1. MUSSIE, TESFAW. THE MANAGEMENT OF DONOR SUPPORTED EDUCATIONAL PROJECTS: IN THE MINISTRY OF EDUCATION .

The aim of this study was to research the issues involved in the Management of Educational Projects in the Ministry of Education. To limit the scope of the research, the student researcher collected data from those involved in managing Bilateral & Multilateral Educational projects and the groups involved in the study were MoE experts and Bilateral & Multilateral Educational project Officers who monitored the Educational projects and they were selected as a sample by using simple random sampling technique, MoE, and MoFED directors who involved the management of the educational projects and educational project coordinators/donor representatives who supported the Ministry of Education were selected by purposive sampling technique. A survey research method was used for the study, the data gathered through questionnaires and semi structured interviews were presented by using tables, figures, percentage, frequency and used to analyze the collected and organized data. The data was processed using the Statistical Package for the Social Sciences (SPSS version 20). The findings of the study indicated that defining the scope, deciding aims and objectives, the project plan reviewed and updated through the life of the project, the educational project activities were estimated correctly and broken down in to practicable ways were some of the good achievements of the Management of Educational projects in the Ministry of Education. While the study result revealed that no feasibility study was conducted before the initiation of the educational projects, the key stakeholders were not involved in the planning stage of the educational projects, delays in starting projects, accomplishing the project activities according to the plan, and lack of project monitoring, planning for termination ahead, ontime finishing of projects, proper recording and documentation of the educational projects were some of the weaknesses of the management of educational projects in the Ministry of Education. According to the results of the study, most of the educational projects in the Ministry of Education achieved their aims and objectives, it is recommended that MoE should redesigned to implement a coordinated and systematic educational project management to overcome the late start and termination, involvement of key stakeholders in the planning stage. Therefore, it could conclude that the experts, higher officials in the Ministry of Education, MoFED, Bilateral and Multilateral Educational Project Coordinators/Donor representatives have a responsibility to find solutions to the problems which appear in different phases of the projects. Furthermore, Educational projects in the Ministry of Education should be managed by designing functional monitoring and evaluation mechanism that can be used by different projects, using PMIS, and implementing workable financial disbursement channels.
