China has begun to pay close attention to information operation since 1985, in particular, after the Persian Gulf War in 1991. From the very high official level downwards, all military agencies of China have devoted to research on information operation. Generally speaking, the military experts of China agree that Information Operation is a highly integrated warfare, and that all military actions that can disrupt the enemy's capability of controlling information fall into the category of Information Operation. This is a new wave of military revolution which is based on information technology. Militaries of different countries are embarking on the revolution. The foundation of the information industry, the progress of the military theories, and the attitude towards military revolution will decide the order in which different nations completing the revolution.
This thesis defines the information operation very similar to the definition adopted by the U.S. Army, and focuses on information operation at the national level. The main reason of China's emphasis on information operation is to c China believes that a small-scaled, localized war with the U.S. is unavoidable, and that the U.S. will either directly or indirectly intervene in any military conflict between China and Taiwan. China would like to disrupt the control and command system of the U.S. army and to stabilize balance the moderate and conservative factions within the party. Moreover, China believes that information operation has the advantages of launching a swift and precise attack and avoiding mass destruction on Taiwan's infrastructure and high-tech industry. It also has the benefits of low intensity, low loss, high efficiency, fast attack, and fast victory. In summary, information operation is regarded by China as a kind of warfare that is in conformance both with the ancient war theory and the modern economic demand.
In the face of China's development on information operation, Taiwan should think bout how to make best use of its advantages to confront China's threats, and to gain a military edge over China. Thesis reaches nine points in conclusion: 1) China has placed more attention on offensive information operation; 2) China supports asymmetrical warfare; 3) China's rapid development in internet technology is increasing its capability in information operation; 4) China has also shown emphasis and determination in the area of Information Security; 5) China will aggressively push for the establishment of legal system for information security, and raise its defensive capability on information operation; 6) China will actively train skilled people to run information operation; 7) China's emphasis on conduct information operation during military exercises shows its determination to use it during a war; 8) China's current network military power is still inferior to that of the U.S.; 9) Taiwan has to look at China's development on Information Operation objectively.

Since being developed in 1956, no matter itâs category, function or quantity, Chinese ballistic missiles have kept renewing and increasing. For example, the development of its strategic missiles has undergone the 1st through the 3rd generation with models from Dongfeng-1 to currently developing Dongfeng-41 Ballistic Missile, and its warhead has been gradually developed from carrier of single nuclear head to combination of both traditional and nuclear warheads and to multiple warheads now. Under such multiple developments, Chinese nuclear strategy according to their official speech has still adopted âminimum deterrenceâ claimed by the 1960âs and 1970âs until now, and which has already led to external speculations.
They think that Chinese has devoted to modernization of ballistic missiles lately, actively developed more land-based strategic missiles and sea-based nuclear submarines, techniques of multiple warheads and space-based weapons, and reinforced the practicality of tactical nuclear missiles etc. that such development has already exceeded the âminimum deterrenceâ strategy, which even develops
towards the âlimited deterrenceâ strategy. Therefore, whether Chinaâs deterrence strategy is changing is one of the assumptions in this study. If Chinaâs deterrence strategy is no longer equipped with the minimum deterrence, then whether the most important features of the minimum deterrence by âno use of nuclear weapons at firstâ and Chinaâsâthree nos principle on nuclear weaponsâwill be changed accordingly is the second assumption in this study.
Chinese ballistic missiles apart from being used as deterrence can also be used to practice coercive and annihilative strategies. Especially in the issue of Taiwan, when Chinese deterrence strategy fails in terms of Taiwan, it may use coercive or annihilative strategies to achieve their political and military objectives. As the ability of Taiwanâs anti-ballistic missile is obviously insufficient; so if Taiwan suffers the attack from Chinese missiles, the result will be unimaginable. Therefore, how to prevent the attack from its missiles is what I would like to discuss in this paper.
For the probable battle by the two sides of the Taiwan Strait in the future, in order to quickly facilitate the victory, whether Chinese will use micro-kiloton nuclear warhead to destroy the important and stable military targets in Taiwan to help smooth the warfare and further crash the myth that Chinese will not use nuclear weapons against Taiwan is the 3rd assumption in this paper. Finally how to increase our defense against ballistic missiles and whether we should participate in the TMD (Theatre Missile Defense) provided by America, I will provide several suggestions for references of the related units, hoping to make certain contributions towards Taiwanese prevention against the threat from Chinese ballistic missile.

In the era of Jiang Zemin, the core leader of third generation has not be much more powerful than other leaders. Hence, he needs to build a coalition to gathering varied interests that supported his leadership. He had to bargain and compromise with other leading officials, to generate resources in order to reward and maintain the coalition which supporting him in power. Based on such âgive and takeâ relations, he had been relatively weak when bargain with military or other interest groups within Chinese political system. And that might be the major reason to explain why the Peopleâs Liberation Army (PLA) could get the unforeseeable political influence in the Jiang era.
When discussing the Party-Army relations in the Jiang era, it would be useful to view the PLA as an interest group in the Chinese political system. Therefore, I posit two basic assumptions to analyzing such relations. The first is that army and Party are engaged in a chronic and multiform conflict stemming from their incompatible outlooks and interests. The second is that Party would insist in controlling the army and keep suppressing the expression of its group interests. Besides, several variables would be introduced to identify such conflict. These include the declination of ideological indoctrination, the power reduction of the political control system in the army, the absence of regularized procedures for the transfer of political power within the ruling Party elite, the acceptance of the principle of collective leadership, and the modernization of the economy. These factors would be used to explain the transformation of the Party-Army relations.

▼ After experiencing World War â and â¡, the European countries recognized that to prevent war on Europe was of necessary. They would like to inspire economic development by economic integration, and furthermore, to push Europe back to the key actor of world politics through political integration. From âEuropean Common Marketâ, âEuropean Communityâ to âEuropean Unionâ, the European countries has gone through many complex negotiations. Among the regimes in European Union, âCommon Foreign and Security Policyâ works through âIntergovernmental Cooperationâ, which is of much higher political meaning. It symbolizes the operation of integration theory has strode from economic to political matters.
The operations of CFSP have two important contributions to Europe. First of all, it contributed to the reconciliation of European nations. Second, it demonstrates peace can be achieved through legal and institutional negations without threatening the existing political authorities. Both China and Taiwan can take lessons in the CFSPâs negotiation process, especially in the aspects of how to leave aside disputes and put aside minor differences so as to seek common ground.
President Chen Shui-Bian gave a talk on 31 December 2000 which indicated that the Cross-strait relation could learn from EUâs integration experience and jointly seek for new framework of political integration. It could start from economic and cultural integration, build confidence step by step, and look for new framework for political integration. This kind of opinion conforms to international development experience. What norms of EUâs experience should the Cross-strait refer to is the main topic of this research. How do EUâs institutions make compromise between ânational interestâ and âEUâs developmentâ is another concerning point of the research.
