The European crisis and the subsequent Portuguese financial bailout put social policies under heavy pressure as the current debate focus mostly on budgetary cuts. Contrasting with this tendency, the social services from the Portuguese police have been expanding its services through a centralized service provision policy, starting in Lisbon but with plans to expand it to other cities during the next five years. Whether these services should be provided centralised or decentralised is a matter to be researched as how to use the limited public resources more effectively is now more important than ever. This thesis contributes in this direction by evaluating if there is a rationale for a centralized social policy delivery, if these services are demanded by the users themselves and what is the best alternative to follow. We find that while its beneficiaries state their interest in this kind of service provision they do not seem to use it, which is quite puzzling. The results show that most of them are unaware of the center’s existence and even the majority that is aware does not use it. After applying a regression analysis we find that the major reasons relate to distance issues, particularly when the potential users take more than half an hour to reach it.

RESUMO Presentemente assistimos ao binómio desafiante entre, uma forte aposta no seio dos países da União Europeia (UE) no sector da Educação, e como fazê-lo da forma mais eficiente face às restrições económico-financeiras que vivemos. Com o objetivo de responder à questão de partida, que consiste, na influência que o modelo e nível de financiamento do sistema educativo português poderão exercer nas taxas de conclusão do Ensino Secundário, recorremos à análise multivariada de dados, utilizando dados longitudinais de 30 países da Organização para a Cooperação e Desenvolvimento Económico (OCDE), designadamente: taxas de conclusão dos alunos do Ensino Secundário, despesa por aluno no Ensino Secundário, e percentagem de decisões que é tomada ao nível da Escola sobre as variáveis: organização do ensino, gestão do pessoal, planeamento e estruturas, e recursos. Pelos resultados evidenciados, não se demonstra que exista evidência empírica de uma relação estatisticamente significativa entre as taxas de conclusão dos alunos e, despesa por aluno no Ensino Secundário, o que nos permite anuir, que o modelo e nível de financiamento do sistema educativo, não influem nas taxas de conclusão dos alunos no respetivo nível de ensino, tendo presente os níveis de despesa observados.

ABSTRACT The international economic downturn, with its subsequent national economic and financial restrictions, and the social and economic revenues of education investment represents one of the most challenging political problem that EU countries presently face. How to increase efficiency in education system and, simultaneously, its efficacy? In order to respond to the general research question we were interested in analyze the influence of Portuguese financial model and budget for the education system in the secondary attainment rate. The research used multivariable analyses and longitudinal data from 30 OECD countries, namely: attainment secondary rate; expenditure level by secondary student and percentage of decisions taken at school level. Under the latest indicator several items we taken into account: pedagogical school project, human resources management, and strategic planning and infra-structures investments. The research shows no empirical evidence of a statistical relevant co-relation between student attainment rate and level of expenditure by student. This result, using the present levels of public expenditure, allows us to conclude that the financial model and budget for the education system doesn’t influence the national student learning outcomes.
