In recent years, due to the popularity of mobile communication networks, people demand for intelligent mobile devices grows rapidly. Third Generation Partnership Project (3GPP) suggests the 3.9G LTE standard in Release-8, and the 4G LTE-A standard in Release-10, to meet the higher demand of networks. Under the HetNets, today the traditional cellular network architecture has gradually become insufficient. Additional low-power small-cell base stations can effectively increase the specific area (example: Hot Spot, Cell Edge) data transfer performance. Also, the widespread of small cell architecture will be the future trend. Since the base stations are deployed widely, intercellular interference (Inter-cell interference, ICI) problems become more serious, resulting in low cell-edge transmission efficiency, and also affecting the overall system performance. 3GPP suggests Inter-cell interference coordination (ICIC) in Release-8, enhanced ICIC (e-ICIC) in Release-10, and Coordinated Multi-Point (CoMP) in Release-11, to provide better performance. In this paper, we consider the requirements of uplink and downlink respectively, combine them into a resource allocation constraints system and formulate an optimization problem for uplink channel and downlink channel, respectively. In the case of scarce resources, we focus on fairness through the efficient allocation of resources; and in the case of resource-rich, we not only try to meet the bandwidth requirements, but also maximize the throughput.
