From establishing government in 1949, Communist Party of China had pursuing a socialist system. However, over-emphasis on equal distribution lead to the individual income and the individual performance are not proportional, so that the mainland China was under the circumstances of "usually used in negative two half kilogram," and was near to the border of collapse. After Deng Xiaoping came back to power, threw away the past ideology of equal distribution, and he changed the economic system. China's economy began to advance by leaps and bounds. Nowadays, the mainland Chinaâs eco-nomic potentiality has surpassed Japan and it becomes the second economy which is only inferior to the U.S. economy. However, in so dazzling economic performance of mainland China's, the achievement of economic growth is not generally reflected in the labor standards on wages, The wages of workers in China still ranked among the last level of the world's wage classes. However, the average wage in the low social workers, the Gini coefficient is close to the bottom line of social tolerance. That is, how to set up wage growth mechanism, straighten out the relationship between income distribution has became a top priority of mainland authorities. This pay for performance system for the mainland legal system are based on the mainland of the State Council "pay for per-formance on the compulsory school system guidance," analysis to explore the subject, to be addressed. This paper is divided into seven chapters around: Chapter 1 Introduction, describes the study of this motivation, purpose, scope, methods, limits, and proposed research framework. Chapter 2 is to explore the mainland of the basic principles of pay for per-formance system, Chapter 3 of the mainland of the administrative organization of pay for performance system. Chapter 4 is to explore the mainland China of pay for perfor-mance system administrative privileges. Chapter 5and Chapter 6,are respectively to ex-plore the mainland China of performance pay system and monitoring of relief, and in Chapter 7 are conclusions and recommendations of pay for performance system Advisors/Committee Members: Yi-Ren Zeng (chair), Xue-Liang Deng (committee member), Liang-Rong Lin (chair).

2. Hsia, Wen-Ching. Research on Design of Institutions of Administrative Law on Cross-Strait Exchanges from the Management Point of View.

Abstract Cross-strait exchanges have become more frequent since Taiwan abolished the martial law on July 16th, 1987. At the same year, the restriction on family visit to China was deregulated on November 2nd. However, the Act Governing Relations between the People of the Taiwan Area and the Mainland Area about protection of Mainland peopleâs right is obviously incomplete. For instance, according to Article 95-3 of Act Governing Relations between the People of the Taiwan Area and The Mainland Area, the provisions of the Administrative Procedures Act shall not apply to the handling of the matters related to the dealings between the people of the Taiwan Area and the Mainland Area. The regulation really retarded the development of cross-strait exchanges. Besides, the researcher found out that the Act Governing Relations between the People of the Taiwan Area and the Mainland Area is not in accordance with the socialâs status in cross-strait exchanges. Therefore, the Act Governing Relations between the People of the Taiwan Area and the Mainland Area has to be regulated. In this research, the author reviewed the regulations, mechanisms and social status in managing way on the basis of the five frameworks of administrative laws, including Basic Principle, Administrative Organization, Administrative Competence, Administrative Remedy and Administrative Supervision, and literature review, comparative analysis and historical induction. For the purpose of improving regulations of cross-strait exchanges, the researcher suggested that the Act Governing Relations between the People of the Taiwan Area and the Mainland Area should be re-legislated. 3. Tsai, Cheng-Shu. Role of the government amid globalizationâstudy on the legal system in China.

This research uses the five major frameworks of Administrative Law to cover the current challenges the Chinese government faces and proposes recommendations on the legal system. First, in the area of the âbasic principle,â I cover the history of the organizational structure, which helps us understand the current problems existing in China. I also discuss how we can make adjustments to the system, reconcile politically and through regulations. Second, lessons from the developed countries also serve as a comparison when I discuss âlaw compliance,â âprocedural justiceâ as well as âcitizen participation.â The aforementioned form the basic principles of this research. Furthermore, when discussing the administrative organization, I propose replacing the traditional rigid organization with the âproject based organizationâ and the âlearning organization.â âAccountabilityâ should be promoted to adjust civil servantsâ mentalities. Government budget should protect citizensâ fundamental rights and show commitment to fulfilling international obligations in response to the âglobalization.â In the topic of âAdministrative Competenceâ, any administrative implementations should go through the administrative investigations to understand where the problem is and to set the âadministrative planâ accordingly. Based on the principle of âlaw compliance,â a sound legislation makes the legislative activities of the government more predictable. Besides the traditional âadministrative punishment,â the legislature can choose more equal administrative measures such as âadministrative contract,â âadministrative guidance,â and âadministrative rewardâ to replace the less equal measures in the past. This research also discusses âadministration first,â âpilot,â and âcounterpart supportâ, all of which are unique to Chinaâs legal system. The speedy mechanism with attributes of pragmatism and border-crossing assistance will be beneficial to Chinaâs coping with the challenges coming from the âglobalization.â When discussing âAdministrative Remedy,â this research suggests protecting diversity in opinions, simplifying the administrative reconsideration process, giving civil servants accountability, expanding administrative proceedings, reducing improper interference from people, expanding state compensation, solidifying the legal procedure for a sound interpretation of the Constitution, normalizing the referendum mechanism. These measures should help China cope with the growing administrative power in the era of globalization, and enhance the principle of âwherever there is right, there is remedy.â Finally, of administrative supervision, we can ensure that the administrative power will remain uncorrupted and that the government will be more efficient and effictive through audit and internal oversight systems, supervision mechanisms from both the legislative and the supervisory power, the public opinion network, and the media.
