âJusticeâis the core value of human society, andâhappinessâis the sureness derived from freedom from fear. The setting of video surveillance is hoping to give citizens the feeling ofâjusticeâandâhappinessâ. With rapid changes of the politics, society and economic structures, the public security situation is increasingly complex, modus operandi and the level of victimization compare to the past have a dramatic change, and magnifies report by the media and far-reaching transmission of network, violent crime and other security problems. It is just like citizensânightmare. Government units also recognize that the setting of video surveillance is conducive to investigate and prevent crime and save the cost of public security. It generally sets video surveillances at important intersections in major cities and blind spots of public security and expects to create a safe living environment for citizens. Kaohsiung City is in no way conceding, after the merger between county and city, it has both urban and rural development pattern. Explore and evaluate from the angle of the real pulsation of society, geographical environment and social control, has been completed 17,862 video surveillance cameras and are adding continually. However, it has no related supporting measures in response. Therefore, this research found that there are many substandard existing social conditions for the governance of video surveillance in our country and current Kaohsiung City, as well as expectations of the citizens, there are necessary to review and improve. Therefore, in this research, basic principles, administrative organization, limit of administrative rights, administrative relief and administrative surveillance of five structures of the Administrative Law are main research methods; it adopts literature review and historical induction, views the currently legal system and social status of video surveillance governance in our country, and then view the problems of video surveillance governance in current Kaohsiung City and makes recommendations. 2. Tsai, Yi-miao. A study on Taiwan Legal System Regarding Dropout Counseling Management for Junior-High Stadents.

Education is a long-term effort. The children and teenagers are the pillar-to-be in our nation. Moreover, the popularization of national education can contribute to the enhancement of national competitiveness. Thus, the Article 21 of the Constitution of Taiwan regulates that the people shall have the right and duty to receive national education, which means anyone shall have the right to receive national education and the duty to receive national education as long as he or she is a citizen of Taiwan. Furthermore, to practice education drastically, the nation promulgates the Compulsory School Attendance Act. It allows local governments to establish âcommittee of compulsory school attendanceâ to manage the dropouts from elementary and junior high schools, targeting âzero dropout.â However, the good faith of the regulations can not be implemented well for every citizen in terms of âthe right and duty to receive education,â especially for the students who drop out of school. It is affected by complicated factors, such as personal value, society, economy, peers, indigenous people and new immigrants. Dropping out has concerned the field of education the most, and it has also brought related problems to the society and public order. Therefore, it is necessary to research and to discuss how to organize an effective legal system of dropout counseling management. Based on the 5 major frameworks of administration law, including administrative principles, administrative organization, administrative authority, administrative remedy and administrative supervision, this study aims at examining the legal system of junior high dropout counseling management to redress the deficiency of current law with researching by reference, historical analysis, comparative analysis and induction analysis in different aspects. Meanwhile, by learning from advanced countries, such as the U.S., Japan and Korea, some specific manners and suggestions, such as establishing dedicated organizations or offices, paying attention to secondary education and reinforcing the function of halfway schools, are expected to be provided for the government, schools, private organizations and future researchers. Through the above-mentioned manners, the situation of dropouts can be redressed and corrected. Moreover, the spirit of the Constitution, namely, the right and duty to receive national education for all citizens, can be fulfilled. 3. Lin, Yu-Wei. Invasive Tumor Behavior of Oral Cancer and Its Association with Hepatoma-Derived Growth Factor: from clinical observation to molecular regulatory mechanism.

Oral cancer is aggressive cancer with high locoregional recurrence rates and poor prognosis. The purpose of this dissertation is to analyze the aggressive behavior of oral cancer form the clinical observation to the molecular expression and regulatory mechanism. The treatment strategy for locally advanced oral cancer is surgery followed by post-operative radiotherapy. The aggressive behavior of oral cancer and the change of anatomic boundaries and lymphovascular drainage after surgery make the design of optimal radiotherapy very challenging. Some unexpected and fetal recurrences have been observed after post-operative intensity-modulated radiotherapy (IMRT). The aim of Chapter 1 is to analyze failure patterns and clinicopathologic prognostic factors in patients with locally advanced buccal cancer after post-operative IMRT. The initial masticator space involvement is revealed as the key factor for disease recurrence. Post-operative IMRT should not include the surgical beds alone, rather should be based on the potential patterns of spread failure Hepatoma-derived growth factor (HDGF) participates in oncogenic progression and represents a prognostic factor in several types of cancer. Chapter 2 aimed to elucidate the role of HDGF during oral tumorigenesis. HDGF expression and the tumorigenic behaviors in human oral cell lines were investigated by immunoblotting, invasion and colony formation assays. Recombinant adenovirus vectors were employed to modulate the HDGF level in oral cancer cells. Immunohistochemical analysis using tissue microarray (TMA) consisting of surgically resected samples was performed to delineate the correlation between HDGF expression and clinic-pathological parameters. Angiogenesis is essential for invasive tumor growth and metastasis through perturbing the balance of proangiogenic and antiangiogenic factors. Among the proangiogenic factors, vascular endothelial growth factor (VEGF) is the principal player. HDGF can also stimulate angiogenesis directly and induce VEGF releasing. In Chapter 2, HDGF expression was correlated with VEGF expression and led to the poor prognosis of the oral cancer patient. It is considered that HDGF might regulate the VEGF upstream genes or the VEGF promoters. A new pathway that HDGF activated AKT/HIF-1α and NFκB and then increased VEGF expression through nucleolin binding in a normoxic condition was disclosed in Chapter 3. In summary, HDGF expression plays an important role in tumorigenesis and angiogenesis of oral cancer, which is associated with the aggressive tumor behavior, poor prognosis, and regulation of VEGF.
