In this thesis two different approaches for the construction of environmental extensions compatible with the MRIO database EUREGIO are compared alongside with the latest liter- ature on consumption-based accounts. To date, few studies have focused on the provision of sub-national accounts at the NUTS2 level of detail and never production-based accounts have been compiled for the European NUTS2 level of detail. The first approach described as the bottom-up approach uses TNO’s MACC emission inventory for the year 2010 which compiles spatially explicit emission data at the source for 9 different pollutants across Europe with a 0.1àx 0.05à longitude-latitude resolution for over 250 source sectors. The second approach described as the top-down approach uses NAMEA data from EUROSTAT by disaggregating it to the regional level following a linear approach based on the regional economic output of a sector compared to the national economic output of the same sector. The two differ- ent approaches for the compilation of environmental extensions are compared both at the production-based accounts and the consumption-based accounts level mapping the existing relative difference across sectors at the national and regional level. The level of heterogeneity in the magnitude of the relative difference of the accounts increases proportionally with geo- graphic detail underlying the fact that a bottom-up construction is able to better grasp the regional scale. This is ever more prominent when looking at particular sectors such as the utilities sectors ss2 and ss5. Of the analysed NUTS2 European regions, the carbon footprint of 74% of the regions presents an upwards deviation of more than 4% compared to the bench- mark study with footprints ranging from 2 to 46 tCO2/cap for Umbria (IT) and Souther Finland (FI) respectively. The obtained results highlight the advantage of the bottom-up approach for more accurate distribution of the emissions at the regional scale from industries to the consumers resonating with similar conclusions from other authors. Despite this, several recommendations are made to improve the quality of the bottom-up approach with possible future applications.

Food waste is a global problem that has a significant impact on the environment and society. Nevertheless, the Dutch government lacks a clear strategy to reduce food waste. The city of Amsterdam also lacks such a strategy. Therefore, various social innovation initiatives are actively preventing food waste. These initiatives emerge from local collaboration and address a social problem in society that existing institutions have failed to tackle themselves. These initiatives call themselves “signaleringskeukens" or food waste prevention initiatives. As there is a lack of knowledge on the impact and governance of food waste prevention initiatives, this thesis aims to answer the following research question: What is the impact of food waste prevention initiatives in Amsterdam? In doing so, it will look at the governance of food waste prevention initiatives, their environmental and socio-economic impact, and drivers and barriers that influence this impact. This thesis shows that it is difficult for food waste prevention initiatives to realize an impact. They are confronted with barriers in almost every aspect of their activities. Despite collecting a significant amount of food waste, food waste prevention initiatives are still merely scratching the surface compared to Amsterdam's total amount of food waste. The initiatives are aware of this and primarily focus on raising awareness of food waste and food waste prevention. Thereby, the initiatives reach thousands of people but fail to reach politicians, councilors, and food businesses. Consequently, food waste prevention initiatives have not yet realized system innovation and transformative change. Nonetheless, they show great potential for changing the food system as long as they establish strong networks.

▼ This study provides suggestions to decrease hot utility use and impact on the environment of a skim milk powder (SMP) processing plant. These suggestions are based on the integration of waste streams with processes in the production of SMP. To identify appropriate waste and process streams, process integration has proven to be a successful method. This concept addresses the issue of waste heat of a process by pointing out to the importance of the relation between unit-processes. In this study, the integration of waste streams is accomplished by heat exchangers, heat pumps and a zeolite wheel. The general assumption underlying this research, is that recovering heat from unused waste streams decreases hot utility use. Multiple methodologies were used in this study. To accomplish process integration, the pinch analysis forms an essential tool. This analysis was used to identify potential heat recovery schemes in the SMP plant. Furthermore, to fully understand these schemes, a thermal, environmental and economical analysis was done. These analyses were based on mass and energy balances, (in)direct CO2 emissions and investment and operational costs. Several conclusion can be drawn from the pinch analysis. First, the pinch temperature is 50◦C. This represents the dividing line between processes which require heating and cooling. Second, the heating and cooling demand is known. The SMP production process requires 6.8 MW of external heating and 1.7 MW of external cooling. Third, the amount of recoverable heat is equal to 5.3 MW. Fourth, appropriate heat sink and sources are identiﬁed. The heat sources, i.e. waste streams, are the spray dryer exhaust and the the condensate streams from two evaporators. The supply temperatures of the exhaust and the condensate streams are respectively 77, 65 and 55◦C. The appropriate heat sinks are the spray dryer air inlet and the evaporator product inlet streams. The target temperature of the spray dryer inlet and evaporator inlet streams are respectively 190, 75 and 70◦C. Seven heat recovery setups are proposed. In terms of saved energy, the spray dryer exhaust has the most potential for heat recovery. The zeolite wheel is the best performing heat recovery technology in the spray dryer process, with a recovery of 3.5 MW. Furthermore, a heat exchanger-heat pump combination and a stand-alone heat exchanger recover respectively 1.8 and 1.6 MW. In contrast, the evaporation process has less potential for heat recovery. The best performing conﬁguration is a heat pump, recovering 1.4 MW from the evaporator condensate. The environmental performance is strongly related with the amount of energy saved. This is because the most decisive parameter in the environmental analysis is the carbon intensity of natural gas and electricity. The best performing conﬁgurations in terms of saved CO2 emissions are the zeolite wheel (3806 ton/yr), the heat exchanger-heat pump combination (1934 ton/yr) and the stand-alone heat exchanger (1593 ton/yr) in the spray dryer process. Coherent responses to wicked problems such as climate change require a new way of doing science and tools to give insight into the transformation of large-scale socio-technical systems. Simulation models support transformative processes by offering a simplified version of reality and a boundary object that unites stakeholders around a simplified representation of reality. The challenge is how to structure the transdisciplinary process of involving stakeholders in simulation modeling and distinguish between a proliferation of approaches within the fragmented field of modelling with stakeholders. This thesis designs a conceptual framework for a transformative modelling process with stakeholders based on a literature review of existing approaches and twenty-three interviews with modelers. Transformation is conceptualized as a rigorous process in which a system is shifted onto alternative development pathway in light of evolving conceptual frameworks, such as seeing the world as an interconnected system. Approaches to modeling with stakeholders are transformative if the main interest is in stakeholder empowerment, giving the stakeholder control over goal setting and model use. Amongst the fragmented approaches, four distinct forms of transformative modelling can be identified: Group Model Building, Companion Modeling, Challenge-and-Reconstruct Learning, and generic environmental modeling. The categorization of existing approaches and their essential differences allows for the systematic development and comparison of transformative approaches over time. The development of the approaches occurs within an ideal-typical framework made up of iterative cycles of roughly three phases. First the modeling effort should be frontloaded with framing efforts to become critically aware of practices influences thought, but build a core team or nucleus of friends that see an urgency to collaborate with others on common problems. Elements of ongoing meaningful conversations that engage a growing number of stakeholders in model building should be documented to identify sustainable sources of stakeholder motivation and leads to joint action to address wicked problems. In the second phase, the team is accompanied by experienced model builders and facilitators to build models to support the collective process. Finally, the team translates their conceptual framework into reality by taking concrete action. As transformative modeling matures, developers should collaborate through systematic learning in cycles of planning, action, and reflection across approaches and disciplines to continually improve their practice.

▼ Radical innovation is widely acknowledged as important for companies aiming to contribute to sustainable development while maintaining and improving their competitive advantage. However, the diffusion and development process of radical innovations is described as uncertain and long-winded due to barriers raised within the socio-technical system. This system is a linked network of technological aspects, actors and institutions in which the process of development and diffusion of the radical innovation evolves. In order to overcome barriers within this system, companies can adopt a niche strategy, which enables the creation of a market despite these barriers. In these niche markets the radical innovation is able to develop until it reaches maturity and can survive in the mainstream market. Ortt & Kamp (2019) developed a barrier framework including seven core factors and seven influential factors representing the components of the social-technical system of a radical innovation. The core factors represent the market characteristics; it is assumed that if one of these core factors is absent, large-scale diffusion is obstructed. The influencing factors describe the underlying problems causing the absence. The first objective of this is research was to link niche strategies to barriers comprised of one influencing and one core factor as described in the barrier framework. The second objective of this research was to develop evaluation criteria that companies can use to define the most suitable niche strategy for their particular situation. In order to reach these objectives, a multi-method approach was taken in which three different methods were applied in three different research steps. In the first research step a conceptual model including the linkages between niche strategies and barriers was developed by means of logical reasoning. Furthermore, a list of evaluation criteria was proposed. The credibility of the proposed conceptual model and the proposed evaluation criteria was subsequently assessed in the second research step, a literature review, and the third research step, two primary case studies. The aim of these steps was to improve and refine the conceptual model and evaluation criteria using pattern matching and cross-case analysis. If proposed relationships could be confirmed by literature and/or empirical evidence, the relationships were found appropriate. This thesis research made a first attempt to link niche strategies formally to the barrier framework developed by Ortt & Kamp (2019). In total, 157 linkages were found. Furthermore, the research adds a list of 28 niche strategies that extend the currently described amount of niche strategies in literature, including both the innovation phase and market adaptation phase; it adds a categorisation of the niche strategies; and it adds a list of evaluation criteria. ▼ Environmental emissions from transports need to be reduced in order to construct a sustainable society. Nowadays, gasoline and diesel account for 21% of the total carbon emissions in the world. In the Netherlands, important projects are present to develop a hydrogen economy by 2050. Hydrogen can be used as a sustainable fuel alternative for transports as its consumption produces only water. However, the current technologies for hydrogen production possess environmental emissions such as CO2, based on steam reforming and coal gasification. If hydrogen is to be used massively as an energy carrier, a shift in its production paradigm is necessary. The thesis compares the environmental performances of the two strongest potentials for green hydrogen (without harmful emissions) production: the alkaline and PEM electrolysers. Both of these technologies are based on the same principle: water is split with electricity into oxygen and hydrogen. To produce green hydrogen, the electricity comes from the wind energy, the largest renewable energy source potential in the NL. Both electrolysers are used at a pilot-scale currently. The main question studied in the thesis is to see how the environmental profiles of these two alternatives may evolve when a shift is operated pilot-scale to large-scale implementation. The Life Cycle Assessment tool is used to achieve the assessment and to put the focus on environmental emissions. LCAs at a pilot-scale were constructed based on a literature review. Analyses of the environmental performances from alkaline and PEM electrolysers enabled to settle a list of potentially relevant parameters to consider during upscaling process. Several technology analyses were conducted (workshop, interviews, collaboration with a company) and combined with the General Morphological Approach (GMA) to create scenarios for 2050. By combining the scenarios constructed with the GMA approach and the pilot-scale LCA models, prospective LCA models were created for potential future electrolyser’s plants. A special focus was made on electrolysers’ parameters to understand clearer their potential influences. Analyses of the prospective (named “ex-ante”) LCA models and comparisons were made between alkaline and PEM electrolysers. The alkaline electrolyser performs slightly better than PEM, even though the two alternatives possess virtually the same environmental performances. The differences in environmental performances between alkaline and PEM electrolysers are most of the time non-significant. The largest contributor in environmental emissions remains the electricity production (from Dutch wind turbines). That said, other perspective, such as geopolitical ones, may favour more one technology than the other (e.g. the PEM electrolyser consumes noble metals). Overall, a combination of LCA and GMA methodologies has been applied in the thesis to assess the environmental performances for two electrolysers in 2050, for green hydrogen production. ▼ More than half of Mexico’s population is living in a type of poverty, recognized as a multidimensional challenge with a geographical context. Even though Mexico’s poverty is measured in a multifaceted way, the concept of Energy Poverty has not been studied, per se, by governmental institutions. It is until recently that the study of this concept in Mexico has been undertaken by Mexican researchers, focusing on measuring it at a national and subnational level through various energy services at the household level. However, any research has been done until now to identify people’s energy needs in rural areas in the country. Thus, this study objective is to research this situation through a qualitative-exploratory research approach. Focusing on the particular case of rural areas in Mexico, where more poverty is experienced, and less research has been done. Different available and governmental supported technologies in Mexico are analyzed to address Energy Poverty. While translating people’s daily routines into specific energy needs, which could be overcome and satisfied with the evaluated technologies, to reduce or abate this situation. As the used approach comes with some disadvantages, a bunch of different methodologies has been used to carry out this research and reduced drawbacks. In the first place, Geographical Information Systems (GIS) are used to minimize researcher biases and identify the target population at the macro level. In this way, it is diminished the research approach disadvantage of generalization to a broader community. Narrative and thematic analyses are used to investigate in a more refined level people’s energy practices leading to energy necessities, reducing population under-representation by interviewing a larger sample. Finally, Energy Biographies are used to determine participants necessities according to their daily practices concerning energy use in their homes, attenuating researcher biases and increasing research usefulness as a tool for decision making. Additionally, a comparison between people’s energy necessities and different available technologies to tackle them, according to the energy services technologies can provide, are analyzed to see how technologies characteristics fulfill people’s needs. After developing the different methodologies, it can be concluded that many rural communities in Mexico are experiencing Energy Poverty, where the higher is in the Tropical region (south of the country), followed by the Temperate (center of Mexico) and the Extreme Warm one (north of Mexico). Additionally, Energy Poverty in Mexico is mostly related to the fuel that is used for cooking. Whenever technologies are assessed, it will pop up the question if a given technology life’s cycle, is enough to achieve a balance of the benefits against the impacts. Mainly concerning energy poverty, this is highly relevant; because not necessarily having the most up-to-date technology will solve the problem. ▼ The consumption of natural resources by modern societies, the environmental and social impacts that are associated with it, and the possible pathways to reach more sustainable patterns of consumption, constitute a significant field of study in environmental, economic, and social sciences. With the majority of scientific researches approaching sustainability while keeping economic growth as a central prerequisite, the following research adopts an alternative pathway, connected to the concept of strong Sustainable Consumption. The research project aims to investigate how Greek society can be transformed towards strong Sustainable Consumption by the agency of the alternative economic model of Social and Solidarity Economy. The emergence of Social and Solidarity Economy in Greece, during the economic and social crisis that the country faced from 2008 onwards, presents itself as an opportunity to investigate how such an alternative economic system may contribute to the expansion of strong Sustainable Consumption. As there is a lack of scientific studies addressing the transition towards Sustainable Consumption under Social and Solidarity Economy, the present thesis provides innovative results that could lead to further research on the subject. For this purpose, the following research question was formulated: How do Social and Solidarity Economy initiatives in modern Greece contribute to the transformation of Greek society towards ‘strong’ Sustainable Consumption? An extensive literature review on the concepts of strong Sustainable Consumption and Social and Solidarity Economy, alongside an examination of the current practices of the latter in the country of Greece, are presented. The individual initiatives are chosen as the unit of analysis of the research design to study the social transition. The development of an analytical framework, based on the theoretical framework of Transformative Social Innovation, attempts to answer the formulated research question. Under this framework Social and Solidarity Economy is defined as a Social Innovation that is described as a change in social relations, involving new ways of doing, organising, framing and/or knowing. The framework investigates the levels of transformative change that such innovations can achieve, mainly their transformative ambition, potential and impact. The methodology proposed to implement the framework follows the multiple case study approach followed by a cross-case comparison. Based on the literature review on the state of Social and Solidarity Economy in Greece, it was revealed that cooperatives comprise the most active and legally contextualised form of Social and Solidarity Economy in the country. Consequently, the selected cases were cooperative ventures operating in different areas of Greece. The research results enrich the knowledge on the different ways that cooperatives develop new social relations and new ways to frame, organise, do and know Social and Solidarity Economy. The need for an energy transition has arisen in response to a growing discrepancy between (A) what people find important or valuable in life, and (B) the performance of – or value delivered by – the physical energy system. Since the physical energy system has not changed much in recent decades, it is clear that changes in people’s values are responsible for the currently observed mismatch between A and B. It is relevant to investigate how – and/or whether – this divergence can be managed as levels of societal discontent rise in proportion to the incongruity between A and B. Minimizing the divergence of A relative to B (and vice versa) calls for a deeper understanding of how belief system change happens. Anticipating belief system change may help to forestall the emergence of negative sentiments and consequent destabilization of socio-technical (energy) systems. One way in which belief system change may destabilize the functioning of the Dutch energy system is through altering patterns of consumer energy technology adoption behaviour. A person’s values interact with her knowledge to determine the attitudes he/she holds with respect to clean (i.e. low-carbon) energy technologies. These attitudes, in turn, impact one’s intention – and ultimately one’s decision – to adopt a clean energy technology. Hence, value and knowledge change induces attitude shifts which subsequently affect consumer intentions to adopt clean energy technologies. The dynamic interplay of values, knowledge, and attitudes is referred to as belief system change. This thesis focusses on providing a way of thinking about how belief system change happens within an energy-system’s context. Additionally, this thesis investigates the usefulness of ABMs as research tools for systematically studying belief system change within socio-technical systems (energy systems in particular).

▼ This thesis provides insight in the characteristics of photovoltaic business models and how they relate to policy instruments and design considerations. Business models illustrate the rationale of how organizations create, delivers and capture value. The business model approach and more specifically the business model canvas is a tool that is widely used by academics, entrepreneurs and consultants to map out how organizations work and how different characteristics such as value proposition and distribution channels relate to each other. By studying professional and academic literature on (downstream photovoltaic) business models, a set of six categories are selected. These categories vary from straight forward project providers where customers purchase a small photovoltaic installation to complex business models that include third party ownership and even aggregation of distributed electricity generators that are clustered as a virtual power plant. The research shows that the business model canvas approach is a valuable tool to assess and describe photovoltaic business models. This thesis unveils that major differences in business models are present between first-party and third-party ownership. The latter projects are often financed by banks, utilities or investment funds that maintain much higher standards in quality control, risk mitigation and are less comfortable with dealing with unstable policy environments. It also becomes clear that third party business models can only succeed in an environment with stable policies and proper access to financing. As feed-in-tariffs and long term power purchasing agreements are getting less common in mature market, another wave of business model shuffling can be expected in the solar industry. More uncertain revenue streams, curtailment and electricity market exposure will lead to new models with a different kind of investors. Although utility companies have not yet played a major role in the photovoltaic industry, they do have competitive advantages in the coming years as they have experience with energy trading. In order to mitigate climate change, the energy system will have to change dramatically. Energy production has historically been a centralized process without citizen participation. Recently, the energy production system is becoming increasingly decentralized. However, a polycentric energy production system requires active citizen involvement. Renewable energy (RE) cooperatives are exemplary of citizen involvement in decentralized energy production. In RE cooperatives, citizens collectively own and manage RE projects, oftentimes at the local level. While wind cooperatives have been around since the 1980s, the establishment of a local energy market has increasingly led to the emergence of RE cooperatives. RE cooperatives have been previously described as collective actions, facilitating to overcome the social dilemmas associated with climate change mitigation. However, research has not been conclusive in this matter. Moreover, RE cooperative research is mainly qualitative in nature. If RE cooperatives are to thrive in an increasingly competitive decentralized energy production system, quantitative research on their successful functioning is imperative. This thesis aims to provide an empirical and quantitative account on the extend at RE cooperatives operate as collective actions. The question of this research is which factors stimulate success in RE cooperatives and how can this be explained by the RE cooperative’s function as collective actions? The most important predictors of success in RE cooperatives are a high focus on renewable energy and high dividends. These are all determined by democratic decision making. Thus, the outcome of democratic decision making is a more important predictor of successful cooperation in RE cooperatives, than collective action variables. Collective action variables had some effects on cooperation, but most of their effects were limited. Moreover, the exact operationalization of these variables in RE cooperatives is different than what theory prescribes. Additionally, it is unsure how the core relationships of the collective action framework are exactly operationalized in RE cooperatives.

The heating transition goals of the Netherlands are ambitious. To reach the goal of an 80% reduction of CO2 emission by 2050, the total residential heat consumption would need to be drastically cut down. The Dutch government is leaning towards implementing large-scale heating networks and reusing waste heat from non-renewable industry. However, doubts exist whether or not that is the most viable solution. Other research lacks an overlapping approach to the modelling of a complex problem like the heating transition. The aim of this paper is to make a GIS-based framework to develop scenarios for the heating transition in cities and evaluate the implementation of different combinations of technologies to reach the Dutch climate goals. This analysis focusses on residential buildings because there is an ongoing discussion who is going to pay for the investment necessary to achieve the heating transition for this type of building. The case study of this paper focusses on the Merenwijk in the city of Leiden in the Netherlands The technologies covered in this paper are heat pumps, low temperature heating networks and high temperature heating networks. These technologies are evaluated on their technical, financial and environmental aspects to determine their impact. Next to these impacts the trade-offs of implementing these technologies are evaluated and which impact these could have on the stakeholders involved. Three scenarios were made to cover a few combinations of these technologies: 1) a scenario based on the warmtevisie from Leiden utilizing heat pumps and low temperature heating networks; 2) a scenario utilizing only heat pumps; and 3) a scenario implementing low and high temperature heating networks for the whole neighbourhood. All technologies have specific characteristics which should be considered before implementing on a large scale. Financial assistance from the municipality or the government is needed for the home owners in order to achieve the heating transition within 32 years. The energy sources used by the heating technologies will be crucial for reaching the climate goals. At some point the Dutch government has to choose between a quick wins solution by reusing waste heat from the harbour of Rotterdam, or to implement a long term sustainable energy transition with heat pumps and low temperature heating networks. This paper provides an overview of the three mentioned heating technologies to be implemented during the heating transition as an alternative to natural gas. Moreover, it will hopefully invoke some debate about the Dutch government’s heating transition agenda.

▼ The Netherlands is vulnerable to supply restrictions because of the importance of materials for economic development: materials are at the basis of the society. The materials that are particularly vulnerable to supply disruptions and are of high importance to the economy are called critical raw materials. The Dutch government has adopted the goal of having an entirely circular economy by 2050 to reduce the vulnerability of the economy to critical materials problems. However, the literature indicates that adopting a new economic model is not sufficient and that a sustainability transformation is essential. According to literature, both a sustainability transformation and economic degrowth are essential to reach a situation of sustainable material use and therefore resilience to supply disruptions. Moreover, the literature emphasises that governance, and especially political leadership, is indispensable in achieving a successful transformation. This research shows how governance can bring about the desired sustainability transformation to reach a social and economic system that is resilient to situations of material constraint in the Netherlands. This study presents a theoretical framework that is tested using the case of governance on material constraint in Britain during the Second World War. The results are applied to the case of the Netherlands to provide insight into the way forward towards a society that is resilient to situations of material constraint. The results show that a broad approach, including the entire social-ecological system, is essential and that the government can use selective pressures and windows of opportunity to steer and accelerate the transformation. The case study of policy on material constraint in Britain underlines the importance of planning besides the transformation. Additionally, the research has uncovered trust, and therefore the importance of equal and just distribution, as the foundation of resilience. The Dutch government should take the responsibility of bringing about sustainable development and use its authority to define a sharp vision and specific goals for the sustainability transformation. If diversity and distribution are adequately addressed during the transformation process, the Netherlands is in the position to achieve a high level of resilience to critical materials problems. Resilience does not mean that situations of material constraint will not occur, or that they will not affect the society. It does mean that the Dutch social-ecological system will be flexible enough to change according to the new situation while maintaining its function and provide its society with the basic needs for living, even in times of severe material constraint. The new system is a system that is balanced and diverse, and, therefore, far less dependent on economic growth or material supplies. ▼ The present research applied a mixed approach for increasing the energy performance of retail spaces by setting new specific energy consumption targets and identifying what measures can be implemented at the building level to achieve the most energy gains. Energy benchmarking, a common practice of evaluating the building performance has been used to relate the values of the efficiency index of similar buildings and set new ones. In order to assess how the new specific energy consumption targets can be achieved, energy modelling has been performed to identify measures that can be integrated at the building level, and are directed toward the highest energy intensive areas within building operations. In the process, a selection of 47 retail spaces has been used, with an efficiency index related to the floor areas that have annual values between 48 kWh/m2 and 383 kWh/m2. Performing energy benchmarking, the weight of these values has been assessed, in relation to a selection of multiple energy markers that are best performers from various dimensions. Building simulations on store operating parameters indicated the importance of energy saving measures, such as ventilation control systems, as there is a spike registered in energy consumption if ventilation rates do not match the building occupancy levels. As the local hot climate conditions have been found to have a significant influence on the building energy performance, the building design has been assessed to identify weak areas responsible for heat gains and in consequence of an increased need for cooling. The research found that for “big-box” retailers the roof is the building component that can be used to decrease the cooling load. Energy savings have been registered for passive cooling techniques using radiative processes for existing locations, while sustainable building design, can update the standard flat roof and provide further functions such as increase daylight access and energy production. For the facilities where the energy consumption has been calculated, the results indicate lower annual energy consumption values compared to the actual energy use. Furthermore, when evaluating the actual energy consumption and the best practice targets set of each particular climate, it can be observed that energy savings can be achieved, with values with average savings of 32%. Connecting the findings of the two steps, a comprehensive list of recommendations has been created, with measures for non-food retail space operation, aimed at increasing the annual energy performance of this building type. The recommendations cover key aspects of operating the building at optimum energy levels, and the proposed measures are directed toward energy efficiency technologies and energy management practices. It is noted that a high level of actions is focused towards the staff and their behaviour, as the building occupants are a key factor in achieving good levels of energy performance. To limit global warming to 2 degrees Celsius in 2100, the European power sector needs to transform. Renewable energy capacity is required to reach this ambition, together with transmission and storage capacity to maintain grid stability. Carbon capture and storage could potentially decrease the required renewable energy capacity, while simultaneously increasing grid flexibility. This research focuses on finding a cost-optimal composition of technologies, while abiding by the goals set in the Paris climate treaty. To investigate this objective, two optimisation models are compared: a linear programmed optimisation model with a high temporal and low technical resolution, and a unit commitment model with a low temporal but high technical resolution. Fixed costs and installed capacities are determined by the linear model. Subsequently, both models calculate the optimal generation mix. Three scenarios for 2050 were evaluated: a 'business as usual' reference scenario with maximum emission comparable to 2014 levels, a scenario with a maximum emission consistent with a 96% reduction in 2050 compared to 2014 and a scenario with that same target and the possibility to implement carbon capture and storage. The results show that the goals set by the Paris agreement increase system costs of the European power sector, but the increase is moderated by deployment of carbon capture and storage. Compared to the linear model, unit commitment increases variable costs, but this increase is modest, serving as confirmation that a linear modelling approach can be sufficient for answering a wide range of questions. To increase accuracy, one might integrate both models and provide a complete answer that integrates long time-spans and a wide variety of technical constraints.

▼ Cities account for approximately 75% of Greenhouse Gas (GHG) emissions. This, along with the fact that cities also account for 75% of natural resource consumption and 50% of global waste production, makes urbanization a world-wide issue (Sukhdev, Vol, Brandt, & Yeoman, 2017). Additionally, the widely-practiced urban linear economic structure only amplifies the problems of city life, taking goods from far-off places, using them for a limited time and discarding them in such a way that cuts value chains. A shift toward a circular economy (CE) with the aim to reduce, reuse or recycle materials could be a winning sustainable development strategy for cities aiming to lower their negative environmental impacts. Problems of urbanization are only expected to increase. In Europe, cities house 70% of the population, making it one of the most urbanized regions in the world. In the Netherlands particularly, the percentage residents living in cities has grown from 87% in 2010 to over 91% in the last 8 years (United Nations Population Division, 2018).A major challenge facing the Netherlands is the sustainability of the food system that accompanies this urbanization. Cities depend heavily on imported food to fulfil the needs and preferences of their residents. Besides the negative environmental consequences of excessive and often fossil-fuel driven importation, cities also produce a large amount of food waste which is often simply incinerated or landfilled. A more circular and localized food system, in this case addressed through Circular Urban Agriculture (CUA), would address both the issues of the linear economy and the growing food needs of cities. The Hague presents an interesting opportunity for CUA with its increasing popularity, carbon neutrality goals, location in a highly-productive agricultural area and expanding innovativeness. This research assesses the current state of CUA in The Hague, its potential for growth and possible future scenarios in which it is a larger part of The Hague’s food system. A conceptual framework comprised of quantitative and qualitative criteria from various frameworks leads the way into The Hague’s sustainable future. The contributing frameworks are the Urban Harvest Approach, Strategic Niche Management and Backcasting and draws from three domains: urban metabolism, sustainable transitions and future studies. A literature review gives insight into the current state of both urban agriculture (UA) and circularity in The Hague. Using the three examples of macro-level CUA initiatives available in The Hague (the Edible Park, Urban Farmers and Haagse Zwam), network development, learning opportunities and expectations regarding CUA create a strong story for the future potential of the sector. Those involved externally with the CUA sector, such as municipality representatives, circularity experts and researchers, also contribute to the analysis by providing insight into the landscape of The Hague.
