice in the different aspects of HIV management and significant deviations from the

▼ Abstract provided by author; The synthesis and characterization,spectroscopic, and biological studies of 2-acetylferrocenyl-4-phenylthiosemicarbazone, 2-acetylferrocenyl-4-methylthiosemicarbazone,2-acetylpyridine-2-thiophenecarboxylsemicarbazone and 2-acetylferrocenyl-2-thiophenecarboxylsemicarbazone with copper(II) chloride are reported here. The ligands were synthesized by condensation reaction of appropriate carbonyl and amine compounds. The reactions were carried out in the presence of acetic acid. The complexes were characterized by means of Elemental Analysis (EA), Fourier Transform Infrared (FT-IR) spectroscopy, Nuclear Magnetic Resonance (1HNMR and 13CNMR) spectroscopy. The metal complexes and their corresponding ligands were tested against malaria parasites. It was found that the copper complexes synthesized are more biologically active then their corresponding ligands.

▼ This study was an investigation of the perceptions of Grade 10 English Second Language teachers about the effects of Code Switching in their classrooms in the Caprivi Education Region of
Namibia. A purposeful sample of twelve ESL teachers from twelve schools, four teachers from urban, four teachers from semi-urban and four teachers from rural schools were used. An observation checklist and a questionnaire were used to collect data from the respondents. Both instruments were piloted before being administered. Some of the findings that emerged from this study were that the respondents showed a lack of knowledge about theories relating to language teaching and learning. In addition, the non-availability of guiding framework or policies on the use of Code Switching in schools created uncertainty among teachers. Generally Code Switching was seen by the respondents as having good effects on learning and teaching in all subjects. It was also indicated that the Language Policy did not empower teachers to use language as the situation dictated, but rather the Language Policy dictated to teachers to subscribe to its directives. This could be one of the reasons why teachers used English in the presence of a ministerial official but as soon as s/he left the classroom they reverted to using mother tongue. From the findings of this study, it is recommended that teachers should be exposed to eclectic approaches of teaching. They should have a range of approaches from which to choose depending on the situation in which they find themselves. This would broaden teachers’ scope unlike the current situation where they are only exposed to one teaching technique. It is further recommended that the Namibian Language Policy be revised to accommodate the current language situation (that of teaching only in English even when learners do not understand) in the country. Due to the identified shortcomings in the Namibian Language Policy, the matrix-embedded model is proposed as an alternative to the English as the only medium of instruction in classrooms. Language classrooms should become learning environments where learners actively participate and grasp the knowledge that they are taught in a language they are comfortable with.

▼ Abstract provided by author; This study assumes, rather than debates, that there is an increasingly global environmental crisis - global warming, loss of ozone layer, biodiversity loss, deforestation and desertification, natural resource depletion, toxic pollution - brought about by western nations' abuse of the natural environment during nineteenth century industrialization, continuing through the twentieth century, and, many would argue, into the new millennium as well; Greens have been warning of the dangers of human-induced climate change since the 1960s. And yet,their analysis of the reasons for the wide and global range of ecological problems currently being experienced, of which climate change is only one, is not widely known. And even less so, are their solutions to the ecological crisis; This thesis, "Towards the development of a "green" worldview, and criteria to assess the"green-ness" of a text:
Namibia Vision 2030 as example", poses two research questions, and undertakes three tasks. The first question asks: "What does 'seeing green' as worldview mean?"Green" emerges as not only pro-environmental attitudes and behaviours, but a fundamental challenge to western-cultural views on Self, and on the Self/Other relationship, including our human-nature relationship. It represents a total worldview, with its own legitimating narratives, epistemology, ontology, ethics, and viewpoints on real-world political issues as well. The green worldview differs sharply in its ultimate premises from mainstream sustainable development. On the green view, only the radical changes in Self, the Self/Other relationship, and society's structures, which a green worldview demands, will be sufficient to avert the impending ecological crisis; A green worldview, while containing considerable diversity, is still sufficiently coherent and consistent that it can be reduced to a set of criteria and indicators for "seeing green". This was the study's second task; The study's third task co-incides with its second research question: "How green is
Namibia Vision 2030s worldview?"
Namibia Vision 2030 is
Namibia's premier policy text designed to guide
Namibia through a generation of sustainable development. Using the green criteria and indicators developed during the study, it is argued that particularly as far as this text's ultimate premises on the human/nature relationship are concerned, its worldview is best described as pale green fading into grey.

The aim of this study is to investigate empirically the impact of exchange-rate volatility on the export flows of
Namibia as one of the developing countries over the period 1998 - 2008. These are achieved by means of utilizing quarterly data of exchange rate and the trade flow of real exports of
Namibia for the period 1998 - 2008; During the stipulated time period,
Namibia had experienced tremendous volatility in its exchange rate. Therefore, an assessment of the economic performance of the Namibian exports over the period 1998 - 2008 had been used to conclude that the price of the Namibian dollar (N) is important to its future economic performances; The econometric analysis was employed to exploit the theory of cointegration, given the obvious non-stationarity of the time series. The study used Engle-Granger two step procedures. Three measures of exchange rate volatilities were used and produced mixed results. The mean adjusted relative change (V) as a measure of exchange rate volatility indicated positive and insignificant impact on real exports of
Namibia. The moving average standard deviation (MASD) as a measure of exchange rate volatility produced a negative insignificant impact of exchange rate volatility on real exports of
Namibia. The last measure of exchange rate volatility was the general autoregressive conditional heteroscedasticity (GARCH), which indicated a positive and significant impact of exchange rate volatility on
Namibia's real exports. These results suggest that

▼ ; This paper explores the effects of competition and regulation on telecommunications sector performance in 14 Southern Africa Development Community countries from 1999 through 2006. Fixed effects regression indicates that competition has a positive influence on the total number of mobile subscribers, and a negative impact on fixed lines in operations. On the other hand regulation has a positive impact on the total number of mobile subscribers and fixed lines in operations. The study allowed competition and regulation to interact, to determine whether competition is supported by regulatory policies. The interaction of the two reform variables resulted in a negative impact on the dependent variable, indicating that competition is not supported by effective regulatory policies. Therefore the study recommends that Southern Africa Development Community member states should encourage private sector investment and open up the market for fixed and mobile telephone supported by relevant regulatory policies

▼ ; The purpose of this study was to explore and describe the magnitude of discrimination or abuse committed against people with disabilities in the city of Windhoek, with special attention on exploring the general perceptions held by people regarding this phenomenon. Incidence levels of discrimination or abuse and the forms in which they manifest itself, were also explored, including health beliefs (superstitions) supposedly espoused by certain cultural groups which attribute disability to bad luck or curse. The study used descriptive and exploratory research designs with qualitative and quantitative approaches; The study results reflected that despite policy interventions, complemented by awareness campaigns to sensitize people on issues of disability, discrimination and abuse against people with disabilities are prevalent. These discriminatory and abusive practices are endemic in schools, at work places, within family circles and in the community at large. Both victims of disabilities, men and women, old and young, have in one way or another, been exposed to incidents of discrimination or abuse in the four social environments identified in the study; It has been recommended that the government should commission a study to evaluate the effectiveness of the implementation of the policies on disability. The results of the study could give effect to the review of those policies that are not meeting their intended or desired goals and objectives.

Namibia is facing a serious deficit as far as energy generation is concerned. Globally, electricity is generated from different sources, essentially to make up for the shortage of resources which is in short supply like dams for hydro power and reactors for nuclear power. Being a developing country,
Namibia is not in a financial position to have an independent electricity generation capacity to meet his demand; The Khomas Region, being the industrial hub of
Namibia is not excluded from the energy deficit. With a growing economy and rural-urban immigration of 600-1000 people according to a 2005 estimate, the demand for power is soaring. Conscious of the regional energy situation and multi-lateral cooperation on energy sharing as well as future plans for energy generation, the Khomas Region does not have any plans to achieve energy self-sufficiency. All power is centralized with NAMPOWER as the sole energy provider. NAMPOWER in turn receives a large portion of its power from the Electricity Supply Commission (ESKOM), South Africa. ESKOM, like NAMPOWER experiences a shortfall of power to satisfy domestic demand and cannot assure the pre-2006 guaranteed power supply hence leaving
Namibia with no other option than to enter into regional agreements for power supply; It is necessary for the Khomas Region to embark on the development of renewable energies which have an initial high capital or development costs but hold long term prospects. Worldwide there is a move away from carbon-based energy resources towards other environmental friendly sources of energy such as nuclear and wind energy; This study started with a cluster sample through which a blanket 46 respondents were asked to complete questionnaires while the study aimed at obtaining information from the perspective of the participants in the research. The study found that the Government of
Namibia has embarked on the reform of the electricity sector, initiated an extensive rural electrification programme and attempted to get electrical appliances closer to the people by spreading energy shops throughout the country. The research showed that the Khomas Region has adopted a rather passive posture in the development of its energy self sufficiency. This could be attributed to the total monopoly of NAMPOWER and the lack of regulations or their enactment in respect of regions to develop their power infrastructure; The study recommends that in addition to the present efforts of Renewable Energy and Energy Efficiency Institute (REEEI), Ministry of Mines and Energy (MME), and Barrier Removal to Namibian Renewable Energy Programme (NAMREP), the Khomas Regional Council should provide direct and indirect subsidy, both to entrepreneurs and consumers. The Region should furthermore consider utilization of an energy mix and encourage private entrepreneurs to invest in the development of renewable energies.

Namibia which forms part of the Southern African Development Community (SADC) group of former European colonies, is traditionally enjoying preferential trade market access to the European Union (EU). This means goods from
Namibia are facing lower tariffs and non- tariff barriers when entering the European market. This trade regime between the EU and
Namibia was enshrined in successive agreements. As a result of the outcome of legal and other challenges - at the level of the World Trade Organisation (WTO), the latest one, the Cotonou Partnership Agreement (CPA) There will be a fundamental shift in this trade relationship. This will provide Economic Partnership Agreement (EPAs) which will usher in reciprocity in trade between two parties. The EU has initialled the Interim Economic Partnership Agreements (IEPA) covering trade in goods with some members of SADC (Botswana, Lesotho, Swaziland and Mozambique) and is currently negotiating full EPAs which will cover trade in services. Therefore,
Namibia decided not to sign the IEPA due to the inability of the negotiating partner (EU) to address the concerns it had raised upon initialling the IEPA text; As the new agreement is currently in its negotiation phase, no results in terms of the development process can be measured yet. The research question and sub-questions will therefore be answered by analysing different aspects influencing the relationship which will mainly be done within an intensive qualitative literature study and the application of the international trade theory (dependency theory). The main presumption of the theory will be connected to the main findings of the literature study; Depending on the ideological point of view, EPAs can be seen as a negative ploy by the dominant capitalistic countries, here the EU. In order to analyse the EPAs, this study will reflect arguments favouring the theory. The main research questions of the thesis are: Will EPAs help integrate
Namibia into the global economy; and will
Namibia have a sustainable economy that reduces poverty among its people? The theory was applied in this study, which concluded that the EPAs can be regarded as a negative development initiative for
Namibia. From a developmental perspective, it is not clear yet, whether the method adopted by this study will prove to be correct; but the disappointing results of the Lomé Convention and the short lifetime implementation of the Cotonou agreement had proven that the EU promoted a model of economic liberalisation to secure for itself continued market access across the African continent.

▼ Abstract provided by author; This research study assesses whether a lack of marketing and promotion causes a decrease in the usage of electronic resources or whether there are other prevailing factors that prevent users from using the libraries' electronic resources. The research tried to find out what marketing and promotional techniques are employed and how the electronic resources are organised in the selected libraries; The study covered the Khomas region in Windhoek,
Namibia. The principal method used to collect data for the study was a user survey. A population of 50 participants was selected however only 45 took part in the survey. 37 were government officials, 5 librarians and 3 resourceful persons/experts in different library sectors, giving a 90 response rate, which indicates a very positive response from the participants. Data on the use of electronic resources was gathered through the means of administering user survey questionnaires and conducting interviews with the experts and the ministerial librarians; Results indicated that a significant number of employees are cognisant of the fact that electronic resources exist in their libraries however they do not use those provided by their libraries for example CD-ROM, Full-text and bibliographic databases. It is noted that researchers are the main users of the libraries and senior management and management staff form the smallest group of people who use library services. Most users prefer using electronic resources as they considered them easier to access and search than print resource based; however, the majority of people who visit the library still make use of print resources because of bandwidth issues of the internet, preference to read and edit printed text and problems of access. All libraries engage in minimal promotional activities and marketing of library services. It was however noted that the majority of people are not aware of the promotional campaigns carried out by the libraries. Users find it easy to use library electronic resources, but none of the libraries provide ICT skill training, carry out library instruction to users or offer in depended online searching to OPAC. Budget constraints, slow internet speed and lack of adequate skills are factors that hinder librarians from providing electronic resources to government employees; The study concludes that Namibian Government ministerial libraries need to better publicise their services in order to reverse the declines in the usage of electronic resources by staff members. Further training for staff in ICT and information literacy and retrieval is needed

▼ The purpose of this study was to establish the nature of petty crimes that are committed within the City of Windhoek. The study further aimed at establishing the social characteristics of those who are committing such crimes as well as identifying possible hot spots where these crimes are likely to take place. This was achieved through consulting and analysing police records and criminals. profiles, interviewing the victims of petty crimes and persons arrested by the police and charged with petty crimes. The study also included those suspect that where brought to the police stations after they were found attempting to commit these crimes. The interview was to establish the nature of the crime they have been accused of and the spots where they are said to have committed or attempted to commit such crimes; The study harnessed both qualitative and quantitative research approaches. The former consisted of a systematic analysis of relevant primary and secondary sources. The latter offered a statistical analysis of crime culled from primary sources such as police Occurrence Books, and Crime Records. The study was exploratory and descriptive in nature; The study found that theft out of motor vehicles, theft from persons, house breakings and theft, bag and cellular telephone snatchings, and shopliftings are the common crimes in the City of Windhoek. It was established that petty crimes in the City of Windhoek are not static and that certain areas in the city are more frequented by petty crimes than others; The study further identifies the social characteristics of the suspects of petty crimes to be mostly young and unemployed youths. The study thus concludes that the current crime prevention measures in the City are not effective enough and recommends innovations to improve on their effectiveness.No previous study was done in this area; the benefit of the study is therefore that, it uncovered new methods and strategies of crime prevention. These methods and strategies may help to create an environment where residents of Windhoek will feel safe and secured. As such the City of Windhoek may attract significant local and foreign investors and a growing number of tourists.

▼ The main thesis of this study is that access to education, important as it is in terms of the Millennium Development Goals (MDGs), is not enough. Education that is not of an acceptable quality may not serve the purpose or the intent of the MDGs, nor of the Education for All movement. The study aims to examine the Namibian education policies related to education equity and quality for nomadic pastoralist people living in the Kunene region where socio-economic and cultural factors mitigate the provision of education. The study takes a broad view in an effort to explore the phenomenon of education provision to nomadic people and its actual outcomes beyond the classroom perspective and beyond the limits of its expected results. The data were collected over a period of five weeks. In this regard, a qualitative research design with critically quasi-ethnographic elements using semi-structured interviews to gather data from participants was used. Purposive sampling was used to select mobile school units, educators, nomadic leaders and community members. Data were collected through document analysis, audio-taped interviews and transcribed for inductive analysis. The intent of this case study is to illuminate attempts, through various education policies and strategies used by the Namibian government, to address equity and quality in education to marginalised and nomadic pastoralist groups, and reflect the insufficiency of such efforts that are not compatible with the intended groups’ culture and lifestyle. In this study horizontal, vertical equity and equal opportunity were used as lenses in analysing the degree to which equity has been achieved in
Namibia. It became evident that the policies developed in
Namibia support the notion of horizontal equity, but do not differentiate on the distribution of resources to equalise and standardise the provisioning despite unequal social circumstances. It is argued that if equity and quality in education aimed at nomadic and pastoralist groups are to be achieved, policymakers have to be prepared to be more flexible in the kind of practices and organisational structures which they develop in order to provide education, especially for these marginalised groups. Mere expansion of formal education provision, based on a model of what works in urban situations, is not enough to ensure equity and quality education reaches all primary school age children, especially nomadic and pastoralist children. Added to this, education aimed at nomads and pastoralists should be flexible, multi-facetted and focused to target specific structural problems such as social and economic marginalisation, lack of political representation, and interacting successfully with the new challenges raised by globalisation. The research findings contribute to the debate and discussion concerning equity and quality in education aimed at nomadic and pastoralists in the larger context of education systems in developing nations with circumstances similar to those in
Namibia.

A study on the relationship between size and density of Acacia mellifera in the highland savanna of
Namibia was carried out to try to facilitate an understanding of the development of stand density in relation to size (height) of A. mellifera. Data was collected at Neudamm farm in three camps that are inhabited by pure stands of A. mellifera. A total of ten clumps in each camp were selected, and the following recordings were made: Height (size) of the selected reference tree within the clump, crown diameter and crown form, and the distance to its two nearest neighbors. Another approach to data collection was the use of the nearest neighbor method, where every A. mellifera at every fifth point along a transect line was selected, its height, distance to nearest neighbor as well as the height of the neighbor were recorded. The results were analyzed with a linear model test to investigate the size-density relationship; The result from the test indicated that there is no significant relationship (P0.05) between the two. Significant relationship (P0.05) could only be found between crown diameter and height as well as between crown form and height. The influence of A. mellifera clumps on grass species composition and soil nutrients was also investigated, and there was a significant (P0.05) difference between grass species composition under and outside canopies; The study concluded that tree density does not affect tree size in A. mellifera species in the highland savanna of
Namibia; hence no evidence of competition or self-thinning in A. mellifera stands yet. Therefore, competition may not the sole determinant of distribution and structure of wood species in savannas

Namibia's Public Sector: A case of the Ministry of Mines and Energy. The general feeling is that the delivery of services to the public in
Namibia is still lagging behind, and it lacks efficiency due to slow policy implementation and lack of follow up actions. The most overarching question that seeks to be answered through this study: was whether the Public Service of
Namibia, especially the Ministry of Mines and Energy, is ready and committed to transforming
Namibia and to guide the country's progression towards a Vision 2030, especially after the introduction, development and implementation of Service Charters? Combinations of qualitative and quantitative research technique were used in conducting the study. The study was exploratory in nature, as the aim was to ascertain the impact of Service Charter on efficient and effective service delivery in the Ministry of Mines and Energy. The study found that there is a gap, in terms of monitoring and evaluation of the impact of Service Charter implementation. Therefore, the impact of the implementation of service charters on service delivery remains such an intractable challenge. It is therefore, recommended that there is a need to take stock of the service charter implementation programme. This should be done in order to establish what work, what went wrong and map the way forward. In other word as required by NDP3, there is a need to design an integrated monitoring, reporting and evaluation system on service charters' implementation across the Public Service in

The mushroom G. lucidum has been used for a long time to cure liver problems, heart condition, asthma, cancer high blood pressure and arthritis; Recently, it has been associated with boosting immune systems in HIV infected persons. It is for these reasons that the mushroom has attracted a lot of attention leading to proposals of cultivating to increase supply to the Southern African market. This study was initiated with the objectives of determining the uses of Ganoderma by local communities; establish the distribution and genetic diversity of Ganoderma species. A survey was conducted in the 10households of Ohangwena and Oshana regions of northern
Namibia. All the sites where Ganoderma were encountered were geo-referenced and a sample was collected for DNA extraction. A questionnaire for face-to-face interviews was designed and applied to the two regions; data was analysed using SPSS software. G. Lucidum isolates that were found were geo-referenced to produce a distribution map. The host plants where the Ganoderma species were found were recorded. Ganoderma DNA was used for phylogenetic and genetic diversity analyses using CLUSTAL W2 program and used for phylogenetic and genetic diversity analyses using the MEGA4 programme. A total of 142 isolates of Ganoderma species comprising G. lucidum, Ganoderma tsugae, Ganoderma neojaponicum and Ganoderma applanatum were collected. The information survey revealed that Ganoderma species have a variety of traditional uses, including veterinary applications. Genetic diversity of 1 was observed among the collected Ganoderma species from the two regions and this might be explained by the diversity of the host trees recorded. Ganoderma species were found to be more distributed in Ohangwena region than in Oshana

Namibia on rehabilitation and social reintegration of individuals who
were involved in prostitution. Aim: The aim of this mixed method study examines the self perceived
obstacles that act as hindrances to breaking with prostitution. Method: The purposive sample consisted of 19 participants, male and female aged 17 to 45 years. They were contacted through the Council of Churches in
Namibia that provides a rehabilitation programme to prostitutes. Each individual participated in one of three focus group discussions facilitated by the researcher and an assistant. The focus group discussions were recorded, transcribed, and analysed using AtlasTi. The Barriers to Rehabilitation Questionnaire (BRQ), which was derived from the results of the focus group
discussions, was used to verify the results. In conjunction with the BRQ, other psychological measures were administered to determine psychological burden. Results: The results indicate that all participants suffered psychological, somatic and behavioural sequelae. The sequelae contribute to making lifestyle change unattainable. Three domains are identified as the main barriers: (1) extrinsic - (2) social - and (3) intrinsic barriers. Conclusion: from the above mentioned results it can be, thus, concluded that rehabilitation and reintegration programs could produce more positive results should they apply a more holistic approach inclusive of material-, medical-, social support as well as psychological intervention

▼ Launching of digital reference services by academic libraries is on the increase. Libraries are exploring new ways of expanding their services by interacting with users and responding to user inquiries via the Internet, especially students enrolled on the distance mode of studying. The purpose of this study was to evaluate digital reference services at the Polytechnic of
Namibia library and the
University of
Namibia library. Two aspects were evaluated, namely, ‘Resources’ and ‘elements of the general digital reference model’. This study was a summative evaluation study in which semi-structured interviews and observations were used to collect data. The research findings showed that these libraries used the general digital reference model in providing responses to the library users. The study established that the two libraries did not follow the IFLA and RUSA standards of staffing and training of librarians working with digital reference services. The study further found that a lack of ability to fully demonstrate to users how to access various library services was one of the major problems that the librarians experienced.

▼ Abstract provided by author; The main objective of this dissertation was to investigate issues of cross-border migration and their effects on the project of SADC regional integration. The principal theoretical grounding comes from theories on migration, inclusive of their gender perspectives. Inclusive in this framework were perspectives of regionalism and its subsets of regionalisation, regional cooperation, regional integration and regional awareness/identity. The dissertation also examined competing theoretical approaches to regional integration, among these, federalism, functionalism, neo-functionalism and inter-governmentalism, to determine a model to achieving a political community at the end of the SADC integration process; Based on these theories the study investigated the extent to which the grassroots communities were involved in the SADC regionalisation process. Indicators, in this regard, were the SADC Protocol for the Free Movement of Persons of 1995 and its successor, the SADC Protocol for the Facilitation of Free Movement of Persons of 1997, which all failed. The dissertation traced the background of regional integration at the global, continental and regional level and compared scenarios especially on cross-border migration issues; A qualitative research design in the form of a case study of Oshikango informed the collection of the data. The data were gathered about the distribution of variables such as the grassroots community's understanding and attitudes towards implications of cross border migration as measured against the SADC project of regional integration. Other important variables that were illuminated by the investigation techniques are gender, age and education level of respondents; Informed by this investigation and based on the Oshikango case study this dissertation has arrived at the conclusion that SADC is currently unable to achieve its goal of regulating free movement of persons in the region. The problem seems to be that since SADC is a state-based regime, member states take their refuge in the doctrine of state sovereignty, often at the expense of the common regional agenda. In other words they talk regionalism, but they act nationally. Consequently, SADC is an example of shallow integration with limited involvement of civil society and local communities. Thus, cross-border migration control in the region is an issue that will have to be resolved. Informed by these conclusions, this dissertation leads to recommendations for the acceleration of trans-frontier spatial development, such as parks and development corridors. The SADC Forum for Traditional Authorities should also be established to further deepen trans-border interaction and facilitate intra-regional migration management.

▼ Abstract provided by author; This research was carried out to analyze and evaluate the husbandry system for small ruminant production in Lofa County, Liberia and to estimate its potential contribution to rural livelihoods. Specifically, this research investigated the potential and extent to which small ruminant production contributes towards sustainable rural protein food supply and income generation. The existing opportunities and challenges in rural small ruminant production in the three districts of Lofa County (Voinjama, Kolahun and Foya) were thereby investigated. Structured questionnaires were administered to 438 rural farmers' households to provide demographic information, species and breed of small ruminants kept, the number of animals in the herd, and periodic yield of stock. Baseline statistics on the rural farming community was determined using participatory discussion (face-to-face interview) with members of the rural households, county agricultural staff and agricultural NGO officials. Data was analyzed using SPSS software to determine frequency distributions, cross-tabulation, figures, ANOVA tables and correlations. This research reveals that small ruminant production contributes 30.2 of the household income, which was significant (P0.01) and also was a significant source of meat (P0.05) but had no significant (P0.05) influence on poaching by rural farmers. It reports some of the identified animal health challenges in small ruminant production in the studied area. This makes small ruminant production to be second highest
contributor of rural livelihoods to crops. The information derived from this study will serve as baseline for livestock agribusiness development needed especially in post-war Liberia

▼ This thesis reports on a study conducted to investigate the business information needs, seeking patterns and information services for small, micro and medium enterprises (SMMEs) in
Namibia. The survey methodology was used and questionnaires were distributed to 308 SMMEs and 60 business service providers in the Windhoek and Oshana districts of
Namibia. An in-depth qualitative assessment of the business information services was also conducted in 15 business support organisations in the two districts. The data collected through questionnaires was analysed using the Statistical Package for Social Sciences (SPSS) while qualitative data was analysed using content analysis. The study revealed that SMMEs have a range of business information needs and top among them are information on: finance, marketing, training and business information. The study also revealed that the information seeking patterns of SMMEs are largely informal with limited use of formal business information services provided by a range of business support services. There are several business support organisations in
Namibia providing a range of services, including the provision of business information services. However, the study established that there is need for a coordinated approach towards the provision of business information services in the SMME sector in
Namibia. The study showed that the utilisation of ICTs among SMMEs is very limited to basic computer operations like word processing, book-keeping packages, and spreadsheets. The use of Internet as a business tool and source of business information among SMMEs is also very limited. However, the study shows that the utilisation of ICTs among business support organisations is advanced and that this could be used as a platform to improve information delivery services to the SMMEs. The study proposes a strategic model that could be used in the deployment of business information services in the SMME sector. This strategy is based on a definition of business information services, components of business information services and the steps that must be followed in the development of the services. The proposed strategy also outlines the steps that should be taken in the impact assessment of business information services. The study concludes by making several recommendations concerning the improvement of business information delivery services to the SMME sector. Business support organisations and, in particular government and Chambers of Commerce and Industry need to consider various approaches in the design of sustainable business information services.

▼ Environmental education (EE) as an approach to all education is needed to be incorporated in all the subjects of the school curriculum. In
Namibia, there are Ministerial documents that support the incorporation of education About, In/ Through and For the environment within the curriculum. Even though there are documents that support this, EE continues to suffer barriers that hinder its effective incorporation into the curriculum. The findings reveal that EE in
Namibia is incorporated into the traditional environmental subject homes only. The barriers that prevent the incorporation of EE into the Namibian broad curriculum for secondary schools are, amongst others, the lack of adequate teacher education programmes and the lack of interdepartmental collaboration at school level. These barriers and many others have been identified and discussed in detail in this investigation. Measures are recommended to ensure effective incorporation of EE in the Namibian broad curriculum for secondary schools.

▼ The genus Ganoderma Karst. (1881) is the largest and most complex genus of polypore fungi, characterized by the presence of pores instead of the gills on the lower side of the fruiting body. The colonisation of Ganoderma species on trees is noticed by the appearance of their cap shaped, hard, crusty and shiny fruiting bodies. Ganoderma extract have been used for centuries in Asia's traditional medicine and to date Ganoderma mushrooms are an important source of modern medicinal and neutriceutical products in Asia. The objective of this study was to determine the genetic diversity among Ganoderma species, the traditional uses and natural hosts of Ganoderma species in the northeastern part of
Namibia. This study was carried out in two regions of the north-eastern part of
Namibia; Kavango and Caprivi region. Face to face interviews were used to collect data about the uses. A total of 89 Ganoderma samples where used for PCR amplification. The genetic diversity was determined by using three different random amplified microsatellites namely ACA, CGA and CCA. Shannon-Weiner Index of diversity, Cluster Analysis (CA) and Principal Coordinate of Analysis (PCoA) were the three numerical classification methods used to analyse RAMS data in this study. All methods revealed existence of high genetic variation among Ganoderma isolates in the north-eastern parts of
Namibia. CA exhibited 10 different clusters using 3 primers combination, while the first two principal coordinates of PCoA indicated Eigen values of 63.42 and 46.45 with a total variation of 12.20 and 8.93 . Shannon-Weiner Index of diversity indicated 2.16 total genetic diversity for Ganoderma in the north eastern parts of
Namibia. Thirteen natural hosts of Ganoderma species were identified in both Kavango and Caprivi region. The most common host was Colosphermum mopane (18 ) and the least common host were Ochna pulchra and Grewia bicolor both accounted for 1 of the total samples. Finally, three different uses of Ganoderma were identified mainly strengthening of infant bones (19), immunity boost (13) and avert of nose bleeding (4). Namibia, family planning services are freely available in all public health facilities throughout the country. Although widely understood and used, family planning has not yet produced the desired results of reducing unwanted and high-risk pregnancies; It is against this background that the researcher interviewed women attending family planning services in Otjiwarongo district to explore and describe their experiences when utilising these services; This study is relevant and significant because it will supply managers at all levels of health care delivery with valuable information about the quality of the services being provided; The study was qualitative in nature and descriptive in design to facilitate eliciting the experiences women have with family planning services over a period of time. To be included in the sample, women had to be long-term users of family planning services as evidenced by continual visits to health care facilities; This study revealed wide variations of women's experiences with, and perceptions of the family planning services offered in Otjiwarongo district. Despite the fact that some women were generally satisfied with the friendly atmosphere and the respect that they received, some women expressed their dissatisfaction about the services; Most women in the study expressed satisfaction with regard to information and mechanisms to ensure continuity, the availability of contraceptive supplies and the fact that services were offered free of charge; However, findings from this study further revealed that health care workers sometimes do not receive the women, especially the youth in friendly manner and treat them with disrespect. Some women indicated that they were not given chances to express their feelings about contraceptives and family planning in general. It was also revealed that women attending family planning services did not receive adequate information regarding different contraceptive methods, their contra-indications and side effects. Also featuring prominently in this study were reports that respect for privacy and confidentiality was not observed by health care workers, while some expressed dissatisfaction with long waiting hours at clinics; Based on these findings, the researcher recommends that a client-centred orientation and adolescent friendly family planning services be adopted as the most effective approach to counselling and providing information to clients. To ensure informed choice, health workers should provide accurate, clear and useful information and advice about reproductive health, family planning and correct use of contraceptives methods, while taking privacy and confidentiality in consideration; Family planning services should be part of an integrated and comprehensive sexual and reproductive health programs.…

Namibia a comprehensive health care approach is practised and motivated by health care delivery institutions. Part of the comprehensive health care approach is promotion of health in maternal and child health care. Maternal and child health care include women's health, antenatal care, delivery, postnatal care, and care for the baby. The focus of this study is on postnatal care for mother and baby. The postnatal (post-delivery) period is a medical term for the period following childbirth during which body tissues, in particular the genital and pelvic organs of the mother, return to the condition they were pre-pregnancy; Postnatal care services are provided for mother and baby and mothers should utilise it to ensure that their health and that of the baby is maintained. In spite of the availability of postnatal services in the Grootfontein health district women do not utilise them; Thus, the overall aim of the study is to explore and describe factors that influence the utilisation of postnatal care services in the Grootfontein health district. To achieve this aim an explorative, descriptive, quantitative and comparative design was used. Data were collected from 291 respondents over a period of six weeks, through an interview by using a structured questionnaire, and with the assistance of a research assistant. The selected sample included 219 women who did not attend postnatal clinics - the case group - and 72 who did attend postnatal clinics - the control group; Data were analysed using statistical procedures to test the significance of relationships between variables of the two groups. Answers to open-ended questions were grouped and presented in frequencies. Ethical principles were adhered to throughout the study; It was concluded that the most important reason why mothers do not utilise postnatal care services, specifically the postnatal clinic, is that they have no information about the need to attend post natal care. Recommendations were made to address the shortcomings that were indicated by the study. The main shortcoming is that a lot of women have no information about the need to attend post natal care clinics.

▼ In the Grootfontein health district, directly observed treatment (DOT) services, a component of directly observed treatment short-course (DOTS) strategy (whereby tuberculosis (TB) patients take medicine under proper supervision and support) is available at all public health facilities. Yet the TB defaulter rate in Grootfontein is very high at 28, and treatment success rate remains at 56; Although many factors such as poverty, HIV/AIDS, late diagnosis, nonadherence and so forth are identified as contributing to the low success rate, little was known in
Namibia about whether health workers' knowledge, attitudes and practices in using DOT could play a contributing role to the low treatment success rate. Therefore, this study aimed to explore and describe health workers' knowledge, attitudes and practices with regard to DOT. The specific objectives were to obtain socio-demographic information of health workers in the Grootfontein health district and to ascertain the knowledge, attitudes and practices of health workers in terms of TB-DOT services; A quantitative, descriptive approach to the study was used. Owing to the small size of the population, all 110 nurses dealing with TB patients and working in public health facilities in the Grootfontein health district were targeted. Data were collected using a selfadministered questionnaire and were analysed using descriptive statistics. The chisquare and p-values were used to test the significance of the relationship between the variables. The demographic data revealed that the majority (65) of the respondents were subprofessional nurses, against 35 who were professional nurses. More female health workers (78) than male participated in this study and their ages ranged between 20 to 59 years with those in the age group 50 to 59 years being in the majority (35); The majority (70) of respondents were working in a hospital at the time of the study; of these 26 had working experience of more than twenty years, while only 9 had working experience of less than a year. However, no statistically significant difference was found regarding the demographic data of respondents; In terms of the research objective of ascertaining knowledge, attitudes and practices, 57 of respondents had not been trained in TB management. Despite a lack of training in TBDOT, 70 of all respondents demonstrated an stated that if TB patients did not want to take their medicine it was their own choice. On the other hand, 12understanding of the meaning of TB-DOT, while 76 indicated an understanding of the meaning of DOT supporter. However, no statistically significant difference was found between health workers' training and TB management.Some negative attitudes were also observed. Thirty-five percent of the respondents agreed that there was no time to practise DOT because of the shortage of health workers, while 17 argued that DOT is a waste of time, while 8 argued that DOT creates dependency. ▼ Abstract provided by author; This study explores the perceived impact of mass media campaigns in communicating information on HIV/AIDS prevention to in-school (ISY) and out-of-school youth (OOSY) in Oshana Region, northern
Namibia. Mass media campaigns have become one of the acknowledged means for stemming the rapid spread of HIV/AIDS in Africa. Since the first case of HIV/AIDS was diagnosed in
Namibia in 1986, HIV/AIDS has become the number one cause of hospitalisation and death among people of all ages and of both sexes in the country. The mass media campaign organisations disseminate information through radio, television and printed materials based on the conventional health education model. Despite the high level of knowledge on HIV/AIDS which the youth were found to have, there is little change in their lifestyle and sexual behaviours and the HIV infections have continued at a high rate in the country. It is against this background that this study was conducted in Oshana Region, northern
Namibia, one of the regions with a high HIV/AIDS infection rate in the country. The study employed a survey based on the probability sampling approach, using simple random and stratified sampling methods. Data were collected using self-administered questionnaires. Key theories and models of social behavioural change served as a cornerstone of the study in explaining how knowledge, belief and understanding influence behavioural change in young people towards HIV/AIDS prevention. Data analysis was conducted using Statistical Package in Social Science (SPSS) software and analysed in a descriptive manner. The data indicate that respondents have adequate knowledge of HIV/Aids prevention; The study findings also revealed that youth have a good understanding and moderately high self-efficacy concerning HIV/AIDS prevention. Moreover, the study results indicate that mass media campaigns organisations only use the conventional health education model to disseminate information on behaviour change. Based on the study findings, the researcher proposes an integrated dialogical health communication model to disseminate information to the youth. The proposed model promotes change in life style and sexual behaviours based on dialogue and participation that empowers the youth to understand issues and environments in which they live as individuals and members of communities.

▼ Abstract provided by author; Nursing documentation continues to be criticised by professional, community and regulatory bodies because of incomplete, substandard charting practices. Poor documentation may have adverse consequences for care providers because data collection through auditing could create the impression that care was not provided, that is, the impression that what was not documented was not in fact done for the patient. Documentation of the actions of nurses and midwives provide evidence of the quality of care they have rendered, and anything written or printed is a record or proof of activities carried out. Hence good documentation reflects the quality of care and also provides evidence of the accountability of each health care member; This research was conducted in the maternity department of the Oshakati Intermediate Hospital. The purpose of this study was to describe the completeness of the documentation of nursing care rendered during the four stages of labour at the Oshakati Intermediate Hospital. The study was a quantitative, retrospective audit of the maternal records of women who delivered from January to December 2005. A checklist was developed by the researcher and was then used to collect data. Adherence to policy and guidelines of documentation was determined by auditing the documented entries in the progress notes of maternal records as to whether they were dated, timed, had entry modes, were coherent, legible and were signed by the documenter; It is recommended that the controlling body of nursing and midwifery, the Interim Council of Nursing, should formulate a guideline or manual on the proper documentation of nursing care, which could serve as a practical guideline for nurses/midwives and students in the clinical setting. Currently there are no national Manuals of Documentation or Procedures of Documentation guidelines. Maternity department staff should also attend workshops on ways to improve documentation and the importance of documentation in the quality of maternal nursing care, both nationally and internationally.

▼ Abstract provided by author; The aim of this study was to investigate the Biology teachers' perceptions of the importance of practical work in selected secondary schools in the Oshana Education Region. The study also sought to find out whether the selected secondary schools in the OER had all the necessary resources needed to conduct meaningful practical lessons in Biology; This study sought to answer the following research questions: 1. What are the Secondary School teachers' perceptions of the importance of practical work in Biology in Oshana Education Region? 2. How do Biology teachers in Oshana Education Region perceive the use of practical work during instruction? 3. To what extent is practical work done in Biology classrooms in the Oshana Education Region? 4. Do Secondary Schools in Oshana education region have all the necessary resources for conducting practical lessons in Biology?This study was situated in both the qualitative and quantitative research paradigms. The population of this study consisted of all 13 Secondary Schools in the OER which offer Biology as a subject at Grade 11 and 12 levels. Eight Secondary Schools in the OER were randomly selected to take part in this study. A sample comprising of 23 Biology teachers was then chosen purposively from the 8 Secondary Schools. A questionnaire and an observation schedule were used to collect the data for this study. Descriptive statistics were used to analyze quantitative data and included frequency tables, graphs and pie charts. Qualitative data were categorised into themes that emerged from the data. The findings showed that the 69.9 of the Biology teachers did not have a laboratory specifically for conducting Biology practicals and carried out their practicals in a common laboratory, used for both Physical Science and Biology or in their classrooms. Two (two out of nine teachers) of the observed teachers did not bother to carry out practical work and taught Biology as a completely theoretical subject, which disadvantaged learners on Paper 3, alternative to course work paper. The findings also showed that 66.6 of the teachers in the Oshana Education Region were not carrying out practicals in Biology. They claimed to be doing so, but in actual sense there were not much practical work taking place in those schools as four out of six of the observed teachers were doing demonstrations only; The findings also showed that the materials necessary for carrying out practical work were not available in the Biology classrooms or laboratories. This was evident from the non-availability of practical manuals for both teachers and learners resulting in the use of teacher made hand-outs. This situation needs to be seriously addressed if practical work is to become popular among the learners and the teachers in the Oshana Education Region in

Namibia after independence remains a challenge, despite deliberate efforts made by the government. Many of the learners under perform in their Grade 12 Mathematics examinations, especially in the Oshana Education Region. This is allegedly because of a numerical deficiency. However; none of existing studies explain the influence of numerical deficiency on academic performance in Mathematics. Therefore this study purports to find out the state of number sense among the learners in the Oshana Education Region, its influence on academic performance in Mathematics, factors that affect the development of number sense among the Grade 12 learners in the Oshana Education Region and how teachers in Oshana Education Region plan and present lessons to aid the development of number sense. Consequently this study tried to seek answers to the following four questions:
1. What is the state of number sense among Grade 12 Mathematics learners in the Oshana Education Region?
2. What are the factors that affect the development of number sense among the Grade 12 learners in the Oshana Education Region?
3. What is the influence of number sense on academic performance in Mathematics among Grade 12 learners in the Oshana Education Region?
4. How do the Grade 12 Mathematics teachers in the Oshana Education Region plan and present their lessons to support the development of number sense?
This study used both quantitative and qualitative research designs. In order to determine the current level of number sense among the learners in the Oshana Education Region this study adopted and adapted the number sense test from McIntosh, Reys and Reys (1992). Marks of learners for their regional August Mock Examination were also used in this study. Questionnaires with open ended and closed ended questions as well as lesson observations schedules were also used in this study for triangulation purposes. Findings were that more than 50% of the learners have a numerical deficiency which could compromise their comprehension of Mathematical content and therefore might inhibit their academic performance in Mathematics. This study also found out that there is a strong positive correlation (r = 0.702) between the performance of learners on the number sense test and the academic performance in Mathematics. This study found that factors such as lack of teaching resources; teachers’ competences; lack of materials by learners; and insufficient training in number sense given to the teachers during their initial teacher training. In addition, it was found that there was no significant difference between learners’ performance in the Mathematics test and the number sense test. It was concluded that more than 50% of the Grade 12 learners in the Oshana Region have a numerical deficiency which might affect their understanding and performance in Mathematics. Christianity can only become an integral aspect of life for African Christians if it touches their lives in their social and cultural environment. This study shows the links between the nature of the ancestors in traditional African belief and the nature of Jesus, particularly by assessing his 'ancestorship', his role as healer and mediator inter alia; Introducing a study of this nature helps the African Christians not to live a dualistic life with one foot in the world of Western Christianity and the other one in their traditional world.
