▼ Under the influence of declining birth rate and population aging, school-age population decresed, more and more idle classrooms show up in school, furthermore, even school will be relocated or shutted down. In recent years, there are some examples of primary and secondary school relocated in Kaohsiung, and now, there are schools going to consolidate. Therefore, the ways to reuse the vacant spaces in schools, the issue of schools relocated and consolidated, and to make abandoned schools become the useful facilities are the main topics of the research.
The purposes of the study are to understand the actual state of the vacant spaces reuse in the primary schools; to understand the government, school, and community representsâ opinions of the school consolidation; to understand the community needs and expectations after school relocated. The objects of the research are four primary schools with higher decrease rate of students and which is concerning to the relocating issue. The research use qualitative research method with in-depth interview to interviewing 12 interviewees from the government, schools, and communities.
According to the findings and analysis, 3 conclusions were as follow:
1. The vacant spaces in school reuse as teaching space in the priority, the various specialized classrooms are in common, and the one of usual difficulties faced in the reuse process is funds.
2. As for the school consolidation policy, though the community and parents might be opposed to the change at first, however, through constantly communication and coordination, government may carry out the policy and reach the goal.
3. In order to the population aging, most of the needs and expectations of the abandoned school are social welfare use.
In the end of the study, there are some suggestions gernerated as main content, such as school could cooperate with the company to solve the funds problem; government should pay more attention to the public opinion on the school consolidation and relocation policy; planning the reuse of the abandoned school not only considering creative, and practical, but also keeping historical of the school.

▼ The trend of low-birth rate is a crisis for schools to run. Especially for the schools, the doomed disadvantaged ones, in off-shore islands in Penghu County, an archipelagic county in Taiwan, to be closed or merged could be a huge barrier for the education-development. Therefore, to think out the development model of characteristic schools, and make use of the advantages of the small-scale in schools and classes to combine the special natural environment and cultural historical resources, and then construct a special and innovation regional program in order to increase the value of education and operate marginal profits. The purpose of this study is to explore the strategies of characteristic schoolsâ innovative management and the critical successful factors on the transforming of primary schools in Penghu County. Finally, conclusions and suggestions will be made to find other ways rather than âkeepâ or âabolishâ the schools.
The study uses the qualitative research with depth interviews as an applied method. We adopt the purposive sampling method, to sample from the principals, teachers (including the mainland and the off-shore islands of Penghu, and the representative areas of townships and cities), superintendents who deal with correlative affairs in educational administration organizations, the specialists and scholars. Our findings can be classified into two partsï¼
1. The critical factors of primary schools transforming into characteristic schools.
i. The administration management should stress on the planning and improvement of software and hardware. The leaders must possess the right opinions, and use strategies to cohere common consensus, to make use of teachersâ specialty elastically and give rewards and punishments properly.
ii. Special programs and teaching design should be planned by a professional group in an innovative way. The network information platform must be constructed and integrated with teaching. The contents of program should focus on the local characters.
iii. Knowledge sharing is important. They must build a learning organization and improve their mental models. The website is the way to be used as the knowledge management platform and the professional capability could be improved by knowledge sharing and invigoration.
iv. The integration of strategic allianceï¼Schools are divided by townships to form a characteristic group. The educational circles and industrial circles could become fellowship in a mutual beneficial condition.
2. The strategies of developing characteristic schools and innovation management of primary schools in Penghu County.
i. The short-term targetï¼The improvement of the professional skill of teachers, the integration of human resource.
ii. The mid-term targetï¼To develop a strategic alliance and construct a learning platform by network.
iii. The long-term targetï¼To combine the environmental education and local cultural education and invent a special travel study model.

Police stations are located nationwide, deeply involved with peopleâs daily life and can be seen everywhere. Whenever people encounter problems, they can easily access to the police stations where the police offer the most prompt services to help solve problems. The scope of police station services often involves urgent matters, and the police are expected to deliver services to the general public to alleviate their anxiety and to provide safety. Hence, the rebuilding of service environment should be appropriately planned to meet these ends. The rebuilding plan begins from external architecture, interior design, to layout should give warmth to people who will have no fear and will not be reluctant to access the police service.
To the aspect of improving internal customer-relations, the station should be designed as a comfortable working place to inspire the police officers to have a change of attitude and willingness to render better services for the people. Police administrators should update their knowledge and professionalism when working on a suitable precinct (police) station rebuilding plan. They should also take into consideration police duties, operations, and daily needs. Meanwhile, the publicâs needs for space, facility, business-conduct convenience and practicality, reasonable service facility update and upgrade, and warm and friendly environments should also be accommodated in order for them to contact the police and to place trust in them.
This research is based on the viewpoints of post-occupancy evaluation, (abbreviated as POE). Focus is placed on the present conditions of Penghu County Police Precinct/Stations after the service environment rebuilding was completed. The study subjects are police officers and the general public. Through analyses of data collected through questionnaire survey and in-depth interviews, the post-occupancy satisfaction level and recognition level are found. Moreover, the open-ended opinions are reviewed for the reference in the future construction and reconstruction of police stations.
The study findings show:
1.The satisfaction level of the general public towards police station service environment rebuilding: high satisfaction levels are achieved at the overall environment perceived satisfaction level, technical aspect satisfaction level, functional aspect satisfaction level, and behavior aspect satisfaction level. However, the satisfaction level for case filing through the Internet is the least satisfactory aspect for the public.
2.The satisfaction level of police officers toward police station service environment: the overall environment perceived satisfaction level, technical aspect satisfaction level, functional aspect satisfaction level, and behavior aspect satisfaction level have all achieved high satisfaction levels.

Drug abuse is a major public issue concerned by the general public. The objective of this research is to investigate the relation among drug behavior, mental cognition and environmental influences for the first-time adult male drug users. In addition, the correlation between mental cognition and degree of environmental influences will also be studied. Suggestions and strategies derived from the result will be proposed for government authorities for formulating an effective strategy against drug abuse.
Through the study and analysis of literature references, different aspects of problems are incorporated into a questionnaire scale. A questionnaire survey is conducted on 431 drug offenders in the Penghu Prison. The results are analyzed using the SPSS 10.0 statistic software to determine the fundamental characteristics of the samples and the presence of dissimilarity and correlation between the mental cognition and environmental influences for samples with different attributes.
The result revealed that, in terms of the fundamental characteristics, the age group of first-time adult male users is primarily between 18-24 years old, when teenagers are about to enter their adulthood. The ratio of first-time drug abuse declines with the increase of age. The ratio of heroin and amphetamine used in the first-time drug abuse is 46% versus 54%. Despite the expensive price and addictive nature, no significant reduction is observed in the frequency of heroin use. More single users are observed, indicating that most first-time use takes place before marriage. As for the education level, first-time users are mainly junior high school graduates, and the number declines with higher education received. In terms of occupation, the percentage of labor and driver population are the highest among first-time drug users, while the percentage of farmers, fishermen, soldiers, government servants and teachers are the lowest. Financial ability is the basic requirement of drug abuse; therefore, there is a positive correlation between the percentage of first-time adult male users and the level of monthly income. Having friends who are doing drugs is a prerequisite and hence over 90% of first-time adult male users have, on average, three drug user friends.
In regard to the mental cognition, researches discovered that most adult male users are in lack of a deep and correct understanding towards the danger of drugs. Most drug users in general hold a less negative attitude towards drugs and believe they will be luckier. At the same time, they have a higher expectation towards the psychological relief which they believe can be brought upon by drugs. As for the environmental influences, peer pressure has the highest impact on the first-time adult male drug users. Other factors such as cheap drugs and easily accessible drug environment resulted from ineffective anti-drug policies, inadequate media report under highly developed society, curiosity and unhealthy social culture all have a significant influence. ▼ Taiwan has entered the aging era, after the post-war baby boomers, it is ready to enter the era of the old generation.
In recent years, the official statistic has indicated that the proportions of âparents living with their spouseâ are decreasing. Does the statistic indicate that the acceptance of the old generations to live in the elderly residential or nursing home increased? To revaluate the problem, this study distinguished five kinds of living patterns for the old generations scaling with a quantitative life- style pattern, and distributes 392 valid questionnaires for Kaohsiung City's 40-year-old to 59-year-old middle-aged civil servants and teachers. Not only does the research shows the correlations between demographic variables and the preferences of residential patterns, but it also classifies civil servants and teachers of Kaohsiung into four categoriesï¼ âknowledge-LOHOS Groupâ, âconservative family groupâ, âeasy-going groupâ and âactive independent groupâ .
The results showed the accepted level for the five kinds of residential patterns for the old generations have increased; the most favorite and the most likely living type are âliving alone or only living with oneâs spouseâ and âwith children in the same neighborhoodâ, âelderly residentialâ and âlive with their childrenâ are in the second place, and last is the ânursing homesâ. And by the independent samples T-test, one-way ANOVA and two variables correlation analysis showed that the preferences of five kinds of residential patterns have significantly related with the âageâ, âgenderâ, âeducational levelâ, âtotal household monthly incomeâ , etc.
Besides, âactive independent groupâ is the most acceptable group to stay in elderly residential and nursing homes, but is unwilling to live in the same neighborhood. The âknowledge-LOHOS Groupâ like living with their children in the same neighborhood than âactive independent groupâ do, and it is more likely for the group to live in the same neighborhood than âconservative family groupâ do.
Finally, this study proposes some recommendations to the operators of the elderly residential and nursing homes, for instance, when the proportion, âwith their children in the same neighborhoodâ and âliving alone or living with their spouseâ, have increased for the middle-aged people, it means that the government should have more active and effective strategies in facing the care network of general residential and community. In addition to regard the âactive independent groupâ as a target market, it also needs to take other groupsâ need into account.

▼ There is a trend of transformation of old buildings into commercial uses in Tainan, since Foundation of Historic City Conservation and Regeneration initiated the project of â Old House. New Lifeâ in 2008. One important characteristic is that the building owners/tenants participated the project spontaneously. The aim of this study is to propose policy suggestions which based on the preservation projects in Tainan. In addition, to identify key factors influencing the decision-making process of business owners. The purposes of this study are as follows:
1. To discuss the value of adaptive uses in Tainan;
2. To analyze the motivation of business owners operating in old buildings;
3. To investigate the restrictions of adaptive uses in Taiwan;
4. To propose policy suggestions from the perspective of business owners.
The first finding of the study reveals that creating the awareness of preservation for
users, promoting pubic interests and developing culture tourism are the main values of adaptive uses. Secondly, in terms of influential factors, the atmosphere and the space of old buildings are significant favorability for commercial uses. Lastly, in order to maximize public interests, itâs necessary to adjust and modify the subsidy regulations according to local conditions, and furthermore, to establish a better communication channel between the government and residents.

▼ It is essential that colleges and universities place more emphasis on "informal learning" than on professional knowledge and skills in order to cultivate versatile students via the holistic education approach. Student clubs provide one type of informal learning that focuses on multiple intelligences such as social networking, self-expression, leadership, stress coping, employability, etc. However, with the worsening low birthrate in recent years and decreasing educational subsidies from the government, the number of students enrolled continues to drop year by year. Students' participation in club activities has also declined because multi-faceted social values mean that student clubs are not the sole approach for students to seek self-growth. This situation poses challenges to guidance work in student clubs; thus, it requires more effective strategies to create a sense of belonging among students regarding student clubs and in turn, motivate them to participate in club activities.
This study takes the Theory of Planned Behavior (TPB) proposed by Ajzen as the research framework to predict and explain the behavioral intentions of National Sun Yat-sen University students' participation in student clubs. The research objectives are: First, How different background variables on the part of the students cause differences in their attitudes, subjective norms, perceived behavioral control, and behavioral intentions regarding student club participation; Second, How students' attitudes, subjective norms, and perceived behavioral control regarding student club participation influence their behavioral intentions in regard to such participation. The research tool, "Questionnaire for Behavioral Intentions in Student Club Participation, National Sun Yat-sen University" complied by the author of this study, was used for a sample survey. The data elicited from the collected questionnaires were then analyzed via descriptive statistics, reliability and validity analysis, correlation analysis, one-way ANOVA, and multiple regression analysis.
The research results show that:
1. Students' attitudes toward their behavior and their behavioral intentions in terms of student club participation exhibit a significantly positive correlation;
2. Students' subjective norms and their behavioral intentions in terms of student club participation exhibit a significantly positive correlation;
3. Students' perceived behavioral control and their behavioral intentions in terms of student club participation exhibit a significantly positive correlation.
From the research results, it can be concluded that National Sun Yat-sen University students' attitudes, subjective norms, and perceived behavioral control have a significant effect on their behavioral intentions in relation to student club participation, which will further determine whether or not they will participate in a student club. ▼ This study explores the tendency of younger generation in Taiwan, who is interested in or has the experience of working holiday, to engage in the agricultural related industries in the country. This study also determines the feasibility of improving agricultural workforce recruitment by the method of working holiday based on respondentâs perceptions on working holiday, Taiwanâs agricultural sector and the benefits of participating in the working holiday programme.
This research adopts the convenience sampling and snowball sampling methods for data collection. There are two ways of disseminating questionnaires â through the electronic media (e.g. Facebook, Line, emailing, backpacker etc.) and the conventional paper questionnaires. A total of 193 sets of electronic questionnaires were answered and all are valid. On the other hand, there were 215 sets of paper questionnaires returned out of 222 sets given out, and only 201 sets of them are valid with an effective rate of 93.49%.
The outcome of the results shows that 56.9% of the respondents are willing to get involved in the agricultural related jobs in Taiwan, irrespective of their interest in the working holiday Person value = 0.001, P =0.980 > 0.05). According to cross tabulation analysis, 64.6% of the respondents expressed their interest in the agricultural industry against 35.4% who showed no interest in the industry if they have friends and family members working in the domestic agricultural industry.
The findings from the above analysis will hopefully provide some information and reference in relation to the agricultural workforce recruitment to the relevant parties and agencies.
Finally, this research brings up some suggestions from the results:
1. Marking different marketing plans for different group.
2. Expanding overseas youths to engage in the agricultural related industries in the country.

▼ For both the public and private sector, organizational change is an inevitable challenge to achieve sustainable development. When the external and internal environments change, the organizationâs resources must be continuously integrated and transformed, and this is the time for the organization to focus on organizational change.
In order to solve the long-unresolved disputes over whether or not it is necessary to employ full-time staff for accounting and personnel units, Kaohsiung City Government started the organizational transformation in 2013. In May of the same year, the âCishan Centralized Office Plan for Staff of Accounting and Personnel Units, Education Bureau of Kaohsiung City Governmentâ was implemented. It is a mechanism in response to the
necessity of establishing a centralized office for schools which are merged due to being remote in location or smaller in scale. The plan aims to facilitate the operation of personnel affairs in compliance with relevant regulations of the central government and to enhance the professionalism of services related to personnel affairs, thereby achieving the expected benefits of the organizational change.
According to the observation of the researcher of this study, who served at the personnel units of primary and high schools in Kaohsiungâs remote areas for almost three years, problems have arisen after the Education Bureau of Kaohsiung City Government selected Cishan District to implement the remote school personnel centralized office plan. The problems include different salaries for the same position, low service efficiency, and high service costs.
The problems mentioned above constitute the motivation of this study. Accordingly, this study focuses on the two merged primary-and-high schools under the Education Bureau of Kaohsiung City Government for the implementation of the centralized office plan for full-time staff of personnel units in Cishan, and targets the faculty from the schools, including teachers under the staffing standards, principals, teachers serving concurrently as administrators of school affairs, full-time teachers, as well as certified staff, section chiefs, administrative officers, nurses, etc.
The purposes of this study include: 1. Examining the policy of this organizational change and how the centralized office measures have been enforced; 2. Exploring the satisfaction level of the school faculty and staff regarding the policy of this organizational change and the centralized office measures; 3. Analyzing the satisfaction level of the school faculty and staff regarding the services provided by the personnel unit after the merger.
This study adopts the empirical research method and a questionnaire survey to address the problems caused by this organizational change. The results are as follows:

▼ Since 2013, the program of âOne Day Farmer in Kaohsiungâ has been initiated in several communities by the Agriculture Bureau of Kaohsiung City Government. The aim of this program is to promote the development of agricultural products and countryside tourism in remote rural communities.
The purpose of this study is to analyze the effects of the program of âOne Day Farmer in Kaohsiungâ on community development. The participants being surveyed in this study were the residents living in Longmu village in Kaohsiung. A total of 290 questionnaires were distributed and retrieved with 286 valid questionnaires. The quantitative analyses of the questionnaires were conducted through descriptive statistics, independent-samples t-test, one-way analysis of variance, Pearson correlations and regression. The results of this study are as follows:
1. Different background variables of the residents cause differences in their cognition of experience economy, sense of
community, and community participation;
2. Residentsâ cognition of experience economy and their sense of community reveal a significantly positive effect;
3. Residentsâ cognition of experience economy and their community participation reveal a significantly positive effect;
4. Residentsâ sense of community and community participation reveal a significantly positive correlation.
In order to facilitate the program of âOne Day Farmer in Kaohsiungâ well, it is suggested that to strengthen residentsâ sense of community and community participation are the most important issues. Based on the research results, the following approaches are recommended: First of all, the promotions of âOne Day Farmer in Kaohsiungâ need to be more aggressive. Secondly, community association needs to encourage more residents to become activity volunteers or tour guides. Thirdly, community association needs to play as a village communication channel. Finally, community association needs to start up continuing education in the village.

▼ Since 2013, theâ One Day Farmerâ activity has been launched by the Agriculture Bureau of Kaohsiung City Government. âOne Day Farmerâ is an experience activity that included local material, local scenery, local culture, and enthusiasm of community residents. It is also a distinctive recreation experience. The purposes of this study were to explore touristsâ experience benefits and willingness to pay. And, it used âPayment Cardâ format was used as a method to determine touristsâ willingness to pay. Moreover, this study adopted questionnaire survey. The objects of study were tourists who participated in One Day Farmer in 2015. A total of 312 questionnaires were distributed and retrieved with 303 valid questionnaires.
The results of this study are as followed.
1.Among demographic variables, educational level, visiting frequency, marital status, and participation influence parts of experience benefit;
2.Among demographic variables, monthly incomes influence willingness of pay;
3.There are significantly positive effects between experience benefit and willingness to pay;
4.Additional touristsâ willingness to pay is less than 100 dollars.
This study provides the following suggestions for theâ One Day Farmerâ activity. First, the activity can integrate different recreational resources to encourage tourists revisiting. Secondly, the activity can strengthen interaction between tourists that can make different experience. Thirdly, it can increase the price of acceptance by different theme activities. Finally, it can create unique journey to increase the value of activities.

▼ The community development is valued more and more as world trend changing, and the role of community becomes more and more important. Especially, the internal residents of a community could not only integrate resources from both outside and inside the community to offer services actively, but also propose its needs spontaneously to promote the entire community development, to push welfare community projects within, and to implement the governmentâs social welfare policies. This kind of localized, regional and convenient culture, the concept of service the locals by the locals, is well received and popular among lots of community in the world.
Kaohsiung Flagship Project of Social Welfare is promoted by the volunteering community of Sanmin District, integrated and assisted by District Office and Social Welfare Department and other government departments and divisions. This is the best cooperation model of public-private partnership, for both sectors worked hard to connect and unit the resources, and for passing the priceless experience and skills to Cianjhen District, Linyuan Dist and other counties and cities further. For those who want to create a better community but lack of knowledge, this well-collaborated model is expected to offer some suggestions to reduce the unnecessary fumble and exploration. With this model, the community and its partners could reform the community quickly, and make the residents feel warm and fragrant care by the community.
To examine whether the promotion of united communities flagship project meets the communityâs needs, the present study interviewed the executors of involved metropolitan cities of Kaohsiung Flagship Project of Social Welfare, which was promoted by the Ministry of the Interior. The results were discussed from the viewpoint of community, and the expected role function of District Office was also analyzed as follows:
1. The promotion of Flagship Project of Social Welfare satisfied the needs of community residents, and each community is proud of being involved in the team.
2. The promotion method of community alliance could efficiently push the government and private sectors forward to build the reciprocal partnership of shared resources and mutual-cooperation.
3. During the project, the role District Officeâs played and its supported aid differed from the expectation of the community.
4. Suggestions are given for the government of its role in promoting and building community.
The long-term working experience helped the author become partners of the community leaders; therefore, this study was conducted by participant observation and elite interview. Based on the interview and the authorâs field study experience, content-analysis was accomplished to organize the suggestions of community leaders for future policies and researches:

▼ Local festivals have become a significant resource and trend in regional development. In Taiwan, there are twelve important local festivals; only the Song Jiang Jhen Battle Array in Neimen, Kaohsiung has been listed for the Kaohsiung area. It reveals its local characteristics and traditions, as well as the cultural intention. However, most related researches focused on issues of visitorsâ behavior and tourist satisfaction; no analysis and review of implementation facets was completed.
This qualitative research was carried out with the festival of Song Jiang Jhen Battle Array in Neimen, Kaohsiung taken as the case study. By conducting a textual analysis, participant observation and in-depth interview, the study aims to explore the following four facets relate to the implementation of the festival, i.e. organization operation, content planning and management, community participation and marketing strategy. Furthermore, after analyzing the contents of literature and case review, 14 indicating items were generalized from each facet so that the status of conducting the Song Jiang Jhen Battle Array in Neimen, Kaohsiung can be reviewed. Its indicating items and main factors of success that conform to a great festival were analyzed. The predicaments encountered in its development were also researched. Relevant proposals of transformation strategy was provided and submitted to the organizers of local government as applicable strategies for future activity arrangement.
The study results showed that the Song Jiang Jhen Battle Array in Neimen, Kaohsiung completely conforms to the pattern of a successful festival and the indications include: the attitude of the organizer in arranging sustainable activities, the unique theme, cultural characteristics and local imagery, diversity and creativity of activity concepts, as well as the contribution of community organization and local volunteers. Some indications did not conform to the festival, such as the interaction with visitors/tourists, atmosphere and management of the field, infrastructure and traffic network. Other indications partly conformed to the success of the festival.
The interviewees particularly pointed out that the key successful factors of the Song Jiang Jhen Battle Array in Neimen, Kaohsiung include: regularly held every year; the support of authorities; the characteristics and creativity both attract many visitors; the assistance of experienced operators; religious beliefs and folk culture; TV live transmission of the competitions; etc. The predicaments it faces include: lack of a set budget; no cooperation among three local temples: they are operating units with the venue changing annually; no profound connection with local industries; the festivalâs purpose does not conform to the traveling mechanism; no guidance for a long-term planning; focus only on local prospects; local government does not care much about tourism; no gathering of community strength; the date of the activity cannot be confirmed as early as possible; the scope of marketing between local and…

▼ The purpose of this study is to explore the possibilities of the retirees or future retirees group who currently reside in the urban areas to migrate in-island Taiwan. Utilizing Andersenâs âBehavior Model of Health Service Utilizationâ as structure, this research aims to explore the factors influencing moving intention and the accompanying geographic attribute selection in order to understand the feasibility of the development of the retiree inland migrant group. On April, 2012, using purposive and snowball sampling, this research carried out a questionnaire targeting retirees or future retirees aged between 50 to 70 years old in five cities: Taipei City, New Taipei City, pre-county-city consolidated cities of Taichung City (including Fengyuan City), Tainan City and Kaoshiung City (including Fongshan City). A total of 1,110 questionnaires were given out, 722 retrieved, 691 were valid with an effective rate of 62.82%.
The results of this study show a fairly low 23.20% moving intention of retirees or future retirees from the urban areas. As to geographic attribute selection, the majority show an inclination to choosing to live in the urban outskirts (45.90%) and the urban areas (32.40%). According to the Chi-square analysis, components influencing moving intention and geographic attribute selection include: the predisposing components of gender, current residency, place of residency before 15 years old, number of children and lifestyle; the enabling components of average monthly disposable income, living pattern, residential burden status and the need component of regional characteristic demand have a significant difference with moving intention. Furthermore, the predisposing components of level of education and lifestyle, the enabling component of average monthly disposable income and the need components which include one of the activities planning of refresherâs course participation and regional characteristic demand have a significant difference with geographic attribute selection. Additionally, the majority among those with a moving intention are inclined to choose to live in rural areas. Thus, it is reasonable to conclude that current residents in urban areas will tend to migrate to rural environments rather than other urban areas or outskirts after retiring. According to the above analysis, recommendation is given to areas where retirees have migrated in order to better understand the retirees or future retirees group and the development of the local industry in Taiwan.

▼ This research intends to understand whether Kaohsiung is heading toward or away from being a livable city. Additionally, it also intends to show if the developments in the city conform to the expectations of the residents. Therefore, the analysis in this research is based on objective statistics and the residentâs subjective perceptions. This research utilized Time Series analysis and questionnaires to conduct the research, and used importance-performance analysis as the analytical method. The questionnaires targeted the residents in Kaohsiung City who are over 20 years of age. The total samples are 330 with 254 valid samples. The questionnaires surveyed the level of livability of Kaohsiung judging from 5 aspects: the eco-environment, culture & education, economic development, urban living & service, and medical & social welfare, reflecting the difference between the importance and performance of each aspect.
Below are the suggestions concluded from the results of the research, which pointed out the improvements needed for Kaohsiung and the items that can use less attention:
1. According to the time aptitude objective statistics, Kaohsiung has shown mostly positive growth on cultural education, especially on holding cultural events and replenishing books for the public libraries. However, the economy has shown negative growth,
2. Based on importance-performance analysis, out of 23 indications, 4 of them (17.38%) fell on keep-doing area, 4(17.38%) fell on excessive supply area, 6(26.1%) fell on lower-priority area, 9(39.14%) fell on improvement-focused area.
3. Combing the data gathered from the questionnaires and statistical analysis, the items require grave improvement are raising the wages of the residents, lowering unemployment rate, and resolving the problem of abuse to children and teenagers. From both the subjective and objective analysis, items that are overly supplied are the number of times of holding cultural events and replenishing books for the pubic libraries.
Based on the results from the research, it is suggested that Kaohsiung put resource to economy and medical & social welfare, while decrease overly investing cultural education.

▼ The first encounter with the âGreen Mapâ was astonishing because it entailed learning about our environment through caring for the land and the ecosystem. Such a simple tool, and yet it activates a wonderful power and becomes a long and lasting effect. Through the process, the researcher became a promotional instructor and set the research goal as the effects of the âGreen Map.â
The literature review on the âSense of Communityâ reveals that most concentrate on dissecting the formation of the sense of community. The researches often look into the various factors that affect the sense of community. The goal of this research was to see the effects of drafting the âGreen Mapâ on the âsense of communityâ through the viewpoint of a âcommunity medium.â It further compared the different results obtained from a âcountry-style communityâ (the âZhu-wei Communityâ) and a âcity-style communityâ (the âFu-shan Communityâ) during the same process of drafting the âGreen Map,â both during and after the process.
The sampling masses of this research were the âZhu-wei Communityâ (a country-style community) and the âFu-shan Communityâ (a city-style community).
General analyses revealed the differences in the sense of community by pre- and post-tests were more uniform for the residents of the Zhu-wei Community and more diverse for those of the Fu-shan Community. The induced effects after the drafting of the Green Map were evident in âCommunity Participation,â âCommunity Identity,â and âNeighborhood Interactionâ for the Zhu-wei Community; and were significant in âCommunity Participationâ and âCommunity Identityâ for the Fu-shan Community.
Post-test feedback revealed clearly that for both Zhu-wei Community and Fu-shan Community, participants all agreed that the drafting of the Green Map affected the sense of community. This is especially true for âEnvironmental Thinking,â âEnvironmental Sustainability,â âActivity Participation,â and âCommunity Identity.â The results indicated a high degree of change in recognition. In general, the scale of the change is greater in the Zhu-wei Community than in that of the Fu-shan community.
This research concluded that the âGreen Mapâ showed significant impact on the âsense of community.â The results are beneficial to the current simple and effective way of promotion by using the âGreen Mapâ as the medium to concentrate the sense of community. It is advised that in order to push policies forward, the training programs on the macro-construction of communities should include promotional courses on the âGreen Mapâ and to cultivate seed instructors to serve as promotional manpower.

▼ Since 1990, Asia was the fastest-rising market of global airline transportation in an area. Due to the demand of airline passenger and the volume of freight transportation in this area have increased apparently and also have potential demand, so a lot of Asian countries have followed to open up the new airport or have enlarged the existing facilities incessantly to meet this trend, and they always look forward to becoming the main international pivot airport in the area by these efforts.
For the reason to response the trend of environmental changes and to impel the improvement of the airportâs competitiveness, the Legislative Organization of Republic of China had approved âThe regulations of International airport gardenâs development âat 2009. By this process, it has encouraged the competitiveness of the airport to become an important topic in Taiwan, and has also opened the Taiwanese's cognition about the competition of International airport.
The purpose of this research includes:
First, try to build up and construct the assessment index which can influence airport competitiveness and index weight via the arrangement of numerous literatures. Second, analyze the assessment project of the urban competitiveness to find out about the relation among the airport and urban competitiveness. Third, draft the basis of the development tactics for the Kaohsiung International airport by comparing the diversity of competitiveness in all respects among Kaohsiung International airport, Taipei airport and Xiamen airport.
This research uses the study mode of professional questionnaires, and chooses government officials that have the background of management for air transportation and city development, scholar or airport users to fill out the questionnaire. By the way, this research by the analytical method of Analytic Hierarchy Process,ï¼AHPï¼, can calculate each composition in structural frame and weight value of index, and then utilize the simple weighting method to compare the diversity of airport competitiveness among Kaohsiung, Taipei and Xiamen.
We find that via the result of this study:
First, in the aspect of building the evaluated index in airport competitiveness:
The" safety "' is the most important item for assessing airport competitiveness, secondly in order is" management"',"' service ", "space" and "installations". However, the "demand" is the lowest important item that influences the airport competitiveness.
Second, in analyzing the relation among competitiveness of airport and urban:
There are the difference between main assessment and emphasized items for urban and airport competitiveness, but there are the relevance among the subsidiary index items of assessment. This demonstrates that between airport and urban competitiveness still has the characteristic to promote competitiveness each other.

Farmers work hard to plant seasonal vegetables and fruits. Consumers can buy the "production and consumption planted locally" pesticide-free and healthy seasonal fruits and vegetables.
This study is according to the consumer knowledge, attitude and behavior of farmers' markets of organic productsâ relation and differences and to discuss whether the relationship between population statistical variance and consumer knowledge, attitude and behavior have differences or not.
In this study, we use farmers' markets of Kaohsiung area for the researching object. The researching method is convenience sampling survey of questionnaire, and total valid samples are 372. Through descriptive statistics, single factor analysis of variance, multiple linear regression analysis and other statistical methods for data processing and analysis.
And results of distribution of demographic variables are as follow: that the, (1) women are the mainly consumption group; (2) education level is university most; (3) consumersâ age between 21-40 years old pay more attention to organic agricultural products and also tend to buy organic products; (4)the occupation of most respondents are in service industry; (5) family income per month from 20001 to 40000 is the most; (6) most of respondents are unmarried; (7) most of respondentsâ religion are Buddhism and Taoism; (8) to meat or fish-based diet The proportion of most.
In this study, test hypotheses H1 consumer knowledge on consumer attitude has a significant effect. When the consumer knowledge is higher, the consumer attitude is also higher, but also vice versa. Test hypotheses H2 consumer attitudes on consumer behavior have a significant effect. When attitude and behavior are more particular and specific, the two inter-related degrees will be more remarkable. Test hypotheses H3 consumer knowledge and consumer behavior have a significant effect. When the consumer knowledge and consumer behavior have casual relationship, knowledge will cause the behavior. It means knowledge forming will affect the behavior.

▼ In response to the trend of environmental awareness and sustainable world, the Ministry of Education since 2006 to promote "sustainable campus local transformation plan" subsidies, in order to target specific sustainable practices on campus, there are a number of national primary schools to apply for and obtain the plan of grants, and transformation project is a very important part of the campus base water retention performance improvement.
And because the campus in the city, in addition to the base to accommodate cultural and educational facilities and activities, on the property is also part of the public facilities, and both education, sports, leisure, disaster prevention, asylum and other multiple functions, so the purpose of this study is to explore the current system of practice on the campus of the base water retention facility design there are two on the subject, one of the current formula for calculating the "rain delay (t)" should local conditions? The second was the use of a sample analysis of the current school campus base water retention facility design trends and blind spots, and finally by the preceding two paragraphs discuss the subject, and make recommendations based on the establishment of security, "all kinds of soil water in the base of existing formulas for improving the existing calculation formula facility design principle ", in order to improve the industry's water conservation facilities in the campus-based facilities" inertia design "instead of focusing on the future of the base so that the water retention design practices more in line with the characteristics of the physical environment of the base.
After analysis to explore research topics, the following conclusions:

▼ In order to improve quality of life in rural areas and to promote sustainable development, the Legislative Yuan of Republic of China officially passed âRural Rejuvenation Actâ submitted by Council of Agriculture, Executive Yuan in 2010. The purpose of this Act is to encourage communities to participate in rural rejuvenation plan. Through the process of community empowerment, residents autonomously discuss community needs to enhance quality of local life.
The purpose of this study is to explore the status of implementation of the plan and to precede relevant discussion from three aspects, i.e., awareness of policy, quality of life satisfaction, and community residentâs participation. Therefore, this study used 6 communities continuously implemented rural rejuvenation plan from year 2011 to 2014 in Tainan City as objects of the study. A total of 270 questionnaires were distributed and 258 were retrieved with 241 valid questionnaires.
The results of this study are as followed. First of all, whether the residents are community leaders, they were differences in awareness of policy, quality of life satisfaction, and community participation. Secondly, community residents with higher awareness of policy thought that the âRural Rejuvenation Actâ would promote their quality of life satisfaction and degrees of community participation. Finally, community residents who felt well quality of life satisfaction would also have higher degrees of community participation and vice versa.
This study provides suggestions for the âpolicy implementersââ and âcommunitiesâ. It looks forward to raise the quality of life and community participation through community empowerment process in rural areas in Taiwan.

▼ This thesis attempts to study the subjective recognition of candidates in the mind of voters for whom the images of the candidates come up to a vital dimension in their decision making. In the 2014 election of Penghu magistrate, senior voters cast their ballets according to their identification with political parties. Senior citizens with preference for political parties tend to stay with their political inclination. While most voters place priority in personal performance rather than party recommendation, the devastation of performance both at the level of local and central government becomes the decisive factor in ballet casting.
I intend to conduct this study to clarify the relation between individual candidate images and the decision in vote casting out of 432 valid questionnaires on eligible citizens household registering in Penghu. My discussion of candidate images include identification with political parties, personal qualities, positions in public issues and their retrospective evaluation. I intend to apply descriptive statistics, Chi-square Test, and analysis of variance to examine the social background of the voters and the association with their decision in ballet casting, in order to scrutinise the key factors of their victories in elections.
My study indicates that all variance of the image of the candidates are all key factors in votersâ decision making, hence all four factors in discussion behold high positive correlations. All in all, those who are above 60, with education below junior high, with distinct preference to either pan-blue or pan-green camp, with stronger ties with political parties, are inclined to electing candidates nominated by their parties. Voters with conspicuous preference to parties tend to acclaim personal qualities of their advocates while male and pan-green electors are liable to maintain lower retrospective evaluation. Voters with explicit preference are prone to approval of candidate images. Thatâs also where my study reveals greater differences in the retrospective evaluation. The winning candidate, Kuang-fu Chen (DPP) prevails in most categories of comparison while
Kun-shung Su (KMT) shows no less competition in these items. The decisive factor is attributed to the impotence of governmental performance at centre and local level and the overall sentiment of disappointment in the general public.
To conclude, most voters are prone to decisions over personal qualities instead of party nomination in this election of magistrate. Such tendency manifests votersâ choice over stagnant and restricted preference to political parties and suggests a breakthrough in rising above bipolar confrontations thus forecasts a rational perspective in their objective speculations.

▼ In recent years, with rising house prices, low-income people cannot afford to buy house. Therefore, after the construction of the public housing was stopped by the government in 2005, affordable housing policy proposed by the Government is concerned again. Taking responsive evaluation as the main theoretical point of view, the literature analysis method and the responsive evaluation interview method set to be our main research methods. For analyzing the current development and the following issues of affordable housing policy in Taiwan, the following three policy evaluation indexes had been set up: âthe accomplishment of project goalsâ, âthe appropriation of policy designâ,and âcustomer satisfactionâ.
And in summary,, under this study we found and research based on the each chapter, made five policy recommendations, expected to contribute to the policy of public housing.

▼ The offshore island medical service of Taiwan has long been an important part of the national policy to promote, and also the residents of the island are most concerned about this issue. In order to avoid the restrictions on the geographical environment to affect the medical resources and quality. In recent years, the central and local have been working together to enhance the quality of health and equality of the residents. However, the gap between urban and rural areas such as uneven distribution of medical resources, medical resources reaching difficultly and other issues still exist.
The purpose of this study is to explore the relationship between the satisfaction of medical service and treatment behavior of offshore islands, so as to understand what we need in medical. Therefore, this study explores the relationship between "population attributes", "health status", "medical satisfaction" and "intentions of medical places" in the Penghu County residents, using the "Questionnaire Survey" method to verify the correlation and influence between these variables.
In this study, we make some conclusion. First, the population attributes have a significant impact on the health status, medical satisfaction and intentions of medical places. Second, health status has no significant effect on local medical satisfaction. Third, health status has a negative impact on the behavioral intention of choosing a medical treatment. Forth, local medical satisfaction has a negative effect on the intention of choosing a medical treatment. At the same time, according to the results of the survey, the "education level" is the most influential in "population attribute" and also impact another three variables. In the "health status", the intention of choosing a medical treatment is significantly affected by "nearly a year for medical purposes ". Then, the intention of choosing medical treatment places in "medical satisfaction" is the most influential of "medical staff professional". Moreover, through the survey we found that residents of the health clinic (room) satisfaction is higher than that of hospitals and clinics. For the level 2 offshore island, the satisfaction of the medical treatment situation, the distribution of medical resources, and the return intention is lower than level 1 offshore island. Among them, the distribution of medical resources is the lowest. For the expectation of local medical we recommend that the medical human resources is the main purpose, and the second is medical equipment. At last, we give the recommendation to support pushing the medical policy forward by using the study result as the reference.

▼ The Bureau of Cultural Affairs, Kaohsiung City Government positively promotes the tourism through the project "Kaohsiung Cultural Tour Bus".
However, the routes of Tour Bus have been faced with reduced services and cancellations lately. The passenger load factor (PLF) is significantly low, and the average number of passengers per bus is only 4-8 people.
In order to improve the PLF of the buses, the purpose of this study is to identify the relationship between âtourist motivationâ, â service qualityâ and âtourist satisfactionâ on â willingness of re-boarding â of the Cultural Tour Bus through the questionnaire survey method.
The result indicated thatï¼(1) The tourist motivation influences tourist satisfaction positively. (2) The service quality influences tourist satisfaction positively. (3) The tourist satisfaction influences willingness of re-boarding positively. (4) The service quality influences willingness of re-boarding positively.
In addition, âsocial and interpersonal motivationâ, the sub-form of tourist motivation, has more positive impact on âwillingness of re-boardingâ. And âresponsivenessâ and âassuranceâ, the sub-forms of service quality have more positive impact on the âtourist satisfactionâ and âwillingness of re-boardingâ. Finally, this study would give some suggestions on both of the demand and supply sides of service for the relevant public sectors.

▼ The major purpose of this research is to conduct an evaluation of the âPedestrian Sidewalk Friendly Project in Tainan Cityâ; the aim is to understand usersâ policy cognition and satisfaction from the viewpoint of the stakeholders, namely the store owners, tourists, and residents. This study also aims to explore the relationship between policy cognition and satisfaction.
The research methods adopted in this study include a questionnaire survey conducted among the users of Beimen Road selected by purposive sampling; the data from the 399 valid retrieved questionnaires were then analyzed using descriptive statistics, reliability and validity tests, independent sample t-test, one-way ANOVA, and regression statistical analysis.
The results of this study indicated that the usersâ scores on policy cognition and satisfaction of the âPedestrian Sidewalk Friendly Project in Tainan Cityâ were above the average level, and their policy cognition and satisfaction degree did not differ in terms of their identity. When examining policy cognitionâs influence on satisfaction, this study found a highly positive correlation between these two variables, indicating that policy cognition has a direct effect on satisfaction; higher scores of policy cognition signify a higher satisfaction degree.
Considering these findings, it is suggested that the emphasis should be put on usersâ cognition regarding the policy contents; also a better supportive measure is recommended in order to decrease concerns of the public. This study can be useful for the âPedestrian Sidewalk Friendly Projectâ achieving its goal of pedestrian friendly movement. Also, this study can serve as a reference for other institutesâ promoting of relevant policies in the future.

▼ The development of Penghu tourism consists of both its natural and human resources; the activities that Penghu tourists engage in are annually held from April to September. Because of the northeastern monsoon, the number of visitors to Penghu drops hugely during the rest of the months (from October to March), resulting in the obvious difference of peak and low seasons in Penghu tourism. Thus, the decreased number of tourists in Penghu during the low season also reduces the size and the development of the Penghu tourism industry, which is also one of the biggest obstacles to the development of tourism in Penghu. Therefore, it is of great importance to use other advantages that Penghu possesses to open its tourism market; by understanding the feelings of visitors to Penghu in winter time, it is hoped to trigger more tourists to visit Penghu in winter and thus it is hoped that the gap of peak and low seasons in Penghu tourism can be reduced.
This study was designed to investigate the current situation, characteristics and correlations of "Tourist Imagery," "Revisit Intention" and "Travel Characteristicsâ. The participants were visitors to Penghu in winter time. The convenience sampling method was used. 500 questionnaires were distributed and collected, of which 424 questionnaires were valid (the response rate was 84.80%). The results of this study show that the majority of winter tourists to visit Penghu are female, aged 26 to 35 with a college degree, and they live in the south of Taiwan (including Pingtung, Kaohsiung, Tainan, and Chiayi). The largest number of female visitors is married women with children, who plan their own itinerary and choose travel information via computer networks. The main purpose of their visit to Penghu is sightseeing and their travel companions are most often their own family members, The average number of days for their travel is 3 days and 2 nights in Penghu; the average expense for each visitor is around NTD 4,000 to NTD 6,000. They choose to stay in hotels, which have the highest rates of accommodation choices. It was also the first time that they visited Penghu when asked about their past travel experiences. It shows that there are still many potential visitors to be developed.
The results of this study show that âlocal specialtiesâ ranked highest of the statistical factors; the top three motives among tourist images are âPenghu has coastal scenery and beautiful sandy beachesâ, âPenghu's northeastern monsoon is strong but bearable,â and âPenghu residents are simple, friendly and cordial.â From the analysis of tourist revisit intention, we see that recommendation is the most important factor compared with touristsâ other options; the ratio of revisit and preferred choices to other options are obviously lower, which ought to be improved for future direction.

▼ Recently, Industrial structure have changedï¹in 2013 government agencies revised Occupational Safety and Health Act in order to enhance characters and duties of Occupational Safety and Hygiene Officer. Although Government have implemented occupational safety and health act policy, occupational hazards and accidents constantly increased, accidental injury of labors still remaining. Especially, construction industry has the highest occupational hazards.
Occupational Safety and Hygiene Officer still need to strength their patterns and professional status, clear distinction between responsibility and accountability, take safety as the highest principle.
The purpose of this thesis is to develop Occupational Safety and Hygiene Officerâs core occupational competence, arrange both domestic and foreign literature related to core occupational competence. Integrated ideas from industry, official and university, in order to analyze core occupation. The results come up with two aspects: Occupational Safety and Hygiene Officerâs recessive core occupational cognition and explicit core occupational formation, this contain six orientations and twenty-two professional ability elements as belowï¼
1. Self-concept cognition: self-confidence, self-reflection, positive attitude, self
2. expectation, flexibility.
3. Interpersonal skills: coordinate behavior, positive and enthusiastic attitude, interpersonal interaction, functional conflict, empathy, partnerships.
4. Core value: creativity, execution, professional competence, performance-oriented.
5. Professional knowledge and skills: knowledge and skills for safety and hygiene, strategy for learning safety and hygiene.
6. Workplace management ability: safety and hygiene control capacity, supervision and counseling strategies for safety and hygiene, execute judgment authority for safety and hygiene.
7. Change management ability: Unify and plan for safety and hygiene, crisis management capacity.
This research focuses on occupational safety and hygiene officerâs core competence, role position and function in construction site. Hope this result of this research will improve core competence role patterns and responsibilities of occupational safety and hygiene officer in public construction site.

▼ With the depletion of global marine resources as well as the reduction of traditional farming population, the agriculture and fisheries development of Xiyu Township is gradually declining. This research is aimed to increase employment opportunities for local residents, drive local economic development and slow down population outflows by developing the local tourism industry.
This study is based on the perspective of local marketing, trying to find out the local marketing predicament from the tourism budget and marketing activities of the Xiyu Township Hall over the years. Collecting the views of the public and private sector units related to tourism in Xiyu Township and analyzing and discussing the data after in-depth interviews based on local marketing 8P theory and collaborative governance.The conclusions are made through the analysis of the data after in-depth interviews.
The research results are analyzed through literature, SWOT analysis and in-depth interviews. Xiyu Township Hallâs tourism budget and local government marketing activities have been growing year by year, yet the result is still limited. The current development predicaments Xiyu Township is facing are that the government departments and operators have not closely cooperated and communicated as well as the lack of communication platform. The sightseeing and local product is limited while other products lack visibility. The product marketing promotion is insufficient and the access is still dominated by traditional trading. The number of sightseeing guides is insufficient and tourist attractions failed to connect and thus reduce the attractiveness of tourists. The lack of combining industrial characteristics and tourism, the low tourism quality as well as the lack of sightseeing guide facilities and services.
The following are the recommendations of this study. Review the roles and functions of the Penghu National Scenic Area Administration Court. Encourage local youth to care about Xiyu Township public affairs. The abandoned military camp is advised to hand over to the overall development of the private sector. Combining local characteristics of agriculture and fishery to create regional tourism highlights in Xiyu Township. Reuse unused space and set up township history museum. Repair Yongcheng ancient house and reconstruct Erkan settlements and the drives inland development of Daguoye. The result of this study is expected to become one of the important blueprint options for Xiyu Township in the future as well as reference for government agencies.

▼ In order to improve the quality of service, the government must rely on the quality of public servants. The self-efficacy of public servants not only affects the level of quality, but also affects their achievement and performance. The performance of work will affect the performance appraisal, and the fairness of performance appraisal will also affect the display of self-efficacy.
The main purpose of the establishment of the performance appraisal law is that the results of the performance appraisal can truly show the performance of the public servants. The current public service performance appraisal has a 75% A-constraint limit. As a result, most examiners may use the methods of exclusion, drawing lots, alternation, exchange, and political considerations in conjunction with the allocation of quotas to match the proportion (Li Lantan, Weng Yi, 2003). Make testees question the fairness of the performance appraisal.
Therefore, the main purpose of this study is to understand the current status of civil servants' performance appraisal of fair appraisal and self-efficacy, to understand the relevance of public servants' self-efficacy and fair appraisal, and to provide government agencies with friendly appraisals based on the research findings and recommendations.
This research establishes the research framework and hypotheses through literature analysis, and then uses SPSS statistical methods to conduct descriptive statistical analysis of the questionnaire, independent sample t test, single factor analysis of variance, Pearson correlation analysis and regression analysis. It has been verified that:
First, public servants' appraisal of fair performance appraisal and self-efficacy are of medium to high degree.
Second, some different individual background variables in fair performance appraisal cognition have significant differences.
Third, some different background variables in self-efficacy evaluation have significant differences.
Fourth, the fair appraisal of performance appraisal has a positive correlation.

▼ E-government is viewed as a gateway to an effective public management, and The impact of E-government policies and practices on administrational behaviors is a vital topic in the field of public affairs management. Taiwan has adopted National Geographic Information System (NGIS) for the administrative innovation and reforms. On the local level, the Land Administration Bureau of the Kaohsiung City Government has adopted the cross-registration system, which is a type of interorganizational collaboration, to deliver cadaster information and data instantly. The location choice of the land registration is more optional to Land Administration Agent without the limitation of jurisdiction., and Land Administration Agent would have their preference of land registration location.
ãããThis study investigated factors affecting land administration agentâs behavioral decision on the policy of Cross-registration .
The research findings asserted that some cross-registration offices have the significant amount of workload and service cases and pointed out that the factors of purpose of usage, policy evaluation, and âoffice clustering, would the vital factors in influencing the location choices and administrative behaviors of Land Administration Agent.
