▼ The aquaculture is the fastest growing food source globally, 47% of the aquatic food supply in the whole world came from aquaculture, may exceed 60% 20 years later, but aquaculture under the situation of sustainable development and environmental protection with surging consciousness in the coastal wetland inland, developments are also contracted by limit factors, Marine culture become an important way of development in the future, certainly will become the mainstream of future fishery. Taiwan, surround by sea, the area shallower than 30 meters of depth offshore (include the intertidal zone) is up to 300,000 hectares, is possessed of excellent aquatic aquacultural technique backgrounds, with both traditional and prospective aquacultural type at the same time, suitable for developing marine culture very much. Marine aquaculture of the âdemarcated fishing right âin the Fisheries Act currently, facing the complication and diversity of utilizing in the maritime spaces day by day, uncertainty about fishing right of policy from central government, and confused concept of âtitle rightâ, cause the perplexing and dispute of management. The integrated use of GPS, RS and GIS technology, has nearly already applied to every industry field in recent years, in addition, action device technology change with each passing day, let the aspect of 3-S technical application wider and diversification. Management and administration also need to come with the correct idea to marine aquaculture, can just develop sustainablly, itâs necessary to utilize 3-S technology which mellower rapidly, as the tool of management of sea area of demarcated fishery and establish the mechanism and model of management, implement of sea farming, planned production, and the best practice of responsible fishery. This research shows, the government should face marine aquaculture industry squarely again, set up the intact mechanism of management and structure, need to combine and implement with the modern scientific and technological tool, start from each link, use the database platform of integrated 3-S technology, even cooperate with the action device, can offer the improved dynamic management model, and believe that provide the breakthrough reform benefit to development and management of marine aquaculture industry. ▼ Conditions of the inshore hydrometeor and floating sand were changed due to the excessive development along sea, resulted in the problems of sea shore erosion. The most serious problem is the gradual loss of the Waishanding sandbank island, the largest offshore sand shoal of Taiwan. It is a nature protective shield of Yunlin-Jiayi coast. Losing this protection will cause a heavy threat to the high development and densely population coast area. Therefore, well understanding the topography transition of Waishanding sandbank island could be helpful to the development of coastal area and the security of residentsâ lives and properties. Purpose of this research is to investigate the relationships among the square measureâs variation of Waishanding Barrier Island and sediment content of Chuoshui River, Peigang River, as well as relationship between sandbank measures and the construction of Mailiao Harbor. We inquire the hydrological data, collect the recent 20 yearsâ sand quantities transported by Chuoshui River and Peigang River, using the data table with the annual tree diagram to show the differentiation of various time phases, then to analyze and find that the sediments of these two river basins were supplied stably. Therefore we continue to explore the next hypothesis, that is, if there were significant differences in sediment deposition before, during and after the construction of Mailiao Port. By using 3D graphics software, nesting coordinates of Mailiao Harbor seabed topography, and demonstrate the comparative difference by way of 3D simulation drawings. We illustrated the recent 20 yearsâ evolution of seabed sediment situation surrounding the Mailiao Industrial Zone to observe that if the construction of the harbor facilities resulted in reducing/intercept the basin sand source by harbor silt, and lead to the gradual loss of the body of the Waishanding Island. By this experimental observation, we found that the longtime deposit of Mailiao Harbor is a positively existent phenomenon. These sand and gravel discharged from Chuoshui River basin, which originally should be drifted to Waishanding island, but to be held up by the Harbor. From the former researches and literatures, we collect the surface area data of the Waishanding island up to year 1994. Also we calculated the square measures of the island after 1994. And then make a diagram of curve according to these data. By this experimental observation, we could find that the longtime deposit of Mailiao Harbor is a positively existent phenomenon. These sand and gravel deposited should be from sediment discharge of Chuoshui River basin, originally should be transported to Waishanding Barrier Island, but to be held up by the Harbor. We calculate and make a diagram according to these square measure data. It can be clearly judged that the Island measure is affected by the construction of Mailiao Harbor and lead to area diminution. ▼ People smuggling case in Republic of China in the past almost as the research object mostly Chinese illegal immigration cases, Vietnam illegal immigration cases less research. This study collected from 2007-2011 Coast Guard Administration seized a total of 19 cases of Vietnamese illegal immigrants case and analysis than on year, quarter, month, hour, counties and cities in Taiwan geospatial data and construct Vietnamese illegal immigrants might sneak into the path from Vietnam through China to Taiwan. Finally, supported by the Marine Meteorology Center of Central Weather Bureau, analysis the walrus characteristics starting Vietnamese illegal immigrants from China and arrived in Taiwan and for comparison with the Chinese people smuggling case. The results showed that the Vietnamese smuggling case every year since 2007, the Vietnamese smuggling cases annually occur most often in the second quarter, the daily period up to the night early in the morning, 00:00 ~ 04:00. The majority of Vietnamese illegal immigrants landing in southern Taiwan area counties and cities such as Tainan city, Kaohsiung city and Pingtung county landing sites. Considerations smuggling costs starting to sneak into Taiwan from China Guangdong was significantly higher than the proportion of departure from China's Fujian Province. Walrus terms and conditions, whether starting or smuggling illegal immigrants from China arrived in Taiwan, occurred smuggling cases and offshore wind, wave conditions are negatively correlated, that is, when the sea storms worse, the occurrence of illegal immigration cases the less. To guard against the Vietnamese illegal immigrants to Taiwan's case, the law enforcement agencies in addition to develop attention to the task of deployment and strengthen investigation also expect cooperation in combating crimes in the existing basis of agreements between Taiwanã China and Vietnam can pay more attention to the prevention and investigation of stowaway cases in Vietnamese illegal immigrants. ▼ Smuggling activities has been a long-term existence of the crime problem in the countries of the world, as well as in Taiwan. Cigarette smuggling is a huge money crimes, not only committed by group, but also by cross-border criminal activities. The effects decided whether the cigarette smuggling to proceed including the strength the investigation unit to check, success assessment for smuggling, and severity of the law and punishment, all of the above are smuggling syndicates will consider before smuggling. For successfully smuggling cigarettes by fishing boat, the most important considerations are the season and the marine. The material of this study is based on the official archives, cigarette smuggling cases based on the data from a fishing boat seized by the Coast Guard during 2009-2011. Especially focus on characteristic s of âtimeâ, âplaceâ, together with the wind speed, wave height and flow rate, etc. by the research institute of the Ministry of Transportation and Communications Transport. The analysis is to understand the correlation between their mutual, to explore the correlation coefficient, and sinks the entire current legal requirements in order to analyze whether allow smuggling syndicate with impunity and large-scale smuggling of cigarettes of legal loopholes. The purposes of the study are summarized as follow: A. to explore fishing boats carrying contraband cigarettes into and out of Taiwanese waters have been seized at the time, place and the relationship of the factors of marine, to summarize the relationship between weather, marine and the activities of smuggling cigarettes by fishing boats. B. to analysis and highlights Taiwanese current inadequacies toward regulations in relation to smuggling cigarettes by fishing boats, to allow government departments to have a reference in the development of relevant laws. This study showed that during 2009-2011, frequency highest place for smuggling cigarettes by fishing boats are in Ilan and Kaohsiung, in the month of May, the time during 2 a.m. to 4 a.m. in the morning. Wind speed of 5 m / s, the wave height of 1.1 meters and seawater flow rate ratio of less than 0.4 m / s up to 80%. The number of cigarette smuggling by fishing boats departing and leaving Taiwanese waters was seized, correlation coefficients were calculated between the prevailing wind speed, wave height and flow rate of -0.55, -0.55, and -0.82 and -0.58 -0.61 and -0.50. The result calculated by the analysis of the correlation coefficient is -0.5, showing negative moderate correlation, as well as highly relevant negative. The result shows that there is an important relationship between smuggling and marine factors and marine factor is an important factor to decide whether smuggling by fishing boat to proceed. ▼ There is a long terms of developement for academics theoretical analyzing and experimental researching by using the Lagrangian method. But for such trajectory experimentalists still have interference with reflected waves because of the length of the water tank is too short or the diameter and the density of the simulate particle , in spite of measuring the trajectory of the fluid particle have done. For there is no quite completed quantification data for the trajectory of fluid particle, this study is aiming at researching the truly movement of the flow field under wave-current interaction by trajectory measuring. This research choosing the simulate particleâs diameter for 1 mm , collocating with a high-speed vedio camera to record the particleâs moving characteristics while the wave-current interaction occured, to proceed a series of qualitative and quantitative testing. And to comple with all these data and improve the modification by using Image Processing to derive and orientate the coordinates . According to the experimental results of the flow field,it has proved that mass transport occured at the same-depth and no-flow condition through the wave progressing direction.The trajectory of the fluid particle of wave-current interaction in co-flow , its curve presenting the cross-convolution increasing and even presenting the cuspidal locus. And the trajectory of the fluid particle of wave-current interaction in inverse âflow is opposite to the trajectory of the no-flow movement. The results of the experiment is quite accord with to the 3rd order the theoretical analyzing of Chen ï¼1994ï¼and ShuãChenï¼2006ï¼ãThe fluid particle reproducting the moving period of the high-elevation is greater than the waveâs and increasing by the sharpness of the wave. The mass transport velocity is the same theory results ,and decreased deviation of artificiality in estimating particle position. According to the ratio of the experimental results, root mean square of error Ex and total mass transport displacement. The experimental results compared to the theoretical results obtained by Chen (1994)and HsuãChen(2006) has the similar results as well. ▼ This thesis discusses the plunging or spilling wave breaking profiles for the progressive water waves propagating on gentle sloping bottoms. Due to the shoaling effect, the wave height will increase and the wave length will shorten as well as the asymmetry of wave profile will appear. As the wave continues to move to the shore, the wave velocity will decrease and the wave profile will be pushed to steep in the vertical direction. As the slope of wave profile approaches to large, the horizontal velocity of the water particle at the wave crest will larger than wave phase velocity and the wave breaking will occur and move forward in the free-body projectile motion.The theoretical solution derived by Chen at al. (2005) for the progressive waves propagating on sloping bottoms, the wave breaking criteria and the equation of the particle projectile motion after the wave breaking are included to discuss the continuous variations of wave profile for the plunging or spilling breaking waves. A laboratory experiment is conducted in order to validate the theoretical wave breaking profile on sloping bottoms with measures. Wave breaking profiles can be verified obtained by the theoretical solution and experimental measurements. The experimental measurements were carried out in a glass-walled wave tank, 21mÃ0.7mÃ0.5m, in Tainan Hydraulics Laboratory , National Cheng Kung University. A High-Speed camera was set up in front of the glass-wall at the different breaking point locations depending on the initial wave conditions. This method allows to successively capturing the wave breaking profiles. Images were captured by a High-Speed camera (MS55k2, Canadian Photonic Labs Inc.), which has a 1280*1080 pixel resolution and maximum framing rate 1020 frames per second (fps). A transparent acrylic-plastic sheet (0.9 mÃ0.625m) was calibrated at 1-mm intervals in 5 mmÃ5 mm grids. Its function is a virtual grid in the picture. The experiments were conducted at two different bottom slope ( ,1/20) and two different water depth (d=37.6m, 40.0cm) and various wave periods from =0.8sec~3.0sec). The range of incident wave heights were from 4 cm~8cm. According to the comparison results between the theoretical solution and experimental data, the wave profile evolution of plunging or spilling breaking wave on sloping bottoms can be described. Meanwhile, it is also proved that the instantaneous wave profiles after the breaking wave is good agreement. The duration of the overturning wave is less known by the analytical solution. The present theory can well describe the wave shoaling, as well as the occurrence of breaking wave and wave overturning, similar to the plunging jet in the breaking water waves over sloping bottom. Comparing the sequence of computed wave breaking profiles with snapshots of breaking wave behavior over a sloping bottom captured by the high-speed camera shows a good agreement of the theoretical wave breaking profile with laboratory measurements. ▼ TMD and TLCD have been developed for a long time. The tuned mass of TMD is steel ball. It is heavy enough to apply on a heavy structureâs tuned mass to mitigate earthquake vibration. TMD is suitable for use in a tall building with long natural period but need 2 or 3 floors to fit for the length of the pendulum and affect the efficient use of building space. However TLCD can be installed on the roof of building and combine with domestic water and fire water tank with no additional space. The tuned mass of TLCD is water. Its density is so small that the TLCD need a large volume and weight enough for use of vibration mitigation in a heavy structure or a tall building, then affect its intended use. The purpose of this article is based on the development of TMD and TLCD to find another damper that combine the advantages of TMD and TLCD and exclude the disadvantages. First adding a steel rod rolling along the arc on a 2-dimensional movement TLCD is investigated. The steel rod rolling along the arc is similar to TMD and water can provide the damping effect when steel rolls. The 3 equations of motion of steel rolling, liquid movement and single degree of freedom are formatted in this article and Fourier transformation employed to transform displacement of structure between time domain and frequency domain. The curved-TMLCD in this article can mitigate earthquake vibration and reduce the volume of TLCD effectively by studying on the effect of vibration control on different frequency range and comparing with the former research, same as in active control. Next, the result of the steel ball rolling on the 3-dimensional curved surface in water is studied in this article and find that the vibration mitigation effect is similar to TMD that water can provide the damping force when steel ball rolls. This damper is suitable for setting on the structure because of unlimited length of pendulum. By formatting the equations of motion of this rolling damper and calculating the effect of structural displacement, velocity, acceleration and energy absorption, this damper can bring into play the vibration mitigation effect and get rid of the pendulum length restrictions.
